Abstract

Penelitian ini bertujuan mengetahui implementasi penyetaraan jabatan serta faktor dan kendala implementasi dimaksud pada Kantor Pengawasan dan Pelayanan Bea dan Cukai Tipe Madya Pabean Belawan. Metode yang digunakan adalah kualitatif deskriptif dengan pengumpulan data dengan 4 (empat) orang informan yang dipilih secara acak yang dilakukan melalui observasi, wawancara dan dokumentasi. Sedangkan teknik analisa data yang digunakan adalah pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan. Berdasarkan hasil penelitian diketahui bahwa Implementasi penyetaraan jabatan dalam rangka penyerderhanaan birokrasi pada Kantor Pengawasan dan Pelayanan Bea dan Cukai Tipe Madya Pabean Belawan, Sumatera Utara masih perlu dilakukan pembenahan terhadap kebijakan ini. Permasalahan yang dihadapi setiap pejabat fungsional adanya aturan yang menyatakan untuk naik jenjang dapat di usulkan jika adanya ketersediaan jabatan. Dalam hal ini dapat mempengaruhi semangat kerja pegawai dalam meniti karirnya. Jika ketersediaan jabatan tidak ada maka yang terjadi pada pejabat fungsional adalah jabatan dan kepangkatan tidak dapat ditingkatkan pada waktu tidak ditentukan.

Abstract

The issuance of Minister of Finance Decree Number 504/PMK.04/2009 on 24-Hour Customs Service and 7-Day Customs Office at Certain Ports accommodates customs services to facilitate importers or exporters in submitting customs documents in order to obtain service certainty so that imported or exported goods can be served. However, some obstacles related to 24/7 services were found which may cause user satisfaction to be less than optimal. This study aims to determine the implementation of the 24/7 Service Policy and the factors affecting its implementation at the Belawan Customs and Excise Supervision and Service Office in North Sumatra. The method used is descriptive qualitative with data collection conducted through observation, interviews, and documentation. The data analysis techniques used are data collection, data reduction, data presentation, and conclusion drawing. Based on the results of the study, it is known that the implementation of the 24/7 Service Policy in improving user services at the Belawan Customs and Excise Supervision and Service Office, North Sumatra, still needs improvement due to communication, resources, and bureaucratic structure that have not been running well, influenced by factors such as Standard Operating Procedures (SOP), widespread fragmentation, limited socialization, and officer competence. Meanwhile, the implementation is supported by disposition influenced by factors such as facilities, authority, and performance contracts.

Abstract

This study aims to analyze the effectiveness and inhibiting factors in managing village fund allocations in infrastructure development in Kampung Medang Ara, Karang Baru District, Aceh Tamiang Regency. This study uses a qualitative method with a descriptive approach. Data collection was obtained from Secondary Data consisting of: history of establishment, organizational structure, vision and mission, and goals to be achieved; primary data, obtained from interviewing informants in the field. To analyze effectiveness, Edward III's theory was used, among others: namely communication, resources, disposition and bureaucratic structure. The results of the study found that in terms of communication between employees and village government officials it was good, but increased socialization with the community. In infrastructure development, human and material resources are inadequate due to a shortage of executive staff, as well as facilities and infrastructure. Village officials are quite committed and responsible for implementing the road infrastructure development program in accordance with the procedures that have been prepared. The inhibiting factors are inadequate human resources, very few village government officials and a lack of supporting facilities and infrastructure. The use of village fund allocation budgets can be resolved properly but the lack of information transparency causes a lack of community participation so that the target of allocating funds has not been achieved.

Abstract

This article aims to determine the effect of Communication on the performance of the State Civil Apparatus during the Covid-19 pandemic at the Regional People's Representative Council Office of North Sumatra Province. This study uses the theory of Communication. This research was examined at the Regional People's Legislative Council Office of North Sumatra Province. The research method used in this research is correlational quantitative. The population in this study is the State Civil Apparatus (ASN) in the Regional People's Representative Council Office of North Sumatra Province, totaling 106 people. The results of this study indicate that: (1) There is an influence of State Civil Apparatus Communication on the performance of State Civil Apparatuses in the Regional House of Representatives of North Sumatra Province of 0.383. The level of correlation is low but sure between the communication variables of the State Civil Apparatus and the Performance of the State Civil Apparatus during the Covid-19 period in the Regional People's Representative Council of North Sumatra Province.

Abstract

The purpose of this study was to analyze the role of the Civil Service Police Unit in controlling street vendors at Pancur Batu Market in Pancur Batu District, Deli Serdang Regency and the obstacles they faced. This study uses a descriptive method with qualitative analysis techniques which involve efforts such as asking questions and collecting specific data from participants, analyzing data. Results and discussion The role of Satpol PP in the norm has not been maximized because the street vendors operating at the Pancur Batu market only once a week. As an organization it has not been maximized because the number of personnel is still lacking and the transportation fleet is not sufficient. The social structure of the community is good because it has tried to create an orderly and comfortable community environment by adapting, discussing and socializing activities related to environmental order to the community and street vendors. The obstacle factor is institutional barriers, there are still many people in Pancur Batu Market who do not understand the importance of complying with various regulations, especially those relating to roadside use by street vendors. Barriers to human resources, namely the number of personnel is always not proportional to the tasks that must be done. Abstract

The purpose of this study was to analyze the legal arrangements regarding narcotics based on regulations in Indonesia, the role of customs and excise in conducting surveillance to prevent narcotics smuggling and the obstacles faced by the Kualanamu Airport Middle Type Customs and Excise Supervision and Service Office in supervising narcotics smuggling at Kualanamu Airport. The research method used is empirical law, namely empirical legal research studying law that is conceptualized as real behavior (actual behavior). The nature of the research used in this study is descriptive analysis. The study used two approaches, namely the statute approach and the case approach. The results of research on narcotics crime cases by applying Article 114 paragraph (2) and Article 112 paragraph (2) and Article 132 of the Law of the Republic of Indonesia No. 35 of 2009 concerning Narcotics The Role of the Customs and Excise Service Office of Middle Customs Type B Kualanamu. Kualanamu Customs and Excise continues to work together with the North Sumatra Regional Police, the National Narcotics Agency for North Sumatra Province, in order to eradicate the circulation of narcotics that enter Indonesian territory. Obstacles faced by officers include the lack of human resources, limited facilities and infrastructure, lack of public awareness of the importance of customs declarations.

Abstract

Kerja sama Bea Cukai dan Karantina dilakukan secara bertahap di pelabuhan-pelabuhan utama melalui Keputusan Dirjen Bea dan Cukai Nomor KEP-216/BC/2020 tentang Penerapan Secara Penuh (mandatory) Single Submission – Joint Inspection Bea Cukai dan Karantina di Pelabuhan Belawan tanggal 21 September 2020 sampai dengan saat ini. Pelaku Usaha (Importir/Eksportir/PPJK) mendapatkan kemudahan dengan hanya satu kali submit Permohonan Impor melalui SSm sistem Indonesia National Single Windows (INSW). Sistem INSW melakukan validasi data dan mengirimkan Pelaporan pemeriksaan karantina ke Badan Karantin, dan Data PIB dikirimkan ke DJBC. Berjalan selama kurang lebih tiga tahun, secara umum penerapan SSm ini masih ditemukan adanya kendala saat eksekusinya di lapangan sehingga berpotensi menyebabkan kepuasan pengguna jasa kembali menurun. Penelitian ini menggunakan Metode kualitatif deskriptif dengan pengumpulan data dilakukan melalui observasi, wawancara dan dokumentasi dan teknik analisa data yang digunakan adalah pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menjelaskan  Pelayanan Pemeriksaan Fisik Barang Impor Dengan Penerapan Single Submission (SSM) Kepabeanan dan Karantina Melalui Joint Inspection pada Kantor Pengawasan Dan Pelayanan Bea Dan Cukai Tipe Madya Pabean Belawan, Sumatera Utara masih ditemukan adanya kendala saat eksekusinya di lapangan. Beberapa hal perlu dilakukan perbaikan sebagai bagian dari proses adaptasi. Hal ini mencakup peningkatan infrastruktur pelabuhan Belawan yang harus semakin disempurnakan baik fisik dan non-fisik, termasuk kestabilan koneksi serta keamanan jaringan harus terus dijaga dan ditingkatkan karena layanan SSm-Joint Inspection ini erat kaitannya dengan kemampuan pengembangan teknologi informasi dan artificial intelligent.

Abstract

The purpose of this writing is to analyze the implementation of Regional Regulation of Batu Bara District No. 9 of 2014 concerning the Master Plan for Regional Tourism Development for the period of 2014-2029 and the challenges faced in developing Community-Based Historical Beach Tourism to increase Local Revenue in Batu Bara District. This research used a descriptive method with a qualitative descriptive data analysis technique. Primary data was obtained through observation, interviews, and documentation. The results of the research showed that in terms of communication, resources, disposition, and bureaucratic structure, the implementation has been optimal. The challenges faced include limited financial resources and infrastructure, as well as the attitude of policy implementers which is not always positive towards the implementation of the policy. The implementation of Regional Regulation No. 9 of 2014 in Batu Bara District has a positive impact on local revenue, thereby increasing the Local Revenue.

Abstract

The purpose of this study was to determine the effect of differences between the quantity, quality of work, timeliness and employee performance before the implementation of the Electronic Based Government System  and the quantity, quality of work, timeliness and employee performance after e-government based at the Department of Industry and Trade North Sumatra Province. To analyze the research objectives, the 3 dimensions of performance contained in Dharma theory are used: namely, quantity of work, quality of work and timeliness. This study uses a quantitative approach, because in this study the relationship between variables is causal and in addition to testing the hypothesis between competency variables on performance. While the type of research used is included in the explanatory research type. namely research that is used to obtain data from certain places, using questionnaires as primary data. The results of the study found that the Implementation of Electronic-Based Government Systems gave increased performance based on the aspect of work quantity; provide performance improvement based on work quality aspects; provide performance improvement based on timeliness aspect; and provide performance improvement based on employee performance aspects.

Abstract

The purpose of this study is to analyze the urgency of criminal prosecution of perpetrators who carry out mining business activities without a business license, law enforcement in decision Number: 517/Pid.B/2021/PN.Lbp regarding criminal acts of mining without a business license, and the factors that cause the occurrence of criminal acts. mining crime without a business license in Deli Serdang Regency. The type of research used is normative legal research supported by field data through interviews with investigators at the Medan Metropolitan Police. Data analysis in this study was carried out by selecting secondary data from library research and field research data analyzed qualitatively. The results of this study are, the urgency of criminalizing business actors who carry out mining businesses without a permit in Indonesia, namely to avenge criminals' mistakes is also intended to protect the public, by creating order in carrying out mining business activities. Law enforcement against business actors who carry out mining business without a mining business permit in decision Number: 517/Pid.B/2021/PN.Lbp is not optimal and does not reflect a sense of justice. Factors causing the occurrence of cases of mining without a mining business permit in Deli Serdang Regency are divided into 2 (two), namely, internal factors and external factors. Internal factors consist of educational factors and economic factors. On external factors due to the lack of socialization related to mining business licenses and the complicated management of mining business permits.
