Abstract

Policy formulation should be essential because it will produce laws governing society and regulate the local government. Local policy position is included in the order of legislation in the Republic of Indonesia. This is where problems often occur in terms of synchronization and harmonization. Using the method of documentation study and in-depth interviews and focus group discussions, this research produces an analytical description to understand the formulation of Regional Regulations, particularly in the field of education services that, according to the 1945 Constitution, are decentralized the regions. The case study was conducted by dissecting Perda No. 6 of 2003 on Compulsory Reading and Writing of the Qur'an for School Children and Prospective Brides. The research method consists of 2 layers, the first is an inventory, and the second is a normative and procedural analysis of the process and substance of the intended public policy. The regional regulations studied were contained sharia nuances and regulated the religious sector, which was not under the authority of regional autonomy, which was derived from the principle of decentralization. In the guide, the legal drafting process in Limapuluh Kota Regency follows the applicable regulations, both with the disclosure of proposals from the DPRD and the Regional Heads by involving the leading sector SKPD in the formulation process. The Local Regulation (Ranperda) proposal has also been formatted through an Academic Paper process. However, the research found that the public policy documentation and dissemination system has not been running well and effectively.

The data were collected by deeply interviewing some Subjects (shamans/dukun/pawang or the mantra spellers) and the Object (the target persons) in Glagah and Licin Subdistricts, Banyuwangi. Having been collected, the data were analyzed by content analysis approach to find the types of languages, the narrative elements, the sentence patterns, and the figurative languages used in MP. This research reveals that mostly MP uses (Osing) Javanese and Arabic language, employs opening, main part, and closing elements to express the magic power, chooses declarative and imperative moods to state the physical description of the speller, and the request to the supernatural power, and uses some figurative languages (metaphors, simile, and repetition) to motivate and generate the magical power. Keywords: dukun, magi, mantra, magical power, Osing,

Abstract

As the first Asian Hugo Award laureate, Liu Cixin is an illustrious science-fiction writer in China, whose chef-d’oeuvre is an award-winning trilogy entitled Remembrance of Earth’s Past, or more widely renowned by the title of its first volume, viz. The Three-Body Problem. The series not only features intercivilisational belligerence via a fecundity of imagination and richness of imagery-evoking representation, but also manifests humanity and benevolence, so it has attained a loyal readership and commercial success. Notwithstanding critical acclamation, this male-authored trilogy encounters contentiousness concerning gender discrimination. I propound that the Remembrance of Earth’s Past series does not exhibit sexism, though there are depictions with gender stereotypes.

Abstract

In cartoons, meanings and messages are generated either through two semiotic modes that are verbal and visual or solely through visual modes. Interaction between language and cartoon images is often regarded as a straightforward and easy-to-process way to convey a message. This study aims to show that the meaning and cartoon messages are not always easy to understand, therefore readers should observe the language and visual information of each cartoon. This study is aimed at identifying the linguistic modes and the visual modes in the cartoons to convey the meaning and the explicit message or implied message. For this purpose, two theories are adopted;  Systemic  Functional Linguistics Theory by Halliday (1994) to analyze linguistic modes and multimodal approach by Kress and Van Leeuwen (1996, 2006) to analyze visual modes or images in cartoons. The research data was obtained from Usik-Usik cartoon book (Cynical Collection of the World of Education). The findings indicate that language text is a linguistic modes that acts as an effective multimodal element and complement the visual modes in the cartoon work.  Furthermore, the findings of the study also show that the role of linguistic modes is to provide the context in the cartoon work as additional information so that the reader can understand the messages to be communicated more clearly.

Abstract

This paper aims to identify the constructions of Left Dislocation (=LD) in spoken and written Indonesian. The constituents of LD fill their alternative positions within the core clause with the form of ‘-nya’ in Indonesian syntax. The Left Dislocation of ‘-nya’ is classified as the Clitic-type Left Dislocation. A coreferential copy of '-nya' is presented grammatically without variation, and this clitic presents a metonymic link between the referents of LD constructions. This study found that there is strong connectivity in Indonesian between the dislocated constituent and the core clause. LD in Indonesian allows a higher degree of Topic-prominence than other languages which were classified typologically as Subject-prominent languages. In the light of this Topic-prominence in Indonesian in the LD structures, this paper revises the relation between Topicalization and LD. The phenomenon of Topicalization is proposed to be merged within the notion of LD and be explained as Zero-type LD. It is concluded that the LD structures in Indonesian represent Topic-prominence features to classify Indonesian as the language that is both Subject-prominent and Topic-prominent.

Abstract

The purpose of the study is to examine the multifaceted reality of culture shocks experienced by Peace Corps Volunteers (PCV) during Pre-Service Training (PST) in Kediri, Indonesia and the strategies to overcome on a day to day basis. The research is descriptive in nature by semi-structured interviews and direct observation to PCV living in Kediri. The results of the research reveal that the culture shocks encountered are of three sorts: psychological, behavioral, and interpersonal communication change. Psychological change is of four kinds: using right-left hand, male-female interaction, asking personal privacy, and shake-hand. Moreover, the study also reveals three strategies to cope with culture shocks. They are self-confidence and optimism, accepting a new culture, and social support. It may be difficult to PCV to accept all differences with pleasure. However, a tolerant attitude and an open mind make them better to communicate with Community Liaison (CL). Eventually, by other people’s assistance, the PCV were able to encounter the culture shock.
