Abstract

Penelitian ini bertujuan untuk mengetahui kualitas pelayanan dan strategi pemasaran yang diterapkan oleh dry port (studi kasus: Cikarang Dry Port). Penelitian ini menggunakan analisis Importance Performance Analysis (IPA), Kuadran Importance Performance Grid, Customer Satisfaction Index (CSI), dan Analisis GAP untuk mencari kualitas pelayanannya. Dalam penelitian ini peneliti juga mencobamerumuskan strategi perusahaan dalam rangka meningkatkan penggunaan jasa dry port, dengan metode Matrik IFE dan EFE, Matriks Internal-Eksternal, Matriks TOWS atau SWOT, hingga Quantitative Stategic Planning Matriks (QSPM). Berdasarkan hasil perhitungan diketahui Customer Satisfaction Index di Dry Port Cikarang sebesar 71,85%. Dari 33 variabel pertanyaan Importance Performance Grid didapatkan ada 9 variabel pada kuadran 1, 9 variabel pada kuadran 2, 10 variabel pada kuadran 3, dan 5 variabel pada kuadran 4. Hasil perhitungan Matrik Internal-Eksternal didapatkan posisi stategi beada posisi 1 atau cocok dengan tumbuh kembang. Sedangkan untuk Matriks TOWS atau SWOT berada pada strategi Threats-Weakness (TW). Berdasarkan perhitungan QSPM dalam penelitian ini juga menunjukkan bahwa alternatif terbaik dalam meningkatkan penggunaandry port oleh pengguna jasa (freigt forwarde/EMKL) adalah melakukan promosi yang besar-besaran.

Abstract

Status Assessment of E-Ticketing Sutainability for Trans Semarang Bus to Support Smart City using Multidimensional Scaling Approaches: One of the public service facilities using IT in the transportation sector is the eticketing of the Trans Semarang Bus. E-ticketing is a cashless bus ticket payment with the aim to facilitate the service process. The implementation of E- ticketing Trans Semarang Bus engine technology sometimes experiences the obstacles due to crowded service conditions, non-conducive network and signals, so the e-ticketing machine is error and unable to quickly detect data balance. The service clerk has not been able to be technically competent to deal with problems that occur suddenly when the e-ticketing machine is in trouble. The aim of conducting research is to assess the sustainability status of e-ticketing Trans Semarang Bus, which is viewed from the dimensions of input, process, and output, in attempt to determine the factors/attributes that influence the sustainability of the e-ticketing Trans Semarang Bus. The research employed descriptive qualitative-quantitative method with Multidimensional Scaling analysis. This research is expected to be an input in the formulation of the smart city development strategy of Semarang City Government, especially in the transportation sector. The results of the research show the sustainability status of e-ticketing Trans Semarang Bus on the good conditions of input dimension because it is supported by an integrated service, device and technology-oriented roadmap; integrated IT system framework in terms of hardware, software and networks; and IT network infrastructure. The sustainability status of e-ticketing Trans Semarang Bus is in good condition in the dimensions of the process which is supported by collaboration and cooperation among stakeholders; operational financing includes IT professionals, operations, maintenance. Meanwhile, the output dimension has a fairly sustainable status. This might be caused by other factors that need to be comprehensively evaluated.Keywords : Sustainability, Bus Trans Semarang, smart city, multidimensional scaling. Salah satu fasilitas layanan publik yang menggunakan IT di sektor transportasi adalah e-ticketing Bus Trans Semarang. Eticketing merupakan pembayaran tiket bus cashless yang bertujuan untuk mempermudah proses pelayanan. Penerapan teknologi mesin e-ticketing Bus Trans Semarang terkadang mengalami kendala akibat kondisi pelayanan yang ramai serta jaringan dan sinyal yang tidak kondusif, sehingga mesin e-ticketing menjadi error sehingga tidak mampu mendeteksi data saldo dengan cepat. Secara kompetensi teknis, petugas pelayanan belum mampu mengatasi permasalahan yang terjadi secara tiba-tiba ketika mesin e-ticketing mengalami gangguan (trouble). Tujuan penelitian mengenai penilaian status keberlanjutan e-ticketing Bus Trans Semarang yang ditinjau dari dimensi input, proses, dan output adalah untuk mengetahui faktor/atribut yang berpengaruh terhadap keberlanjutan e-ticketing Bus Trans Semarang. Penelitian ini menggunakan metode deskriptif kualitatif-kuantitatif dengan analisis Multidimensional Scaling. Penelitian ini diharapkan dapat menjadi masukan dalam perumusan strategi pengembangan kota pintar Pemerintah Kota Semarang khususnya sektor transportasi. Hasil penelitian menunjukkan bahwa status keberlanjutan e-ticketing Bus Trans Semarang pada dimensi input dalam kondisi baik karena didukung dengan roadmap terintegrasi yang berorientasi pada service, device, dan teknologi; framework sistem IT yang terintegrasi dari sisi hardware, software, dan jaringan; dan infrastruktur jaringan IT. Status keberlanjutan e-ticketing Bus Trans Semarang pada dimensi proses dalam kondisi baik karena didukung kolaborasi dan kerjasama antar stakeholders; pembiayaan operasional yang mencakup profesional IT, operasi, pemeliharaan, pelatihan, dan konsultan; dan interoperabilitas platform IT pada sisi aplikasi dan service. Sedangkan dimensi output memiliki status cukup berkelanjutan. Hal ini kemungkinan dapat disebabkan oleh faktor lain yang perlu untuk dievaluasi secara komprehensif.Kata kunci :Keberlanjutan, Bus Trans Semarang, Kota Pintar, Multidimensional Scaling.

Abstract

AbstrakPemecah gelombang (breakwater) merupakan struktur pelindung yang mampu mereduksi tinggi gelombang yang menuju daerah tertentu. Penelitian ini bertujuan untuk mengembangkan rancangan dasar (basic design) struktur bangunan pemecah gelombang terapung untuk mengantisipasi kondisi perairan di Indonesia khususnya bagian timur. Penelitian ini menggunakan data sekunder berupa data perairan, seperti tinggi gelombang, kedalaman perairan, tinggi pasang surut, arah dan kecepatan arus; serta data tanah dari hasil pengujian geoteknik di lapangan. Perkiraan dimensi dari struktur tersebut menggunakan parameter koefisien redaman atau koefisien transfer. Hasil analisis diperoleh desain awal bangunan pemecah gelombang tipe terapung yang sesuai untuk perairan Sausapor. Variabel lingkungannya meliputi panjang gelombang (L) 13,58 meter; periode gelombang  (T) 2,95 detik; dan kedalaman deain(d) 12 meter. Adapun, rancangan dasar untuk pemecah gelombang terapung, yaitu panjang elemen (Lw) 16 meter; lebar struktur (B) 7,15 meter; draft struktur (D) 5 meter; koefisien transmisi (Ct) 0,14; tinggi gelombang datang (Hi) 1,1 meter; dan tinggi gelombang transmisi (Ht) 0,15 meter. Hasil desain awal tersebut belum memperhitungkan kondisi mooring dan pembebanan karena arus. Hal ini memerlukan data yang lebih detail terkait jenis tanah dan arus. Data tanah didapatkan melalui pengujian geoteknik terhadap karakteristik tanah. Adapun, data arus dapat diperoleh dari hasil pengukuran hidro-oseanografi. Kedua data tersebut diperoleh untuk mendapatkan hasil perancangan yang lengkap agar pemecah gelombang terapung dapat ditempatkan di lokasi studi.Kata kunci: Pemecah gelombang terapung, rancangan dasar, gelombang AbstractBasic design of suitable floating breakwater structures for the Indonesian seas: A breakwater is a structure used to reduce the height of waves coming to areas that require protection. This research was intended to develop the basic design of a floating breakwater structure to anticipate water conditions, especially in Eastern Indonesia. It used secondary data, namely water data (wave height, water depth, tidal height, current direction, and current velocity) and soil data from the results of geotechnical testing in the field. The dimension of the structure was estimated using the damping or transfer coefficient. The analysis results produced an initial design of floating breakwater structures suitable for waters in the research location based on these environmental variables: wavelength (L)= 13.58 meters, wave period (T)= 2.95 seconds, and depth (d)= 12 meters. Meanwhile, the basic floating breakwater design consisted of breakwater length (Lw)= 16 meters, width (B)= 7.15 meters, draft (D)= 5 meters, coeffisient of transmission (Ct)= 0.14, wave height (Hi)= 1.1 meters, and transmitted wave height (Ht)= 0.15 meters. The initial design did not take into account the mooring and loading conditions due to sea current. Therefore, it requires more detailed information on soil types and currents, which can be collected by, respectively, geotechnical testing of soil characteristics and hydro-oceanographic measurements. People feel more comfortable using 111otorcycles for tlzeir daily activities.As the conequense urban public transport seruices in Singaraja lzas not reached local road. Since the rates charged are quite e:xpensive as well. TJ1iere fore people pr~fer to use public private titan transport vehicles. this condition may bring public transportation in Si11garaja get worst. Two methods are carried out to calculate the quality of public transport services first accordance witlz the standards of the Directorate General of Land Transportation Ministry of Transportation and second, utilize tlze nzetlwd of Importance Performance Analysis (IPA). Based on the results due to the standards of tire Directorate General of Land Transportation Ministry of Transportation the city transportation in Singaraja still have good performance. While the result analysis of Importance Pe1formance Analysis (IPA) showed that 15 factor indicators, three factors indecated has a good perfomiance vehicle that is hygiene, driver peiformance and the route, seven factors indicated not important perfonnance and less priority by the transport users such as the walking time to the destination, no need moving vehicle, easily get in and get out the vehicle, additional facilities (music, etc.) and travel cost. The factors are needed to be handling quite serious because it has a less peiformance and very important by respondents such as courteous service, seat comfort, tire physical conditio11 of public transport, vehicle speed and safety in vehicles.Key Words: public transport, services, Singaraja

Abstract

ABSTRACTTraffic violations is still not taken seriously in Indonesia, 111~for hmately gafe a big impact 011 regional income. This study discused about the impact tl1e implementation of traffic discipline on local income based on Law No. 21 of 2009. This study approaches the number of violations associated witli the penalties for violations. Observations was conducted in the morning, afternoon and evening for 2 hours which is a solid hour passengers. While the observations made to the vehicle who commits an offense within that period. Further estimated the average per day of violation for the incident and then calculated the amount of the fine revenue in certain periods. The results of the study found that the estimate of receipts relatively large fines which indicates the first violation ever occurred that indicate the presence of non-compliance of traffic regulations. The second penalty is the appropriate option to create a deterrent effect on the offense. Fines provide benefits to local government as a source of income as well as educate tire publictransportation drivers to obey the rules. In Malaysia, a fine policy can be effective because the workers are very disciplined and a beingof the rules. On the other hand it is designed with a simple mechanism in which fines violators will pay the fine at the time of extending the driver's license. This approach is effective for improving adherence offenders while keeping the fine revenue obviously go into the treasuryaccount.Key Words: traffic violations, discipline, Law No. 21 of 2009, revenues

Abstract

ABSmACTNumber of wooden-ships (people called them as kapal ojek) operated in 2011 are 34 vessels or equal to 1,199 gross tonnage and total capacity of 1,833 passengers. Since many accidents of ships occurs and to be public concern, the author is interested to make research in order to evaluate sea worthiness of their stability and users' opinion. 17tere are 5 aspect of opinions to be collected among others safety equipments, timeliness and ships availability, security and comfort, crews competencies, and tariff. Users' opinion is analyzed by using the Importance performance Index and Customer Satisfaction Index The results shows that many variables are still needed to improve tlmt could enhance the service performance of those ships. 17teir stabilities are relatively in good condition, but should always consider to loading and weather conditions because the ships are made of woods and low of freeboards.Keywords : ship safety, ship seaworthiness, ship stability

Abstract

The simulation of travel management st;stem by vehicle emission consideration is using faur stepsmodeling. The congestion existed in cimahi city especially in peak periods c.aused btj the increasing thenumber of private c.ars. Based on the reasons, the study only considers private car passengers as modeof transportation that will be assigned in peak hour periods. To obtain the peak period result, the resultof traffic assignment should be multiplied btj 10.5% for collector road and 9% for arterial road. Thetechnique assignment is used user equilibrium and traffic assignment is run by using generalized cost.Generalized cost is c.alculated btj actual cost and -perceive cost (emission cost). CUBE software hasbeen employed for this research to analyze traffic performance. CUBE software applies existingcondition (base) and faur scenarios. The analysis will compare between the assignment with emissioncost and the assignment without emission cost.Cimahi CihJ is study case for transportation improvements c.ause changes in the existing trafficnetwork Therefore, The scenarios are built high side friction reduction on arterial road (scenario 1)and building ringroad (scenario 2). These changes analyzed is reduction of v/c ratio as well as lengthof congested links. The first analysis is v/c ratio reduction all of scenario which compared with basecondition. The scenario 1 result create only 9 congested links with is the v/c ratio reduction of scenariobtj assignment with emission cost is 29% and withour emission cost is 26%. and scenario 2 (26%).In additional , the second scenario result achieve the best scenario bec.ause the v/c ratio reductionwithout cost is 31 % with 6 congested links and assignment with emission cost is 26% with 2congested links The result of both scenarios shJw that assignment with consideration vehicle emissioncost more efektif because provide more v/c ratio reduction and number of congested link reductions.Key words: traffic assignment, private c.ar, peak hour, emission.

Abstract

Ship accident is important to be considered in the view of its tend to increase. Shipping safety thereforeshould be a main factor because function of sea transportation as a goods and human mobilities,distrubution of development, nation unihj, and supporting of national economy. This assesment isfocused on statistical analysis on the increase of ship accident in order to augment safety of seatransportation. Human factors dominating cause of the accident (i.e 42.08%) then followed by natureand technical factors respectively 32.99 % and 24.92 %. Those percentages give an indication of atendency for not complying to safety regulation and often do not pay attention to safety equipments.Human resources aspect is dominant that in this assessment comprehensive efforts needed to preventship accidents. Other efforts are safety standard requirements toward aspects of infra andsupra structures of sea transportation for realising effective and efficient sea transportationservices.Key word : ship acci.dents, age of fleet, human resources, and regulations

Assessment of tire Tariff Schedules Commercial Scheduled Air Transport Related to Fuel Price illcrease Aircraft illtematio1wl Ai1port Yogyakarta Adi Sucipto is to know haw the effect of rising prices of aviation fuel or aircraft fuel to air freight carrier rates, namely PT. Garuda llldonesia (Garuda Airlines), PT. Sun Lion (Lion Airlines), and PT. Metro Batavia (Batavia Airlines) for route Jakarta - Yogyakarta during the period January to September 2011. Assess111c11 t method used is descriptive quantitative method to calculate the total cost of airline travel route Jakarta - Yogyakarta with calculation components include (a) Type of aircraft and aircraft type, (b) Using the assumption of hvo load factor is 65% lower load factor and load factor is high 80%, (c) Using tire asswnption of hvo aviation fuel prices are the lowest aviation fuel jet fuel price range, - and the highest price of aviation fuel during the period January to September 2011, the average ticket price flight route Jakarta - Yogyakarta period from January to September 2011. 17re results of the assessment indicates there is a difference significant benefits from each airline operator, when associated with the load factor and the difference in price of aviation fuel.

Terminal is the place for drop off and pick up of the people and transfer mode to next journey according trip end destination. The facility of terminal divided of vehicle facility, people facility, and operation facility. This facilities must be good performance, so can service the customer. But tf1e terminals officer, must be evaluation the facility conditions periodically. Importancei1erformance analysis method can be use, with interview the customer of terminal. Base on data from interview, percentage of importance level and satisfaction level can be measure. From this prercentage, problematic mapping shown for decided problem solving performance of terminal
