Abstract

Based on RDTR of Palangkarya City in 2009, Kahayan riverside area is included in the green belt /conservation zone. But the facts, there are utilizations of water bodies as residential land, besides; housing problems are growing organically throughout the location of the study area. Based on these points,the purpose of this study is to analyze characteristics of the society based on socio-economic factors that people take into consideration to live there and to know its influence on the pattern of spread of Kahayan riverside settlements in Palangkaraya. The approach used in this research is quantitative descriptive and thematic approach. Coverage of discussion / substance in this study is about the socio-economic characteristics of the community as well as the physical characteristics of Kahayan riverside neighborhoods, and the factors that are considered by society to live, as well as its influence on the spread pattern of Kahayan riverside settlement area. As for the results, the overall socio-economic characteristics and environmental influence the characteristics of the settlement pattern in Kahayan riverside area significantly (over 80%). Where the results of the crosstab analysis, variables that have been identified in the economic characteristics such as (livelihood, income level) influence by 82%. While the specific characteristics of social (ethnic) by 76% and physical-environmental characteristics (topography) 88%. It is proved that the socio-economic aspects indirectly affect the patterns of people’s settlement. Socio-economic conditions of the riverside area community in the study area indicates that the livelihoods that "near by home" became the reason in preferenced settlement with a dominant percentage, equal to 32.5%. In the aspect of physical condition, the highest percentage of 47.26% with 813 dwellings located on a slope of 0-8% which is lower classification. NNA results obtained dispersed pattern or evenly spread with an index value ratio> 2.58 is equal to 34.3. All the results of analysis are formulated in the zoning plan formulation with resettlement concept and settlement patterns, where the development of settlement patterns are in accordance with socio-economic characteristics in the study area is a grid across the Langkai and Pahandut Seberang villages and pattern combination in the Pahandut village.

Abstract

Infrastructure development in Indonesia continued to show progress, including the development of the port as a place which is an integrated system consisting of transport in the waters, port, safety and security, and environmental protection in maritime. Lampung province that has the port will control that is essential for the regions surrounding potential in improving the economy, especially industry and trade both nationally and internationally. The purpose of this study was to assess the Port of Panjang infrastructure development as an international cargo port. Therefore, researchers using the theory to fill positivistic approach and examples of best practice to fill rationalistic. Best practice is used is the Port of TanjungPriok, Jakarta, and Port of Busan, South Korea as a cornerstone of researchers to conduct research. The research character is a descriptive. Methods of data collection is done by direct observation to the test site and interview techniques combined with a list of questions to the government and service users. The results showed Port of Panjang Infrastructure meet the minimum requirements of international cargo ports established by the IMO, the Port of Panjang must add infrastructure and supporting facilities. Water facilities, ports should be developed, among others, relocation is docked tug boat, pilot boat and service boat, while the infrastructure to be developed is the yard, office building (banking) and postal telecommunications, reactivation of the railway to transport coal, and gangway to lane expressway passenger sea.

Abstract

Tamansari terletak di kawasan strategis Kota Serang namun kondisi fisiknya memprihatinkan sehingga menurunkan kualitas kawasan. Penelitian atau kajian yang pernah dilakukan terhadap Tamansari kurang mengeksplorasi segala hal yang berkaitan dengan Tamansari sehingga fungsi Tamansari yang ditetapkan dari hasil kebijakan selama ini tidak pernah bertahan lama. Penelitian ini dilakukan untuk mengeksplorasi hal-hal berkaitan dengan Tamansari, meliputi sejarah, pendapat, keinginan dan harapan para pemangku kepentingan dan masyarakat sehingga dapat diperoleh informasi tentang fungsi yang diharapkan untuk Tamansari. Metode yang digunakan adalah eksploratoris sequensial (mix method), dengan teknik pengumpulan data melalui wawancara (kualitatif) dan angket daring (kuantitatif). Dari hasil penelitian dengan metode ini diperoleh adanya 4 (empat) aspek permasalahan yang dihadapi Tamansari yaitu aspek fisik, sosial, kelembagaan, dan kebijakan, dan fungsi yang diharapkan terhadap Tamansari, yaitu sebagai Ruang Terbuka Publik/Ruang Terbuka Hijau. Peta jalan (road map) dan rancangan penataan kawasan yang dapat menjadi acuan dalam pelaksanaan perencanaan penataan Tamansari. Peta jalan berisi rencana kegiatan, dan OPD yang bertanggung jawab selama 3 (tiga) tahun dan rancangan Tamansari menjadi dapat menjadi dasar dalam penyusunan siteplan dan DED Tamansari. Dalam rancangan ini Tamansari berkonsep “Past, Now, and Then” yang terbagi dalam 6 (enam) zona, yaitu zona swafoto, zona klub lansia, zona muda, zona tempat ibadah, zona anak-anak, dan zona kuliner.

Abstract

One of the government’s efforts to encourage community activities in city centers is establishing supplementary buildings which are acknowledged as government asset. However, after the completion of construction such buildings are often left idle and unpreserved therefore creating a grim impression in the area. This study examined such condition in Bandung City’s Main Square (Alun-Alun), Indonesia. The government established the Grand Mosque, Square Garden, KAA Building and Palaguna Shopping Area around the square, however, Palaguna Shopping Area has been idle in recent years.This study examined the re-utilization of the Palaguna Shopping Area as an Icon of Bandung City in terms of its (1) direction for optimum development, and (2) development feasibility. This study explored information through field observation, review of planning documents, and interview with respondents including Bandung City Government, PD Jawi (asset operator/owner), and local merchants. The study found that the optimum direction of development for Palaguna Area is as a super-regional shopping center. This finding was supported by feasibility of its financial, physical, locational and legal aspects.

Abstract

Cooperation between regions in France (intercommunalité) has been known since 1890. Laws bringing a big influence on the development of cooperation between regions is The Chevènement Act 1999. This law permits the implementation of territorialisation of economic development by Urban Community (Communauté Urbaine) of Grand Lyon in Val de Saône, Lyon. We examine how the territorialisation process of economic development in Val de Saône as the implication of the creation of The Chevènement Act. As a result, we found that the territorialisation is a kind of adaptation to the Chevènement Act enforcement related to the authority of Urban Community of Grand Lyon and Association between regions of Saône Mont d’Or (Syndicat de Communes Saône Mont d’Or) in economic development in Val de Saône. Territorialisation is characterized by the consensus and the signing of the development contract concerning the role division between Urban Community of Grand Lyon, which has a new authority in intervening the economic development in local and metropolitan level, and Association Between Regions of Saône Mont d’Or, which has the same authority in intervening the economic development in local level of Val de Saône.

Abstract

The environmental developpement in Indonesia, especially in Jakarta, is always ignored, which make the environmental quality of Jakarta decreases. The improvement of the environmental quality of Jakarta can be done with a good green space management, especially in the form of urban forest which have a high ecological and social function. We can easily see a bad appearence of the urban forest in Jakarta, including the Urban Forest of Srengseng (UFS). This study was conducted with a qualitative approach. On one hand, the management of UFS can be said as good enough. But on the other hand, this urban forest has not been managed well enough, which is evident from the response of most of the people who complained about the poor condition of the UFS. However, people show a positive support to the existence of the UFS as well as to its management. Therefore, the quality of the UFS needs to be improved by improving several aspects in the management of urban forest, namely the availability of a complete and accurate data about the urban forest and its content, the availability of an adequate technical regulation related to urban forest management, the availability of a long-term planning as a guideline for a sustainable urban forest maintenance, the enhancement of the urban forest management knowledge and skills, and the good cooperation between the urban forest manager and various related parties.

Abstract

Since the reign of Bima district split into two autonomous regions that become Bima and Bima City, the issue of the transfer of the district capital began to sound so as to make a few districts in Bima start to straighten the sake elected to the district capital. One of them is the District of Sape. District Sape, a district that has a lot of potential, location of districts Sape is located in the eastern part of the district of Bima make it as a gateway economy either from or to a province adjacent namely NTT, besides the presence of the port sape straits sape as a transportation hub of and to the Bima-Labuan Bajo East Nusa Tenggara province, making it the heart activity activity Center to provincial or national. From many of the above considerations may be raised several alternative selected as appropriate for the development of districts Sape. With the method used is descriptive Qualitative analysis assisted by hirarchi analytical analysis process (AHP), which involves several sources related to show that the alternative selected is District Sape used as a new autonomous region (DOB).

Abstract

The capacity of clean water production by PDAM Palangka Raya City is still in idle-capacity because from 255 l/s capacity installed is only used 179,5 l/s with the number of household water service connection is about 17.262 connection or same as 51,05% technical service area from its city population of 232.950 persons. Whereas, Directorate General of Human Settlements (Ditjen Cipta Karya), The Ministry of Public Works gives target that water services area should be in 100%. So that, it becomes a big challenge for The Government of Palangka Raya City, especially for PDAM, to improve its performance both technically and financially. The goal of this research is to review drinking water services system and to analyze performance of PDAM of Palangka Raya City by looking technical and non-technical data and also its institutional form from some indicators such as operational aspect, financial, administration, services, and human resources aspect that related to the effort to develop drinking water services. Research using quantitative methods with positivistic approach rationalistic. This research finds that performance of PDAM of Palangka Raya City, refers to Kepmendagri No. 47 Year 1999, has score 52,93 that categorized as "Enough” and refers to BPPSPAM Ditjen Cipta Karya Kementerian PU Year 2010 has score 3,00 that categorized as "healthy". From service performance analysis, it's found that water selling price per m3 compares to water costs per m3 is 4,39% lower than the break-even point. It means the corporation losses Rp216,24 per m3 for selling water or same as losses potential income as much Rp793.144.750,00. To reach the target of 100% service area in 2019, PDAM should increase clean water production as much 218,65 l/s from existing average water need 107,83 l/s and government support to implement clean water providing services that was agreed in Palangka Raya City RPI2JM document.

Abstract

Gunting sub watershed is a part of the Brantas river basin in East Java. The flow includes 5 districts in Jombang, which entailed  vital role for Jombang regency because of the agricultural rice centers in the downstream and the plantation in upstream. However, the incidence of floods, landslides, and drought seemed to be an annual event in this region. Land pressure and economic needs led to massive misuses of land in Gunting sub watershed. this study aims to assess land suitability by measuring the extent of land misuses then identify the factors that affect the implementation of spatial planning by using quantitative descriptive approach. spatial analysis and SWOT analysis become the main techniques to answer the research objectives. The results of Landsat 8 satellite image interpretation show that the largest land use in Gunting sub-watershed is agricultural area of 12095.6 hectares from total area of 36 884 Ha. Meanwhile, the results of SWOT analysis known EFAS score (2.65) is greater than the score of IFAS (1.9). This suggests that the mechanism of land use in Gunting sub-watershed is more dominant influenced by external factors rather than internal factors.

Abstract

Pembaharuan kawasan perkotaan menjadi penting dalam usaha peremajaan kota sebagai solusi semakin berkurangnya ketersediaan lahan permukiman dalam perencanaan tata ruang kota yang baik. Langkah kebijakan Pemerintah kota Semarang dalam memenuhi upaya kebutuhan permukiman ini diwujudkan dengan membangun rumah susun. Rumah susun Pekunden yang berlokasi di tengah kota Semarang dibangun untuk merubah wajah kota sekaligus meningkatkan kualitas hunian dan mengembangkan kehidupan sosial budaya serta ekonomi penghuninya. Penelitian dilakukan untuk melihat peranan serta pemanfaatan dari ketersediaan ruang publik pada rusun Pekunden yang digunakan untuk interaksi para penghuni rusun dan juga masyarakat sekitarnya. Metode penelitian menggunakan cara deskriptif kuantitatif yang didapatkan dari hasil pengamatan serta responden objek penelitian. Hasil dari analisis penelitian ditemukan penggunaan ruang publik pada rusun Pekunden sudah cukup optimal yang dapat dilihat dari kontribusi peran dalam pemanfaatan ruang tersebut. Ruang ini dapat membentuk dan menghasilkan satu komunitas dinamis, memberikan keleluasaan bagi para penghuni untuk saling berinteraksi antar sesama mereka dan masyarakat lingkungan sekitarnya, serta memberikan dampak interaksi sosial bermasyarakat yang positif dalam lingkungan permukiman skala kota pada perkembangan kehidupan kota Semarang.
