Abstract

The use of big data and artificial intelligence in decision making in Indonesia is still rarely implemented. But in the business world, big data and artificial intelligence are very commonplace to boost targets. This study discusses the use of big data and artificial intelligence in policy Making in Indonesia. The method used in this paper is qualitative research with a literature study approach. The result of this research is that the dynamics in the implementation of public services require appropriate and fast decision making, considering that this is a community demand. Therefore, public leaders need to disrupt themselves in public services so that these services can be served quickly. In conclusion, big data and artificial intelligence can help public leaders make decisions to deliver the best policies.

Abstract

This study examines the efforts of woman local leader, namely Pandeglang Regent Irna Narulita in preparing food security in her region. This research is important because in the midst of the issue of gender mainstreaming and woman leadership, it is necessary to continue to work on it as a dedication to the central role of women. The researchers also wanted to analyze the leadership of woman local leader who are currently serving in building food strengthening. This research will provide another perspective in research because it will focus more on women's leadership in strengthening food, while other research on women's leadership sees more of women's representation. The locus of this research is in Pandeglang Regency, Banten Province, because seeing Pandeglang Regency is one of the areas led by woman. Furthermore, Pandeglang an area that still has a very wide potential of agricultural land in Banten. We use a qualitative method with a case study approach. The results of this research present the strengthening of food in Pandeglang Regency through the B2SA program and local food commodities (talas beneng and porang) that have been exported. Then the leadership of “Bupati” Irna was able to be more transformational than transactional. Because of its ability to encourage staff and stakeholders to work together to achieve common goals.

Abstract

Program Keluarga Harapan (PKH) exists as a government program that provides conditional assistance to families belonging to the poor. Since its birth in 2007, PKH has changed along with the dynamics of society. To see these developments, and how the reality of recipients belonging to poor families receiving PKH benefits is something that needs to be known scientifically. Therefore, in this study, structural functionalism is used as an analytical tool for solving theoretical problems that arise from the existence of PKH. This study uses a qualitative method with case study analysis. In addition, this study is also supported by quantitative data in the form of secondary data. This research was conducted in Wonodadi Village, Gadingrejo District, Pringsewu Regency. With this method and the field of study to be studied, this study will produce the reality of PKH beneficiary families in their social life. The aim is to find out the condition of the community comprehensively, and it is useful to provide an overview and solutions that can be offered if the assistance does not succeed significantly. From the description found, PKH Beneficiary Families (KPM PKH) have not been able to be socially independent so they tend to look dependent.

Abstract

ABSTRACT. Implementation of organizing good Governence, essentially demanding theinvolvement of all components of the stakeholders, both in environmental red tape aswell as in the environmental community. The essence of good governance is characterizedby this public service is good, this is in line with the essence of the policy ofdecentralization and regional autonomy which is intended to give discretion to the regionset up and take care of the local community and improve public services. This researchexamines the application of models of comprehensive principles of good governance in theservice of licensing in Kota Pekanbaru, factors that inhibit and supports the application ofgood governance in the service of licensing in Kota Pekanbaru. Results of the study foundthat the public approved the application of the principles of good governance in theservice of licensing conducted by the Agency of Integrated Services and capital investment(BPTPM) Kota Pekanbaru. Factors that hinder the application of the principles of goodgovernance in the service of the Agency's Integrated Services in licensing and Investment(BPTPM) Kota Pekanbaru is the factor of human resources and community patterns ofthought against the ministry. While the factors that support the application of theprinciples of good governance in the service of the Agency's Integrated Services inlicensing and Investment (BPTPM) Kota Pekanbaru is a factor and infrastructure, policysupport and financial support. Abstract

ABSTRACT. This paper examines managerial and political dimensions of local budgetpreparation and approval process. Data derived from observation, interviews anddocumentation. Results of the analysis showed that in the process of preparation andadoption of Blitar Regency’s Local Budget of Fiscal Year 2013-2015, the managerialdimension occurs in stages preparation and adoption RKPD, KUA PPAS preparation,preparation of the budget document and budget evaluation process, while the politicaldimension occurs in discussion phase and the memorandum of understanding KUA PPAS,discussion and approval of the budget and the budget determintaion. As a series of cyclesof preparation and approval of the budget process when a late stage would affect thewhole stage. Changes in regional governance law of Act 32 of 2004 into Act 23 of 2014which set of sanctions against the head region and Parliament when the budget late set apositive influence on the timeliness of APBD. In conclusion, the sanctions regents andDPRD positive effect on the timeliness of the determination of Blitar Regency’s LocalBudget of Fiscal Year 2015 differs with the approval of Blitar Regency’s Local Budget inthe previous year always late set. Abstract

ABSTRACT. This study aims to determine how the evaluation of West Lampungregency’s expansion is viewed from the public perception, the knowledge ofsociety, and the positive and negative effects of the expansion policy. This is akind of descriptive-qualitative research. The data collection was done by in-depthinterviews, observation and documentation. Then the collected data wereanalyzed through three stages, i.e. data reduction, data presentation, anddrawing conclusions/verification. The result of the research shows thatthe expansion of the West Lampung is highly approved by majority. This is becausethe expansion is not very influential for the society, since they are much lessfamiliar with the regional expansion. The positive effect is that largelygovernment agencies feel easier to carry out their duties and functions as issuesthat should be addressed in the Pesisir Barat have now been reduced. Whereas, itsnegative effects are the decline in revenue, the rise of unemployment, the lost ofculture, and even tourisms which no longer belong to the West Lampung. Theconcept of the expansion is still understood so simply and Liwa’s society still feelunfamiliar with this project. People are still waiting for what the government willdo, even some people are skeptical about this project. Keywords: evaluation of policy, expansion, West Lampung regency

Abstract

ABSTRACT. This research was discussed about the political economic impact of the shipscuttling policy in Indonesia, which dedicated that the Ministry of marine and Fisheries(KKP) in this far has not been maximal in carrying out the ship scuttling policy. There hasbeen focused in this research was about the ship scuttling policy with a whole inflicatedimpact based on the policy that has been implemented, to address the perpetrators ofillegal fishing who operates in the waters of fishery territorial republic of Indonesia(WPP-NRI). This research used the secondary research-type with the study of librarianshipapproach. There has constructivist perspective which involved with implemented it’spolicy. Researchers toot the conclusion that the ship scuttling policy didn't beenmaximize. There were still some obstacles that has not been handled effectively, humanresources have not been well distributed, facilities and infrastructure were not yetsufficient, and did’nt maximize the cooperation between the bilateral and multilateralinstitute, which involved in the implementation of the ship scuttling policy. From thereresearchers gave suggestion, (1) Overcoming the inflicted constraints effectivelly. (2)Created the well distribution of human resources in all of regions/regency/province,mainly in the sea border. (3) Adjust the facilitiest and infrastructure needed as well asstrengthen the cooperation relation with stakeholders are involved. Keywords: Impact, Political Economy, Policy

Abstract

ABSTRACT. Health insurance is a necessity that must be owned by the community ascitizens. After the demands of the changing times and other factors, then governmentdecided to transform PT. Askes (Persero) to BPJS Kesehatan by the Regulation of SJSN andthe regulation of BPJS. The transformation causes changes in the health insurance systemin Indonesia. This study aims to determine the reasons or factors that encourage theimplementation of the transformation, stages of transformation that is passed by PT.Askes (Persero) to be BPJS Kesehatan, and change what happened. The research is aqualitative study using a descriptive approach, data collection techniques used areliterature. The conclusion from this study is there are two factors that underlie theimplementation of the transformation of PT. Askes (Persero) to BPJS Kesehatan, thefactors are domestic and international factors. Domestic factors is complaints from thepublic, and the international factor is the intervention of foreign parties. Thistransformation then passes through three stages namely unfreezing, movement, andrefreezing. In each of these stages there are some changes implemented steps ofachieving the respective stages. transformations that occur in the PT. Askes (Persero)caused a lot of changes, including: changes in goals, culture, technology, organizationalstructure, and the volume of activity. Abstract

ABSTRACT. The high numbers of child violence in Lampung province to create a body ofwomen empowerment and child protection (BPP&PA) province of Lampung form anintegrated Service Center Institute of empowerment of women and Children SlowlyIndoman Daughter (P2TP2A-LIP) to the province as a Centre for information, servicecenters and empowerment for women and children victims of violence. The purpose ofthis research was to know how far the participation P2TP2A-LIP in handling violenceagainst children in the province of Lampung and constraints experienced by P2TP2A-LIP inhandling violence against children in the province of Lampung. This research using thekind of research deskriftif with a qualitative approach. The result showed thatparticipation P2TP2A-LIP in the Lampung in handling of violence against children alreadyexists, both in providing information, consultation, the decision, acting together andsupporting. But P2TP2A-LIP has a constraint in handling violence against children that isstarting from the limitation of the number of human resources existing in P2TP2A-LIP togive psychic conditions of service and sacrifice itself. Abstract

ABSTRACT. The policy of coastal reclamation in the Teluk Lampung ample posessome problems or lack of socio-economic conditions of rendering of fishermenaround the area of reclamation. After the policy of coastal reclamationimplemented, have are gave an impact on the fishermen about being the difficulty in finding fish and meet his needs. So the formula obtained by the issue of howsocio-economic impacts of fishing due to the perceived policy of coastalreclamation in the Teluk Lampung, especially Kelurahan Sukaraja. The purpose ofthis research is to give an overview of the impact of the social economy isperceived as one of the fishermen the impact arising from the existence of apolicy of coastal reclamation in the Teluk Lampung. This research was conductedto evaluate the impact of coastal reclamation policy. In evaluating the impact ofthis policy, researchers used the theory of impact evaluations or evaluationsummative evaluation methods belonged to Rossi and Freeman, then use the lawand some other supporting theory. Type of this research is descriptive researchwith qualitative approach. Conclusion of this research is the policy of coastalreclamation have yet to produce the desired impact. This is due to several factors.(1) Problems related to lack of public land in the town of Bandar Lampung has yetto be resolved, (2) the lack of participation or the participation of coastalcommunities, (3) how implementation is not appropriate, (4) the Government ofthe city of Bandar Lampung that have yet to implement environmentallydevelopment, (5) Yet the existence of the handling of the Government of the cityof Bandar Lampung accepted impact-related coastal communities, (6) theincidence of coastal communities must feel aggrieved and only benefit thedeveloper. In addition, the policy of reclaiming the beaches generate unwantedimpacts for coastal communities in particular Kelurahan Sukaraja fisherman. Sothe Government of the city of Bandar Lampung need to apply environmentallydevelopment, oversight and coordination to deal with the impact of requiringcommunity as well as in the process of coastal reclamation policy.
