Abstract

There is a striking inequality between the northern region and the southern region of East Java. The northern region has an infrastructure that is able to lift economy up. Unlike the northern region, the southern region of East Java does not have adequate infrastructure so that the economy development tends to be slower. The reason is mostly caused by the geographical conditions of the region, especially the Kab. Blitar, which is hilly and rocky, barren and arid. This study aims to find out the base sector, to know the business fields that have competitiveness, and to know the structure of the economy in Blitar Regency 2010-2016 period. The analysis technique used is Location Quotient Analysis (LQ), Dynamic Location Quotient (DLQ) Analysis, and classic Shift-Share Analysis. The results of this study are the base sectors in Blitar Regency covering agriculture, forestry and fisheries; information and communication; real estate; government administration, defense and compulsory social security; education services; and health services and social activities. Business fields that have competitiveness are agriculture, forestry and fisheries; mining and excavation; wholesale and retail trade, car and motorcycle repair; and financial and insurance services. And the economic structure of Blitar Regency in the period 2010-2016 is supported by four business fields, there are agriculture, forestry and fisheries; wholesale and retail trade, car and motorcycle repair; processing industry; and construction. Abstract

Adolescence is a period of transition from childhood to maturity. The media plays an important role in conveying the information about Adolescent Reproductive Health. The objective of this analyze was to find out the correlation of the media exposure with the Adolescent Reproductive Health knowledge. this study used the secondary data from the result of the 2017th KKJPN RPJMN Program Performance Indicator Survey. The data used was media exposure data and the adolescent reproductive health knowledge in North Sumatra in 2017. Data was analyzed using Chi Square Test . Based on the results of cross-analysis can be seen from 131 respondents exposed to information on KRR, 61 people (45.8%) of whom had a good level of KRR knowledge and 71 people (60%) had a low level of KRR knowledge. While of the 989 respondents who were exposed to less information on KRR, 204 people (20.6%) of them had a good level of KRR knowledge and 785 people (79.4) of whom had a lack of knowledge. The results of the chi-square test showed that the correlation number was 0,000 where this number was less than 0.05, so it was concluded that the KRR information exposured level had a significant correlation with the Adolescent KRR knowledge level in North Sumatera Province.

Abstract

This study aims to analyze and identify the leading sub-sectors in the agriculture, forestry and fishing sectors which are priority sub-sectors to be developed. The variables used in this study are a gross regional domestic product (GRDP) in the agriculture sector of Serdang Bedagei Regency and Sumatera Utara Province. The analytical method used in this research is location question analysis (LQ) and shift share (SS). The results of the LQ analysis show that the agriculture, forestry and fishing sectors that are superior are the food crop sub-sector, the livestock sub-sector, and the fisheries sub-sector. The results of the shift-share analysis show that the annual horticultural crop sub-sector, the forestry and logging sub-sector, and the fisheries sub-sector have high competitiveness and have the potential to increase economic growth in Serdang Bedagei Regency. Abstract

In line with the growth of independent smallholders, efforts to increase their productivity and sustainability are now a concern for policymakers. The main obstacle faced by independent smallholders is the low yield, as experienced by independent smallholders in North Padang Lawas District, North Sumatra. This study aimed to determine the current conditions of oil palm cultivation practices and develop policy recommendations to increase oil palm yield in North Padang Lawas District. The study was carried out through surveys and in-depth interviews involving 40 independent smallholders spread across the sub-district of Padang Bolak, Portibi, Halongonan, and Halongonan Timur. The results showed that lack of knowledge about oil palm legitimate seeds and standard practices of oil palm cultivation had caused the actual yield was only half of the potential yield of land suitability S3, especially for independent smallholders in the sub-district of Padang Bolak, Portibi, and Halongonan Timur. In addition, the process of selling fresh fruit bunches (FFB) that were not managed through farmer organizations (groups or cooperatives) caused a long chain of FFB marketing, thereby reducing the smallholder's income. Limited access to finance from banks burdened smallholders in implementing standard practices of oil palm cultivation, especially fertilization. Strengthening the role of local governments, banks and plantation companies are expected to change the mindset of smallholders regarding the importance of using legitimate oil palm seeds, adopting the best practices of oil palm cultivation, opening access to finance, and strengthening smallholders institutions so that the welfare and sustainability of independent smallholders in North Padang Lawas District can be realized soon.

Abstract

The Social Forestry (SF) Programme, as one of the policy innovations in forest management in Indonesia, was made so the community has legal rights and access to use the forest. Since the SF programme was issued in 2016, its implementation was still slow and has not supported the achievement of good forest governance. The research objective was to analyze the institutional of the SF implementation. Data collection methods were carried out by interviews, FGD, and document review. The study analysis was carried out descriptively and institutional through a framework approach: Institutions Structure - Characteristic of Resource – Actor Behavior – Performance. The institutional situation of the PS program shown: (1) The North Sumatra Provincial Government did not yet have a specific regulation regarding Facilitation of SF Programme Implementation; (2) The SF programme was able to change the characteristics of forest resource from common pool goods to private goods; (3) differences in actor's interests and power make actor behavior not fully support the SF programme; (4) The performance of the SF programme implementation was categorized as low. To improve institutional performance should be recommended: At the national level, the government issues Presidential Instruction or Presidential Decree and at the provincial level, the regional government issues a Governor's Regulation on Facilitation of SF Implementation; Increasing the capacity and mentoring of SF programme implementing actors; The expert group developed an action plan for enhancing SF programme implementation; To increase the motivation of SF actors, the government organized a Social Forestry Innovation Award; and There were integration of SF programme with forest resource based industries or services and using digital information technology. Abstract

The development of tourist destinations is very important to increase the return of traveler to Lake Toba, North Sumatra. The Aek Nauli Elephant Conservation Camp (ANECC) is one of the locations that being developed in the Special Purpose Forest Region (SPFR) of Aek Nauli as a location conservation and scientific tourism for Sumatran elephants. Elephant was chosen an 'icon' for new ecotourism because them are animals that attract communities. This study aims to obtain information about knowledge and visitor perceptions as well as policy recommendations to develop elephant scientific tourism for supporting the tourist visits to Lake Toba in ANECC, SPFR of Aek Nauli, North Sumatra. This research was conducted in the ANECC area for six months, starting from May to October 2018. Data collection were used by questionnaires and interviews. Respondents are ANECC visitors who were selected by using the purposive random sampling method. Data analysis is carried out quantitatively whit frequency tables. The results showed that visitors knowledge about the existence of elephant ecotourism came from friends and social media. They visited ANECC for curiosity and interest in the presence of elephants. Perception of 85% respondents is positive for elephant scientific tourism because of good service, elephant attractions presentation and adequate facilities and free. The policy references are recommended for the ANECC development as follows implement to animal welfare and health for elephants, reinforce coordination and communication between managers, develop cooperation with business society (travel and hotels), to make ecotourism packages that integrated with Lake Toba, improve promotion through internet marketing and social networking and collaborating with local communities.

Abstract

Binjai Municipality, through the Public Works and Layout Agency of Binjai, prepares its budget each year to town development through building and infrastructure construction projects. As what happens in other towns in Indonesia, about 60% until 70% of construction projects at Binjai undergo lateness. The objective of the research is to study and find out the causes of lateness which usually occurs in implementing construction projects, to analyze the most dominant cause, to give input/suggestions of how to prevent the lateness in the future. Since the population was not homogenous, the samples were taken by using proportional stratum random sampling technique. The data were gathered by using questionnaires on the causes of lateness in 7 categories and 35 variables. There were 15 construction projects with 32 respondents with 15 respondents as the project owners, 12 respondents as the constructors, and 5 respondents as the supervisors/consultants. The price of construction materials which are rapidly increasing with the percentage of 42% should be heeded. According to the project owners, the lateness is caused by disturbance of the peace. The contractors argue that it is caused by the price of materials which is rapidly increasing. Good and mature planning should be in accordance with the needs and should be able to be understood and applied in the field in order to get accurate construction with cheap financing so that in the future construction projects can be completed punctually according to what has been planned. Abstract

The main objective of this research is to identify what education is in line with the advantages of regional potential, namely through specific typologies, approaches to the pattern of economic growth relations and the human development index and location quotient. This type of research method is development research, namely research aimed at developing research findings or previous theories, both for the purposes of pure science and applied sciences and so on. The data used in this study is secondary data in the form of data in the form of annual reports on Aceh economic statistics in 2012-2016 in the form of GRDP data, economic growth, per capita income, human development index obtained from the Central Statistics Agency. The results of the study show that the identification of education is appropriate to the potential in disadvantaged areas, namely Aceh Singkil District such as electricity and gas procurement, financial and information services, government administration, land and compulsory social security, as well as health services and social activities; South Aceh Regency such as construction, information and communication, as well as government administration, land and compulsory social security; North Aceh Regency such as agriculture, forestry and fisheries; mining and excavation; and processing industry; Southwest Aceh District such as construction; health services and social activities; and other services; Aceh Tamiang Regency such as fisheries, forestry and fisheries; mining and excavation; and other services; Nagan Raya Regency such as agriculture, forestry and fisheries; and mining and quarrying; and Aceh Jaya Regency such as construction, transportation and warehousing, as well as government administration, defense and compulsory social security. Abstract

This study tries to inform readers that the problematic of grants and social assistance programs has a high vulnerability to corruption and political interests. This study is a normative research with a conceptual approach, because this research is a study that combines the discussion of political science and public administration to explain a phenomenon. First is the Relationship of Power and Corruption. Second is moral and political leadership in corrupt practices. Third is the problem of elite behavior, bureaucracy and a culture of corruption in the regions. The purpose of this article is to provide a requirement for the State to oversee and oversee the implementation of grants and social assistance policies. Public control is also needed not only to ensure that both grants and social assistance are properly realized and on target, but also avoids the implementation of problems of corruption and the political interests of certain elites. Abstract

This paper aims to provide an overview of how changes in regulations related to functional food and the comparison of food arrangements in several other countries, especially in functional or claimed food, and to figure out future challenges for the regulation of functional food. The research method used is qualitative and the data used are primary and secondary data. The results shows that some countries specifically regulate functional food. The challenges faced for functional food development are regulation, institutional, database, and exploration and identification of functional food sources from the sea.
