Abstract

Bali Province has had local wisdom values as conceptual in its territory construction. This conceptual value system is an elaboration applied comprehensively and systematically in every aspect construction. Value concept that animates those elements are inspired by values of culture and translated into a spatial form. Every concept each value has an area that characterize as intermediate (in the middle). This zone system generates region to be designated for certain types of activities, which aim to maintain the balance of macrocosmos and microcosmos. Nowadays, the development that occurred in Badung is under control, due to the existence of Bali as ODTW, resulting in high interest investment, which in turn gives a positive and negative impact. This issue is interesting to be a study, considering the utilization of space in the area of Bali should be attached with the concept of macro space division implied in the positive rule. Based on the analysis by making a comparison between the map overlay spatial through the value concept "local genius" of space distribution on a macro level in the South region of Badung, it can be seen that the existence of value concept has undergone a shift in area and there are not more types of designing which specialize as it has been determined as the value concept.

Abstract

In 2016, ASPAMS as forum association of BPSPAMS had monitored and evaluated performance of BPSPAMS in sub-districts having received Pamsimas. Result of monitoring and evaluation is a list of BPSPAMS in sub-districts with the best performance until the worst performance. This study aims to deeply analyze how the service performance of Pamsimas in sub-districts with independent, evolve, grow, and cease predicate using descriptive qualitative method. Data collecting technique used interview, observation, and document review. Results of study show that Pamsimas service performance in Mijen Sub-district is good, Pamsimas service performance in Cepoko and Mangunharjo Sub-district is poor, while Pamsimas was unsuccessful in Sadeng Sub-district. The service performance of Pamsimas in Mijen, Cepoko, Mangunharjo, and Sadeng Sub-districts is affected by water resource, construction work that not according to the design plan, topography, quality standard of water storage, management commitment and integrity, and customers ability and willingness to pay.

Abstract

East Java Provincial Government has categorized Blitar Regency as water scarce area and is prone to drought therefore resulting in increasing use of groundwater. The study analyzed land use change during 2002-2011 period, water demand, infiltration, and groundwater supply. The study conducted land use analysis (through Landsat image interpretation), runoff and infiltration analysis (using hydro meteorological method), water demand analysis (for domestic, urban, farming, fishery and industry sectors), and groundwater reserve analysis (gap between infiltration and total demand). Interpretation of Landsat image from 2002 and 2011 indicated a significant increase in housing area while showing decrease in other uses which may serve as watershed area such as farmlands, forests, plantations and open spaces. Infiltration analysis indicated that in dry seasons (with very low or zero precipitation) infiltration is limited therefore creating a deficit in groundwater supply.  One of the driving factors is the conversion of open spaces into built areas in the last 10 years. The study recommended that the government should maintain the amount of open spaces and increase rain water infiltration by means of ponds, biopores, and absorption wells.

Abstract

Limited land in the centre of the city will encourage people to choose residing in the suburb area as alternative, which of course also effect transformation in those areas. Spatial transformation that occured in peri-urban area will change the pattern of space utilization existed in that region. The population growth rate of Malang city is approximately 0,86% larger than that in East Java (0,75%). The increasing number of population growth in Malang occured unevenly in all parts of the city. The purpose of this research is to review the spatial transformation occuring in peri-urban area of Malang city by firstly analyzing the location of peri-urban based on its land usage. The analysis is conducted with geographic information system ArcGis 9.3, which is benefited to analyze map overlay dan kernel density analyze. Based on the result of analysis, it is discovered that there is a difference of spatial transformation between the north and south region of peri-urban areas in Malang city. Kedung Kandang district, which is located in the south region, experienced a low transformation with a linier trend of developing land pattern. Meanwhile, Lowokwaru district is experiencing high transformation with a concentric trend of developing land pattern. This difference occured due to several factors, which are population factor like high growth population, center of activity, accessibility, the role of developer, and policy factor related with direction of spatial region patter. The trend of distribution pattern in population density and developed land aimed on the northern part of the city indicated the direction of the city development trend.
