Abstract

New Public Service is a paradigm of governance that prioritizes public services in a democratic, fair and equitable manner. Bandung City Government should provide good public services along with the development of the current digital era. Smart City is one way for the Bandung City Government to organize its government. The results of this study indicate that the public services of the city of Bandung are carried out in various ways such as providing services to the community easily through applications, wifi parks, online complaint services, official websites, e-budgeting, and so on.Keywords: New Public Service, Smart City, Bandung

Abstract

This study examines about Political language of Jawa Anyar in education on the local content curriculum in Banyumas. The purpose of this study was to clarify the chronological occurrence of the Political language of Jawa Anyar on the local content curriculum in Banyumas, and to evaluate the response of Banyumas community associated with the implementation of the political language. The method used in this study is qualitative descriptive analysis. The study results that first, the political language caused by construction and reconstruction of the Political language of Jawa Anyar. The political manifestation of the Political language of Jawa Anyar is due to policy of local local content curriculum at all levels of public education in Banyumas regency. Secondly, the political response of Banyumas community to the Political language of Jawa Anyar is through resistance action as practiced by the school parties, e.g., principal, teachers, students, and cultural community of Banyumas. Third, as a theoretical reflection on the field findings, the author argues that political language is actually the only kind of reduction in the participation of minority language groups.Therefore, the planning effort of Political language of Jawa Anyar as the interest of state apparatus has reduced the participation of minority language groups; in this case, it reduces participation of Banyumas language community.

Abstract

This qualitative case study explores voting behavior in a multilevel (municipality and province) and concurrent local election in the Municipality of Malang. Previous researches on concurrent local election in Indonesia revealed a number of relevant factors elucidating voters’ choices, namely vote-buying (Fossati et al., 2016), social identity (Kristianus, 2016), intensity of meeting with candidates (Ramadhany, 2017), and the blater character of incumbent (friendly and close to commoners) (Sobari, 2018).  The study extends previous findings through exposure to voting behavior that the capacity to vote and the adequacy of information about candidates are two converging factors explaining similarities and differences in the considerations for voting. The capacity demonstrates ability in making electoral decision, mainly referring to rational choice arguments. It is supported by the adequacy of information about the profile of candidates for mayors and governors along with their proposed vision, missions and programs. On the contrary, the lack of knowledge about candidates' profiles and their platforms contribute to the emergence of trivial voters who simply exercised their voting rights (alakadarnya) or without adequate consideration, especially in selecting candidates for governor. Furthermore, this research echoes Mondak and Huckfeldt’s study (2006) that information about candidate’s integrity is a rational argument for electoral decision, especially in the 2018 Local Election of Malang. Key words: local election, multilevel and concurrent, integrity, malang, indonesia.

Abstract

This article tries to look at the opportunities that new political parties in Indonesia have to provide political education related to the issue of political finance transparency as social capital in increasing participation to electoral support in society. The Law on Public Information Openness (UU KIP) and the Law on Political Parties have obliged political parties to manage their finances with the principles of transparency and accountability, but most have not yet revealed the reporting of political party financial reports that are publicly published. Focusing on the emergence of 4 (four) new political parties that participated in the 2019 election contestation, gave rise to opportunities to be able to attract voter sympathy in order to gain electoral potential by demonstrating internal financial management, bringing transparency through clear financial reports. With a descriptive qualitative approach it was found that the relationship between the identity of political parties and the management of political party funds towards 4 (four) new political parties was still weak. This phenomenon is a result of still being "blurred" and covered by issues of transparency and accountability of funding by new political parties.

Abstract

Elections or post-conflict local elections in Indonesia always leave interesting things that are never quiet from the discussion in the study of political science. This happens because the elections or local elections held since the revolving reforms have become an arena for the growth of new political actors, both as institutions, groups, or individuals who happen to have the same desire to control political institutions such as; political parties, parliaments, and regional heads. Initiated by the interests of looking for business profit (rent seeking) in the economic sector as a result of the jingling of the dollar in the tourism sector, to the desire to get positions or important positions in these institutions, until then feel the pleasure of seizing and obtaining these sources of power . This is one that was carried out by a number of mass organizations in Bali during the election and post-conflict local elections. By utilizing the clientelism pattern, each of the mass organizations succeeded in placing its candidates to sit in a number of political positions. The purpose of this paper is to explain the phenomenon of the emergence of new clientelism, namely clienteler's Brokerage conducted by several mass organizations in Bali during the implementation of elections and post-conflict local elections. By using a qualitative research method with a descriptive-explanatory type, this paper notes that the clientelism pattern carried out by a number of mass organizations in Bali is not a pure clientelism pattern, but a clientelist pattern that has been modified like a broker, a clientelism pattern that relies on the masculinity of individuals with mass. which is very much to be exchanged for parties, or political officials during the election and post-conflict local elections in order to obtain sources of power. A new clientelism model that emerged as a result of the clientelism practice was carried out by each of these organizations. Key Words: Mass Organizations, Brokerage Clientelism, Election and Bali elections.

Abstract

This article describes and analyzes the political marketing of Natasha Devianti as a prospective member of the millennial newcomer who has won. Political marketing is needed as a tool or method for candidates and political parties to approach the public. Natasha Devianti won with the highest votes in the internal PDI-P as many as 5,454 votes. Natasha Devianti's Winning Team segmented the entire community in electoral area 1 Bojonegoro. Natasha as a candidate for the legislative members from PDI-P brought the party's platform to attract the public. Natasha's personal characteristics highlight the millennial character as an offroad racer and drag race that has won many championships at the national level. In addition, Natasha carried the name of his father who was the Deputy Regent of Bojonegoro Regency to increase public trust. Natasha Devianti promoted by utilizing print promotion media, online media, and social media. Natasha branding on social media Instagram to attract millennial voters as the main target. Besides that, Natasha also utilizes several online news media such as kumparan.com, gesuri.id, and news.detik.com. Natasha Devianti as a prospective newcomer legislative member utilizes her youth network as a means of political distribution. Cost politics which tends to be high becomes a quite complicated problem in political marketing. Natasha spent political costs reaching 1 billion rupiahs in the 2019 legislative elections.

Abstract

One of the ways in which power is exercised in Indonesia lies with the legislative body whose principle of power is an institution that represents society. The constitutional structure of the legislative body, by various groups, says that it uses a bicameral system which has two chambers in carrying out the mandate of representation, namely the DPR and DPD. The implementation of the legislative powers by these two institutions is not balanced with the weakness of the authority possessed by the DPD. While the institutions are the same in the position of representation from each region. So there needs to be an effort in the formulation to increase the role of the DPD in carrying out its duties and responsibilities. This writing uses qualitative methods, with data taken from literature sources. The author tries to build the argument that the exercise of political power carried out by the DPD Ri institution needs to be reorganized in increasing its role to carry out its duties and functions as regional delegates in consistency with the bicameral system. Keywords: Parliament, DPD, bicameral.

Abstract

This research aims to see the power relations between the school, industry and society or students in the practice of partnerships in the education sector. The partnership seeks to involve the community, both in groups and individually. In a partnership there is a relationship between organizations and with that relationship cooperation will be created. Each of these actors has varying interests, expertise, resources and decision-making abilities. Therefore, it is very interesting to see how the negotiation process takes place between actors. Whether each actor managed to get his interests. This research is a descriptive qualitative research using a case study approach. In this study, researchers will develop concepts and gather facts that can answer questions in the formulation of the problem by looking at the rationality of each actor involved in the practice of partnership in SMKN 2 Yogyakarta. Researchers will use in-depth interviews with several informants to obtain accurate data. The results of this study are both the school, industry and society or students have rationality in undergoing this partnership. They use the rationality in the negotiation process to determine the types of partnerships.  Although each actor has succeeded in fulfilling his interests, in reality there are still actors who get greater benefits.This shows the dominant pattern of relations. There are two things that led to the emergence of the relation pattern, the rules made by the Government and the resources owned by each actor offered during the negotiation process.Keywords: Partnership, Power Relations, Rationality

Abstract

The political elite move is a common phenomenon when elections will take place. Where the behavior of the converted elite has even become tradition. Look at the phenomena that occur in Indonesia today. The political elites seemed to be looking for a shortcut to gain power easily. Look for populist figures to lift personal imagery for an interest. The realization of the strategy was done by changing the party suit with all the ideology and rationality of his thinking. Even the displaced elites must willingly put off his identity as an idealistic politician in order to accommodate their political interests. Various political strategies were made by making noise by raising political content and hoax preaching. This article seeks to see how closely the political elites think with pragmatism politics through its political traditions and strategies. In addition to the current digital age, the elite behavior creates a new political space with accommodation issues that are not necessarily the truth by raising alternative facts to form new truths. This is the post-truth era where the elites begin to think rational in asserting their power. Abstract

Ecofeminism is present to bridge the study between ecology and feminism. He tried to connect the relationship between natural damage and the dominance of masculinity. Shiva and Mies strongly depicted women as natural caretakers of the environment in which it perpetuates traditional views on the gendered division of labor. This paper critically examines the ways in which women interpret their roles and relationships related to nature by using specific case study of women environmental cadres through PKK (Fostering Family Welfare) in Malang. This article argues that the women involvement in environmental conservation through PKK is not their acknowledgement of their distinct relationship to their natural environment. Instead, it was the product of hegemony of knowledge and power by government and environmental activists. It shows that ecofeminism ignores political aspects in which actually puts the burden of environmental damage on women with portraying women as "natural" agents that take charge of environmental conservation.Keywords: Ecofeminism; environmental conservation, women, Fostering Family Welfare; Malang
