Abstract

This research is aimed to find out whether the aplication of blended learning has significant effect on the students' achievement of Understanding English Structure subject or not, and to know if the students' achievement after the application of blended learning is better than the prior knowledge of the subject.  It was also to see if the application of blended learning give positive effect to the students' digital literacy.   Hence, the researcher employs experimental research by giving hybrid-learning model as the treatment.  It is expected that the students can achieved good score about English structure. The research involves the second semester students of English Language Education Study Program of FKIP Pakuan University. They were chosen through purposive sampling technique. Based on the result of data analysis by using ANOVA, the students' achievement in strcture class was improved. Based on the t-test results it is known that the average pre-test is 63.4 and after treatment in the form of learning using a hybrid / blended learning model, the average post-test value becomes 86 so that the increase is 22.6. So that it can be stated there is a significant increase in student learning outcome scores by using hybrid / blended learning models. The positive result was also gained from the digital literacy questionnaire.  Most of the students' digital literacy was improved significantly at about 10 to 20%.  Therefore, it can be stated that hybrid-learning model can improve students' achievement in grammar class and also can improve their digital literacy.

Abstract

This study aims to analyze the function of immigration in the security aspect, namely as a guard at the entrance to the territory of Indonesia during a pandemic. This function is of course very important considering that currently the spread of the covid 19 virus is getting out of control, one of which is because there are still many foreigners entering Indonesian territory. The research method used is descriptive with a qualitative approach by studying secondary data in the form of books, documents, and event records. The results of the study show that the actualization of the role of the immigration function during the pandemic can be seen from the aspects of immigration regulation and practices carried out by immigration checkpoints throughout Indonesia. Meanwhile, immigration checkpoints have carried out their functions as state security guards by refusing the arrival of foreigners and closing several immigration checkpoints to limit immigration traffic. There is a significant difference in law enforcement during normal times and during the pandemic, namely concessions given to foreign nationals in the form of exemption from overstay fees and deportation cannot be carried out. Deportation cannot be carried out because in general the country of origin of the foreigner also applies strict restrictions, so that for the time being many foreigners who cannot return to their country of origin are forced to live in the Rudenim.

Abstract

Marriage is a method developed by Allah as a strategy to preserve the life of the people of the prophet Muhammad, one of the main pillars of marriage is a bride's guardian. This research is analyzed with the legal research method of empiricism, it’s empirical analysis of the ijtihad method of the Chief of Religious Affairs  of Kabanjahe District and  Berastagi District, Karo Regency, addressing the case of the appointment of a guardian in the marriage of a female Muslim convert , with a sociological and anthropological approach and Gustav Radbruch's theory of law enforcement, namely legal certainty, justice and expediency.  The method of the Head of Religious Affairs of Kabanjahe Subdistrict in determining the marriage guardian of a muallaf is First; paying attention to the religion of the father of the bride, if he is Muslim then he has the right to become a guardian regardless of his previous religious background, Second; if he is not Muslim, then a search for his descendants who are Muslim because the head of the Kabanjahe sub-district religious affairs prioritizes the guardian of the lineage. Third; if a search has been made from the side of relatives and there are none, then the judge's guardian acts as a guardian in the marriage, However, according to the Head of the Kabanjahe Religious Affairs Office, the third point rarely occurs in Kabanjahe, because the Kabanjahe community is majority Karo, identical  with Rakut Si Telu culture, which is very moderate in religion. As for the Berastagi religious affairs office, the determination of the marriage guardian is carried out by paying attention to three stages of analysis, namely; First; by paying attention to the context, namely the muallaf whether he is a muallaf from parents who have long been muallaf' or only he is a new muallaf and his parents are still non-Muslim. Secondly, by taking into account the marriage system of the parents, whether the marriage of the parents was carried out in a Christian marriage, Islam or just a customary marriage, then if it was not previously Islamic, then, Thirdly, the legal and entitled guardian of the judge.

The Indonesian government runs a poverty-relief program known as the Program Keluarga Harapan (PKH). This condition means to be described by a question about the individual empowerment of the beneficiary families of the Program Keluarga Harapan (PKH), which conducts independent graduation in Depok City. This research describes the state of individual empowerment at beneficiaries in Depok City, which has declared independent graduation voluntarily. The method used is descriptive-qualitative, with data collected through in-depth interviews (with beneficiaries who conduct independent graduation, assistants, local village heads,) documentation studies, and observations. The research found three internal and one external characteristic that characterizes the beneficiarys empowerment: knowledge, self-confidence, the ability to make choices (agency), and social support from the beneficiarys immediate environment.

Abstract

The Village Law gives new meaning to trust by viewing the village as an institution equal to the regional government. Not only as an institution providing letters or government accomplices but an institution that independently and has the task of maintaining the welfare of the small unit in the community. These consequences provide a view of the professionalism of performance that can be monitored transparently and accountably. The urgency of this research lies in its objectives and benefits for the government and village officials, namely to provide a complete and factual picture of the system of monitoring on village funds from all aspects of development, management, accountability, and evaluation as well as strengthening the capabilities of village officials in managing funds and overseeing programs funded specifically by village funds and village development in general. This study concludes that there is a relationship between the stages of development, management and financial accountability starting from the process of planning, implementing, administering and reporting village funds to the monitoring system. The expected managerial implication is the synergy in the supervision of village funds between the ministry's regulators and the community, sub-district heads, Village Consultative Body, Government Internal Control Apparatus, Audit Board of the Republic of Indonesia, and Corruption Eradication Commission to optimize transparent and accountable monitoring.

Abstract

One of the problems that is almost difficult to solve in Indonesia is the problem of land that is managed by both regional and central governments and then cultivated and used by the community individually and for personal interests not the interests of the general public. government land that is used for the welfare of the people for personal interests according to Islamic law and positive law, secondly how are the sanctions for cultivating the land for personal interests according to Islamic law and positive law. In this study the author uses a normative/doctrinal legal research method, namely discussing and reviewing the law contained in fiqh books or laws. Through this normative method, it can be seen that working on government land for the welfare of the people for personal interests is an act of land grabbing which can be categorized as an unlawful act and can be threatened with imprisonment for a maximum of 3 (three) months, or a fine of up to IDR 5,000. (five thousand rupiahs). Whereas in Islamic law that working on government land which is a public facility for the benefit of the community is a vanity act and the act is illegal, there are two strict sanctions in fiqh, first, the government has the right to strictly prohibit someone who builds on the land of public facilities. Second, anyone, especially the government, has the right to demolish the building

By using accidental sampling method for one hundred respondents, the field data has analysed in a simple linear regression model with data processing software. The result shows the safety, security, comfort, continuity and attractiveness are the primary considerations of users in utilizing the pedestrian bridge. Even though the physical condition has found less-expected, the user's response has generally categorized as sufficient.
