Abstract

This research aims to define and elaborate on the effectiveness of e-government in the Electronic Filing System (E-Filing) at the Tax Service Office (KPP) Pratama Pekanbaru Tampan, Pekanbaru City. The research method utilizes a qualitative approach, and descriptive analysis to elaborate on issues using the theory of e-government effectiveness according to Sigwejo & Pather (2016). This study found that the implementation of E-Government in the form of the Electronic Filing System (E-Filing System) at the Tax Service Office (KPP) Pratama Pekanbaru Tampan has not been effectively and maximally executed. This is due to many taxpayers experiencing difficulties in using the system because of inadequate socialization and training, as well as suboptimal technological facilities. Although public interest in using e-government services is quite high, infrastructure limitations and technical support hinder its usage, resulting in low public satisfaction with this service. To enhance effectiveness, improvements in facilities, socialization, training, and technological infrastructure are required to fulfill public expectations and satisfaction. Based on the analysis conducted, to enhance the effectiveness of the E-Filing System at KPP Pratama Pekanbaru Tampan, it is recommended that socialization and training programs for taxpayers be intensified and sustained, technological infrastructure be improved and enhanced, responsive technical assistance services be provided, periodic system evaluation and improvement be conducted, and feedback from taxpayers be collected and analyzed for further enhancement. The study implies that for the E-Filing System at KPP Pratama Pekanbaru Tampan to be more effective, several key areas need attention and improvement.

Abstract

This research aims to determine the strategy for implementing an innovation model for developing educational tourism areas based on filter cloth to increase product sales by utilizing available resources. The innovation model is developed through developing a master plan for an edu-tourism area based on Tapis by inventorying the potentials in the village of Negeri Katon Pesawaran. This research used the Soft System Methodology (SSM) method. SSM is a systemic approach to dealing with complex and less structured situations. In developing a Tapis cloth-based edu-tourism area by the Tapis Jejama Kham Women's Group in Pesawaran Regency, SSM can be used to understand the various aspects involved and develop a comprehensive solution. The steps of this research are needs analysis, testing of the innovation model, module development, and reporting. Literature studies were carried out on related documents such as regulations, book references, and updated journals. Meanwhile, interviews were conducted with several informants, such as the Tapis Jejama Kham women's group, cultural activists, the tourism and creative economy department of Lampung Province, and local communities of Negeri Katon Village. The preliminary findings of this study show that there are a lot of potential natural resources and human resources as well as cultural heritage in Negeri Katon village, Pesawaran district, which has not been managed optimally, and there is a lack of public awareness regarding the management of existing tourism potential.  This research has attempted to contribute to the creation of a regional innovation model of the edu-tourism area based on tapis cloth for the tapis jejama women’s group in Pesawaran District, Lampung Province and the creation of Intellectual Property Rights in the form of a Master Plan for the model of edu-tourism area in the Negeri Katon subdistrict.

Abstract

The transformation of Indonesia's procurement system has become a strategic step to improve governance's effectiveness, transparency, and accountability. In this article, we discuss the shift of the procurement system from corruption-prone manual methods to digitalization through e-procurement and e-catalog. This transformation started with bureaucratic reform after 1998, the creation of LKPP, and the implementation of digital systems such as SPSE, SiRUP, and e-catalog. Kurt Lewin created the framework of the Theory of Organizational Change, which includes three stages: unfreeze (making aware of the need for change), change (making changes), and refreeze (creating new norms). This framework was used to analyze this transformation. This model helps us understand how procurement systems are systematically changed, from finding inefficiencies to making digitalization the new standard in governance. The online content analysis method was used in this research. It combines data from digital platforms, academic reports, government documents, and online media articles. The data was analyzed using coding and interpretation methods to find key issues and evaluate how effective the changes to the procurement system were. This method enabled an in-depth understanding of how Indonesia's procurement system is changing. The results show that the transformation requires a holistic approach to ensure sustainability, including regulatory changes, the creation of a blockchain-based system, HR capacity building, and improved evaluation. By combining organizational change theory and a comprehensive methodology, the transformation will become the norm in procurement governance and help sustainable domestic economic growth.

Abstract

This research aims to determine the strategy of Waste Bank Unit Asoka V Makassar to manage waste in Makassar City. The research used a qualitative study through observation, interviews, and documentation. The informants and primary data sources of this study are representatives of the Waste Bank Asoka V Makassar managers and the community selected based on purposive sampling techniques. In contrast, secondary data are obtained from documentation studies and various previous studies relevant to the topic of this study—the data is analyzed with three stages of descriptive analysis; data reduction, data presentation, and conclusions. The results of this study indicate that Waste Bank Asoka V Makassar's waste management is running well and innovatively. Some strategies carried out by Waste Bank  Asoka V Makassar in waste management are: conducting massive socialization and collaborating with PT. Pegadaian, introducing waste management innovations and optimizing services. Practically, the results of this study indicate that effective waste management can be achieved through various strategies that involve the community and innovation, as well as the importance of collaboration between the government, fund providers, and the local community. Penelitian ini bertujuan untuk mengetahui strategi Bank Sampah Unit (BSU) Asoka V Makassar dalam pengelolaan sampah di Kota Makassar. Studi ini merupakan penelitian kualitatif dengan menggunkan metode pengumpulan melalui observasi, wawancara dan dokumentasi. Adapun yang menjadi informan sekaligus sumber data primer penelitian ini adalah keterwakilan dari pengelola BSU Asoka V Makassar dan masyarakat yang dipilih berdasarkan teknik porposive sampling, sedangkan data sekunder diperoleh dari studi dokumentasi dan pelbagai penelitian terdahulu yang relevan dengan topik penelitian ini. Data tersebut selanjutnya dianalisis dengan tiga tahapan analisis deskriptif; reduksi data, penyajian data dan penarikan kesimpulan. Hasil penelitian ini menunjukkan bahwa penegelolan sampah oleh Bank Sampah Asoka V makassar berjalan dengan baik dan inovatif. Adapun  beberapa strategi yang dilakukan Bank Sampah Asoka V Makassar dalam pengelolaan sampah yaitu: melakukan sosialisasi secara massive, bekerjasama dengan PT. Pegadaian, mengenalkan inovasi pengelolaan sampah dan mengoptimalkan pelayanan. Secara praktis, hasil penelitian ini menunjukkan bahwa pengelolaan sampah yang efektif dapat dicapai melalui berbagai strategi yang melibatkan masyarakat dan inovasi, serta pentingnya kolaborasi antara pihak pemerintah, penyalur dana dan masyarakat setempat.

Abstract

This research investigates the impact of service facilitation actions through the Jakpreneur Program on MSME empowerment. However, challenges arise in ensuring consistent program implementation and measuring sustainable empowerment outcomes. Many MSMEs struggle to utilize available resources fully, and the existing service mechanisms often fall short of addressing their specific needs, particularly in areas like financial literacy and market access. Using an action research method, this study collects data through questionnaires, interviews, observations, and document analysis to explore these issues. Technical data analysis was carried out using the N-Gain test, testing the pre-test and post-test results of the actions carried out in this study. Collaboration with the Sub-Department of Industry, Trade, Cooperatives, and MSMEs enables an in-depth understanding of both MSMEs and program facilitators’ perspectives. Jakpreneur’s services include registration, training, mentoring, licensing, marketing, financial reporting, and capital assistance. The findings indicate increased MSME empowerment across six dimensions: entrepreneurial development, human resource quality, poverty reduction, entrepreneurial resilience, productivity and competitiveness, and policy support. This study provides information on the effectiveness of MSME service delivery by identifying gaps between before and after the implementation of services that positively impact the development of MSME businesses in Jakarta. Penelitian ini mengkaji dampak tindakan fasilitasi layanan melalui Program Jakpreneur terhadap pemberdayaan UMKM. Namun, tantangan muncul dalam memastikan implementasi program yang konsisten dan mengukur hasil pemberdayaan yang berkelanjutan. Banyak UMKM yang kesulitan memanfaatkan sumber daya yang tersedia secara penuh, dan mekanisme layanan yang ada sering kali tidak mampu memenuhi kebutuhan spesifik mereka, khususnya di bidang seperti literasi keuangan dan akses pasar. Dengan menggunakan metode penelitian tindakan, penelitian ini mengumpulkan data melalui kuesioner, wawancara, observasi, dan analisis dokumen untuk mengeksplorasi isu-isu tersebut. Teknis analisis data dilakukan dengan uji N-Gain, menguji hasil pre test dan post test dari Tindakan yang dilakukan pada penelitian ini. Kolaborasi dengan Sub-Dinas Perindustrian, Perdagangan, Koperasi, dan UMKM memungkinkan pemahaman yang mendalam tentang perspektif UMKM dan fasilitator program. Layanan Jakpreneur meliputi pendaftaran (P1), pelatihan (P2), pendampingan (P3), perizinan (P4), pemasaran (P5), pelaporan keuangan (P6), dan permodalan (P7). Hasil penelitian menunjukkan peningkatan pemberdayaan UMKM di enam dimensi: pengembangan kewirausahaan, kualitas sumber daya manusia, penanggulangan kemiskinan, ketahanan kewirausahaan, produktivitas dan daya saing, dan dukungan kebijakan. Studi ini berkontribusi memberikan informasi efektivitas penyampaian layanan UMKM dengan mengidentifikasi kesenjangan antara sebelum dan sesudah implementasi pelayanan yang memberikan dampak positif bagi perkembangan usaha UMKM di Jakarta.

Abstract

This study aims to explore the strategies used by socioeconomically vulnerable women who are heads of low-income families to meet their family's needs. The research was conducted with four socioeconomically vulnerable women who are heads of low-income families in Pasanggrahan Village, Garut. The research data were collected through semi-structured interviews and observations from June-July 2023. The results showed that the participants used the same strategy template to fulfill the needs of their low-income families. Fulfilling economic needs is done by selling snacks in the market. Then, they save food to meet their daily needs and set aside a little money to fulfill other needs. They borrow from mobile banks when facing emergencies to fulfill daily expenses and trading capital and pay health costs when experiencing illnesses that must be treated. This strategy is carried out because the income generated by poor women's family heads or family members can only partially fulfill the family's basic needs. The poverty experienced by the participants was inherited from their families. However, this can be overcome by providing training to improve community entrepreneurship skills and competencies through utilizing village funds.

Abstract

Drawing on John Macionis' definition of sexuality, this study explores the increasing use of digital media as the primary source of information on sexuality among university students, driven by socio-cultural taboos surrounding discussions of sexuality and the declining role of parents in providing education and guidance on sexual matters.  It examines the impact of these socio-cultural factors and their implications for students' understanding of healthy and responsible sexuality. It also aims to provide insights for stakeholders in developing more effective and open approaches to sexual education within both family and educational institutions. This study was conducted using a mixed-method approach combining quantitative and qualitative data, involving university students in Bandung City. The result of this study suggests in many cultures, sexuality remains a sensitive and taboo subject, particularly within family settings. The lack of comprehensive parental involvement in sexual education further strengthens students' reliance on these digital resources. They seek information about sexuality through digital platforms such as websites, social media, and apps, which offer easy and anonymous access to various sources.
