Abstract

Water resources management is a socio-political issue where various interests influence the policy on the protection and utilization of water resources. This research wants to know the government's policies and efforts in protecting water resources amid the rapid industrialization of tourism, along with conflicts due to the use of water resources from a political ecology perspective. This study uses descriptive qualitative research, data collection methods through depth interviews, observation, and documentation. This study shows that the efforts of the Batu City Government in realizing the protection of water resources are not proportional to the acceleration of the conversion of forest and agricultural land functions to support the sustainability of water resources due to the rapid growth of the tourism industry. It can be seen from the inconsistency of policy products, the imbalance in the amount of the budget between the commercialization of land (tourism), and the lack of efforts to conserve springs. As a result, there was resistance from the community in the struggle for access to water resources. Therefore, it is necessary to affirm the boundaries of the utilization of water resources supporting areas, transparency of the sustainability of water resources, and disclosure of information to the public regarding the process of tourism development plans undertaken by investors to facilitate supervision by the public.

Abstract

Food security is inseparable from the factors of availability, quality, and affordability of food, where a country can assure the food needs of society ranging from families to individuals. This is mentioned in the latest Law number 18 of 2012 on Food, which states that food security includes the availability of food in quantity, quality, and affordability that aim to create a healthy, productive, and sustainable life. This paper discusses the extent to which the urban farming program as one of the government programs influences the community to achieve food security, especially family food needs. This research was conducted in several villages in five sub-districts of Malang, namely Klojen, Suku, Lowokwaru, Blimbing, and Kedungkandang. The research method used in this paper is qualitative descriptive. The primary data were collected through interviews and field observations, while the secondary data were collected through literature and documentation study. From the research conducted, the results show that this urban farming program influences several points about food security, especially those mentioned in Law number 18 of 2012, including availability, quality, and affordability. In addition, the research revealed that some locations are less able to develop urban farming programs effectively, due to the lack of supervision, socialization, and technical guidance.

Abstract

This article aims to analyze logical argument from the disruptive of information technology in Indonesian bureaucratic management. Technological advanced produces Artificial Intelligence (AI) which is an opportunity for the Government modernizes the bureaucracy. At same point, Disruption feared will make many Apparatus (ASN) lose their jobs. This article used literature study method by analyzing various articles in journals that discuss artificial intelligence, and the internet of things which are the subject of research. While, the literature about bureaucracy and public institutions which will be the research objectives. The result shows that the implementation AI has the potential of losing many bureaucratic positions and could impact on social upheaval if not managed effectively. In the future, many apparatus (ASNs) will be unemployed because public services have been replaced by artificial intelligence. Therefore, this is clearly a dilemma and challenge for government in the future to be modern governments with technological advanced. However, it still humanizes for public services and servants.

Abstract

Innovation and policy in the public sector are two terms that complement each other. Every policy, in principle, must in principle contain new innovations. This study aims to determine the innovation of E-Governmment-based educational policies through the application of E-Panrita on online attendance for teachers at SMAN 3 Luwu. This type of research is a qualitative research with descriptive research type with data collection techniques direct observation to the study site, in-depth interviews and documentation. The results showed that the innovation of the E-Panrita application is seen in the product, where in the E-Panrita application product there is a change in teacher absenteeism which previously teachers absent with a manual system is now now with an online system to facilitate the Disdik in monitoring teachers every day and the pre-existing facilities have met but still need improvement. Now the teachers can do the absence simply by using their mobile phones or gadgets. Furthermore, the method, in the form of a strategy in the innovation of E-Panrita policies such as socialization in each region. The supporting and inhibiting factors of E-Panrita application education policy innovation in online absenteeism for teachers at SMAN 3 Luwu are supporting factors including resources, regulations, teacher commitment and technology. Inhibiting factors include the network and individual understanding of the teacher.Keywords: Educational Policy, E-Government, E-Panrita

Abstract

This study aims to reveal the development of Kajoetangan Heritage as a tourist attraction site in the city of Malang. The researchers use the Pentahelix model to look at the development. The involvement of pentahelix stakeholders (government, community, private sector, academics, and media) is intended to develop the tourism site thoroughly. So far, the main problem behind the less optimal management of Kajoetangan Heritage Tourism is the lack of development of accessibility, facilities, and infrastructure. This research uses descriptive qualitative method while the data were collected through observation, interviews, and documentation. The results show that the collaboration between the Kajoetangan community, Malang heritage community, Department of Culture and Tourism of Malang, Soak Ngalam business, City Guide FM, and Intitute of National Technology Malang had succeeded in increasing the promotion of the Kajoetangan Heritage. However, the collaboration had not been able to contribute maximally to the regional income. This happens because the problems of accessibility, facilities, and infrastructure were not resolved and there was a weak capacity of the actors involved.

Abstract

In recent years, especially in big cities, the waste problem has begun to be addressed through a private-public cooperation scheme that is supported by technological upgrades. The purpose of this research is to analyze the public-private cooperation mechanism that involves processing waste into electrical energy at Jatibarang Landfill, Semarang, and to identify the inhibiting factors using the theory of implementation "5 right" by Riant Nugroho. This research used a qualitative approach with a descriptive type. The analysis technique for obtaining data was through observation, interviews, and documentation. The results of this study indicate that through the Public-Private Partnership scheme which is based on the principles of Public-Private Partnership, stakeholders can provide and get benefits at the same time if they can mutually align their visions and implement the scheme according to what has been determined. Also, accuracy in the implementation must be considered to be able to achieve the success of Public -Private Partnership.

Abstract

The proper utilization of social media is crucial in terms of disaster management, especially by the government.  One of the government’s method to accelerate the dissemination of information regarding disasters is through official government’s twitter account which has proven to be more effective. This study aims to describe the efforts of the Regional Disaster Management Agency (BPBD) of the Special Region of Yogyakarta in handling crisis through a managed twitter account, namely @pusdalops_DIY.  This research uses descriptive qualitative research method which is carried out by analyzing the twitter using NVIVO 12 Plus data processing software.  The result of this study can be stated that the utilization of the Regional Disaster Management Agency (BPBD) twitter account of the Special Region of Yogyakarta has been effective in disseminating informations and compatible with the main tasks also functions listed in the regional legal basis regarding the Regional Disaster Management Agency (BPBD).  However, it still requires further digitalization in all areas of government to be more integrated and communicative in crisis management.

Abstract

Agricultural communities frequently encounter lack of support from various political actors. The local government units (LGUs) are responsible for initiating measures for improving community capitals towards fostering growth and development to mango farming communities. This descriptive qualitative study provides an understanding regarding the initiatives of the LGU in enhancing the community capitals in the Guimaras, Philippines mango farming community. The community capitals framework (CCF) served as a lens and guide. Semi-structured interview guides and participant observation are instrumental in data gathering from five key informants. Findings revealed that LGU provided various programs and initiatives to help enhancing the community capitals of the mango sector; thus, LGU as a political actor and development enabler has significant roles in fostering community development. Recommendations in this study are essential to the LGU further to enhance the community capitals of the mango farming sector. In gist, there is a crucial need to focus more on building social networks within the community, establish proper means for transporting the mango product, and strengthen community education on agriculture among the youth to be involved in the development of mango industry.

Abstract

This article looks at the existence of the use of the Malay identity used by regional head candidates in the 2013 Riau Province gubernatorial election. The research method used in this research is the literature study method by analyzing various journals that discuss identity politics and the use of identity in the head election. The results show that in the process, regional representative politics is a strategy that has significance for the victory of Annas Maamun and Arsyad Juliandi Rachman. However, this strategy also needs to be supported by ethnic identity politics for the Riau Coastal and Riau Malay ethnic groups. Thus, this confirms that the use of Riau Malay identity in the implementation of local democracy still serves as an additional strategy in winning the regional head elections in Riau Province.

Abstract

The article is focused on explaining how institutionalization of political parties in Indonesia after the collapse of New Order regimes and how it affects democratization in Indonesia. It is considered important since Soeharto’s regime rose to power, political parties are being forced to limit their ideal function/ In this article, the writers concludes that political parties in Indonesia after the authoritarianism regime, have not been institutionalized and are even far from it if compared to the magnitude level its  current problem. Political parties are trapped on long term internal conflict of interest, drained their energy and still continued until now. Moreover, the depth oligarchies pattern in its management is worsened by personalized figure and the dominance of party’s management from the central, forced us into the conclusion that political party are just the sub-ordinates of elite’s interest. The result, political parties are simply failed to play important role in supporting consolidated democracy, since they are busy and distracted by their own internal problems. That’s why, when will Indonesia rise into transition phase in democracy is still questionable, especially if the question is solely based on institutionalization of political parties.
