Abstract

The Covid-19 pandemic presents major challenges for Indonesia's health, economic and government sectors. In this context, the Padang City Investment and One-Stop Integrated Services Service (DPMPTSP) plays an important role in implementing local policies to support recovery. This research aims to explore the implementation of Agile Governance in DPMPTSP Padang City during the pandemic. The method used is descriptive qualitative, with data collection through in-depth interviews and document analysis. The research results show that the Padang City DPMPTSP has succeeded in implementing the principles of good enough governance, business-driven, human focused, and based on quick wins, so that it is able to improve public services and licensing innovation. Various innovations, such as the INDAH program for MSMEs and the OSS and SIMBG digital systems, are implemented to maintain service continuity. Apart from that, DPMPTSP also increases transparency and community participation through public consultation forums. The conclusion of this research confirms that the implementation of Agile Governance has enabled DPMPTSP to adapt and innovate in services, creating better relationships between government and society in the context of public services, especially in the midst of crisis conditions.

Abstract

The waste bank is a creative way to improve behavior and understanding about managing waste in the home. Social capital, as a collaborative effort at the community level, is essential to the trash bank's management. Mutual trust in society, standards, and networks that the community may use to address problems together are known as social capital. This research aims to find out how the social capital process in the Waste Bank framework in community-based sustainable waste management in Padang City, especially in the Sakinah Waste Bank by using descriptive research conducted through a qualitative approach. The study's analysis revealed that the social capital process at Sakinah Waste Bank is carried out by the community, and that trust is developed between the actors through the transparency of the waste bank management process. Strategies to develop networking with the actors include communication, a shared commitment to support the waste bank management, and a shared understanding of the waste bank's purpose. Social norms are necessary to keep the actors' trust in one other and the transparency process going. Additionally, the social norm might raise citizens' awareness of the need to control household waste.

Abstract

Dumai City is one of Indonesia’s strategic regions, characterized by complex social dynamics, including the management of people with mental disorders (ODGJ). This study aims to analyze the service quality of the Dumai City Civil Service Police Unit (Satpol PP), motivated by the increasing number of ODGJ disrupting public order, particularly in strategic locations, and the challenges faced by Satpol PP in addressing these issues. This research employs a qualitative method with data collection techniques, including observation, in-depth interviews, and document analysis. The study utilizes the SERVQUAL approach, which encompasses five dimensions: reliability, responsiveness, tangibles, empathy, and assurance. The findings reveal that in terms of reliability, while Satpol PP has consistently responded to public reports following established procedures, the absence of standardized operational procedures (SOP) and specialized training presents significant challenges. Regarding responsiveness, the unit demonstrates commendable responsiveness; however, limited personnel and the absence of personal protective equipment (PPE) hinder operational efficiency. The tangibles dimension highlights that while operational facilities, such as vehicles, are adequate, supporting equipment like restraints and PPE remains highly limited. The empathy dimension shows that persuasive and humane approaches have been applied, although training related to empathy is insufficient. Finally, the assurance dimension indicates effective inter-agency coordination, albeit not optimal during non-working hours.The study recommends enhancing the quality of Satpol PP services in managing ODGJ through the development of clear SOPs, increased training programs, improved inter-agency collaboration, and better resource allocation. These improvements are expected to enable Satpol PP to handle ODGJ effectively, safely, and humanely, thereby increasing public trust in government institutions

Abstract

The phenomenon of prostitution is a consequence of the complex development of urban society, where this activity is often stigmatized as harmful behavior that disrupts social order. The government, as the authority responsible for regulating social life, has a vested interest in addressing the issue of prostitution. This article aims to analyze the effectiveness of prostitution handling policies implemented by the Ambon City Government through the Decree of the Mayor of Ambon City No. 827 of 2019 concerning the Closure of Tanjung Batu Merah Localization, Ambon City. This research adopts a post-positivist approach based on Campbell's (1990) Program Effectiveness theory, which assesses program effectiveness through indicators such as program success, target accuracy, satisfaction with the program, and overall goal achievement. The findings of this research show that in executing prostitution handling policies, the Ambon City Government is effective in closing localizations but has not yet been effective in implementing long-term policies. This is evidenced by the continued occurrence of prostitution in various places in Ambon City, especially through online dating applications, as well as the presence of scattered pockets of prostitution throughout the city.

Abstract

The One Data Indonesia policy, established through Presidential Regulation No. 39 of 2019, is a strategic initiative to support evidence-based decision-making through integrated and accessible data governance. This article explores policy learning in its implementation as a foundation for data-driven policymaking in Indonesia. This research uses a post-positivist paradigm where post-positivism uses theory as a guideline for research and acknowledges that values influence the interpretation of qualitative data. A descriptive qualitative method is used to explore the implementation dynamics of the policy in depth. An event or phenomenon of implementing the One Data Indonesia policy with policy learning theory as an analytical framework through semi-structured interviews and literature studies. The results show that the implementation of One Data Indonesia reflects three forms of policy learning (Howlett et al., 2017): cognitive-technical (improving data quality and interoperability), socio-political (cross-agency coordination), and institutional (strengthening regulations and data-based organisational culture). However, challenges such as sectoral ego, data fragmentation, and capacity constraints remain significant. In conclusion, strengthening the legal framework, data literacy, and interoperability is needed to optimise data-based policies in Indonesia. With an in-depth understanding of the policy learning process, this research provides strategic insights for policymakers in optimising the potential of data as a national strategic asset. Specifically, this study contributes by mapping concrete patterns of policy learning that can be replicated or adapted in future national data governance reforms. Effective implementation is expected to support more targeted and efficient development planning.

Abstract

The emergence of Si-Lancip (Transportation Image Service System) in providing the best service to the community, especially in the transportation sector, is considered to make it very easy for the public to obtain public services. The aim of the research is to obtain a general overview regarding the implementation of Si-Lancip currently used by the Palangka Raya City Government. The research method used is descriptive qualitative. The findings of this research are the success of the implementation of Si-Lancip in realizing effective and efficient public services, so the Palangka Raya City Transportation Department created an innovation that can be used to serve the community, especially the transportation sector. Then the use of Si-Lancip has a positive impact on the community because the service becomes easier and faster and saves time for both employees of the Palangka Raya City Transportation Department and the community receiving the service

Abstract

This study explores the implementation of the Ministry of Religious Affairs’ Mosque Information System (SIMAS) as a tool to strengthen good governance in mosque management within Bogor Regency. Despite increasing digitalization in public services, the application of such systems in religious institutions remains under-examined. This research addresses this gap by analyzing how SIMAS contributes to improving transparency, accountability, participation, responsiveness, and fairness in mosque governance. The study aims to describe the operationalization of SIMAS, identify factors that enable or hinder its success, and evaluate its effectiveness in supporting mosque administration. Using a qualitative approach, data were collected through interviews and direct observations to capture the perspectives of stakeholders involved in SIMAS implementation.Findings indicate that SIMAS positively influences governance by promoting more open, responsive, and participatory mosque management. These improvements are vital for aligning religious service delivery with broader good governance principles. The study also offers practical recommendations for the Ministry of Religious Affairs and mosque administrators to enhance system performance and public service outcomes.Theoretically, the research contributes to public administration literature by extending Van Meter and Van Horn’s policy implementation model. It introduces three additional dimensions sustainability, monitoring and evaluation, and innovation which are crucial for understanding the long-term success of digital governance tools in religious and public institutions.

Abstract

The purpose of writing this article is to explain and analyze the crisis management of Bawaslu Kudus's public relations in responding to the money politics campaign in the Kudus district election campaign in 2024. This reseach employs qualitative methods to provide detailed explanations of events and experiences with detailed and complete data collection through interviews with the public relations of Bawaslu Kudus. In this study the authors used a qualitativ methods. Then in order to obtain appropriate data, the author in collecting data through observation, interviews and documentation. In this case, the public relations of Bawaslu Kudus as a liaison with the community, carried out crisis management in addreessing the money politics campaign carried out in the 2024 Kudus Pilkada. The public relations of Bawaslu Kudus Regency identified this crisis through the report of participatory community supervision and the team formed by Bawaslu Kudus Regency such as ad hoc, Panwascam, and PKD. In its crisis management, the public relations of Bawaslu of Kudus Regency also responded to this crisis swiftly, inviting collaboration with relevant stakeholders, conducting socialization of community participatory supervision, responsively instructing Panwascam to participate in citizen forums to voice anti-money politics, and actively campaigning against money politics through outhreach activites, including street demonstrations.

Abstract

Integrity is a major aspect that greatly influences the credibility of a profession, including judges. Maintaining the integrity of judges is the responsibility of the supervisory institution for judges which is carried out internally by the Supreme Court and externally by the Judicial Commission. If the integrity of Indonesian judges is good, then the public perception will certainly be good, and vice versa. This study aims to prove the correlation between the integrity of judges and public perception and to analyze the role of the Judicial Commission in improving the Integrity of Judges. The research method used is quantitative descriptive research, which focuses on the problems of current phenomena related to public perception of the integrity of judges, and presents research results in the form of meaningful numbers based on KY performance data and survey results. The results of the study show that the role of the Judicial Commission (KY) in improving the integrity of judges is not optimal, as evidenced by the results of a survey conducted by the KY itself on its performance showing that public perception of the integrity of judges has continued to decline from 2022 to 2024. The study recommends a policy correction in an effort to maintain the integrity of judges which has an impact on decreasing public trust in the integrity of judges. First, the Policy for Strengthening Preventive Functions/Integrated Prevention Programs. Second, the pilot mechanism policy in certain areas - certain targets - certain focuses - certain time periods.

Abstract

Penelitian ini membandingkan tata kelola pengelolaan sampah di Kabupaten Banyumas dan Daerah Istimewa Yogyakartasebagai dua contoh kontras dalam respons terhadap krisis lingkungan. Banyumas menerapkan pendekatan desentralisasi berbasis komunitas melalui Kelompok Swadaya Masyarakat (KSM), sedangkan Yogyakarta masih mengandalkan sistem sentralistik yang berorientasi pada Tempat Pembuangan Akhir (TPA). Studi ini menggunakan pendekatan kualitatif dengan desain studi kasus komparatif dan analisis isi tematik terhadap data sekunder. Hasil menunjukkan bahwa keberhasilan Banyumas dipengaruhi oleh kapasitas kelembagaan lokal, kolaborasi lintas aktor, serta pemanfaatan teknologi tepat guna yang kontekstual. Sebaliknya, Yogyakarta mengalami stagnasi akibat fragmentasi institusi, rendahnya literasi pemilahan, dan ketiadaan insentif partisipatif. Studi ini menegaskan bahwa keberhasilan sistem pengelolaan sampah di kota-kota menengah sangat ditentukan oleh keberanian politik, keberpihakan kebijakan terhadap komunitas, dan fleksibilitas institusional. Temuan ini memperluas wacana tentang collaborative governance dan adaptive capacity dalam pengelolaan lingkungan perkotaan di negara berkembang.
