Abstract

This research aims to analyze the influence of human resources, information technology and the quality of financial reports on listed of UKM on the Department of cooperatives, small and medium enterprises Tabalong Regency. Specifically the purpose of the study was to (1) test the influence of human resources to the quality of the financial report of on listed of UKM on the Department of cooperatives, small and medium enterprises Tabalong Regency, (2) to test the influence of information technology to the quality of financial reporting on listed of UKM on the Department of cooperatives, small and medium enterprises Tabalong Regency. This research includes research eksplanatory research. Sampling method with the method of probability sampling. The technique used is the sample the sample random sampling techniques (simple random sampling), namely by means of a lottery. There are 41 respondents in this research. Methods of data analysis using Generalized Structured Component Analysis (GSCA) the results of this study suggest that (1) the human resources impact the quality of the financial statements. Abstract

This research aims to find out how much influence organizational culture toward individual behavior by testing the hypothesis that organizational culture effect significantly to individual behavior. The sampling technique used was total sampling, as many as 30 respondents. The research approach is quantitative statistics. Methods of analysis used is simple with the help of regression software SPSS 19. Based on research results, note that the organizational culture at the Land Office Tabalong Regency in General is very powerful and influential positive individual behavior towards members of the organization. This is reflected from the level of individual behavior is generally high. The value of the variable correlation organizational culture toward individual behavior is a significant variable with a value of r = 0.694. The result of the Adjusted R Square retrieved number 0.463 or large influence organizational culture toward individual behavior is 46%. Keywords: organizational culture; individual behavior

Abstract

Community participation has many forms, ranging from direct community participation in government programs and indirect ones, such as donations of funds, energy, thoughts, and opinions in government policy making. The success of the implementation of village development depends largely on the role of the government and the community. But in reality the level of Community Participation for the Development of Pandamaan Village, Danau Panggang Subdistrict at the socialization stage and until the implementation stage of infrastructure development activities is still relatively low. The research method used in this study is a qualitative descriptive method in which data collection techniques using observation, interviews or interviews, and documentation with the number of informants as many as 20 people in Pandamaan Village, Danau Panggang District, Hulu Sungai Utara District. Based on the results of the research, Community Participation in Development In Pandamaan Village, Danau Panggang Subdistrict, Hulu Sungai Utara District was still relatively low, seen from community participation in mental and emotional involvement, not involved in the involvement of giving ideas, roles or motivation, encouragement to contribute, in the form of material (money), energy, or facilities, considered to be non-existent. in terms of accepting responsibility, including in the utilization of results and maintenance of development results, considered fair, in planning and decisions, determining the location of the community helped, the community was not involved to become labor because of lack of expertise, in the implementation stage the community was less concerned, there was no supervision and evaluation from the community and for the utilization of results related to the data collection and the establishment of a community development maintenance group does not matter. Abstract

The main objective of this research is to describe in full the Performance of Regional Water Supply Companies (PDAMs) in the implementation of the Program Drinking Water Grant. How productivity, service quality, responsiveness, responsiveness and accountability have been implemented. And what factors influence the implementation of the Grant Program. This study uses a qualitative approach with descriptive-qualitative type. Which is where the sampling technique uses purposive sampling with a sample of 10 people. Data collection techniques used are observation, interviews and documentation studies. After the data is collected, then it is analyzed with techniques including data reduction, data presentation, and verification or drawing conclusions. The results of the study show that the performance of the Regional Water Supply Company (PDAM) in the implementation of the Water Hibah Program in Hulu Sungai Utara District is not entirely good, because there are still some indicators that have not been fulfilled such as in terms of productivity, service quality, and responsiveness, while what is fulfilled is in terms of responsibility and accountability. Although there are still deficiencies, the program continues to run and there are still many people who want to get it. In addition, there are several factors related to the implementation of this drinking water grant program, namely the absence of direct socialization to the community, slow incentive payments, potential customers not in place, many public complaints and changing installation standards. Abstract

Implementation of Regional Regulation Number 17 Year 2015 on Efforts to Overcome Problems of Villagers and Beggars (Case Study in Amuntai Tengah Sub-District Hulu Sungai Utara). The increasing number of homeless and beggars in Amuntai City of Hulu Sungai Utara Regency is 119 people, and the addition is due to other areas coming from 23 people, that is from Banjarbaru, Tenggarong, Banjarmasin, Malang and Barabai so that the total is all 142. The number will disturb the name of the smooth development of the region, for example, the problem of security and public order. The purpose of this research is to identify and analyze the implementation of Local Regulation and to analyze the obstacles in implementing Local Regulation Number 17 year 2015 on Efforts to Overcome Problems of Villagers and Beggars in Amuntai City of Hulu Sungai Utara Regency. The research method is descriptive qualitative, type and source of data that is primary data through observation, interview while secondary data through existing data at Social Service and Satpol PP of Hulu Sungai Utara Regency, technique used in sampling that is Snow-Ball sampling technique snowball sampling). From the results of the research shows that In the implementation of Regional Regulation Number 17 year 2015 on the Prevention of Problems of Beggars and Beggars in Amuntai City of Hulu Sungai Utara Regency, still not fully implemented, it is seen that shelter houses for street children and homeless shelters are not built when this is an effort in tackling the widespread problem of the Homeless and the Beggar. However, persuasive guidance has been done by the Social Service and Satpol PP at the time of capturing or patrolling for controlling the street children. The suggestions provided for the input materials include Building Homes for the shelter of homeless and beggars who have no home, and can provide guidance on skills training to be more independent, Must have the attention and support from the Regent of Hulu Sungai Utara related problems the provision of budget funds in terms of supporting efforts to overcome the problems of homeless and beggars in Amuntai City so that security and order be better and achievement of regional development goals. Abstract

In Hulu Sungai Utara Regency, the issue of billboards is regulated in the Hulu Sungai Utara district regulation Number 28 of 2011 concerning advertisement tax, the related Office related to the implementation of this regional regulation is the Investment Office, One Stop Integrated Services and Labor, licensing, Agency Management of Regional Taxes and Retributions related to advertisement tax, the Civil Service Police Unit as supervisor, and the City Planning Division as structuring the beauty of the city at the Housing, Settlements and Environment Agency, as a disposition to place billboards. The implementation of this advertisement tax still found problems such as the discovery of billboards with three layers of banners, as well as the installation of banners in the prohibition zone. The results of the research indicate that the communication of the relevant institutions already understands their respective main tasks and functions in implementing Regional Regulation number 28 of 2011 concerning Billboard Taxes, only the lack of communication between institutions, so that the process of implementing Regional Regulations relating to communication has not well, the resources responsible for installing billboards are not yet available, while if referring to the duties and functions of the Regional Tax and Retribution Management Agency it is not clearly regulated who is responsible for carrying out the billboard installation, and if it is associated with Regional Regulation No. 28/2011 not regulated by officers or special resources in carrying out the installation of this billboard, Keywords: implementation; policy; local regulation.

Abstract

This study aims to find out the implementation of Law Number 22 year of 2009 on Traffic and Road Transportation against National Road Misuses conducted by PT.Conch South Kalimantan Cement. And find out the public responses to the problems in the forms of national road damages occuring due to very heavy loads carried by the cement transports of PT.Conch South Kalimantan Cement. This study used descriptive qualitative method. The research locations were along the national road damaged by the cement transport in Tabalong Regency. The sampling technique used purposive sampling which is selected with consideration and certain purposes. The informants in this research were public policy actors. Data collection used observations, interviews, and documentation. The data analysis technique used an interactive model. The result of the research showed that the implementation of Law Number 22, Year of 2009 was still not effective, because there were obstacles in the implementation. Some of them were the limitation of authority among implementers, and the lack of facilities to support the implementation of the policy. The responses of the public policy actors in responding to the problems of road damages caused by the cement transports were to continue controlling the cement transports and also to request responsibilities, either directly or indirectly to the related company, and review the impacts caused by the existence of the cement company. Abstract

The purpose of this study was to find out and analyze the influence of: 1) Transformational leadership style on the performance of employees at the Office of Cooperatives, MSMEs, Industry and Trade in East Barito Regency; 2) Factors that hinder in improving the performance of employees in the Office of Cooperatives, MSMEs, Industry and Trade in East Barito Regency. This research is a quantitative study, the sample technique used is purposive sampling or purposive sampling, with a total sample of 65 people who really know or have competence with the topic of this research. The results of the GSCA analysis test show that: Transformational Leadership Style has a significant effect on employee performance, because testing models with moderation using the GSCA test shows that the results are significant with a critical value ratio of 6.78 and an estimated value of 0.699. The inhibiting factors in improving employee performance are, low employee performance, lack of employee discipline, mastery of the field work that is incompatible with the basic tasks and functions, slow administrative services in serving the community, leaders are less assertive towards subordinates, leaders lack creative thinking, do not have innovative and less open to new ideas. Transformational leadership style contributes to employees by 48.9% and the remaining 52.1% is influenced by other variables outside of this research variable. Abstract

This study aims (1) To map the problems of village government capacity in managing village governance, namely village development planning, village administration governance, village financial management, and village institutional strengthening. (2) Designing a new model to strengthen the capacity of village government as the main agenda for optimizing village management towards independence. The approach in this study uses a mixed method approach that prioritizes data mining through in-depth interviews, FGDs, Observation and Triangulation of data and relevant documents. This study also uses the PRA (participatory rural appraisal) approach which is assumed to be appropriate in order to solve research problems. Keywords: strengthening capacity; village government; village development The results of this study indicate that the condition of Maipem Village has a very strategic position in the mobilization pathway, natural resources that are quite potential, so that a significant effort is needed (political will) from the Government and stakeholders to develop a better Maipe Village. The description of the implementation of the Village Government is divided into four main research results, namely (1) the ability of the village government to carry out the functions of Village Administration Governance, data on Community Satisfaction with the Administrative Services Performance of Maipei Village illustrated that 43% of respondents said they were satisfied with administrative services, 20% respondents who said they were quite satisfied, as many as 17% of respondents said they were not satisfied, as many as 10% of respondents said they were very satisfied and as many as 10% of respondents said they were not satisfied. (2) The government's ability to carry out the functions of Village Development Planning has been consistent, namely carrying out the functions of development planning based on active community participation. (3) The ability of the village government to carry out the functions of village financial management still faces serious problems, namely the limited human resources both in quantity and in quality. (4) The ability of the village government to carry out the functions of strengthening village institutions is still not optimal. The main obstacle is the lack of maximum network development among fellow Maipe Village Institutions such as the PKK (Pembinaan Kesejahteraan Keluarga), KARTAR (Karang Taruna) and Community Empowerment Institutions (LPMD), adat institutions and other community institutions. The conclusion of this study is that the Maipei village government in implementing village governance after the implementation of the Village Law in 2015 showed that the village government was consistent and responsive to the Village Law. The village government draws up the RPJMDes and RKPDes according to the mechanism stipulated in the Village Law, although the new RPJMDes and RKPDes are compiled in 2017 the Maipe Village Government continues to carry out village development planning well in accordance with the mandate of the Village Law. The village financial management in the village is experiencing problems because of lack of human resources. The fact that village institutions exist in Maipe Village is still not well organized and recorded.

Abstract

The purpose of this study was to determine the extent to which the effectiveness of Jamkesda services and identify the inhibiting factors that affect the effectiveness. Jamkesda Technical Service Unit can be categorized effectively if the community gets the ease of service, obtains low cost, fast, appropriate and satisfying service. The researcher used a phenomenological approach, with the technique of collecting questionnaire data, observation and interviews, in the Jamkesda service outpatient treatment with 150 respondents. The effectiveness of the service is measured through the Community Satisfaction Index by referring to the Decree of the Minister of Administrative Reform Number 25 of 2004. The results of the study include: the level of suitability of services with standard operating procedures, and the level of implementation of service programs can be said to be effective (average value of 3.28 categories of perception is very good, the average conversion value is 81.86, the conversion interval value is also very good). The inhibiting factor is not too influential because the value of the average element is 3.28 the category of perception is still very good. High service effectiveness is generated by the high level of compliance and knowledge of service personnel on the implementation of Standard Operating Procedures so that programs and activities are carried out properly. Factors that affect the field indirectly support the achievement of high effectiveness. It is recommended to continue to support programs and activities through the allocation of sufficient funds for the ability of officers to provide services, speed of service, and complete infrastructure facilities for the Jamkesda Technical Implementation Unit.
