Abstract

This study aims to analyze the alignment of the Key Performance Indicators (KPIs) used by Kutawaringin Sub-district with its institutional functions as mandated by regulatory frameworks and outcome-based public sector performance management theory. The main issue addressed is the misalignment between the existing KPIs and the sub-district's coordinative role. A qualitative approach with a framework analysis design was employed, using in-depth interviews, participatory observation, and document review conducted between January and July 2025. The findings reveal that dominant KPIs, such as the Community Satisfaction Index and the number of rapidly developing villages, focus heavily on administrative outputs and fail to capture the sub-district’s cross-sectoral coordination outcomes. Key obstacles include inconsistent indicators, weak inter-agency collaboration, and the absence of technical guidance. As a response, an inter-agency forum proposed the Sub-district Synergy Score as a more relevant indicator aligned with the sub-district’s substantive mandate. Although still in early adoption, this indicator is currently being piloted for medium-term performance assessment. The study emphasizes the need to strengthen collaborative governance and ensure the substantive validity of performance indicators, thereby contributing to the development of outcome-oriented KPI frameworks for non-sectoral public organizations in Indonesia, particularly at the sub-district level.

Abstract

This study was conducted at Ibnu Sina Regional Hospital in Gresik Regency with the aim of improving the accuracy of drug demand forecasting. The main issue in the hospital's drug inventory management is the inaccuracy in estimating demand, which leads to the risk of stock shortages or surpluses and disrupts healthcare services. The study seeks to compare the effectiveness of the currently used consumption-based method with the Single Exponential Smoothing method as a more adaptive alternative to changes in demand. A descriptive approach was used, utilizing historical order and usage data of ten selected generic drugs from July to December 2023. Forecasting accuracy was evaluated using the Mean Absolute Percentage Error (MAPE) indicator. The results indicate that the Single Exponential Smoothing method provides higher accuracy compared to the consumption method, with MAPE values below 10% for most of the drug data. Therefore, this method is more effective in minimizing forecasting errors and supports more efficient and timely drug procurement decisions. The study concludes that implementing the Single Exponential Smoothing method can enhance drug inventory management and is worth considering as the basis for a hospital drug demand forecasting system.

Abstract

The rapid growth of urban areas requires the provision of adequate transportation infrastructure so that the mobility of people and goods can run optimally. Complex urban transportation problems require appropriate solutions to support economic development, activities, and transportation movements. Successful transportation development is essential to increase ease of movement, which impacts on the efficiency of time and place. Mass public transport has great economic, social and environmental benefits, but this need has not been met equally. Public transport, as an important part of the national transportation sector, is key in realizing better mobility. One proposed solution is a road-based mass transit purchasing scheme, which can meet transportation needs in a more affordable and sustainable way. The existence of mass transit is particularly relevant in cities characterized by tourism, such as Yogyakarta, to support the tourism sector and the city's economy. Therefore, the development of a physically integrated transportation system, fares, and schedules is necessary to achieve this goal. This research uses quantitative and qualitative mixed methods. The results show that a Buy The Services scheme in road-based mass transit can improve service quality and attract more passengers, provided that the facilities desired by users are in line with their ability to pay. The operational performance of public transportation in Yogyakarta, such as Trans Jogja, has met the Minimum Service Standards (MSS), with good quality indicators. Setting tariffs in accordance with users' ability and desire is important to maintain accessibility and sustainability of services, as well as ensuring optimal operational quality.

Abstract

This study aims to analyze the influence of social media marketing, eWOM, brand awareness, and brand image on purchase intention among @erigostore consumers. Data were collected through a survey with 180 respondents from an online questionnaire. Respondents of this study were Erigo consumers who had purchased within the last 6 months, those consumers also had social media and followed the @erigostore social media account, and consumers who had read or commented on Erigo products. This study used a Structural Equation Modeling (SEM) approach using the AMOS application to analyze the data. The results of this study indicate that social media marketing has a positive and significant influence on brand awareness, brand image, and purchase intention, which confirms the strategic role of social media in shaping consumer perceptions and behavior. Conversely, eWOM was found to have a negative and significant effect on brand image and purchase intention, and had no significant effect on brand awareness, which indicates that the spread of negative information online can damage brand image and reduce purchase intention even though the level of brand awareness remains high. In addition, brand awareness has a positive but insignificant influence on purchase intention, while brand image is proven to have a positive and significant influence.

Abstract

Digital transformation in the Society 5.0 era has created new challenges in data security, particularly in the military environment. This study aims to analyze human resource (HR) development strategies at Muljono Air Base in responding to cybersecurity threats. Using a qualitative approach with a case study method, data was obtained through in-depth interviews, participant observation, and documentation studies. The results indicate that strengthening digital literacy, cybersecurity training, and collaboration with external institutions are essential pillars in building military data resilience. The main obstacles faced include budget limitations, infrastructure limitations, and personnel digital skill gaps. Therefore, HR development strategies need to be systematically designed through a technology-based training roadmap and policies that adapt to the dynamics of digital threats. The findings of this study provide practical contributions to the formulation of military HR development policies that are more responsive to technological challenges. Furthermore, the proposed strategy can serve as an implementation model for other military bases in enhancing national digital defense readiness.
