Abstract

West Java Province is a pioneer in implementing digital payment for Motor Vehicle Tax (PKB). However, the optimization of PKB revenue continues to face challenges due to the suboptimal governance of digital government, as indicated by the low utilization of digital payment channels, which remains below 9%, and a declining trend in taxpayer compliance over the past five years. This study aims to analyze digital government governance in enhancing PKB revenue, identify inhibiting and enabling factors, and formulate an ideal governance model based on the OECD framework. This research employs a qualitative approach through observations, interviews, and document analysis, involving informants from government institutions, academia, and the public. The findings reveal that digital government governance has been implemented relatively well but has not yet had a significant impact on increasing PKB revenue. Inhibiting factors include system fragmentation, suboptimal use of data, and low levels of digital literacy, while enabling factors consist of institutional commitment, basic digital infrastructure, and service innovation. This study contributes a novel conceptual model, namely the SMART PKB Governance Framework, which is grounded in five core principles: Systematic, Measurable, Agile, Responsive, and Trusted

Abstract

Tourism is one of the development priorities in Indonesia, which has encouraged Wonokerto Village to develop its Kucur Aren Tourism site. However, its management has not been fully optimized by the local community, government, and business actors. This qualitative descriptive study employed observation, documentation, and in-depth interviews with residents, business actors, and members of the Tourism Awareness Group (Pokdarwis). The findings indicate an increase in community participation in environmental maintenance, facility management, and small business development around the tourism site, although participation in planning and promotion remains low due to limited human resources, budget, and technical support from the local government. A SWOT analysis identified strengths in natural potential and village government support, weaknesses in marketing and innovation, opportunities from growing interest in nature-based tourism and supportive policies, and threats from environmental pollution and competition from similar destinations. The study concludes that optimal management requires synergy through a collaborative governance framework among the community, government, SMEs, and youth groups, supported by capacity building, technology-based promotion, and local economic empowerment.

Abstract

This research was conducted to examine how the transformation of civil servant human resource management contributes to enhancing the performance of the local government in West Bandung Regency. The study adopted a mixed-methods strategy utilizing an explanatory sequential framework, in which quantitative analysis was first carried out on data obtained from 99 civil servants through the PLS-SEM approach and subsequently reinforced with qualitative interview findings. Within this investigation, the transformation variable was conceptualized through six core dimensions, whereas governmental performance was assessed using indicators encompassing service quality, work quantity, punctuality, cost efficiency, supervisory dependency, and interpersonal influence. The empirical results indicate that the transformation of civil servant resource management exerts a statistically significant and positive impact on regional governmental performance (β = 0.832; p < 0.001). Furthermore, managerial cultural values together with leadership patterns emerged as the most influential determinants in driving organizational performance enhancement. The findings further suggest that improvements in public sector performance are more substantially shaped by shifts in organizational culture and employee conduct rather than relying solely on bureaucratic structural reform. These findings indicate that the success of bureaucratic reform should be directed toward strengthening organizational culture and transformational leadership integrated with merit systems and digital governance.
