Abstract

Most of the slums are located in coastal areas because the coastal areas are strategic locations which are close to the main livelihoods as fishermen. Agung Ridlo,  Sultan Agung University, conducted a study resulted that one of the slums location is Kelurahan Tanjungmas. Same study also resulted that North Semarang has a specific attraction for migrants because its location is the center of trade and industry. The migrants came and looked for places to stay near their factories or beaches. Thus, slum areas were formed gradually. This research is aimed to examine the gaps between the poverty alleviations in managing slum upgrading and their implementation in coastal Semarang City, Kelurahan Tanjungmas. The research method is qualitative method by using qualitative descriptive analysis technique. Data collecting process was conducted by interview to the local government using purposive sampling and the local community using snowball sampling. The study result finds gaps between policy and implementation of houses improvement program were caused by unsuccessful implementation. Gaps also influenced by three external factors namely physical condition, lack of input, and weakness of one stages. Overall, gaps between the policy and implementation of houses improvement program made the program cannot achieve its significant objectives and made the community feel disappointed with the program implementation.

Abstract

The phenomenon of the efficient use of water resources, especially with regard to institutional models of Muncul water resources in Banyumanik Subdistrict, Semarang Regency. This is not only caused by the exploitation of water resources by certain parties, then the increase of population, the scarcity of water allocation, and abssortion land reduced. However due to a fact that the regions that have a wealth of water resources has a large degree of coordination between stakeholders is still low and pay attention to the side of sustainability, while welfare their local community is still low. So it needed a formula appropriate institutional model in order for the utilization of Muncul water resources can continue to be used. The research method used  descriptive qualitative methods. The analysis is used are the analysis of the institutional forms, interaction mechanism, things that affect the institutional utilization and analysis of the institutional model of Muncul water resource utilization in Banyumanik Subdistrict, Semarang Regency. Conclusion of this research is because of the the overlap of responsibilities between stakeholders, the form of a cooperation agreement which has not legal laws, the high use of individual water sources during the dry season so that the discharge water is reduced, the lack of community awareness in maintaining sustainability of water resources comes up, the interaction is still shaped the forum coordination and negatively impact for local people it needs to be seriously considered the development of the institutional model of the whole of the relevant parties both Governments, the private and the public to support and facilitate efforts for tackling the problems institutional of Muncul water resource utilization.

Abstract

Pedestrian path, besides having the main function as sidewalk, it also has other function  for other activities such as recreational and social activities (Rapoport, 1977). One of the pedestrian path in Semarang which develops for the activity  is  pedestrian path on Pahlawan street. On that pedestrian path, the function as sidewalk doesn't develop well. On the contrary ,that pedestrian path is used  for recreational activities and social activities (Pattisinai, 2011). Interestingly, pedestrian path on Pahlawan street is also the location for some  formal offices and there is no facilities to support social and recreational activities. Based on this problem, this study aims to examine the phenomenon of social and recreational activities on the pedestrian path by looking at the relation between activity and space. The analytical method which is used is a combination of quantitative and qualitative methods were performed by mixing the two methods that are unbalanced, called Concurrent Embedded (Mixed unbalanced) (Sugiyono, 2013). Results from this study is that there is a relationship of mutual influence and are influenced between space and activity at pedestrian path on Pahlawan street. Social and recreational activities that take place at the pedestrian path on Pahlawan street make a different atmosphere and attractive place and increase the quality of existing space.

Abstract

Kabupaten Pati merupakan salah satu daerah di Provinsi Jawa Tengah yang memiliki potensi perikanan dan kelautan yang cukup besar. Namun hanya sekitar 52,11% (lima puluh dua koma sebelas persen) dari produksi perikanan yang dilakukan pengolahan. Kuantitas jumlah industri pengolahan perikanan mengalami stagnansi bahkan berkurang yang tidak sebanding dengan peningkatan produksi perikanan. Melihat kondisi tersebut maka perlu adanya kajian mengenai pengembangan Industri pengolahan perikanan dalam pengembangan ekonomi lokal di Kabupaten Pati. Pengembangan ekonomi lokal dalam konteks ini sesuai dengan konsep pengembangan wilayah di Kabupaten Pati serta sesuai dengan skala usaha industri pengolahan perikanan yang umumnya berskala usaha kecil dan menengah (IKM). Penelitian ini bertujuan untuk menganalisis pengembangan industri pengolahan perikanan di Kabupaten Pati menggunakan metode penelitian mix-method, dimana secara kuantitatif untuk mendeskripsikan karakteristik industri pengolahan perikanan dan kualitatif untuk mendeskripsikan kemitraan pemangku kepentingan dan arahan pengembangan industri pengolahan perikanan. Alternatif pengembangan industri pengolahan perikanan di fokuskan pada penyediaan bahan baku, penguatan kelembagaan dan lokasi industri pengolahan perikanan.

Abstract

The  disproportion  of  supply  and  demand  of  land  often  extends  cities  to  their  peri urban  areas  reducing their agricultural  areas.  This  is  observable  in  Yogyakarta’s  Mlati  sub district  which  was  classified  as  a zobidekot (a  region  dominated  by  agricultural  areas)  but  lost  301, 9  acres  of  its  agricultural  areas  during the  1996‐2010  period.  The  study  reviews  both  the  change  in  land  use  during  that  period;  and the mismatches between the actual developments from the Detailed Land Use Plan. The study analyzes aerial photos  and  satellite  images through  overlays  and  input-output  analysis,  together  with  SWOT  analysis  of  the  land  use  implementation policies.  Result  shows  that  10,32%  of  Mlati’s  land  use  changed  during  the 1996-2010  period  resulting  in  the loss  of  290,67  acres  of  agriculture  areas  with  as  much  as  13,12% converted  into  housing  areas.  However,  65,%  of  its  land  use  still  conforms  to  the  Planning  Document. The  area  lacks  legal  aspect  in  its  land‐use  plan  policy  implementation  since  the  Planning  Document  has not  been  legalized. Institutional  aspect  shows consistency  and  availability  of  adequate  resources, but weak  implementation  in  terms  of  control  and  law enforcement.  Investments,  tax  policy  and  illegal changes of land use threatening the policy’s implementation.

Abstract

The Government of Semarang have sought to develop a mass transportation system using the concept of Bus Rapid Transit (BRT) in Mangkang‐Penggaron corridor. In order to effectively facilitate the movement of city dwellers, the BRT system required the provision of functioning shelters along the corridor. There is a need to optimize the function of the shelters including the integration to other modes of transportation and to the activities of the Central Business District (CBD), ensuring optimum performance of the whole BRT system. This study determined and evaluated the quality of BRT shelter services in Semarang based on user perception. The study employed analysis regarding the fulfillment of criteria for quality of services including waiting time, convenience, service reliability, distance, and BRT shelter clerk services. The analysisprocesses concluded that the current BRT shelter services were in fact less than ideal. The study found lack of maintenance and the need for improvement of services at rush hour.

Abstract

Handling of slum areas, especially “Kampung Kota”, should no longer be carried out by conventional means. Gentrification in kampung kota often occurs because of limited land in urban areas. Vertikal land consolidation which as one of Transferable Development Right with a non-financial compensation scheme expected as the solution on slums handled in urban areas. Apart from being able to help the government because of budget constraints, it can also help achieve better, organized and directed urban planning. Kampung Sekayu, as one of kampung kota in  Semarang, which as a slum area that experienced gentrification and increasingly caught up in the development around it. This study aims to examine whether the concept of Transferable Development Rights with non-financial compensation schemes with implementation vertikal land consolidation form, it can be a solution in slums handled and prevent the occurrence of gentrification in the area. This research method uses descriptive qualitative by field observations, in-depth interviews and, literature review, and secondary data as a complement to exploring information as much as possible and saw the reality in the field. Generally, a concept of vertikal land consolidation received a good response from stakeholders in Semarang City but related to non-financial compensation which generally given the form of zonation bonuses with excess building floors being constrained. it because of zoning permit arrangements in Semarang City which above 5 floors on the authority of  Transportation Agency in relation to flight operation safety area (KKOP) of Ahmad Yani Airport in Semarang City. Non-financial compensation scheme that most beneficial to ease of licensed from Semarang city government..

Abstract

Activity increase in Mataram causes the increase of land demand for settlement and trades facilities. The demand doesn’t match by sufficient land availability, thus shop-house (ruko) is seen as solution to fulfill the needs of housing and trades facilities. But today, the existence of shop-house has become problem, people consider the over-scattered and idle shop-house doesn’t bring maximal services delivery. Those conditions as the main consideration of the research with aim measuring whether the shop-house development really meet the market needs or not. Results of analysis shows that the effectiveness of each shop-house, is just in effective level (not reached maximum/very effective), but the spatial policy implementation discrepancies are still found in the some distric. This condition is caused by the existence of shop-house located outside the trade area as well as the number of shop-houses already exceeds the market needs, resulting in a massive untapped shop. An excess amount of shop-house is caused by lack of government control in granting permission to construct the shop-house and the speculative motive of the owners of capital. Handling the shop-houses that have been built and exceed the needs can be done by applying spatial sanctions, ranging from a written warning, suspension service shop, site closure, revocation of permits, demolition, restoration of function space and administrative fines.

Abstract

The consequences of population growth is the increasing housing needs of the community. Labor is part of the low and middle-income people should get the attention of government and developers to meet the housing needs. Problems of housing and settlements can not be regarded as a functional and purely physical problems, but more complex as the problems related to the dimensions of social life that includes social, economic, cultural, ecological, technological and political. Provision of occupancy against labor by governments or developers should consider the desire and tendency to settle labor based on its characteristics as a prospective occupant so as to create housing that is accommodative to the occupants. Preferences settled labor of Makassar Industrial Estate is divided into four categories, which are not thinking of moving their homes, thinking of moving residential, residential moving plan and is ready to move occupancy. Based on the study of labor industrial area of Makassar, obtained results indicate that there are 59% of the workforce did not think to move dwelling occupied at the moment. 32% of its workforce started thinking to relocate occupancy but do not know the right time to move on, 7% of its workforce is planning to move the occupancy by a predetermined time and 2% of the workforce that is ready to move current occupancy. Socio-economic characteristics, housing and residential environment that significantly affect labor preference settled industrial area of Makassar is marital status, type of occupancy, status of ownership and residential neighborhood tranquility.

Abstract

This study aims to determine how the competition is going on between the traditional versus the modern market in urban areas include aspects of characteristics, range of services, as well as the preferences of consumers' perceptions of the two types of markets. The method used is a quantitative method. The sampling technique used is non probabilitiy type of purposive sampling for market population and type of accidental sampling technique for the consumer population. The results showed that from the aspect of phisical condition characteristic, the traditional market is still less than the modern market. From the aspect of outreach, the modern market has a wider service area. Consumer shopping preferences to traditional markets are still higher than in the modern market. Cross-tabulation analysis showed a significant relationship between the variables of age and education ranges by selecting the type of retail (traditional or modern). Consumer perception analysis showed the superiority of the modern market than traditional market in the attributes of diversity, quality, convenience, promotion and location.
