Jurnal ini diterbitkan oleh Pusat Penelitian dan Pengembangan Sosial, Ekonomi, Kebijakan dan Perubahan Iklim, Badan Penelitian, Pengembangan dan Inovasi, Kementerian Lingkungan Hidup dan Kehutanan. Nama penerbit telah berubah karena penggabungan dari Kementerian Kehutanan dengan Kementerian Lingkungan Hidup, menjadi Kementerian Lingkungan Hidup dan Kehutanan, Republik Indonesia (Perpres No. 16/2015). Logo penerbit juga mengalami perubahan menyesuaikan Logo Kementerian Lingkungan Hidup dan Kehutanan.

Abstract

Hutan memiliki peran dan berkontribusi cukup besar dalam menopang ketahanan pangan masyarakat terutama masyarakat sekitar hutan. Salah satu pengelolaan hutan yang melibatkan masyarakat dan menghasilkan pangan dan menopang ketahanan pangan masyarakat adalah program Pengelolaan Hutan Bersama Masyarakat (PHBM) melalui sistem tumpang sari yang dikembangkan oleh Perhutani. Penelitian dilakukan di Kabupaten Sukabumi dengan tujuan mengetahui sejauh mana hasil pangan dari hutan menopang ketahanan pangan masyarakat. Hasil penelitian menunjukkan bahwa kontribusi hutan di KPHSukabumi dalam penyediaan pangan pada tahun 2009 cukup meningkat dibandingkan saat program tersebut dimulai pada tahun 2005. Jenis tanaman pangan yang diusahakan adalah padi, ubi kayu, kacang tanah dan jagung. Namun disisi lain kontribusi hutan terhadap ketahanan pangan pada dua desa sampel berdasarkan empat kriteria yang dipakai menunjukkan bahwa ketersediaan pangan kurang cukup, stabilitas kurang stabil, keterjangkauan pangan rendah, dan kualitas pangan pada kedua desa kurang baik.

Abstract

The decline of natural forest timber production has suppressed non-tax revenues (PNBP) of forestry sector. To anticipate further decrease in PNBP the government has been trying to raise tariffs of PSDH and DR. This research aims to study the implications of DR and PSDH tariff increases on profits of forest concessionaires and PNBP of forestry sector, and the potential use of logging waste as an additional source of PNBP. The data collected include: 1) the cost of forest management; 2) the price of logs and 3) logging waste. Data of forest management cost and log price were obtained from the documents and interviews with forest managers, while logging waste data was obtained by measuring in the field. The results of the study reveal that the increases in DR and PSDH tariffs simultaneously would cause the profit of company decreased by 22.3%, while the PNBP increased by 29.7%. The study suggest: 1) the policy on increasing DR tariff may be directly applied, while the pricing of logs at the landing site should be based on a rational determination method and 2) increases in DR and PSDH tariffs need to consider the amount of logging waste in the forest.

Abstract

Peatland is unique, marginal and fragile ecosystem, therefore its utilization should be based on careful research and planning, and requires support from stakeholders. The utilization of peatland by community is generally in the forms of yards, fields, and gardens. The study aims to examine community activities on peatland to be source of livelihood and income. Research was conducted in Bram Itam Raya and Mekar Jaya villages, Tanjung Jabung Barat District. Data were analyzed by using thematic, economic social dimension analysis, and SWOT analysis. The results show the activities that can be source of livelihood and income in peatland are plantation, agriculture, and other forest products while income from non-land are entrepreneurship, services and livestock.People’s livelihoods generally are plantation farmers (60.35%), with main commodities pinang, coffee, and palm oil, with average income greater than UMP namely up to Rp4,467,282.61per month. It illustrates that incomefrom peatland can fulfill their needs properly. There is limited knowledge of farmer in cultivating land, selection of plant species that can be adapted to biophysical conditions and how to cope with pests and diseases. To overcome limitation of community knowledge, it is necessary to provide alternative activities and sources of livelihood with agroforestry techniques.

Abstract

Penelitian ini bertujuan untuk mengetahui faktor-faktor yang mempengaruhi banyaknya kunjungan wisatawan di wana wisata Kopeng. Metode pengumpulan data dilakukan dengan kuesioner terhadap 100 orang pengunjung wana wisata Kopeng dengan teknik secara . Untuk mengetahui faktor-faktor apa saja yang mempengaruhi kunjungan wisatawan ke wisata alam Kopeng digunakan analisis statistik dengan metode regresi berganda. Pengolahan data dilakukan menggunakan program komputer Eviews 3.0. Hasil penelitian menunjukkan bahwa faktor biaya kunjungan dan pendapatan berpengaruh secara signifikan terhadap banyaknya kunjungan.

Abstract

Community's participation in forest management has potential to reduce forest disturbances. Attitudes and behavior of local communities towards the forest need to be understood and formulated, and then used in reformulating the management strategy of forest research. The study was carried out at Parung Panjang Research Forest (PPRF), aimed to find out the correlation between internal and external characteristics, and community's attitudes and behavior about research forest in their surrounding area, and the way to realize participatory management of PPRF. Internal and external characteristics data were analyzed using the distribution of mean frequency value while community attitudes and behavior were analyzed by Likert scale method. Results showed that the level of income and interaction with the forest have significant relationship with the attitudes and behavior of forest communities. Attitudes and behavior towards Parung Panjang Reseacrh Forest is positive, meaning that the community supports the existence and forest management. Socioeconomic conditions of forest communities is low, and therefore, the realization of participatory forest management research is expected to improve their welfare without damaging the forest.

Abstract

Mangrove forest is the main life-supporting ecosystem which is important for coastal and marine areas that haveeconomic function as well spawning ground for living things. This study aims to analyze the community perceptionas well as to find out the economic value generated from mangrove ecosystem in Kalibu and Eelahaji villages,North Buton Regency. The study used purposive sampling method with the 50 respondents from both villages thatwere chosen in purposively.  The results showed that ccommunity perceptions to the benefit of mangrove forestsand forest protection in the Kalibu and Eelahaji vilages were still in high category. According to the communityperception, the main cause of mangrove forest degradation was due to  mangrove wood collection for fire wood.Economic valuation is an effort to provide quantitative value of goods and services provided by natural resourcesand environment in the form of direct use value, indirect use value, and option value. The direct value of mangroveforest benefit consists of fire wood, fish, crab, and shrimp. Indirect use value of mangrove forest is in the form ofbarrier to abrasion and sea- water intrusion while the option value is in the form of ecotourism. The quantificationof all economic values from mangrove of Kalibu village results in IDR 8,680,773,742 per year while in Eelahajivillage is IDR 6,144,339,375 per year.

Abstract

Hubungan ASEAN-China memasuki babak baru yang lebih erat dengan ditandatanganinya kerangka kejasama ekonomi secara komprehensif pada bulan November 2002. Melalui kerjasama ekonomi tersebut, kedua ebelah pihak sepakat membentuk kawasan perdagangan bebas (FTA) ASEAN-China dalam waktu dsepuluh tahun mendatang. Perdagangan bebas ASEAN-China sudah barang tentu akan berdampak terhadap perekonomian negara-negara anggota. Tujuan dari penelitian ini adalah untuk menanalisis dampak potensian liberisasi perdagangan (FTA) ASEAN-China terhadap perubahan variabel makroekonomi dan kinerja sektor pertanian dan kehutanan di Indonesia, dan mengevaluasi beberapa alternatif kebijakan nasional guna meningkatkan daya saing ekonomi serta sekaligus mengurangi dampak negatif atas diberlakukannya FTA ASEAN-China tersebut.

Abstract

The crop management systems on land owned with agroforestry system in Bengkulu Province indirectly constitutes as a form of community participation to reduce greenhouse gasses emissions. Agroforestry can be used as one of the programs in the Regional Action Plan (RAD) in an effort to mitigate and adapt to climate change. Survey methods and interviews with the community who applied agroforestry system were used to know the main purpose of the community in developing agroforestry on their land and also to determine the attitude and knowledge of the community about the role of agroforestry in mitigation and adaptation to climate change. The results showed that most of people in Central Bengkulu Regency developed agroforestry system with two or more types of plants because this pattern ismore favorable in terms of subsistence, both short and long term. From the economic side, the community developed a timber plant with the main purpose as future savings. Meanwhile, in terms of the environment, agroforestry has an important role in protecting the flora and fauna, protecting the environment, and reduce global warming. However, still many of the members of the community who have not been aware of this. Therefore, the introduction of technology and dissemination of environmental issues to the public are needed to maintain public interest in the development of agroforestry in Central Bengkulu.

Abstract

National strategy on gender that stated in Presidential Instruction No. 9/2009, was also applied in private forest management. The composition of private forests which generally consist of woody plants, agricultural crops, and lower crops, allows for the sharing of gender roles in their management, as found in South Konawe. Research methods used survey method and interviews through Focus Group Discussion (FGD). Data were analyzed qualitatively and quantitatively. The results of the study indicate that there is a share-out of roles between men and women in private forest management in South Konawe. Men play a dominant role in the management of woody plants, starting from planting to logging while women are dominantly involved in the lower crop cultivation. Women’s involvement have greatly helped the family economy through selling vegetables and sago for family consumption as well as to meet daily needs. Supporting activities in private forest management such as attending farmer group meetings and being administrators of farmer groups are still dominated by men. For this reason, it is necessary to consider the proportional involvement of women in private forest management so that they can contribute more to the family needs.

Abstract

Mangrove forests have social, economic, and ecological functions to surrounding communities. Government policies in managing mangroves will affect its sustainability. Often, mangrove ecosystems become the main target to  be  converted  for  “non-forestry”  development  because  they  are  mistakenly  considered  to  have  little  or  no benefits. Therefore, it is necessary to calculate and to inform total economic value of mangrove ecosystems, so that if the function is disrupted due to conversion, the amount of loss that will be known. This paper aims to calculate the total economic value of mangroves and its contribution to household income using economic valuation. Results showed that the benefits of mangrove ecosystems in Kutawaru, Pemogan, and Tuban villages consisting of direct benefits (fish, crabs, shrimps, and tourism), indirect benefits (wave breakers), and option use (biodiversity value). Potential total economic value of mangroves in Kutawaru, Pemogan, and Tuban villages are Rp54.1 millions/ ha/year, Rp17.4/millions/ha/year, and Rp26.6 millions/ha/year respectively. In all three sites, indirect use value contributes the highest to the total economic value, often this value is not taken into account when considering ecosystem benefits. The highest contribution of mangrove ecosystems to the total household income is in Kutawaru village  with  amount  of  Rp1.4  millions/month/household.  In  addition  to  the  total  economic  value,  community dependence on mangroves must be considered by the government in managing mangrove ecosystems.
