Abstract

This study aims to identify supporting and inhibiting factors for the sustainability of thematic villages as one of the innovative tourism implementation programs in Semarang City. This study is qualitative. Data were collected through interviews with thematic village managers in Semarang City. This study was conducted in three thematic villages selected because of their categories as leading thematic villages with different products and representing various areas in Semarang City. Content analysis was used as an analysis technique in this study. The findings of this study indicate that several factors can support or inhibit the sustainability of thematic villages in Semarang City after the COVID-19 pandemic. Some of these supporting factors include the role of the community (i), informal networks (ii), Government assistance (iii), utilization of technology (iv), the ability to create new job opportunities (v), and product innovation/expansion (vi). In addition, several factors that can inhibit the sustainability of thematic villages include the number of visits (i), community initiation (ii), a sense of shared ownership (iii), involvement of related stakeholders (iv) and the younger generation (v), and management (vi). These results can be a reference for the Semarang City Government to develop sustainable thematic villages post-COVID-19 by considering the supporting and inhibiting factors successfully identified through this study.

Abstract

This article aims to analyze the behavior of Germany, which is still heavily dependent on conventional energy despite its commitment to using renewable energy. The problem is focused on energy, which is one of the essential aspects of human life but is also dangerous for humanity's future. This is caused by exploiting conventional energy sources such as coal, hurting the ecosystem and the surrounding environment. Therefore, countries have taken the initiative to minimize the impact of this environmental damage by forming the Paris Agreement. One of the key points in this agreement is the reduction of the Earth's temperature and replacing conventional energy with renewable energy. As a country that ratified the Paris Agreement, Germany is committed to using renewable energy as its energy source. However, Germany has not been able to commit fully and still depends on conventional energy sources. This article will use Charles Glaser's theory of rational choice and a qualitative approach to analyze the issues raised. This article concludes that Germany's dependence on conventional energy sources is due to regional security factors and the relatively high price of renewable energy. The existence of this article is expected to make an essential contribution to the study of geopolitics, energy, and contemporary international relations.

Abstract

This article aims to discover the factors causing the decline in voter participation in the 2024 simultaneous regional elections in the Bantul district. The problem in this study is due to a decrease in the voter participation rate in the 2024 Simultaneous Regional Head Election (Pilkada) in Bantul Regency, where the participation rate in 2020 is 80.32% and in 2024 at 75.96%. In this case, a theoretical reference from Ramlan Surbakti about Political Participation is used. Using a qualitative method with a case study approach in the 2024 Bantul regent and deputy regent elections. With data collection techniques through interviews and documentation. Based on the results of the research. This shows that most people have a negative view of the Government's performance and do not have reasonable expectations of all candidates; this is also due to the lack of direct socialization to the public from each candidate to maximize the existing campaign period. However, the following two factors also affect the decline in voter participation: the situation and political instability. One factor that does not affect is social and economic status.

Abstract

The post-truth era is characterized by the erosion of the role of facts in shaping public opinion, which is increasingly replaced by personal emotions and beliefs. The younger generation, as the dominant users of social media, faces serious challenges in sorting out accurate information amid the dominance of emotional content, algorithms that create echo chambers, and digital social pressures. This study employs a descriptive-qualitative approach based on literature studies to identify the main challenges faced by the younger generation and formulate strategies to improve information literacy. The study's results show that low media literacy, digital fatigue, a crisis of trust in institutions, and the weak integration of media literacy in formal education all contribute to increased vulnerability to disinformation. Therefore, a systemic approach is needed through the collaboration of various parties to form a healthy information ecosystem and strengthen the resilience of the digital generation to information manipulation.

Abstract

This study aims to analyze the strategies used by the KPNL Malang agency to improve the performance of the state civil apparatus in the digitalization era. The research used qualitative research methods. The results showed that improving Apparatus performance at KPKNL Malang was analyzed from 3 variables, namely: (1) continuous improvement, implementation of FWS (flexible working space) based on the circular letter of the Minister of Finance Decree Number 223/KMK.01/2020 concerning Implementation of Workplace Flexibility (FWS) within the Ministry of Finance. (2) To improve the quality of results, internally, the KPKNL Malang agency uses the e-peform performance reporting application, and externally, KPKNL Malang opens more channels for public complaints through online channels and social media openly accessible on the official KPKNL Malang account. (3) human resource development: In increasing the capacity of the Apparatus, the KPKNL Malang agency requires completing 20 training hours/per year for each Apparatus, which can be pursued through offline training at the training centre or online / independently in the KLC application.

Abstract

This article describes a strategy for preserving local cultural values through the Sandur Manduro performing art in Gesing Hamlet, Manduro Village, Jombang, East Java. The research subject is the Sandur Panji Arum association, led by Rifain, which consistently strives to preserve and develop this traditional performing art. The study aims to recommend the integration of Sandur Manduro into both formal and informal art education as a sustainable effort to maintain local cultural values. Sandur Manduro holds significant potential as an effective dance art education material to strengthen the identity and local cultural values among students in Jombang. Using a qualitative case study approach, this research analyzes the strategies employed by the Sandur Panji Arum association in transmitting knowledge and practices of Sandur performing art to the community, especially school-aged children and adolescents. Data were collected through participant observation, in-depth interviews with Rifa'in and association members, and analysis of related documents. The findings indicate the active role of the Sandur Manduro performing art's revitalization in instilling noble values, including togetherness, cooperation, and local wisdom, embedded within Sandur Manduro performances.

Abstract

This study intends to analyze Indonesia’s sectoral leadership in counter-terrorism in Southeast Asia through ASEAN framework. Terrorism, radicalism, and violent extremism constitute significant non-traditional threats in the region. Employing the concept of sectoral leadership, this research examines the extent to which Indonesia has played a leadership in specific issue areas within ASEAN. Using a qualitative approach through desk research and interviews, the study finds that Indonesia fulfills the four key elements of sectoral leadership: material and institutional capabilities, political commitment, normative authority, and legitimacy from other states. Indonesia’s leadership is reflected in diplomatic initiatives such as the ASEAN Plan of Action to Prevent and Counter the Rise of Radicalisation and Violent Extremism (ASEAN PoA PCRVE) 2018-2025 and Bali Work Plan 2019-2025. The finding suggest that Indonesia leadership is contributing to institutional development and strengthening of regional security cooperation. The study underscores the relevance of sectoral leadership as a conceptual lens for understanding the dynamic of states roles in regional organizations, particularly in the Global South.

Abstract

This research analyzes Pandawara Group’s participatory communication via social media for environmental activism. It focuses on their implementation of the four phases of the participatory communication program cycle: Participatory Communication Assessment (PCA), strategy design, communication activities, monitoring, and evaluation. Employing a qualitative approach with descriptive methods, data was gathered through literature reviews, Pandawara Group’s social media observation, and documentation. The results show that Pandawara Group utilizes various social media platforms to carry out participatory communication. In the PCA phase, they conduct two-way communication and gather information from the audience. Their communication strategy design involves interesting and relevant content to inspire and educate. Implementation of communication activities is carried out through various forms of content that document cleaning actions and invite involvement. Monitoring and evaluation are carried out by utilizing social media insights and interaction with the audience. In conclusion, Pandawara Group effectively employs participatory communication through social media, evidenced by high public engagement, content virality, and tangible positive impacts on environmental conservation. This research offers insights about the implementation of participatory communication in environmental activism via social media. Practically, it provides insights for the organizations engaged in the ecological on how to utilize social media to build participatory communication effectively.

Abstract

This study aims to evaluate the performance of the Population Data-Based Information System (SIBISA) in population administration services at the Population and Civil Registration Office (Disdukcapil) of Medan City, using the DeLone and McLean models. The research was conducted using a qualitative descriptive approach, incorporating interviews, observation, and documentation techniques. The results of the evaluation show that, although the SIBISA application provides easy access and transparency of services, several obstacles remain, including limited infrastructure, low digital literacy among the community, and suboptimal data integration between agencies. Additionally, variations in service quality and inadequate officer training also impact user satisfaction levels. This research emphasizes the importance of technical capacity building, digital inclusion strategies, and cross-sector system consolidation to realize inclusive, effective, and sustainable digital-based public services.

Abstract

This study aims to analyze the effectiveness of the Self-Help Housing Stimulant Assistance Program (BSPS) in Pakkat District, Humbang Hasundutan Regency, using a qualitative approach and a public policy evaluation framework from William N. Dunn. The results of the study indicate that this program is highly effective in enhancing the quality of housing for low-income communities, with active community participation and local 'gotong royong' practices (marsiadapari) playing a significant role. Efficiency is achieved through the optimization of regional resources, although logistical challenges remain an obstacle. The limited value of assistance is not entirely sufficient to meet development needs, but the spirit of self-help is the primary support. The distribution of aid is relatively even; however, data verification still needs improvement. The program's responsiveness to local culture is relatively good, although administrative and legal constraints hinder the accuracy of the target. Social capital and community participation have proven to play a crucial role in the successful implementation of the program. These findings emphasize the importance of participatory and contextual approaches in housing policy and recommend replicating similar strategies in other regions with similar social characteristics.
