Abstract

The Aquaculture Village Program is a program initiated directly by the Ministry of Maritime Affairs and Fisheries through Ministerial Regulation No. 47 of 2021 aimed at increasing the production and productivity of fish farming and improving the welfare and income of fish farmers, including in Pasaman Regency. Therefore, effective and appropriate management is essential for its successful implementation. The method in this research is qualitative with a descriptive approach. Data collection techniques through observation, interviews, and documentation. The results of this study found that the Management of the Fisheries and Food Service Office in Implementing the Fisheries Village Program is technically good enough, but not optimal. There are findings in planning on program policies/regulations, namely Ministerial Regulation Number 47 of 2021 which is not clearly guided and tends to only guide Decree Number 64 of 2021, Management of Fish Seed Center infrastructure that has not been maximized because it has not been supported by adequate funding and marketing (market) of superior fish commodities, namely Carp, which has not developed and tends to stagnate because it is influenced by reduced demand for fish in the market, as well as indirect supervision that is not administratively corrected by the Fisheries and Food Service as the implementer of the Aquaculture Village Program. Therefore, it is recommended that the Pasaman Regency Fisheries and Food Service evaluate and take corrective action in supporting the implementation of Aquaculture Village Program

Abstract

Rapid urban sprawl in Jakarta has restricted access to public spaces and intensified reliance on private vehicles, prompting the city government to adopt a Transit Oriented Development (TOD) policy as a strategic response to promote integrated and sustainable urban mobility. This study specifically investigates the effectiveness of TOD implementation in the Blok M – Sisingamangaraja area, focusing on how well it enhances multimodal connectivity, optimizes land use integration, and supports inclusive access to urban infrastructure. This study aims to evaluate the implementation of the TOD policy in this area using a descriptive qualitative approach. Data were collected through field observations, interviews with relevant stakeholders, and document analysis. The data were analyzed using the Miles and Huberman model, and the evaluation framework applied was the CIPP model (Context, Input, Process, Product) developed by Stufflebeam. The findings indicate that the implementation of TOD in the Blok M – Sisingamangaraja area has not been fully effective. Key issues include non-inclusive pedestrian access around Blok M Terminal and Blok M Square, the lack of direct connectivity between Blok M Terminal and the MRT Station, the persistence of on-street parking that contradicts TOD principles, and the absence of affordable housing for lower-middle-income groups. Based on these findings, the study recommends that PT MRT Jakarta prioritizes the development of affordable housing and enhance inclusive public facilities such as pelican crossings, guiding blocks, pedestrian-friendly access, dedicated and protected bicycle lanes, and integrated bike-sharing systems to support safety, accessibility, and long-term sustainability in the TOD area.

Abstract

Political decentralization has the consequence of placing the Regional Representative Council (DPRD) in an equal position with the regional head in the administration of regional government. Strengthening the DPRD's institutional function is realized in the Legislation, Budgeting and Controling as the functions of repsentative institusion in the central level. However, The council is considered unable to carry out its functions properly including carrying out the oversight function of planning, implementing activities and local government programs. Based on these conditions, the researchers conducted a competency study of DPRD members in tracking the supervisory function in Gresik Regency. The results, showed that the supervisory process and mechanism carried out by the DPRD had not led to 4 basic stages of supervision; a) Establish standards, b). Measurement performance, c). Comparable performance agains standars and d) Consider correction action. It’s still not done systematically, so the implementation of supervision of the council in Gresik which is translated into commission board still considered sporadic and partial activities. The commission oversight agenda summarized in the work meeting activities, public hearings and work visits of each commission has not yet become an integral activity of a monitoring process. The conclusion, there are gaps between the critical competencies of councill’s members about functions as members of representative institutions. The gap is related to the vision, mission, insights and technical conceptions of each member's task in the field. Supervision task carried out by the Gresik’s council is not systematic and seems sporadic.

This is more emphasize the economic and development dimensions rather than the social and science and technology dimensions. The surrounding community is not directly involved in policy making to support community empowerment activities. After the Constitutional Court's decision No. 35 / PPU-X / 2012, the community assisted by NGOs and the local government drafted a regional regulation related to the recognition of indigenous community, which is one of the requirements to establish customary forests. The Regional Representative Council or DPRD is the only hope of the indigenous community to gain freedom that had not been obtained for several years before the Constitutional Court's decision No. 35 / PPU-X / 2012 was issued. But in the process, the DPRD has not yet stipulated a regional regulation on the recognition of customary law communities since it was submitted in 2015 until now in 2017. It is unfortunate that the DPRD of Mentawai Islands Regency has been slow to respond to demands from NGOs and the community so that discussion of the Draft Law on the Protection of Indigenous Community pendingtakeholdernya
