<![CDATA[Online report card is a web-based value management system created by utilizing technology in its process to overcome the fundamental problems of processing and reporting grades in the 2013 Curriculum. Online report cards have been applied in various schools in the Surabaya area and currently the application has spread to various regions of Indonesia. In the application of online report cards there are various positive and negative impacts felt by the community. The research aims to analyze and see how the innovation of online report card services at IPIEMS Surabaya High School. The method used in this research is descriptive qualitative approach with data collection techniques using riview literature. The focus in this research is based on Everett M Rogers' theory of innovation attributes, namely relative advantage, suitability, complexity, probability, observability. The results of the analysis in the study using the attribute theory of online report card service innovation at IPIEMS Surabaya High School are in accordance and meet the 5 elements of innovation attributes by Everett M Rogers. Online report card service innovation implemented at SMA IPIEMS Surabaya can be carried out effectively and efficiently, besides that there is still a lack of relative benefits that do not cover the whole of online report card innovation]]>

<![CDATA[The purpose of this study was to determine the effect of mining company production on the economic conditions of the community and how the population growth of Koeono Village and Watudemba Village (Mine Circle). The method of determining the sample in this study is Simple Random Sampling. The analytical method used to determine the growth rate of the economic condition of the community is carried out using quantitative descriptive analysis, while to determine the effect of nickel mining company production on economic conditions simple linear regression analysis is used. The results of the research on the economic conditions of the people of Koeono Village and Watudemba Village (Mine Circle) and simple linear regression revealed that nickel mining production had no effect on aspects of community income opportunities, employment opportunities, business opportunities, health, education and lifestyle because the value was far larger than the probability value where the probability value used is 0.05.]]>

<![CDATA[This study aims to determine and describe the behaviour of the State Civil Apparatus in providing services and describing the Implementation of Excellent Services at the One-stop Investment and Integrated Services Office of Kendari City. The research method used is descriptive qualitative research, a description of the results of interview observations and documentation studies, so as to be able to describe various matters relating to the Behavior of State Civil Apparatuses in Providing Excellent Service. The results showed that the behaviour of the State Civil Apparatus in providing Prime services in terms of the dimensions of receiving, responding, respecting and being responsible for providing services to service users had gone quite well, but the implementation was not optimal because there were still found several employees who had not shown behaviour and good treatment to the community. <![CDATA[The study of the relations of cultural elements, namely multiculturalism and politics, is still relatively developed. Because, the study is vulnerable to conflict, especially when faced with the word majority and minority in the realm of political institutions. As a country with a pluralistic background inhabited by various ethnicities, racial religions and Indonesian culture, certainly requires an in-depth study of the fulfilment of minority rights in the political institutions. This paper is a simple theoretical study of a combination of multiculturalism and institutionalism approaches to explain the prospects of minority involvement in formulating public policies and political institutions that must be present in accommodating the political rights of minority groups. The conclusions in this article are, the power of multiculturalism in political institutions is as follows: (1) multicultural countries must be able to provide lessons for the whole world about the meaning of diversity; (2) the institution becomes a bridge in absorbing all the aspirations of the people and carrying out the law and applying the law indiscriminately; (3) multiculturalism is actually not enough to discuss minority rights in political institutions but conflicts with grassroots sources; (4) the strength of multiculturalism in political institutions is how this study works in maintaining the harmony of the nation and state. ]]>

<![CDATA[This paper seeks to analyze whether the treatment for inmates under the Revitalization of Correctional Implementation policy is in accordance with a human rights perspective. This research aims to provide information regarding the Correctional process and contribute to the study of Correctional Sciences. It is expected that readers to recognize the role of Corrections. The method used in this research is qualitative with normative and conceptual approaches. This study reveals that the treatment of inmates under the Revitalization of Correctional Implementation policy is in line with a human rights perspective. Revitalization of Correctional Implementation that emphasizes attitudes and behavioural change of inmates by arranging the placement test to optimize the process within the Correctional Institutions, is held with respect to human rights. ]]>

<![CDATA[In 2018, Canada decided to ratify one of the Free Trade Agreement in AsiaPacific Region, it was the Comprehensive and Progressive Agreement for Trans-PacificPartnership (CPTPP). This study aims to analyse Canadian policy to join in the CPTPP useNeoliberalism approach by Balaam & Veseth (2005) to see the benefits gained from the freetrade agreement. As well as the national interest concept from Nuechterlein (1976) toanalyse the interests of Canada in ratified CPTPP in 2018. This research method usesqualitative descriptive, where data was collected through interviews and documentation.The results of this study conclude that the policy to ratified the agreement based oneconomic interests where Canada can diversify export markets, achieve tariff eliminationand market expansion.]]>

<![CDATA[A child who commits a legal offence is a special concern from the state. Diversi is the application of versioning is an effort from the government to protect the child from negative stigmatization and based on the best needs and interests for children, by seeking a version through the approach of Restorative justice. This research aims to determine how the implementation is versioned as a child's human rights implementation and what constraints are faced by related parties in the running of versioning. This research uses a qualitative method of research approach with a literature study technique that is further analyzed qualitatively. Children are trusting and give that must be guarded because the child is the hope of the state as a nation's successor so that children should be protected. The results of this study show that versioning is one of the government's efforts to protect the child's rights from adverse influences and the stigmatization of the community and is done for the best interest of the child. Obstacles faced in the form of lack of the presence and the existence of a sectoral ego between the law enforcement officers so that the version has not run optimally and the need to socialize about the law of the Child criminal system Community.]]>

The result was to research can be based it will be did doing in the prison of class IIB in Tuban city about how to applying a program breeder of chicken for the prisoner it will be to indicate a result that good enough for going to social of reintegration of prisoner with a hope it can be will some give to good skill about the breeder of chicken for the prisoner, so it is able making grow to the spirit of entrepreneur, if they were left from prison. But, in reality in a prison, it will be can found some problem, that is 1. Less Cooperation with the various of stakeholder to related for to supported this research, 2. Less information about this program by the prison of employee to stakeholder that related about reach for a good result.]]>

<![CDATA[Poverty, which is closely related to welfare, is one of national resilience scopes. National resilience guarantees the survival of the nation's life which is manifested through citizens' tough living conditions based on trigatra and pancagatra. Based on BPS Indonesia data, the Aceh's poor population percentage in 2007-2014 has always been above the national average and among the top ten provinces with the highest poverty rates in Indonesia. This study aims to determine the effect of the Unemployment Rate, HDI, ZIS; and GRDP per capita with oil and gas to the Poor Population Percentage in Aceh Province in 2009-2015. Using quantitative approach with panel data regression, results of the FEM processed with EViews 9 shows four independent variables have simultaneous and partial significant effect with an adjusted R-squared value of 95.11%. Every increase in Unemployment, ZIS and GRDP per capita by 1% will decrease the Poor Population Percentage. Every increase in HDI will increase the Percentage of Poor Population. Recommendations from the results of this study are that Aceh government should focus on poverty alleviation programs in rural areas in accordance with the 2008 BRR NAD-Nias report and also needs find a one-stop zakat mechanism so the potential of ZIS in Aceh Province can be realized as maximum as possible.]]>
