Abstract

The problem of this research is how the implementation of the certification program PTSL in the village of Gunung Jati, Kendari and factors affecting the implementation of the certification program PTSL in the village of Gunung Jati, Kendari. The purpose of this study is to investigate the implementation of a certification program PTSL in the village of Gunung Jati, Kendari and factors affecting the implementation of the certification program PTSL in the village of Gunung Jati, Kendari. The method used in this research is descriptive qualitative. Data obtained using literature studies, field studies, and interviews. The results showed that the implementation of the certification program PTSL in the village of Gunung Jati, Kendari through the stages of counseling, data collection, measurement, adjukasi committee hearings, announcement and endorsement, as well as the issuance of the certificate has been running well and are in accordance with the terms and conditions determined. However, in the implementation of PTSL there are factors that affect the implementation, namely: communication factors, human resources, and the structure of the bureaucracy as the factors that most influence. Meanwhile, the disposition factors or characteristics of the factors most implementor as little influence.

Abstract

This study aims to determine the policies carried out by the transportation agency in an effort to develop marine transportation infrastructure and the benefit that can be obtained in the development of the marine transportation infrastructure.The informant in this study consisted of ahead of the department transportation districts Muna Barat, secretary department transportation districts Muna Barat, and head of development and safety department transportation districts Muna Barat.The results of this study indicate that policy department transportation districtsMuna Barat in development infrastructure water transportation seen from three policies. First, infrastructure investment is considered good seen from the collaboration done with several parties which have to invest several ships that have been operated in several ports which exist in Muna Barat. Second, development infrastructure port assessed already enough good seen from development docks and port which exists in islands small in region districts Muna Barat. Third, expansion capacity port assessed already good seen from additions long from port people Latawe and port people Pajala and additions large at the port Tondasi. Benefit development infrastructure port covers economic growth, job creation, and development of economic national and regional. If seen from the fact that is there can be it is said that as is development port or infrastructure water transportation then very have a positive impact on economic growth, job creation, and development economic national and regional because the port is an asset regional and country very important in support smooth turnaround the wheel economic remembering Indonesia is archipelago state.

Abstract

This study aims to determine the extent of the influence of coordination on employee work effectiveness at the Regional Secretariat of Kendari City. By using questionnaire data collection techniques, documentation and interviews with informants who are considered potential to provide information about the coordination system and work effectiveness at the Kendari City Regional Secretariat.Then to test the hypothesis, statistical analysis techniques are used through simple linear regression, which is to find out the relationship between the independent variables (X), namely coordination and non-independent variables (Y), namely the effectiveness of employees in Kendari City. Testing the hypothesis is used version 22 of the Statistics Package for Social Science (SPSS) program. The results of this study indicate that coordination has a significant influence on the effectiveness of Employee Work in the Regional Secretariat of Kendari City. The results of testing the Spearman-Brown Correlation coefficient indicate that coordination has a relatively large contribution to work effectively in the Regional Secretariat of Kendari City. This means that the better the coordination is carried out, the higher the work effectiveness of employees. In this study, it was also found that the implementation of the main tasks and functions of the ten sections and twenty-nine sub-sections had not been implemented properly.

Abstract

The presence of an agrarian reform program in the current administration provides new hope for the management of more prosperous agricultural land, not least on transmigration lands. Especially in the determination of the Land of Agrarian Reform Objects (TORA) transmigration land received a share of 0.6 million hectares from 9 million hectares of the government's target. Unfortunately, until now there are still many images of transmigration lands that are far from expectations. This means that there are still many transmigration lands involved in conflicts both vertically and horizontally. This paper aims to analyze conflicts on transmigration lands located in UPT. Arongo, South Konawe Regency, Southeast Sulawesi Province. Conflict analysis is directed at mapping agrarian subjects involved in a conflict. Qualitative descriptive methods are used to obtain in-depth information related to the agrarian subject. The results showed conflict in the UPT transmigration land. Arongo consists of 3 agrarian subjects namely elements of government, private and community. The government element is represented by the local government, transmigration service and National Land Agency. Community elements consist of local residents, migrants who are not directly affected and transmigrants whose land is directly affected. Community elements were also formed within the United Farmers Konawe Selatan and Konsorsium Pembaruan Agraria (KPA). While PT. Merbau Jaya Indah Raya Group is part of the agrarian subject of the private element.

Abstract

This study aims to assess the impact of the Special Autonomy Fund in Papua Province on the Human Development Index measured through the allocation of the Special Autonomy Fund in education and health. The government is trying to accelerate the development of Papua, one of which is through the Special Autonomy Fund. This study uses a quantitative approach with panel data regression, covering: 2014-2017 data in 29 districts/cities in Papua Province, each variable, namely: HDI, GRDP per Capita, Allocation of Special Autonomy Funds in Education, Allocation of Special Autonomy Funds in Health and poverty level. The results of the study concluded that the Special Autonomy Fund did not have a significant effect on increasing the Human Development Index in Papua Province in 2014-2017. Strategic efforts in development in Papua are needed not only through the distribution of the Special Autonomy Fund, but also the enhancement of the capacity of the apparatus, evaluation of the method of channelling and utilizing the Special Autonomy Fund, and other policies with a local wisdom approach.

Abstract

 This research was motivated by the illness of 436 Election organizers and the death of 6 Ad Hoc Organizers in Southeast Sulawesi. To reveal this, the study was designed which is a mix method approach. The data collection technique was carried out by distributing questionnaires to respondents with a multi-stage random sampling technique. The results showed the Ad Hoc Organizing Body at the 2019 General Elections in Southeast Sulawesi carried out all stages of the holding of the 2019 General Elections in accordance with their duties and authorities as stipulated in the regulations. The recruitment pattern of the Ad Hoc Organizing Body in Southeast Sulawesi has done openly, independently, fulfilling the physical and mental health requirements and has knowledge about electoral, so the results of the research show the Ad Hoc Organizing Agency in Southeast Sulawesi has been tasked with working independently, with integrity and professionalism. The objective condition of the workload of the Ad Hoc Administration Agency in Southeast Sulawesi, in general, the stages of election activities that are felt to be very burdensome are related to the calculation of election results and the collection of voter lists. Both of these things, the organizers need extra energy to complete the task on time and accurately. The heavy workload caused the election organizers to be sick and some died.

Abstract

The purpose of the study was to analyze the effect of transformational leadership and human resource development on the performance of employees of the Public Works Office of Southeast Sulawesi Province. The design of this study is associative explanative research. The population of this study was a staff of the Public Works Agency of the Southeast Sulawesi Province. The study sample was selected by cluster random sampling according to the level of education using the Taro Yamane formula. Thus a sample of 88 people. Besides that, 8 informants were used. Data collection using questionnaires, interviews and documentation. Data analysis using multiple linear regression analysis followed by t-test (partial) and F test (simultaneous). The results of the study show that: (1) Transformational leadership has a significant effect on the performance of employees of the Public Works Office of Southeast Sulawesi Province. (2) The development of human resources observed through the dimensions of education and training has a significant effect on the performance of employees of the Public Works Office of Southeast Sulawesi Province. (3) Transformational leadership and human resource development simultaneously have a significant effect on the performance of employees of the Public Works Office of Southeast Sulawesi Province.

Abstract

This research aims to (1) Analyze and find out how the performance of employees in Mandonga District in providing KTP services to the community, and (2) Analyze and find out how the quality of KTP services in Mandonga District.The method used in this research is descriptive qualitative. The results of this study indicate that the performance of the apparatus in the District of Mandonga in KTP services is quite good. This can be seen from the indicators of productivity, quality of service responsiveness, and responsibility, but there is still the behaviour of officials who are concerned with personal interests rather than the quality of the kites provided. In the variable quality of public services shows that in the Identity Card service there are still irregularities in the actions, attitudes or behaviour of the authorities, so that it causes a reaction from the public (social control) to the deviation of actions, attitudes and behaviour of government officials, including legal and illegal levies against Identity Card services. In line with the results of this study, in order to improve and even avoid the occurrence of deviations in the actions, attitudes and behaviour of the Mandonga District government officials, it is necessary to review the rules that are imposed regarding the procedures and costs of levies in KTP services

Abstract

The political practice of students in the 2019 simultaneous elections formed by mobilization carried out by candidates for legislative members from various electoral districts together with the winning team and from the party's elite forms a stimulus so that student political participation is deliberately formed according to the political wishes of the legislative members who carry out mobilization. Mobilization results in political participation arising from students no longer based on conscience. This study aims to Political Participation of Students in 2019 Simultaneous Elections. This study uses a qualitative method. Qualitative research is aimed at describing and analyzing phenomena, events, social activities, attitudes, beliefs, perceptions and human thoughts individually or in groups. The results showed that the students' political practice in the 2019 simultaneous elections formed by the mobilization carried out by legislative candidates from various electoral districts together with the winning teams and from the party's elite formed a stimulus so that student political participation was formed in accordance with the political desires of legislative members who mobilize. Mobilization results in political participation arising from students no longer based on conscience.

Abstract

The purpose of this research is to find out the Implementation of Kendari Mayor Regulation No. 13 of 2008 concerning the Arrangement of Street Vendors in Kendari City (Study of Mandonga District), as well as the factors that influence the Implementation of Street Vendor Merchant management policies in Mandonga District and the Constraints faced by the City Government Kendari in the Arrangement of Street Vendors in Mandonga District. The method used in this research is descriptive qualitative research method. All data in this study were obtained from interviews, observations and documentation. Based on what has been described in the results of the study, it can be concluded that in the implementation of the policy of the Mayor of Kendari Number 13 of 2008 concerning the arrangement of Street Vendors in Mandonga District conducted by related agencies namely the Department of Commerce, Cooperatives and SMEs of the City of Kendari, Civil Service Police Unit Praja Kendari City and Each Camat in Kendari City can be said to have not been maximized due to the lack of precise goals, aims and objectives of the policy regulated in Kendari Mayor Regulation No. 13 of 2008 concerning the arrangement of Street Vendors, which resulted in street vendors doing their activities, not in their place or a place that is legalized by the Kendari City Government.
