Abstract

This study examined organizational structure, culture, leadership, satisfaction, and Information and Communication Technology (ICT) adoption to predict employee innovation. This study used a survey data collection method and a purposive sampling technique of respondents who did innovative behavior in realizing good governance and providing public services. The questions were created using a Likert scale. Structural Equation Model-Partial Least Square (SEM-PLS) examined the data to determine its validity and reliability and test hypotheses and regression. This study found that organizational structure, culture, and leadership positively and significantly influenced employees’ satisfaction, with p-values of 0.000, 0.000, and 0.010, respectively. Moreover, employees’ satisfaction and ICT adoption also positively and significantly influenced employees’ innovation. Organizational structure, organizational culture, and leadership had a substantial impact on employees' satisfaction (R-square = 0.865), and employees’ satisfaction and ICT adoption substantially impacted employees' innovation (R-square = 0.887). The limitations and implications of this study are evaluated.

Abstract

This article has main points of discussion on issues related to how political survey institutions should operate to support democracy in Indonesia. The purpose of the study in this article is to map the ideal operational pattern of political survey institutions to support democracy in Indonesia. By using the literature study method, this article collects various literature sources to draw conclusions from these problems. This article has found that there are various ethical violations in political surveys that have been carried out for some time.  The problem relates to the unholy alliance with political consultants, contemporary business models, manipulation and misleading survey results, and survey method techniques. The recommendation from this article is that political pollsters should prioritize integrity, transparency, and accountability over profit. This will certainly be positively correlated with developing democracy in Indonesia.

Abstract

During the current COVID-19 pandemic, many state leaders must make decisions quickly. Quick decision-making also has a positive impact on society and the country. Leadership style greatly influences a president in managing a pandemic. As head of state, the President can use his executive power to solve problems, especially pressing ones. This study aims to examine the model of the President's leadership style in dealing with the COVID-19 pandemic in Indonesia. In addition, this model will be the basis for forming a particular program that focuses on developing leadership competencies and being an evaluation in urgent situations. This type of research is qualitative. The data used in this study is a literature study that focuses on using secondary data in the form of forty news media articles taken from March 2, 2020, to October 2020. The analysis of news media data was managed using Nvivo 12 Plus software through coding and cross-tabulation analysis. The results of this study are the model of President Joko Widodo's leadership style, applying various leadership styles in controlling the COVID-19 pandemic in Indonesia. This study concludes that the leadership style is inefficient in handling the COVID-19 pandemic, even though President Joko Widodo has directly taken over the handling of the crisis.

Abstract

Bureaucratic leadership in public institutions often gets a negative stigma due to a shift in understanding of bureaucracy in the public service system. This research aims to analyze the effect of bureaucratic leadership on public service motivation and job performance. A causal study through a questionnaire to employees at the sub-district level in Bandung randomly selected 245 employees. Data analysis using SEM procedure. The finding showed that bureaucratic leadership indicated by the encouragement of professionalism, distribution of power, coalitions, and leadership abilities in administrative matters could encourage motivation to provide services and ultimately improve service performance. Orientation to the public interest, self-sacrifice as a public servant, and interest in policy-making for the public interest as an indication of motivation to provide services mediate the influence of bureaucratic leadership on the performance of employees. Bureaucratic leadership influences employee performance either directly or through PSM. The theoretical implication is that the interaction between leaders and subordinates is a process of exchange and social learning for employees. The practical implication is the need to develop interactions between leaders and subordinates as a process of exchanging values and learning to improve employee motivation and performance.

Abstract

The Participatory Action Research (PAR) Model is not only referred to as a research method but is also referred to as an approach to community empowerment and development, including community-based tourism development. This paper describes the stages of empowerment and development of a tourist village in Indonesia using the Participatory Action Research (PAR) approach consisting of observing, mapping, reviewing, making program diagram maps, and re-planning the development of tourist villages. The data obtained through the PAR approach were analyzed using the Nvivo 12 Plus Software. This paper reveals that Ngadas Village has tourism potential, including nature tourism and socio-cultural tourism. The tourism potential of Ngadas Village has not been managed and developed properly due to the limitations of village facilities and infrastructure that support the presence of Ngadas Village as a tourist village. The participatory integrative model is a model that can be implemented to develop Ngadas Village as an agriculture-based tourism village. Through this model, stakeholders, especially the village government, local government, universities, and local communities, can synergize and play a role according to their respective abilities, which are directed to realize the same goal, namely to build Ngadas Village as a tourist village as a source of opinion that supports community welfare. The findings of this study contribute to the development of local tourism in developing countries, especially in Indonesia.

Abstract

Indonesia’s not-totally-state-centered zakat management policy makes amil zakat in Indonesia have double-identity. It’s not only as an Islamic law formalization in state level, but also as a medium for non-parties citizens' political participation in civil level. By using literatures study, this research aims to analyze head-to-head between Amil Zakat Institute (Lembaga Amil Zakat/LAZ) YASA Malang and everyday-maker. This research also aims to enrich everyday-maker perspective, because in fact there are so many Muslim social institutions which have some similarity with everyday-maker, but with some differences in their motives and characteristic of program. Everyday-maker is a new typology of citizen political participation found by Bang and Sorensen at 1999, where citizens are fixing their daily problems theirselves, instead waiting for government to fix it. However, everyday-maker starts from Danish’s upset with their government works, meanwhile LAZ YASA Malang starts from the concept of Islamic philantrophy and spirit of building lowest-level Muslim’s socio-economics independency. This research, because of the difference of motive between LAZ and everyday-maker, successfully finds some novelty rather than the previous everyday-maker researches, like one-eighth amil’s portions as the source of amil zakat salaries and government involvement in the legality. Something else that differentiates LAZ and everyday-maker is a theological value that becomes the basic, where everyday-maker works done by LAZ is based on belief about Allah’s help and grace in the movement.

Abstract

This article is about the Allocation of the Special Autonomy Fund's efforts to combat poverty in Aceh. The Special Autonomy Fund began in 2008 and will continue until 2027, with the goal of achieving the highest level of peace in Aceh. Data is derived from interviews and supporting documents from the Bappeda Aceh and the Indonesian Ministry of Finance, as well as a quantitative method based on case studies. Following that, data is analyzed through the methods of display, reduction, and data analysis. The findings indicate that the Aceh Special Autonomy Fund is unable to significantly reduce poverty levels in Aceh. The key point is that the Special Autonomy Fund is not pro-poor budgeting and is failing to address the poverty problem in Aceh.

Abstract

The aim of this study was to analyze the bibliometric characteristics of research works on public policy in Indonesia during the last ten years (2011-2021) by foreign and Indonesian authors. This study utilized Scopus database and retrieved 128 scientific publications from international authors focusing on public policy in Indonesia. The publications are examined based on several indicators including: publication trends, contribution of countries, journals, institutions, authors, top cited articles, and keyword analysis. The results show that during the last decade, there has been significant growth in the number of publications, with Indonesia as the country with the most published research works. Meanwhile, the influential institution affiliations publishing works about public policy in Indonesia are University of New South Wales, Australia and Vanderbilt University from the United States. Besides that, the top influential journal publishers are Development in Practices (UK) and Forest Policy and Economics (Netherlands). Based on the number of publications, Indonesian authors hold the top position, meanwhile, foreign authors were identified as the writers with the largest number of article citations. The most-cited article in public policy research in Indonesia focuses on education policy and published in International Journal of Educational Development. However, four of the top ten articles with the most citations are published in Forest Policy and Economics.

Abstract

This study aims to categorize the dominant concepts or themes in the study of governance in handling the Covid-19 pandemic in Indonesia. The dominant concept is categorized based on cluster grouping. This study uses a systematic literature review method by collecting various previous studies to find strategies and problems in managing the COVID-19 pandemic in Indonesia. The main data source used is articles from the Scopus database. This research reveals that previous studies on the governance of handling Covid-19 in Indonesia are related to four dominant concepts, namely regional government, economy, impact, and spread. The dominant concept of regional government is related to the role of regional governments in making and implementing policies for handling Covid-19 at the regional level. The dominant concept of the economy is related to the focus of handling Covid-19 which is directed at maintaining economic stability and development carried out through various forms of policies and program activities, both at the national and regional levels. The concept of impact is an effort by the Indonesian government to minimize the negative impact of the Covid-19 crisis on the economy and development. The spread is the Indonesian government's efforts to minimize the spread of Covid-19. The four dominant concepts are interrelated with each other, which confirms that the governance of handling Covid-19 in Indonesia is governance that prioritizes the role of the government, focuses on stability, economic growth, and handling the impact and spread of Covid-19.
