Jurnal ini diterbitkan oleh Pusat Penelitian dan Pengembangan Sosial, Ekonomi, Kebijakan dan Perubahan Iklim, Badan Penelitian, Pengembangan dan Inovasi, Kementerian Lingkungan Hidup dan Kehutanan. Nama penerbit telah berubah karena penggabungan dari Kementerian Kehutanan dengan Kementerian Lingkungan Hidup, menjadi Kementerian Lingkungan Hidup dan Kehutanan, Republik Indonesia (Perpres No. 16/2015). Logo penerbit juga mengalami perubahan menyesuaikan Logo Kementerian Lingkungan Hidup dan Kehutanan.

Abstract

Coffee cultivation techniques play important roles in the productivity of coffee beans. This study aims to obtain information about knowledge and actions of farmers in coffee plantingin Genteng Village, Sukasari, Sumedang District. The research was conducted by direct survey method using a structured questionnaire to obtain primary data, while secondary data was obtained from government agencies. The data obtained were presented descriptively and analyzed using χ2 (chi-square). The results showed that most of the farmers (78%) had good knowledge oncoffee cultivation, while 18% of the farmers had moderate knowledge and 4% of the farmers had low knowledge. However, only 54% of the farmers took actions by applying recommended good coffee cultivation techniques. The level of knowledge of the farmers correlated with age and farming experience while farmer actions correlated with education level. The training contributed to increase in farmers' knowledge from 76% to 84.5%.

Abstract

Institutional strengthening can be used as a solution to improve performance of farmer groups, therefore a strategy for institutional strengthening of farmer groups is needed in agroforestry farming development. The study aimed to analyze strategic factors, examine various alternative strategies, and formulate strategic priority recommendations as an effortto strengthen farmer groups in agroforestry farming development. The study was conducted at Sodonghilir District - Tasikmalaya Regency, West Java Province from April to August 2018. Data were analyzed using Strength, Weakness, Opportunity, Threat (SWOT) and Quantitative Strategic Planning Matrix (QSPM) analysis. The results showed that the institutional weakness of farmer groups affected the success of agroforestry farming development in Sodonghilir District. Based on this research, it can be concluded that internal and external factors are two strategic factors that must be used as the basis for the formulation of two priority strategies from six alternative strategies for institutional strengthening of farmer group in agroforestry farming. The two priority strategies are increasing human resources capacity as well as increasing farmer groups’ role in agroforestry farmingdevelopment. Therefore, it is recommended that farmer groups, national and regional governments to prioritize these two of institutional strengthening strategies in agroforestry farmingdevelopment

Abstract

Loan for delaying timber harvesting known as Pinjaman Tunda Tebang (PTT) launched by the government to help forest farmer in order to fulfill their needs. This program is designed to delay the harvesting of young trees till can reach the cycle age for optimum sustainability and economic value. The study aims to determine farmer’s understanding and loan implementation based on PTT principle in Blora and Wonosobo Regencies by using quantitative approach and descriptive statistics analysis. Data collection was carried out through interviews and questionnaires to 222 respondents. The results showed that understanding of the debtor farmers are among others: the loan process is complicated and time-consuming, lack of commitment to the contract, useful loan, and satisfy with loan mechanism compared to middlemen. Implementation of PTT related to the “appropriate subject” and “appropriate location” is in accordance with the provisions. However, there is still disobedience to some commitments, such as “appropriate activity” commitment by harvesting the collateral tree before the contract ended, non-smooth repayment of loans by some farmers on the “appropriate disbursement and repayment” commitment. The study recommends: a) bureaucratic and procedural mechanisms improvement to accelerate the process, precise, and useful; b) improvement of rules or procedures related the harvesting due to force majeure such as pest and disease attack and its protection, field assistants, as well as  field technical guidance, especially  the resilience of tree label.

Abstract

Preparing qualified human resources is one important aspect that needs to be considered in efforts to control forest and land fire. Forest and land fire control human resources, especially those at the site level are the spearhead in efforts to prevent and control forest and land fire in the field. The current human resource capacity development program is considered not optimal in supporting the forest and land fire control program effectively. This study aims to formulate a priority strategy for developing human resource capacity in supporting the effectiveness of forest and land fire control in Indonesia. The priority strategy model is developed through a systems approach by using Analytical Hierarchy Process method by involving interviews with several experts representing relevant stakeholders. This study concludes that the priority of the strategy in developing the capacity of human resources in forest and land fire control is through strengthening village/community-based institutional capacity. This study also indicates the need to optimize the role and involvement of local and village governments in increasing the capacity of human resources related to forest and land fire control on a village/community-based, and the need to prioritize the fulfillment of the input dimension compare to the process and output-outcome dimensions.

Abstract

The increase in economic needs has resulted in increased community pressure on forest area. This encourage the government to open up access to utilize forest, in order to improve the community's economy. Since March 2018, access to utilize forest has been implemented in Masigit Kareumbi Game Reserve (TBMK). However, research related to the evaluation of activities has not been widely found. This study aims to evaluate and determine the optimal pine tapping management strategy in TBMK. The research was conducted in Sukajaya and Citengah Villages, South Sumedang District, using Ostrom Institutional Analysis and Development Framework, Stakeholder Analysis, and the Analysis Hierarchy Process. The result showed that, the potential of pine resin in the research location was 308,377.3 kg/year, which had a positive economic, social, and institutional impact on the community but tended to have a negative impact on the ecological aspects. Stakeholder analysis showed that the parties involved were among others KLHK, BBKSDA West Java, Sukajaya and Citengah Heads Village, Forest Farmer Group (KTH) Sawargi and Medal Kencana, Pinus Merkusii Cooperation, and the Indonesian Conservation Cadre Communication Forum (FK3I). Each stakeholder has a good relationship, however, there is still a need for a more optimal communication and coordination system between one another. The suggested strategy is to increase community assistance by FK3I and Pinus Merkusii Cooperation involvement in limiting the tapping pine resin.

Abstract

Aek Nauli Special Purpose Forest (KHDTK) that is located around Lake Toba is currently being developed to conserve Sumatran elephants through ecotourism. This study aimed to examine stakeholders’ perception on the development of elephant ecotourism, analyze the correlation of respondents’ socio-economic characteristic toward perception, and recommend the development of Elephant Conservation Center at KHDTK Aek Nauli. The study was conducted by using quantitative deductive approach through survey data collection method.  Data were analyzed using frequency analysis and Spearman’s rank correlation. Overall, the results showed that stakeholders gave a high perception on the development of the Elephant Centre (2.44 out of a maximum score of 3.00) with the highest perception as follows: tourism, education, economics, and conservation aspects respectively. The entrepreneurs group gave the highest perception since the elephant conservation center potentially to attract tourist to visit Lake Toba, on the other hand, communities and visitors gave the lower perceptions because the area is still new and community involvement is still limited. Spearman rank analysis between respondents’ socioeconomic characteristic and level of perception showed that education and income levels influenced the perception with a moderate coefficient. However, for the level of age, the coefficient was very low. This research is important to increase the synergy and participation of  stakeholders to the project.

Abstract

Blitar Regency has a potential terrestrial ecosystem to improve community welfare. However, the government's low commitment to manage terrestrial ecosystem can cause environmental damage. For example, damage to the terrestrial ecosystem in Pandanarum Village due to deforestation has caused natural disasters such as floods, landslides, and air temperature rise. Not only in Pandanarum village, but also the surrounding villages were also affected by the disaster. This condition led to establish an environmental-loving community called Sahabat Menanam in year 2015. Sahabat Menanam is doing some efforts to overcome the terrestrial ecosystem damage in Pandanarum through community empowerment approach. This study aims to describe the efforts of Sahabat Menanam in empowering Pandanarum community, by using qualitative methods. Data was collected through participant observation, in-depth interviews, and documentation. The study shows that Sahabat Menanam has succeeded in empowering the Pandanarum community, which is demonstrated by an independent community through increasing knowledge and capacity to conserve terrestrial ecosystems. After the community becomes an independent society, efforts to conserve terrestrial ecosystems can be carried out in a sustainable manner by community elements themselves with or without intervention from Sahabat Menanam.

Abstract

Indonesia has quite extensive multi-purpose reservoir waters, one of which was built for the first time is the Ir. H. Djuanda reservoir or better known as Jatiluhur reservoir. The activities carried out in the Jatiluhur reservoir are varied, such as fisheries, transportation,water sources as well as power generation as secondary functions of the reservoir. If managed properly, the reservoir will give a real contribution to the economy and welfare of the community without disrupting the sustainability of the ecosystems and its functions. In Indonesia, problems that often occur in all aquatic ecosystems are eutrophication (nutrient enrichment), sedimentation, and pollution. Water hyacinth (Eichorniacrassipes) is a type of aquatic plant that is generally considered as a weed. The study aims to formulate a water hyacinth management strategyusing the SWOT method with ten respondents.The selection of respondents using purposive sampling method.The results showed that all stakeholders, government, and communities must work together in utilizing and managing reservoirs and watersheds that enter the reservoir waters so that the quality status of reservoir becomes better and the growth of water hyacinth does not increase rapidly. Water hyacinth can also be used as fertilizer or crafts and not just a weed.

Abstract

Mangrove is a unique ecosystem in coastal areas that plays an important role in protecting environment and  can improve human welfare. Mangrove rehabilitation is carried out to restore the declining mangrove ecosystem  and active community involvements are needed to ensure the success of rehabilitation. This study aims to analyze  community participation and formulate strategies to increase community participation in mangrove rehabilitation  activities, which were carried out in three villages in Cantigi Sub-District, Indramayu District, namely Cemara, Cangkring, and Lamaran Tarung. Data on community participation was collected through structured interviews  and analyzed using a Likert Scale. The analytic hierarchy process (AHP) method through in-depth interviews  with eight key informants was conducted to formulate strategy on increasing community participation. The result shows that the level of community participation in mangrove rehabilitation activities in all the study locations is very low. The community is only participates in the activities of collecting mangrove seeds, making planting media, and implementing mangrove planting. The typology of participation is at the manipulative stage, which means  that community participation is only carried out by community representatives, such as members of the mangrove forests farmer group in each village. We recommend that by increasing the intensity of rehabilitation activities as well as providing financial support for mangrove rehabilitation facilities and its infrastructures can improve  community participation

Abstract

The mangrove ecosystem in Karangsong is an area that has apotential to attract ecotourism which can be developed and enjoyed as an ecotourism area. This study aims to analyze the potential attractiveness of ecotourism by using the method of observation and interviews. The analysis used isAnalysis of the OperatingArea-Objectsand Natural Tourist Attractions (ADO-ODTWA) developed bythe Directorate General of Forest Protection and Nature Conservation in2003. The results showed that  potential objects for ODTWA in the Karangsong mangrove area whichreceived high scores arethe attraction of mangrove tourism objects, market potential, management and services, accommodation, supporting facilities and infrastructure, relationships with surrounding tourism objects, security, carrying capacity of the area, visitor arrangements, marketing,and market share.The potential objects that getmoderate value are the level of relationship/accessibility, climate,availability of clean water, and condition of the surrounding area. The feasibility value of developing natural tourist attraction objects in the Karangsong mangrove area has a high classification of 6,565, the potential is leisure activities to enjoy flora, fauna, photo hunting activities, educational and research activities, and boating activities.
