Abstract

Entrepreneurial skills need to be applied to every individual because it requires everyone to have non-academic abilities and skills that are useful for creating quality human resources. This research aims to provide a concrete study regarding the empowerment of UMKM women in improving their entrepreneurial abilities, based on the results of field interviews. Women's empowerment carried out in Benowo district aims to create opportunities for the establishment of effective UMKM-based businesses. This research methodology uses explanatory qualitative research based on UMKMs to strengthen family entrepreneurship with the aim of empowering the community, especially women. The respondents were the Benowo District government, PKK cadres and UMK actors, especially women. And the focus of this research is UMKM-based women's empowerment in increasing family entrepreneurship in Benowo District and the results obtained in this research are that women's empowerment in Benowo District has been implemented well, as evidenced by the many programs that support women's empowerment such as UMKM moving up to class, product photography training, training in managing business permits to applying for initial capital for those who want to start a business, namely by collaborating with Bank Jatim, BRI and Regional Banks. From the results that have been obtained, the conclusion of this research is that there is a program for upgrading UMKM which is a superior program to increase women's empowerment. However, the suggestion from researchers is that there needs to be a more intense approach to the community, especially UMKM actors who are still unable and not willing to join because several factor, the Benowo District Government can take an approach by visiting several sub-districts throughout Benowo District. The targeted output of this research is to create profit-oriented entrepreneurial skills. Apart from that, this research is targeted to be able to produce the proceedings of a national seminar so that it will be widely explored in the community regarding the analysis of UMKM-based women's empowerment in increasing family entrepreneurship, and will also be presented in journal form to add to the line of knowledge about women's empowerment.

Abstract

To fulfil one aspect of shipping safety as a support for smooth ship traffic at sea, it is necessary to have a crew that has expertise, abilities and skills. Thus, every ship that will sail must be manned with sufficient and capable crew to perform their duties on board in accordance with their respective positions by considering the tonnage of the ship, the arrangement of the ship's machinery and the shipping area. This is in accordance with the contents of the Minister of Transportation Regulation No. PM 26 of 2022 concerning the manning of commercial vessels. The purpose of this research is to analyse the commercial ship manning policy at PT SPIL Surabaya and its supporting and inhibiting factors. This research uses qualitative research with a case study approach and George Edwards III implementation theory. The results obtained that the Minister of Transportation Regulation Policy Number PM 26 of 2022 concerning Commercial Ship Manning at PT SPIL Surabaya has been implemented quite well.

Abstract

This study aims to analyze, describe and interpret the implementation of waste management in Nganjuk Regency with a focus on the perspectives of Mentality-Approach, Systems-Approach, and Networking-Approach. Data collection uses four main instruments including observation, interviews, FGD, and documentation. Data analysis uses an interactive data analysis model developed by Miles, Huberman, and Saldana. The results showed that in the mentality approach aspect aspects of behavior, attitudes and responsibilities of the government apparatus (DLH, District and Kelurahan Government) regarding waste management in the Nganjuk sub-district have led to a caring attitude about the importance of keeping the environment clean, responsible behavior by overseeing and educating the public regarding waste management using the 3R method (reduce, recycle, re-use). Meanwhile, from the side of the residents, various facts were found related to the enactment of this regional regulation on waste management. Whereas the system approach aspect shows the fact that the implementation of the Waste Management policy in Nganjuk District is quite clear in the regulatory aspect referring to the Nganjuk PERDA number 01 of 2015. Meanwhile the networking approach aspect shows the fact that strategic partnerships in the implementation of the waste management policy are seen in the meeting point of interests between the district government through DLH, the sub-district government through the existing sub-districts and the community through the existence of waste banks scattered throughout the villages in the Nganjuk sub-district. Although it has not shown maximum mutualism synergy and symbiosis.

Abstract

This research aims to analyze the influence of taxpayer awareness and tax knowledge on individual taxpayer compliance at the Probolinggo Tax Office. Increasing taxpayer compliance is needed to increase tax revenues. The problem is that the individual taxpayer compliance at the Probolinggo Tax Office during 2019 to 2021 has decreased. This compliance includes compliance with the submission of annual tax reports and tax payments. The grand theories used are attribution theory and compliance theory. This research uses an associative quantitative approach. The population of this research is made up of taxpayers at the Probolinggo Tax Office, with a total of 124.385. Sampling in this research used accidental sampling technique and obtained a sample of 277 respondents. The data collection technique used was distributing questionnaires. This research only examines two independent variable which are taxpayer awareness and tax knowledge, while the dependent variable is individual taxpayer compliance. Data analysis in this research used multiple linear regression analysis. The software used is SPSS version 26. Based on the results of the analysis for the variables of taxpayer awareness (X1), tax knowledge (X2), and individual taxpayer compliance (Y), the regression model is obtained as follows: Y = 5.546 + 0.212X1 + 0.564X2. The results of the coefficient of determination show that the two independent variables can explain the dependent variable by 61.4%. The results of the t test show that taxpayer awareness has an influence on individual taxpayer compliance and tax knowledge has an influence on individual taxpayer compliance.

Abstract

The "Padat Karya" program is a labor-intensive development activity that relies more on human resources compared to machinery. The main goal of the program is to create employment opportunities for the community, especially those who have lost their income or regular jobs. This research employs a qualitative approach with a descriptive research type. It describes the Implementation of the "Padat Karya" Program for Low-Income Communities from the perspective of Collaborative Governance, referring to the theory of Van Metter & Van Horn. The results of this study indicate that the implementation of the "Padat Karya" Program has not been fully optimized. Factors such as supervision patterns, strengthening of resources, especially for low-income communities, and legal framework related to the technical guidelines of the "Padat Karya" Program within Collaborative Governance are criteria for success and failure. With the "Padat Karya" Program, the community, especially in Manyar Sabrangan Village, has increased their participation and are not solely reliant on government assistance. They can independently utilize the program that has been established to manage their own affairs in the long run, reducing their dependency on the government

Abstract

Tourist attractions in Agusen Village have their own characteristics and attractions that are able to produce excellence and contribute to the economy of local and regional communities. However, the development of tourist attractions in Agusen Village is still not optimal and has not been well managed, especially facilities and infrastructure such as parking lots, prayer rooms, water facilities and abandoned huts as well as road access to tourist attractions. This is the main problem in developing tourist attractions in Agusen Village, so it really requires collaboration and cooperation with several parties, especially the government, community and business actors to be able to build and develop tourist attractions in Agusen Village through the Collaborative Governance concept. The aim of this research is to analyze the Collaborative Governance-based tourist attraction development strategy in Agusen Village, and the research method used is a qualitative method. This research shows that the development of tourist attractions in Agusen Village must also be supported by parties who are directly and actively involved in tourism activities. The collaboration system is a strategy that can be applied to create superior and competitive tourist attractions by fostering cooperation and partnerships as regulated in applicable regulations. The cooperation system implemented in developing tourist attractions in Agusen Village can be carried out professionally and actions are based on ideas or thoughts which is a continuous process so that it can involve all parties to develop existing resources including increasing the capacity of human resources.

Abstract

Branding is an unavoidable necessity in the development of urban areas and population. Kampung Keren is one of the branding strategies carried out by the Kediri city government in improving the image of the city of Kediri. The growing awareness and independence of the community in managing their territory is the main goal in implementing this Kampung Keren. In fact, the existence of Kampung Keren cannot be used as a program that is successfully implemented by looking at the economic and social developments in the City of Kediri. This study aims to explore the dynamics of interest in the implementation of Kampung Keren as a branding strategy in the City of Kediri. Researchers explored information through the managers of 7 (seven) Kampung Keren in Kediri City and collected documentation related to Kampung Keren in government agencies and made observations on the process of implementing Kampung Keren. As a result, there are various obstacles faced by the community, managers and the government of the City of Kediri in developing 6 Kampung Keren points. Limited human and capital resources are the main problem in its implementation. Apart from that, other results show that there is political interest through this branding which is a polemic itself. The existence of conflicting interests of the actors involved is a separate obstacle in its implementation. This unpreparedness is an obstacle that must be resolved, so that Kampung Keren can optimally and increase efforts to develop urban areas and population through Branding in the City of Kediri.

Abstract

The increase in the amount of waste has become a serious problem, where it has an impact on several aspects of life, for example air and environmental pollution. Maggot cultivation is the most suitable solution for sustainable waste management and has the capability and appropriate solution for converting organic waste such as fruit, vegetables, animal waste and household waste which can reduce the burden on landfills and has economic value. Researchers applied this type of qualitative research with the aim of obtaining information in the form of descriptions or in-depth and comprehensive explanations regarding the Implementation of the Empowered Village Program through Maggot Cultivation in Sidoharjo Village, Gedeg District, Mojokerto Regency. There are several data collection methods through documentation, field notes and interviews. Then, the data is analyzed through the process of data collection, data presentation, data compression and verification or drawing conclusions which will be applied as qualitative data analysis. These findings show that the implementation of the Empowered Village Program through Maggot Cultivation in Sidoharjo Village has been running effectively and strengthening the village economy. The focus of implementing this program is centered on policy and environmental aspects. The policy aspect includes six points, such as interests affected, types of benefits, desired level of change, decision-making structure, program implementers, and resource allocation, all of which play an important role in the implementation process. Meanwhile, the implementation environment includes the interests, power, strategies of existing actors, criteria of institutions and leaders, as well as obedience and responsiveness, all of which are key factors in the successful implementation of the program.

Abstract

Efficient and responsive public services play a crucial role in meeting the diverse needs of the community. Sidoarjo Regency has successfully addressed challenges in public services by developing an information technology-based application called SIPRAJA. This application aims to improve the quality and accessibility of public services, particularly in managing population data in Taman District, Sidoarjo. Before the introduction of SIPRAJA, the community faced difficulties accessing information and public services due to limited communication and technology infrastructure. SIPRAJA has successfully increased community access through a digital platform. This qualitative research focuses on accessibility, community satisfaction, and fairness, revealing the need for improvements in SIPRAJA services in Taman District, such as optimizing accessibility to overcome challenges in service locations. The government has also enhanced its responsiveness to community complaints and addressed issues of inequality in managing population data. Recommendations include enhancing digital literacy through training programs and maintaining internet quality. This research provides insights for local governments to understand community expectations for digital public services, aiming to improve service quality and community satisfaction. It emphasizes the importance of ongoing evaluation for the effectiveness and efficiency of public service applications.

Abstract

Tujuan penelitian untuk mengetahui pengaruh kualitas pelayanan dan fasilitas terhadap kepuasan pemohon dalam pengurusan perpanjangan Surat Izin Mengemudi (SIM) di Mall Lippo Plaza Sidoarjo. Dalam penelitian ini diharapkan dapat memberikan manfaat sebagai masukan bagi instansi pemerintah dan memenuhi kepuasan masyarakat dengan menggunakan aspek kualitas pelayanan dan fasilitas pendukung bagi masyarakat. Hasil penelitian dengan menggunakan regresi linear berganda, maka dapat ditarik kesimpulan bahwa hasil pengujian dengan uji F, menunjukkan bahwa Kualitas Pelayanan (X1) dan Fasilitas (X2) secara simultan berpengaruh signifikan terhadap Kepuasan Pemohon (Y) pada kepengurusan Surat Izin Mengemudi (SIM) di Mall Lippo Plaza Sidoarjo. Koefisien korelasi berganda (R) adalah = 0,717, yang berarti lebih besar dari 0,5 dan nilainya tinggi sehingga menunjukkan bahwa korelasi atau hubungan antara variabel bebas (Kualitas Pelayanan (X1) dan Fasilitas (X2)) dengan variabel terikat yaitu Kepuasan Pemohon (Y) dalam kepengurusan Surat Izin Mengemudi (SIM) di Mall Lippo Plaza Sidoarjo yang sangat erat. Koefisien determinasi berganda (R square) adalah 0,576, yang berarti bahwa variabel bebas (Pelayanan (X1) dan Fasilitas (X2)) mampu menjelaskan dan memberikan pengaruh terhadap variabel terikat (kepuasan (Y)) sebesar 51,4 %, sehingga dapat dikatakan bahwa Pelayanan (X1) dan Fasilitas (X2) memberikan pengaruh yang cukup besar terhadap Kepuasan Pemohon (Y) dalam kepengurusan Surat Izin Mengemudi (SIM) di Mall Lippo Plaza Sidoarjo, sedangkan sisanya sebesar 48,6 % dipengaruhi oleh variabel bebas lain diluar model. Hasil pengujian dengan uji t, menunjukkan bahwa Kualitas Pelayanan (X1) secara parsial berpengaruh signifikan dan positif terhadap Kepuasan Pemohon (Y) pada kepengurusan Surat Izin Mengemudi (SIM) di Mall Lippo Plaza Sidoarjo. Pengujian dengan uji t, menunjukkan bahwa Fasilitas (X2) secara parsial berpengaruh signifikan dan positif terhadap Kepuasan Pemohon (Y) pada Kepengurusan Surat Izin Mengemudi (SIM) di Mall Lippo Plaza Sidoarjo.
