Abstract

The rapid advancement of science, information and communication technology as well as changes in the strategic environment demands for reform of government bureaucracy and tailored to the demands of the community dynamics. Therefore it should be taken the steps that are fundamental, comprehensive and systemic so that goals and targets that can be achieved effectively and efficiently. Assessment Approval for Issuance of Salvage Job Activity and Job Approval Underwater Activities that took place in Jakarta is intended to provide licensing services that are transparent, accountable, faster and ensure legal certainty and certainty for actors in the field of transportation. Sampling was conducted on 17 companies salvage and underwater works in Jakarta and surrounding areas. Analysis of simplification and analysis of public satisfaction index (IKM) is used to measure people's satisfaction. From the results of the study appear in the overall value of the index is 3.02 expressed satisfaction both categories because they are on the range of values from 2.51 to 3.25. Highest satisfaction scores are at the service of security elements (3.5) is very good and the lowest satisfaction scores are at the speed of service element (2.7) and certainty of service charges (2.7), this value is still in good assessment scores for respondents. Simplification of the analysis, the publication "approval letter salvage work activities and work activities subpoena under water" still can be simplified, include: processing time, the implementation of one-stop service, and application of ICT. Keywords: Salvage, regulation, public satisfaction index  Pesatnya kemajuan ilmu pengetahuan, teknologi informasi dan komunikasi serta perubahan lingkungan strategis menuntut birokrasi pemerintahan untuk direformasi dan disesuaikan dengan dinamika tuntutan masyarakat. Oleh karena itu harus segera diambil langkah-langkah yang bersifat mendasar, komprehensif, dan sistemik sehingga tujuan dan sasaran yang telah ditetapkan dapat dicapai dengan efektif dan efisien. Kajian Penerbitan Surat Persetujuan Kegiatan Pekerjaan Salvage dan Surat Persetujuan Kegiatan Pekerjaan Bawah Air yang mengambil lokasi di Jakarta dimaksudkan untuk dapat memberikan pelayanan perizinan yang transparan, akuntabel, cepat dan menjamin kepastian hukum serta kepastian berusaha bagi pelaku di bidang transportasi. Pengambilan sampel dilakukan terhadap 17 perusahaan salvage dan pekerjaan bawah air di DKI Jakarta dan sekitamya. Analisis simplikasi dan analisis indek kepuasan masyarakat (IKM) digunakan untuk mengukur kepuasan masyarakat. Dari hasil penelitian terlihat secara keseluruhan nilai indek kepuasan masyarakat adalah 3,02 menyatakan kategori baik karena berada pada rentang nilai 2,51-3,25. Nilai kepuasan tertinggi berada pada unsur keamanan pelayanan (3,5) sangat baik dan nilai kepuasan terendah berada pada unsur kecepatan pelayanan (2,7) dan kepastian biaya pelayanan (2,7), nilai ini masih dalam skor penilaian baik bagi reponden. Dari hasil analisis simplikasi, penerbitan "surat persetujuan kegiatan pekerjaan salvage dan surat persetujuan kegiatan pekerjaan bawah air" masih dapat disederhanakan, meliputi; waktu pengurusan, penerapan pelayanan satu atap, dan penerapan TIK.Kata kunci: Salvage, regulasi, indek kepuasan masayrakat (IKM)

Abstract

In Indonesia there are some terminal type A that perceived lack benefits for users because the location is less representative. With quantitative analysis by AHP method the survey held on Bus Terminal at Giwangan and Leuwipanjang. The criteria to decide the location of terminal type A are passanger demand (0.39), density of traffic and road capacity (0.17), environmental sustainability (0.13), integration between modes (0.10), RUTR (0.09), topography (0.07), and security and safety (0.06). The criteria below passanger demand are number of routes, transportation nodes, travel deployment, travel destination and origin. The density of traffic and road capacity has 4 sub-criteria: low-side constraints, the degree of saturation lebih besar 0.7, on arterial roads min IIIA, and have access at least 100 m Sub criteria of environment sustainability: AMDAL documents, lower emissions, noise level lebih kecil 74 dB. Sub criteria of integration between modes are intermodal transfer facilities, 5 routes of public transportation, and b us shelter around bus terminal. Sub criteria for RUTR are located in capital of province, on the AKAP route network, located on the edge city, and the distance between terminal is 20 km. Sub criteria of topography are: easy access AKAP traffic and has at least 5 ha land area in Java. Sub criteria for safety and security are low fatality, safe from safety interruption, easy access for safety official.Keywords: Terminal, Determination of location, AHP  Di Indonesia terdapat beberapa terminal A yang kurang dirasakan manfaatnya bagi pengguna kendaraan angkutan umum yang salah satu penyebabnya dikarenakan lokasinya yang kurang representatif. Dengan mengevaluasi kriteria penetapan lokasi terminal type A dengan analisis kuantitatif menggunakan metode AHP, dari lokasi terminal Leuwipanjang dan Giwangan sebagai lokasi survey, tersusunlah konsep kriteria penempatan lokasi terminal tipe A dengan urutan prioritas demand terminal (0,39), kepadatan lalu lintas dan kapasitas jalan (0,17), kelestarian lingkungan (0,13), keterpaduan antar moda (0,10), RUTR (0,09), Kondisi topografi (0,07), dan keamanan dan keselamatan (0,06). Dari tiap kriteria utama terdapat subkriteria yaitu untuk demand terminal adalah jumlah trayek, simpul transportasi, penyebaran perjalanan, dan asal tujuan perjalanan. Kriteria kepadatan lalu lintas dan kapasitas jalan memiliki 4 sub kriteria yaitu hambatan samping yang rendah, derajat jenuh lebih besar 0,7, terdapat pada jalan arteri min IIIA, dan memiliki akses masuk minimal 100 m. Untuk kriteria kelestarian lingkungan memiliki urutan sub kriteria yaitu dokumen AMDAL, nilai emisi yang rendah, kebisingan lebih kecil74 dB. Urutan sub kriteria untuk keterpaduan antar moda yaitu adanya fasilitas transfer, 5 rute jalur angkot, dan terdapat halte angkot di terminal.Kriteria RUTR memiliki urutan sub kriteria yaitu terletak di ibukota propinsi, terletak pada jaringan trayek AKAP, terletak di pinggir kota, dan jarak antar terminal 20 km.Kriteria kondisi topografi memiliki 2 sub kriteria yaitu akses yang mudah untuk lalu lintas AKAP dan memiliki luas lahan minimal 5 Ha di Pulau Jawa. Untuk sub kriteria keamanan dan keselamatan yaitu fatalitas rendah, aman dari gangguan keselamatan, akses petugas mudah.Kata kunci: Terminal, Penetapan lokasi, AHP

Abstract

East Kalimantan is one of the provinces that have freight operations is very high, because of mining and plantation activities are increasing from year to year. However, the condition of the main roads in the province, was a concern. Between transport actors blame, prompting this research. Survey of traffic and motor vehicle weighing on the road performed for data collection By using this approach to calculating ESAL and Truck Factor, result, from 6 major roads studied, five of which occur overloading, resulting in a reduction in the service life of the road.Keywords : Traffic, Road, Truck Factor, Damage Factor Kalimantan Timur merupakan salah satu provinsi yang memiliki tingkat operasi angkutan barang sangat yang cukup tinggi, karena kegiatan pertambangan dan perkebunan yang meningkat dari tahun ke tahun. Namun, kondisi jalan-jalan utama di provinsi ini, sangat mengkhawatirkan. Diantara pelaku transportasi saling menyalahkan, sehingga perlu penelitian ini dilakukan. Survei lalu lintas dan pengumpulan data dilakukan untuk kendaraan bermotor dan angkutan berat menggunakan pendekatan dan perhitungan dengan Equivalent Standard Axle Load (ESAL) dan faktor kendaraan, hasil penelitian diperoleh dari 6 jalan utama yang diamati, lima di antaranya terjadi kelebihan muatan (overloading), sehingga terjadi penurunan tingkat pelayanan.Kata kunci: Lalu Lintas, Jalan, Faktor Kendaraan, Faktor Kerusakan

Abstract

Assessment of personnel needs of air traffic controllers (ATC) at the Sultan Mahmud Airport Badaruddin II Palembang is to find out how many number of needs of air traffic controllers (ATC) at the Sultan Mahmud Airport Badaruddin II Palembang that has with standards / regulations by the !CAO to support flight operations in order to ensure flight safety. Assessment method was quantitative method with the decomposition of descriptive, exposure and explanation in detail based on the compilation of primary data and secondary data that have been processed. The results of the assessment show that air traffic controller (ATC) at the Sultan Mahmud Airport Badaruddin II Palembang is still not adequate, there is still lack of abaout 11 air traffic controller (ATC) personnel at the Sultan Mahmud Badaruddin II Palembang Airport.Keywords : air traffic controller (ATC), Sultan Mahmud Badaruddin II Palembang Airport Pengkajian tentang kebutuhan personel air traffic controller (ATC) di Bandara Sultan Mahmud Badaruddin II Palembang adalah untuk mengetahui bagaimana jumlah kebutuhan air traffic controller (ATC) di Bandara sultan Mahmud Badaruddin II Palembang apakah telah memenuhi standar/peraturan yang ditetapkan oleh ICAO untuk mendukung kegiatan operasi penerbangan dalam rangka menjamin keselamatan penerbangan. Metode pengkajian yang digunakan adalah metode kuantitatif dengan penguraian ( deskriptif), pemaparan dan penjelasan secara rind berdasarkan kompilasi data primer dan data sekunder yang telah diolah. Hasil pengkajian menunjukan personel air traffic controller (ATC) di Bandara sultan Mahmud Badaruddin II Palembang masih belum memadai, yakni masih terdapat kekurangan sekitar 11 personel air traffic controller (A TC) di Bandara sultan Mahmud Badaruddin II Palembang. Abstract

Ports is one element in the marine transport services due to lean on and unloading of goods and passengers. Therefore, the service at the port need to be managed properly especially stevedoring services. This study aims to describe the general performance of the loading and unloading of goods in the port related Kendari dock usage rate, the utilization of field buildup, and utilization of port facilities in the Port of Kendari. This research is descriptive qualitative. The instrument used in this study is an open structured interviews and field observations. The results show that the performance of services and non-container freight containers at the Port of Kendari have exceeded the standards set by the Directorate General of Sea Transportation, Kendari Ports operational service performance is still below the standards set by the Directorate General of Sea Transportation and Conditions Kendari utilization of port facilities in 2009 and 2011 the value falls below the standard prescribed by the Directorate General of Sea Transportation.Key Words: performance, loading and unloading, Kendari PortPelabuhan merupakan salah satu unsur dalam pelayanan angkutan laut karena menjadi tempat bersandar dan bongkar muat barang serta penumpang kapal. Oleh sebab itu, pelayanan di pelabuhan perlu dikelola dengan baik khususnya pelayanan bongkar muat barang. Penelitian ini bertujuan untuk mengetahui gambaran umum kinerja bongkar muat barang di Pelabuhan Kendari terkait tingkat pemakaian dermaga (BOR), utilisasi lapangan penumpukan (YOR), dan utilisasi fasilitas pelabuhan (SOR) di Pelabuhan Kendari. Jenis penelitian ini adalah kualitatif deskriptif. Instrumen yang digunakan dalam penelitian ini adalah wawancara terbuka dan terstruktur serta tinjauan lapangan. Hasil penelitian diketahui bahwa untuk kinerja pelayanan barang peti kemas dan non peti kemas di Pelabuhan Kendari telah melampui standar yang telah ditentukan oleh Ditjen Perhubungan Laut, kinerja pelayanan operasional Pelabuhan Kendari masih dibawah standar yang telah ditentukan oleh Ditjen Perhubungan Laut dan Kondisi utilisasi fasilitas pelabuhan Kendari dari tahun 2009 hingga 2011 nilainya berada dibawah standar yang telah ditentukan oleh Ditjen Perhubungan Laut. Kata Kunci: kinetja, bongkar muat, pelabuhan, Kendari

Abstract

Bulk cargoes have currently increased sharply along with the enhancement of industrial development so as required bulk raw materials such as cement, fertilizers, coal, nickel, and other minerals. Therefore, in line with the market needs, especially in relation to the implementation of Presidential Instruction No. 5 of 2005 on the empowerment of the national shipping industry and Law No. 17 of 2008 on shipping, the urge to build new ships that could replace role of foreign vessels fleet for inter island transport increases. Building a new ship was adapted to the concept of ship design which was closely related to the method of ship development both scientifically and technically. The process of ship dimensions determination became the first things to be done before implementation of ship building process. Ship capacity must be based on the prediction of cargoes to be transported, and for that, statistical method was implemented in this research. Within this method, main ship dimensions obtained i.e. length, width, height, and draught that based on the vessel capacity.Keywords: bulk cargoes incresed, main ship dimensions. Muatan curah saat ini mengalami peningkatan yang cukup pesat sejalan dengan meningkatnya perkembangan industri sehingga membutuhkan bahan baku curah seperti semen, pupuk, batubara, nikel, dan bahan tambang lainnya. Untuk itu, sejalan dengan kebutuhan pasar khususnya dalam kaitan dengan penerapan lnpres 5 tahun 2005 tentang pemberdayaan industri pelayaran nasional dan UU 17 tahun 2008 tentang pelayaran, maka dorongan untuk membangun kapal yang mampu menggantikan peran armada asing untuk angkutan antar pulau di Indonesia semakin besar. Pembangunan kapal disesuaikan dengan konsep perancangan kapal yang erat hubungannya dengan metode pengembangan baik secara ilmiah maupun teknis. Proses pencarian ukuran kapal menjadi hal yang pertama dilakukan sebelum proses pembangunan dilaksanakan. Kapasitas kapal tentunya didasarkan pada prediksi jumlah muatan yang diangkut. Metode yang digunakan adalah metode statistik (statistical methode). Dengan metode ini diperoleh ukuran utama kapal yakni panjang, lebar, tinggi, dan sarat berdasarkan kapasitas kapal yang diinginkan.Kata kunci : peningkatan muatan curah, ukuran utama kapal

Abstract

The development of metropolitan cihJ as Jakarta for years is high, thus the demand Jo transportationservices. Tcui is one of mode transportation which is mostly used by middle to high class people. Theproblem is, sometimes many people are wasting time for waiting empty taxi, mean while manyempty taxi, are searching for the passenger.The objective of this simulation model is to direct the taxi, movement to get passenger with the help ofi~b "based software. So then, there is information to direct the taxi, mavement to choose the right Wat}to get passenger with high possibilihJ rate of passenger.The taxi, driver is equipped by GPS that will find out the coordinate position data of geographical. Toinput the data such as position of start-finish and arrival time of passenger it can be done by cellμlarphone then data will be transmit to ~bsite.Using simulation approaching, a Monte Carlo simulation model can be build that will optimize taxi,driver to find passenger. This modeling will be able to estimate the possibilihj of passenger arrival anddistribution of taxi, cars in one area. The comparison of simulation without modeling resuled intincreament of some aspects, such as increment of delivetJ services increase to 81.48%, searching timeand waiting time become 4.12% and 6.45% respectively.Keyword: taxi, movement, waiting time, travel time, Monte-Carlo Simulation

Abstract

The tremendeous intensity of export/import activity using containers in Indonesia should be an opportunity to support economic development and improve public's welfare. In fact, it was hampered by the high logistics costs. This phenomenon's correctly proven by a periodic national logistics performance survey conducted by The World Bank, Logistics Performance Index (LPI). In 2010, World Bank ranked Indonesia in position 75 out of 155 countries, which is one of these performance considerations is the cost of shipping, that has put Indonesia at rank 80. Referring to the ESCAP model port tariff structure, the port tariff structure of Tg. Priok's divided into four sections. They are navigation, berth, cargo operations and other business. Compared to Port of Melbourne's tariff, Pelabuhan Tg. Priok even regulates a lower rate of tariff Based on interviews and observations, the detenninant factors causing high cost of logistics are: (i) illegal fees, mostly caused by inadequacy of infrastructure, red-tape bureaucracy, insufficient and less-regulated standard operating procedures, the absence of rotation mechanism and exclusive authority without supervision; (ii) the surcharge; and (iii) induced cost of unpredictability delivery process.Keywords : Handling costs, Tariff, Container

Abstract

Merak harbor crossing is one of the infrastructure that serves 80 percent of Indonesia's economy in the island of Java and Sumatra. Merak harbor crossings currently has 5 dock supported by a fruit terminal with an area of 8260 m2 bus that can accommodate 330 buses. In addition there is also a parking lot to accommodate vehicles waiting to enter the vessel with an area of 18 ha can accommodate 752 vehicles. Based on data obtained from the office of the Administrator port of Bantam, Over the past three consecutive years ie 2007 - 2009. respectively in 2007 transported 6, 8 million tons of goods, in 2008 transported 5. 7 million tons while for the year 2009 rose to 7.2 million tonnes. The increasing demand for transportation services of PT Indonesia Ferry crossings as a port operator plans to cooperate with the municipal government to build the dock VI Cilegon near the area of Integrated Terminal Peacock (ITM). The plan is dedicated dock for passengers pedestrians. VI Pier development project is planned to be conducted early 2011
