Abstract

This study examines how mainstream online media construct the narrative of the victory of presidential candidate pair number 02 in Indonesia’s 2024 Presidential Election (Prabowo Subianto – Gibran Rakabuming Raka). The analysis focuses on post-election coverage published by Detik.com and Kompas.com, employing Robert N. Entman’s framing model with four key elements: define problems, diagnose causes, make moral judgments, and suggest remedies. The data consist of six news articles published between 14 February–21 March 2024. The findings reveal that Detik.com tends to frame the victory of candidate pair 02 affirmatively, emphasizing electoral legitimacy and institutional support. In contrast, Kompas.com highlights democratic concerns, public criticism, and expectations regarding future governance. These framing differences reflect the editorial orientations and audience segmentation of each outlet. The study argues that post-election news coverage is not merely about reporting vote counts but also about constructing political legitimacy within the digital public sphere. This research contributes to media and political communication studies by demonstrating how online media framing shapes public opinion and reinforces or challenges political victory narratives in Indonesia’s digital democracy.

Abstract

Penelitian ini bertujuan mengembangkan model tata kelola PPP/KPBU dalam pembangunan infrastruktur IKN dengan menekankan dimensi pengaturan kelembagaan (governance arrangements) dan kapabilitas institusional. Pembangunan Ibu Kota Nusantara (IKN) sebagai megaproyek nasional menghadirkan tantangan tata kelola yang kompleks, khususnya dalam pembiayaan dan pengelolaan infrastruktur melalui skema Kemitraan Pemerintah dengan Badan Usaha (PPP/KPBU). Penelitian menggunakan pendekatan kualitatif studi kasus dengan menganalisis data empiris berupa dokumen kebijakan, regulasi, laporan resmi, hasil observasi, serta diskusi kelompok terarah (FGD). Analisis data dilakukan menggunakan perangkat lunak NVivo 14 untuk pengodean tematik dan VOSviewer untuk pemetaan jaringan pengetahuan dan kebijakan. Hasil penelitian menunjukkan bahwa tata kelola PPP/KPBU di IKN tidak bersifat hierarkis tunggal, melainkan berbentuk jaringan kebijakan kolaboratif yang melibatkan pemerintah pusat, Otorita IKN, pemerintah daerah, sektor swasta, serta aktor pendukung dan masyarakat sipil. Model yang dikembangkan menegaskan bahwa keberhasilan PPP/KPBU sangat ditentukan oleh kapabilitas kelembagaan yang mencakup legitimasi, kapasitas, dan kepercayaan antar-aktor. Secara teoretis, penelitian ini berkontribusi pada penguatan literatur governance PPP melalui pengembangan model tata kelola berbasis kapabilitas institusional, sementara secara praktis memberikan kerangka kebijakan bagi pengelolaan PPP/KPBU dalam megaproyek pembangunan di Indonesia.

Abstract

Artikel ini bertujuan menganalisis perbandingan kebijakan pengembangan petani muda di Indonesia dan Thailand dalam merespons menurunnya partisipasi generasi muda di sektor pertanian. Penelitian ini bertujuan untuk menjelaskan perbedaan desain dan efektivitas kebijakan kedua negara dengan menggunakan perspektif kebijakan publik komparatif dan difusi kebijakan. Metode yang digunakan adalah Systematic Literature Review (SLR) terhadap artikel jurnal internasional bereputasi yang membahas kebijakan petani muda di Indonesia dan Thailand, dilengkapi dengan analisis dokumen kebijakan nasional. Hasil kajian menunjukkan bahwa Thailand menerapkan instrumen kebijakan yang lebih langsung dan material, seperti dukungan finansial, modernisasi teknologi pertanian, serta integrasi kebijakan pertanian dengan pembangunan perdesaan dan teknologi digital. Sebaliknya, kebijakan pengembangan petani muda di Indonesia masih didominasi oleh instrumen non-material berupa penyuluhan, pelatihan, dan sosialisasi yang relatif kurang efektif dalam mengatasi hambatan struktural, seperti keterbatasan akses lahan, modal, dan pendapatan. Kebaruan penelitian ini terletak pada penggunaan kerangka difusi kebijakan untuk menjelaskan kesenjangan efektivitas kebijakan pengembangan petani muda antara Indonesia dan Thailand, dua negara agraris di Asia Tenggara dengan karakteristik sosial ekonomi yang relatif sebanding. Secara teoretis, penelitian ini berkontribusi pada literatur kebijakan publik dan tata kelola pertanian dengan menekankan pentingnya desain instrumen kebijakan dalam mendorong regenerasi petani.

Abstract

Penelitian ini bertujuan menganalisis strategi komunikasi yang diterapkan oleh Pundi Sumatera dalam Program Sudung sebagai upaya pemberdayaan masyarakat adat Suku Anak Dalam (SAD) di Sumatera. Studi ini dilatarbelakangi oleh tantangan komunikasi lintas budaya, rendahnya tingkat kepercayaan komunitas adat terhadap pihak eksternal, serta keterbatasan akses pendidikan dan layanan dasar yang masih dihadapi oleh SAD. Tujuan penelitian ini adalah untuk mengkaji bagaimana strategi komunikasi empatik dan partisipatif dirancang serta diimplementasikan oleh Pundi Sumatera dalam mendorong keterlibatan komunitas SAD, khususnya dalam bidang pendidikan. Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan teknik pengumpulan data berupa wawancara mendalam, observasi lapangan, dan analisis dokumen. Informan penelitian meliputi fasilitator Pundi Sumatera dan anggota komunitas Suku Anak Dalam yang terlibat dalam Program Sudung. Analisis data dilakukan secara tematik dengan mengaitkan temuan empiris pada kerangka teori strategi komunikasi dan komunikasi empatik. Hasil penelitian menunjukkan bahwa strategi komunikasi Pundi Sumatera yang menekankan empati, pendekatan interpersonal, partisipasi komunitas, serta kolaborasi dengan tokoh adat efektif dalam membangun kepercayaan dan meningkatkan partisipasi Suku Anak Dalam dalam program pendidikan dan kesehatan. Strategi ini memungkinkan terjadinya perubahan sikap secara bertahap, meskipun masih dihadapkan pada hambatan budaya, bahasa, dan norma sosial internal komunitas.

Abstract

Penelitian ini bertujuan menganalisis latar belakang kebijakan normalisasi hubungan luar negeri Indonesia-Cina yang secara resmi terealisasi pada 8 Agustus 1990, setelah lebih dari dua dekade hubungan diplomatik terputus. Berbeda dari sebagian besar literatur terdahulu yang menekankan faktor politik domestik seperti konflik elite, persepsi anti-komunisme, atau dinamika militer, penelitian ini berfokus pada mengapa dan bagaimana perubahan struktur internasional justru menjadi faktor penentu dalam keputusan normalisasi Indonesia-Cina pada masa pemerintahan Presiden Suharto. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus, serta analisis deduktif berbasis teori realisme neoklasik. Data dikumpulkan melalui studi kepustakaan terhadap buku, artikel jurnal, dokumen kebijakan, dan sumber sekunder lain yang relevan. Temuan penelitian menunjukkan bahwa normalisasi hubungan Indonesia-Cina berlangsung melalui dua tahap utama, yakni peresmian hubungan dagang (1985) dan pembukaan kembali hubungan diplomatik (1990). Kedua tahap tersebut terutama dipengaruhi oleh perubahan struktur internasional selama akhir Perang Dingin. Perubahan struktur ini kemudian diterjemahkan oleh elite pengambil kebijakan Indonesia, termasuk ABRI dan Presiden Suharto, menjadi kebijakan luar negeri yang lebih pragmatis terhadap Cina. Secara teoretis, penelitian ini berkontribusi pada pengembangan realisme neoklasik dengan menunjukkan bahwa dalam konteks negara berkembang, struktur internasional tidak hanya membatasi pilihan kebijakan, tetapi juga mampu menggeser preferensi aktor domestik yang sebelumnya bersifat ideologis.

Abstract

Tourism development promoted through Indonesia’s National Strategic Projects (Proyek Strategis Nasional, PSN) has long been regarded as a key engine for national economic growth. Yet, large-scale investment initiatives of this kind often bring complex social consequences, particularly for local communities whose land and livelihoods are directly affected. While much of the existing research has centred on the economic and infrastructural achievements of these projects, relatively little attention has been given to their human rights dimensions. This study seeks to address that gap by exploring how PSN investment in tourism affects human rights, with a specific focus on the Mandalika Special Economic Zone (SEZ) in West Nusa Tenggara. Using a qualitative approach, the research draws on an extensive review of literature, policy documents, reports, and media coverage. Thematic analysis was applied to identify recurring patterns and to interpret how the Mandalika SEZ reflects broader issues of justice, inclusion, and sustainability in Indonesia’s development agenda. The findings reveal that, under the name of PSN, the development of Mandalika SEZ has involved serious human rights concerns, including land dispossession, disruption of livelihoods, and intimidation during land acquisition processes. These findings illustrate the ongoing tension between rapid economic expansion and the protection of human rights. The study concludes that truly sustainable and inclusive tourism requires transparent land management, fair compensation, and continuous dialogue among all stakeholders to ensure that progress does not come at the expense of community rights.

Abstract

This research discusses the transformation of Ukraine's military strategy in the face of Russian domination through a case study of Operation Spider Web in 2025. This operation marks an important shift from conventional warfare to asymmetrical and hybrid warfare, where Ukraine successfully utilizes drone technology, artificial intelligence (AI), and network-based communication systems to penetrate Russian defenses that were previously considered unreachable. With a qualitative approach and literature study method, this study analyzes how the operation reflects the principles of the Revolution in Military Affairs (RMA) which includes technological innovation, doctrinal adaptation, and restructuring of military organizations. The results of the study showed that Operation Spider Web not only succeeded in giving a tactical impact in the form of damage to 41 Russian aircraft, but also proving the effectiveness of the network-centric warfare concept in increasing the efficiency of communication, coordination, and decision-making in real-time. This transformation illustrates a fundamental change in modern warfare patterns, where strategic excellence, innovation, and flexibility become the main factors replacing the dominance of conventional military power.

Abstract

This study aims to measure the level of optimization of the implementation of Citizen-Center Services in Public Service Malls managed by the Sukabumi City Investment and One-Stop Integrated Services Office based on the perception of the public as service users. The research uses a quantitative descriptive method. Data was collected through the distribution of questionnaires to 100 respondents using incidental sampling techniques. The research instrument was compiled based on the dimensions of Carlson and Schwarz's service quality. Data analysis was carried out using a One Sample t-test with the help of the SPSS application. The results of the study show that the implementation of Citizen-Centric Services in the Sukabumi City Public Service Mall is in the optimal category. This is shown by an average value of 102.46 with a significance value of 0.001 < 0.05. The dimensions of convenience, justice, and security received the highest assessment from the community because services were considered more accessible, transparent, and non-discriminatory. However, the reliability dimension still needs to be improved, especially related to the timeliness of services and public understanding of digital services. This study concludes that the implementation of Citizen-Centric Services has contributed positively to improving the quality of public services in the Sukabumi City Public Service Mall. The findings are expected to be evaluated to improve the quality of community-oriented public services and as a reference for further studies related to the implementation of citizen-centered public services.

Abstract

This journal article analyzes the internalization of Australian border controls within Indonesia's immigration detention governance. The primary research focus is the active agency of domestic authorities, which has been largely overlooked in existing literature. Utilizing a qualitative method with a case study of Rudenim Tanjungpinang, a facility occupying a crucial migration corridor between both nations, this study uncovers the strategies of local actors exploiting external funding for national interests. The conceptual framework integrates border externalization, strategic non-regulation, and migrant rentierism to dissect data from journals, books, policy documents, and official reports. Findings demonstrate that through regulatory ambiguity, Indonesian officials successfully assert territorial sovereignty while extracting political and financial benefits from Australia. Consequently, Rudenim Tanjungpinang operates as a hybrid control apparatus, shifting external containment into domestic management. Beyond these mutual state benefits, asylum seekers endure the tragic consequence of being trapped in prolonged limbo. This inquiry underscores that transit states are proactive strategic agents within the global political economy of migration. Due to specific facility data limitations, the depth of analysis is carefully situated within broader national and bilateral migration patterns.
