Abstract

AbstrakTujuan  penelitian ini adalah: 1) untuk memberikan gambaran tentang kontribusi penerimaan retribusi parkir terhadap Pendapatan Asli Daerah Jember; 2) untuk memberikan gambaran tentang manajemen pengelolaan retribusi parkir yang baik, sehingga mampu meningkatkan Pendapatan Asli Daerah dari sektor retrbusi parkir. Jenis penelitian ini termasuk penelitian deskriptif kuantitatif yang sumber datanya diperoleh dari data primer dan data sekunder. Pengumpulan data diperoleh melalui  teknik wawancara, observasi non partisipan dan studi dokumentasi. Setelah semua data terkumpul kemudian dianalisis dengan teknik analisis data deskriptif kuantitatif. Urgensi atau keutamaan penelitian ini antara lain: 1) memberikan sumbangsih teori terhadap pengembangan ilmu pengetahuan khususnya bidang ilmu pemerintahan; 2) Memberikan sumbangan pemikiran terhadap instansi terkait di Kabupaten Jember tentang pentingnya manajemen pengelolaan retribusi parkir sehingga bisa meningkatkan pendapatan asli daerah dari sektor retribusi parkir; 3) penelitian ini diharapkan juga bisa menjadi bahan referensi bagi peneliti selanjutnya yang ingi meneliti topik yang sama.Kata Kunci: Retribusi Parkir, Pendapatan Asli Daerah AbstractThe purpose of this study are: 1) to provide an overview of the contribution of the receipt of parking fees to the original revenue of Jember; 2) to provide an illustration of the management of a good parking levy management, so as to increase the original revenue from the parking retrbusi sector. Source data obtained from primary data and secondary data. In this descriptive quantitative research, data collection was obtained through interview technique, non participant observation and documentation study. After all the data collected then analyzed with quantitative descriptive data analysis techniques. Urgency or primacy of this research include: 1) contributing theory to the development of science, especially in the field of governmental sciences; 2) To give thought contribution to related institution in Jember Regency about the importance of parking levy management management so that it can increase the original revenue of the area from the parking charges; 3) this study is also expected to be a reference material for further researchers who want to research the same topic.Keywords: Parking Levy, Local Revenue

Abstract

Procurement of goods and services that are in government with limited resources and regulations that change according to the times of course these change will affect organizational effectiveness. In such an environment the procurement of goods and services must be responsive and clever in anticipating to maintain their existence and function. For an organization to maintain its existence and function, it must be effective to support this the South Tangerang City Procurement Service Section has an important contribution in the implementation of the goods or services procurement process. Based on these conditions a research was conducted with the title: "Organizational Effectiveness of The Procurement Services Section of South Tangerang City". The theory used in this study from Richard M. Steers (1985: 206), the capability of adaptability, productivity, and job satisfaction. The method used in this research is descriptive research with a qualitative approach. This research uses the determination or selection of informants by using Purposive methods. Data sources were obtained from interviews, documentation, and observations with the validity of the data used in this research were Triangulation techniques. The result of this research explained that the effectiveness of the Procurement Service Section of South Tangerang City in adaptability is optimal, productivity is optimal, and job satisfaction is good, overall it is effective to do the jobs and the functions. Supporting factor are training and coaching employees, satisfaction in work and smooth communication while inhibiting factor is the lack of quality of Human Resources and the low quality of supporting facilities in the procurement service section of South Tangerang City.

Abstract

Jember regency is one of the areas in East Java which has a high level of political conflict escalation. This area became the center of political barometer, especially in the eastern region of East Java. So that every political development that occurs in this area will always be a big concern for every region in other areas in East Java. The research on electoral conflicts has objectives, among others: 1) to analyze the factors that cause conflict in the elections in Jember Regency in 2015, and 2) to analyze conflict resolution used in Jember District Election 2015.This type of research includes qualitative research. Data collection was done by documentation study and literature study. While the data analysis technique is an analytical descriptive technique that is done through reduction procedures, data presentation, and data verification. The result of the research shows that the conflict in Jember election in 2015 is caused by several things: (1) Faida-Muqit Arif nomination as candidate for regent and vice regent of Jember in the 2015 regional head election by the Central Board of the Indonesian Democratic Party of Struggle (PDIP). (2) Black campaign conducted by candidate pair Faida-Muqit Arif. (3) Jember KPU is Less Transparent and Open. (4) The Jember KPU is against the rule made by itself in KPU Regulation No. 8 of 2015 by passing two pairs of candidates for local heads who are late in submitting reports of campaign revenues and expenditures (LPPDK). From the results of research conducted also shows that the efforts of conflict prevention that has been done election organizer was not able to prevent the occurrence of conflict Pilkada Jember in 2015. Prevention efforts that have been done include: mapping Conflict-prone areas, monitoring activities detection and prevent early ahead of elections, coordination of regional elections and regional elections.

Abstract

This study inspect and analyzes the impact of government support on SME performance both directly and indirectly through innovation. The sample in this study was 165 SMEs in East Java which focused on several regencies / cities which were the eastern development corridor area and had a distinctive superior food and beverage business. The collected data is then analyzed using path analysis. Of the four hypotheses proposed in this study, all were accepted. The results of testing the hypothesis of direct influence indicate that government support influences the performance of SMEs, government support influences SMEs innovation, and innovation influences the performance of SMEs. The results of hypothesis testing indirect effects indicate that government support influences the performance of SMEs through innovation.

Abstract

Manusia merupakan peran utama dari setiap kegiatan. Tanpa adanya manusia, semua sarana dan prasarana tidak dapat berjalan dengan maksimal demi mewujudkan pelayanan yang baik bagi masyarakat. Untuk mencapai tujuan tersebut, dibutuhkan sumberdaya manusia yang memadai dalam mendorong kinerja pegawai. Berkaitan dengan hal tersebut, banyak  faktor yang berkaitan dengan kinerja seorang pegawai, salah satunya adalah faktor kompetensi. Dalam hal ini, seorang pegawai harus mampu mengembangkan seluruh potensi yang terbaik dalam dirinya. Seorang pegawai akan berkembang dan mampu bertahan dalam lingkungan persaingan yang kompetitif apabila didukung oleh pegawai-pegawai yang berkompeten dibidangnya. Penelitian ini dilakukan dengan tujuan untuk mengetahui apakah terdapat pengaruh Kompetensi dengan Kinerja Pegawai Kantor Desa Sukorambi Kabupaten Jember. Metode yang digunakan adalah metode deskriptif kuantitatif yang bertujuan untuk mengukuran data berupa statistik objektif melalui perhitungan ilmiah yang berasal dari sampel orang-orang atau penduduk yang diminta menjawab atas sejumlah pertanyaan. Populasi pada penelitian ini adalah seluruh pegawai kantor desa sukorambi yang berjumlah 23orang. Teknik pengambilan sample menggunakan teknik total sampling dimana jumlah sample yang digunakan sama dengan populasi. Hasil dari penelitian  menunjukkan bahwa secara bersama-sama kompetensi berpengaruh secara signifikan terhadap kinerja pegawai pada kantor desa sukorambi kabupaten jember. Uji secara regresi menunjukkan bahwa indicator konsep diri memberikan pengaruh paling dominan, sedangkan indicator pengetahuan memberi pengaruh paling kecil. Kata kunci: Kompetensi, Kinerja Pegawai

Abstract

AbstrakHasil penelitian ini disimpulkan bahwa objek wisata Puncak B29 yang terletak di Desa Argosari saat ini menjadi salah satu objek wisata prioritas di Kabupaten Lumajang. Keberadaannya sangat memberi peluang untuk dapat mengangkat perekonomian masyarakat sekitar dan menambah PAD Kabupaten Lumajang. Oleh karena itu pemerintah Kabupaten Lumajang melalui Dinas Pariwisata Dan Kebudayaan melakukan strategi pengembangan terhadap kawasan B29. Pengembangan terhadap kawasan B29 hanya dilakukan dari segi fisik saja. Sedangkan pengembangan terhadap unsur yang lain masih kurang. Hal ini disebabkan karena kurang maksimalnya  pemberdayaan masyarakat setempat dalam usaha jasa pariwisata, kurang harmonisnya hubungan antara Kepala Desa Argosari dan ketua kelompok sadar wisata Desa Argosari serta tidak adanya regulasi khusus yang mengatur tentang pengelolaan objek wisata Puncak B29. Sehingga perolehan PAD belum jelas.Kata kunci: Strategi pengembangan, pariwisata AbstractThe results of this study concluded that the object of Peak B29 located in Argosari Village is currently one of the priority tourism object in Lumajang Regency. Its existence is very giving opportunities to be able to lift the economy of the surrounding community and increase PAD Lumajang District. Therefore the government of Lumajang Regency through the Department of Tourism and Culture undertook the development strategy towards the region B29. Development of the B29 region is only done from the physical side only. While the development of other elements is still lacking. This is due to the lack of maximum local community empowerment in tourism service business, less harmonious relationship between Head of Argosari Village and head of conscious group of tourism Argosari Village and the absence of special regulation which regulate the management of Puncak B29. So the acquisition of PAD is not yet clear.Keywords: Strategy development, tourism

Abstract

Berkembangnya sejumlah kasus penebangan liar di kawasan hutan lindung membuat masyarakat Desa Aik Berik berinisiatif untuk menjaga kelestarian hutan bersama dengan pemerintah. Jangka waktu berlakunya program HKm selama 35 tahun, sementara aturan yang berlaku bagi aktor kebijakan atau stakeholder dalam program HKm mengalami banyak perubahan pada tataran organisasi.Lemahnya keterlibatan pihak-pihak bersangkutan dalam program HKm masih terkendala aturan kerjasama atau nota kesepahaman. Rumusan masalah dalam penelitian ini adalah belum optimalnya lembaga yang terkait implementasi program HKm dan belum optimalnya faktor penunjang implementasi program program HKmTujuan dari penelitian ini untuk mengoptimalkan kinerja lembaga yang terkait implementasi program program HKm dan mengoptimalkan faktor penunjang implementasi program HKm.Objek penelitian adalah pihak yang terlibat dalam program HKm. Penetapan dan pemilihannya dilakukan secara purpossive sampling. Ditetapkan 4 orang responden dan informan kunci yang dijadikan pakar pada penelitian ini. Pengumpulan data menggunakan teknik triangulasi untuk pengisian kueisioner (Analysis Hierarchy Process) AHP.Berdasarkan hasil penelitian didapatkan Dinas Koperasi, Perindustrian dan Perdagangan (Diskoperindag) merupakan lembaga yang perlu ditingkatkan perannya dalam implementasi Program Pengelolaan Hutan Kemasyarakatan (HKm) di Desa Aik Berik Kabupaten Lombok Tengah, Peraturan perundang-undangan merupakan faktor penunjang yang perlu ditingkatkan dalam implementasi Program Pengelolaan Hutan Kemasyarakatan (HKm) di Desa Aik Berik Kabupaten Lombok Tengah.Kata Kunci :Hutan Kemasyarakatan,  Kelembagaan, Faktor Penunjang Program, AHP

Abstract

The purpose of this study was to determine the strategy and direction of government policies in the development of start-up startups supporting the new normal era of innovative eco-digital products. Through this research, it will be studied how the direction of Government policy in developing startup startups in Indonesia, as well as what government support is in keeping the eco-digital movement of innovative products stable in the new normal era, and what kind of startups can survive during a pandemic and new normal. This research method uses qualitative descriptive and literature studies based on primary data and secondary data from the results of data analysis from pilot business groups, groups of start-up policy makers, community policy users and startup business consumers. The results of the research show that the policy directions that must be the attention of the Indonesian government regarding the development of startups in Indonesia are as follows: Increasing Broadband access; Helping SMEs to switch to the online realm; Expanding the electronic payment system; Expanding access to finance (investment); Extending e-government services; socializing the Job Creation Law, which was recently passed to provide various impacts on the startup business ecosystem; The Creative Economy Agency (Bekraf), currently the government through the Indonesian Creative Economy Agency (Bekraf) is trying to build infrastructure to support the presence of startups in Indonesia. BEKuP (Bekraf for pre startup); In collaboration with MIKTI (IT Creative Industry Society) and Telkom Bekraf will hold intensive workshops for people who intend to build startups in 15 big cities; Making the University as a Startup Startup Incubator; Protecting MSME products from Curent Account Deficits (CAD) problems; Disseminating Government Regulation (PP) Number 74 of 2017; Prepare an electronic-based national trade road map (E-Commerce Road Map), hereinafter referred to as the 2017-2019 SPNBE Road Map; Funding programs, taxation, consumer protection, education and human resources (HR). Also communication infrastructure, logistics, cybersecurity, and the establishment of the SPNBE Roadmap implementing management; The government cuts the final PPh by 0.5% for MSMEs. Also through PMK Number 150, 2018, this digital industry can get income reduction incentives (PPh) or tax holidays; Facilitating creative ideas, innovations, originality ideas, and not end users through Grant activities and competitions in various aspects of local creative endeavors, academic research and technology; Provide liquidity, guarantee LPS Deposit insurance agency to owners of capital; Prepare financing in the technology sector. Prepare a law on the national knowledge and technology system; Evaluating educational curricula with graduate expertise, especially in tertiary and senior secondary education as well as developing research at universities.

Abstract

Penelitian ini bertujuan untuk mengetahui tentang efektifitas pemungutan pajak hiburan yang terjadi di daerah kabupaten jember. Berdasarkan hasil penelitian, efektifitas pemungutan pajak  hiburan yang terjadi di Jember di tahun 2015 mengalami peningkatan selama satu tahun tersebut tercatat bahwa lebih banyak pajak yang efektif dari pada yang tidak efektif. Dan dapat dilihat dari bukti daftar target dan realisasi selama satu tahun tersebut disitu tercatat bahwa targetnya yaitu sekitar Rp.1.050.600.000,00 juta dan realisasi. Sampai dengan akhir bulan yaitu sekitar Rp 1.111.566.807,00 juta. Pajak hiburan selama satu tahun tersebut dan efektif sanagtlah berpengaruh terhadap pendapatan asli daerah yang berada di Jember karena bias membantu pembiyaan terhadap pembangunan yang belum terealisasi. Adapun faktor-faktor yang mendukung terhadap pemungutan pajak hiburan tersebut yaitu: kesadaran wajib pajak yang meningkat,  keterbukaan omset penerimaan, pemilik hiburan gambang ditemui. Kata kunci: Efektifitas, Pemungutan Pajak Hiburan

Abstract

This research sees that every community has local wisdom which is a source of social capital that can be accessed and utilized by its members. In this case, the community by itself builds their own social capital, with relationships built between communities through the local wisdom. The traditional remote community, certainly not separated from potential conflicts, but they can always overcome the potential conflicts that exist between them, because the role of local wisdom as a strong social capital among them. The theory used on this research is social capital Putnam and conducted in Buhu Village, Tibawa District, Gorontalo County, Indonesia. This research utilized case study as qualitative approach. Data collecting used in-depth interview, observation and documentation. Data were collected from six informants by using snowball sampling technique. This research found that the element of solidarity is important in building a strong social capital in the traditional remove community. This is different from Putnam which only emphasizes three elements, beliefs, networks and norms. In addition, the researchers found that in the process of networking, the traditional remote community is not only dealing with people they know, they are also different with Putnam as to realize various things, often people ask for help from their friends, family or trusted acquaintance (Field, 2010, hal. 3). The ‘huyula’ local wisdom that builds the social capital in the traditional remote community is able to bridge the differences that exist in a community, and can overcome the potential conflicts in the traditional remote community.
