Abstract

In the regional autonomy era, Semarang City’s Administration has put efforts towards independent development financing in its region, one of them through the management cycle of land as a regional asset. The Semarang City Administration is putting it in practice in accordance with the national regulation. However, several problems have started to occur, such as: unclear actual land ownership status and its legal standings, along with low revenue coming from this sector to the regional income. The study uses positivistic-rationalistic approach through descriptive analysis, IPA analysis (Importance-Performance Analysis), and regional financial independence ratio analysis. The study found that Semarang City Administration’s land asset management has several shortcomings, including: management weaknesses, and the absence of asset management optimizing strategy. The study recommends the following, in order to improve the regional finance independence, Semarang City Administration: (1) review of the existing land asset management cycle, and (2) establishment of asset optimizing strategic plan.

Abstract

The issue of public participation in spatial planning has become a topic of debate in many parts of the world in recent decades, as well as in Indonesia and France. Indonesia put its effort to manifest the idea of public participation through the institutionalized annual program namely Musrenbang since 2004.  In spite of numerous critics addressed, the program remains for nearly a decade without any significant improvement. Whilst, the presence of the organization “Peta Hijau”, despite its very limited resources, had succeeded inviting the citizens to be involved in a mapping project in the village of Borobudur. In different scale and situation, the city of Nantes with its “Dialogue Citoyen” successfully bridged the citizens and the decision makers in the process of coproduction the public policy in territorial planning since 2010. Taking a lesson learn from the practice in Borobudur and Nantes, the non technical aspect such as a strong commitment and trust building capability are ones of the key to properly bring the concept of citizen participation into reality.

Abstract

City’s development influenced by its natural resource, petroleum is one of them. Petroleum exploration and production activities become the trigger of city’s development which is accompanied by infrastructure and facilities provision, such as transportation access toward petroleum field location. It also provokes the migration activity where people come to gain new opportunity and better life, so it creates new population concentration in those areas. Petroleum industry started with land clearing which is usually by reusing land function. Land use in particular area related with population growth and the activity, the more population figures and their activities increase, it will affect the portion of land use development. In order to response this issue, a research which aim to identify the urban structure and land use development in the petroleum exploitation area is needed, with the research location in Duri, Bengkalis, Riau Province, by considering the periods from 1995 to 2015. This research is using a quantitative method, and supported by identification, comparative, descriptive analysis. While to describe the development of existing condition in the research location, it use GIS software. Comprehensive analysis is done to acknowledge the urban structure and land use development in the exploitation area in Duri. The result of this research are land use development in periods from 1995 to 2015 are affected petroleum field location to urban structure growth in Duri, built up area growth 913.74 Ha in 1995 to 1,583.42 Ha in 2005, and 1,962.02 Ha in 2015. Abstract

Purwakarta City’s housing sector is growing rapidly. The demand for land for housing has become a serious challenge as the city must face increasing population. The study employs descriptive-quantitative method to explain the developments in housing, regarding the area, location and spread pattern periodically until 2010. Land use intensity analysis investigates the efficiency of land utility through examinations of building density and building coverage. Nearest neighbour analysis was employed to discover the housing pattern through the calculation of the nearest neighbor parameter in the study area. Supply and demand analysis was carried out to measure the level of availability of housing in 2010. Mapping overlay showed that housing development in the last 23 years to the year 2010 has caused land use conversions, comprising 2,57% (118,76 Hectares) into building lots, 2,23% (103,33 Hectares) into housing facilities and infrastructures, and 0,11% (5,16 Hectares) into public  burial grounds. Urban spatial expression model analysis showed that Purwakarta City is expanding with a star-shaped pattern. Analysis also found 38 housing areas which were unevenly spread in a random pattern with T (nearest neighbor index) of 1,05.  Land use intensity analysis showed that only 6 housing uses its land efficiently. Analysis also found that in2010 in Purwakarta City, there has been a housing availability backlog of 13.642 units.

Abstract

Increasing demand for housing in Semarang city simultaneously rose housing development activities. The imbalance between need and provision has caused housing backlog. Programs were conducted enabling houses be built independently by people, by government supported through national housing and by private developers. While 24.279 people do not have their own home in Semarang (Kuswartojo, 2005), 24.980 houses in Semarang were being emptied by their owners (8,5% of the total units). This indicated target inaccuracies in home ownership programs goals. Therefore it is necessary to assess the effectiveness of housing development programs by clarifying the ability to fulfill the demand, and the impact through occupancy rates. The purpose of the study is to analyze the effectiveness of housing development in Mijen district, the largest suburb regency of the Semarang city ( 16,6% of the total area). In 2000 the government developed the area into the largest housing allocation site following the downtown area. The study employed housing needs analysis dan occupancy rate analysis, both using descriptive method is reinforced with primary and secondary data.
