Abstract

This research sees that every community has local wisdom which is a source of social capital that can be accessed and utilized by its members. In this case, the community by itself builds their own social capital, with relationships built between communities through the local wisdom. The traditional remote community, certainly not separated from potential conflicts, but they can always overcome the potential conflicts that exist between them, because the role of local wisdom as a strong social capital among them. The theory used on this research is social capital Putnam and conducted in Buhu Village, Tibawa District, Gorontalo County, Indonesia. This research utilized case study as qualitative approach. Data collecting used in-depth interview, observation and documentation. Data were collected from six informants by using snowball sampling technique. This research found that the element of solidarity is important in building a strong social capital in the traditional remove community. This is different from Putnam which only emphasizes three elements, beliefs, networks and norms. In addition, the researchers found that in the process of networking, the traditional remote community is not only dealing with people they know, they are also different with Putnam as to realize various things, often people ask for help from their friends, family or trusted acquaintance (Field, 2010, hal. 3). The ?huyula? local wisdom that builds the social capital in the traditional remote community is able to bridge the differences that exist in a community, and can overcome the potential conflicts in the traditional remote community.

Abstract

This study uses a performance evaluation used by the West Nusa Tenggara Provincial Disaster Management Agency to measure organizational performance after an earthquake. The research method used in this study is that qualitative research carried out in the research conducted is descriptive research that discusses the analysis of events. The unit of analysis in this study is the effectiveness of the performance evaluation of the Regional Disaster Management Agency of West Nusa Tenggara Province. The type of research used by the authors in this study is qualitative descriptive. Data collection techniques are interviews, observations and documents related to research. The data analysis technique in this study was carried out qualitatively. Objectives / goals / plans in achieving the goals, objectives, mission, organizational vision contained in the formulation of strategic planning (strategic planning) of an organization. Then, the results of the assessment that shows the results of systematic analysis and evaluation results based on performance indicators, which involve indicators of input, output, results, benefits, and changes. Performance measurement is used as a basis for achieving success and completion of implementation in accordance with the goals and objectives set in the framework of realizing the vision and mission. Stages of measuring organizational performance according to tactics starts from clarity of purpose, clarity of strategy, process of analysis and policy formulation, planning, planning programs, availability of facilities and infrastructure and a system of supervision and control. The results of this study explain the measurement system applied by the Regional Disaster Management Agency of West Nusa Tenggara Province has not been effective. Because the performance assessment carried out by the Regional Disaster Management Agency of the Province of West Nusa Tenggara is not systematically arranged and can only be accessed in the Government Agency Performance Accountability Report.

Abstract

During the last decade, tobacco was sharply highlighted by the international community. In global trade, the tobacco business and its industrial products were under pressure from the world through the world health organization that formulates the framework convention on tobacco control (FCTC). The conventions of FCTC aim to control tobacco and its industrial products in the global market, because they can be detrimental to health. This paper aims to review the pattern of tobacco trade in a global market that tends to get discriminated. The method of analysis employed by the author is reviewing the existing journals and conducting observations and discussions related to the problem of tobacco in the global trading. The facts in tobacco trade show that FCTC regulations that have been widely adopted by countries in the world are often tangential to global trade regulations enacted in almost all over the world. Tobacco and its industrial products are subject to discriminatory treatment in global trade. This condition has triggered many parties to trade tobacco illegally, given the need of world tobacco despite pressure always rises about 2% every year along with the increase of world population number. In the business administration review, an objective strategy is needed to address the challenges inherent in the tobacco business. The Paradigm of Resources Based View (RBV) and Market Based View (MBV) in the tobacco business need to be integrated into the internal and external factors of the business, thus the tobacco business can be maintained. A country producing tobacco (for example: Indonesia), must supportits citizen to exist at their business, because they get benefit at tobacco business. The country must safeguard and fight for tobacco to global market without having to experience product discrimination.

Abstract

This paper attempt to explore the documented challenges that constrain human resource development (HRD) under decentralization process in Local Government Authorities (LGAs) in The Gambia. Critical review on the demands of decentralization and human Resources Capacity gap was thoroughly done to set the basis for the paper. The Paper used documentary sources to gather information relevant to the thematic area. These included journal articles, books, Government Reports and Local Government Service Regulations. Observation method was also used based on the author?s background and experience in the thematic area. The paper found that decentralization as a process and as an approach has limited potential that enhance development of Human Resource Capacity in the Local Government Authorities in The Gambia. However the paper noted three major challenges which are multi-faceted and integrated in character. They comprise policy induced challenges, skills and Organization challenges and performance induced challenges. Hence the paper strongly recommends on institutional review and re-design the institutionalization of HRD, conduct a robust capacity assessment in all the Local Councils to measure their capacity and readiness to meet the demands of the decentralizationprocess. Enforcement mechanisms with financial support, change of mind set and working culture and finally political and leadership will remain critical for bridging the existing Human Resource capacity gaps to meet the demands of decentralization within the Local Government sector.

Abstract

Electronic Integrated Licensing Services or Online Single Submission, hereinafter abbreviated as OSS, are Business Licenses issued by OSS Institutions for and on behalf of ministers, heads of institutions, governors, or regents/mayors to business actors through integrated electronic systems. Jember Regency as one of the Regencies that have implemented OSS,began to implement it in 2018. This service is a government effort to simplify business licensing and create an integrated licensing service model that is fast, inexpensive and certain. In this study the researchers used the Edward III Theory of communication, bureaucratic structure, disposition and resources. The results of this study show that Jember?sInvestment and Integrated One-Stop Service is not yet optimal in carrying out its duties, because in the bureaucratic structure no SOP for this policy resulting in overlapping responsibilities because the organizers are responsible for serving Single Online services Submission (OSS) also serves services manually. In addition, even though the Jember regency government has conducted licensing related online, there are still many people and business people from those who are processing the permits to the One Stop Integrated Investment and Service Office of Jember Regency.

Abstract

This study inspect and analyzes the impact of government support on SME performance both directly and indirectly through innovation. The sample in this study was 165 SMEs in East Java which focused on several regencies / cities which were the eastern development corridor area and had a distinctive superior food and beverage business. The collected data is then analyzed using path analysis. Of the four hypotheses proposed in this study, all were accepted. The results of testing the hypothesis of direct influence indicate that government support influences the performance of SMEs, government support influences SMEs innovation, and innovation influences the performance of SMEs. The results of hypothesis testing indirect effects indicate that government support influences the performance of SMEs through innovation.

Abstract

The aims of this study is to determine whether there are differences impacts and perception on the construction dams in the Ngindeng Village, Sawoo District, Ponorogo Regency and in Karanggede Village, Arjosari District, Pacitan Regenc. The dam construction sites are the location where they live before receiving relocation or compensation in the form of money. In addition, the researchers also looked for differences or similarities related to the socio-economic impacts for community in two different locations. This study used quantitative research methods. The total sample population taken in this study was 29 respondents from each place with a total sample of 58 respondents. Based on research conducted by researchers, it can be concluded that there are differences in perceptions between the people of Ngindeng Village and Karanggede Village, where in the instrument, Ho's perception was accepted and Ha was rejected. While indicators of the impact of development based on socio-economic instruments have the same answer between the people of Ngindeng Village and the people of Karanggede Village, where Ha is accepted and Ho is rejected.

Abstract

An election in a democratic country has become routine in determining the regeneration of leadership. Political participation, especially voting in elections, is the key to democratic governance. Millennial Generation or Millennials have great potential for political power because of their large numbers. Their voices cannot be taken lightly. Instead, Millennials can make a significant vote contribution for the presidential candidates. The formulation of the problems discussed in this study is about how leadership, emotional relations, mass media, political issues, and voters' attitudes affect the decision to elect Presidential candidates and Legislative candidates by millennial generations. This study was a quantitative study in which the data were collected by distributing questionnaires to millennials who lived in Surabaya City. The obtained data were then analyzed using Partial Least Square (PLS) analysis method. The findings showed that leadership, emotional connection, mass media, and voter attitudes had a positive significant effect on choosing candidates by the millennial generation. Meanwhile, political issues did not significantly influence their decision in choosing candidates in the 2019 general election in Surabaya.

Abstract

The church conflict that occurred in Adu Village, South Ibu Subdistrict, West Halmahera Regency was caused by unjust church leadership. Conflicts in the construction of places of worship often lead to violence, attacks and sealing of houses of worship by the community. This study aims to determine the occurrence of social conflict between residents in the construction of church in Adu village and to find out the resolution of the conflict. This research uses descriptive qualitative research that can be understood as a series of procedures used in solving problems, namely the cause of conflict between residents related to the construction of church in Adu Village by investigating and describing research objects based on facts in the field. Data sources used are primary data and secondary data with data collection techniques namely observation, interviews and document analysis.  The research findings show that the cause of conflict in church construction is because (1) the church leadership is no longer neutral in serving the community, for example when visiting a sick Adu village community, the church leader only visits one group while the other group is ignored, and (2) the regulations of church leaders regarding residents? responsibilities to the church such as the obligation for each person to contribute IDR 200,000 per year for church construction is considered too burdensome for the community. From the factors causing the conflict, conflict resolution is carried out by way of negotiations (consensus agreement) between the Old GMIH and the GMIH Renewal. From these negotiations, a mutual agreement ensued that the construction of a new church planned by the GMIH Renewal would continue.

Abstract

This study aims to describe the social changes that occur in farm families affected by housing development policies in urban areas. This study focuses on changing the work patterns of women farming families who previously depended on their income in employment in the agricultural sector, both those who own paddy land as the main livelihood of the family , and those who do not own paddy land (become farm laborers).This research method uses qualitative descriptive research with in-depth interviews. The results of this study are, there is a decline in social change in the family of the owner's farmers even more so in female farm workers. The decline in social change was reflected in the work patterns of women, who used to be the owner of the paddy land turned into a vegetable trader or a trader in a small grocery store that was built in his house. And in a number of cases, the informant claimed to have turned to work as a domestic helper in a residential household. Meanwhile , female farm workers , generally become washing laborers, traveling merchants and family residents housing residents.
