Abstract

Serang City, as the capital of Banten Province, recorded the lowest regional revenue (PAD) among other cities/regencies in the province from 2018 to 2020. The low understanding of taxpayers regarding tax obligations and limited investment in Serang City have contributed to its low PAD. This condition urged the Serang City Government to innovate and implement the Pipeline Program (Mobile Tax Payment Services) initiated by the Regional Revenue Agency to enhance regional revenue. However, challenges persist in its implementation, including limited infrastructure and human resource capacity. This study aims to analyze the implementation of the Pipeline Program policy in increasing regional revenue in Serang City. Using a qualitative research design with a descriptive and inductive approach, data collection methods included interviews, observations, and documentation. The study applies Van Metter and Van Horn's theory, focusing on six indicators: policy standards and objectives, resources, inter-organizational communication and implementing activities, characteristics of implementing agencies, socio-economic and political conditions, and implementers' dispositions. The Pipeline Program is a payment channel designed to optimize public service delivery and provide tax education, especially for taxpayers in remote areas. The program contributed to PAD growth by 0.3% in 2021, 0.5% in 2022, and 2.4% in 2023. Enhancing operational vehicles, human resource quality and quantity, and continuous optimism are necessary to ensure Serang City's PAD steadily increases, removing its status as one of the lowest PAD contributors in Banten Province.

Abstract

This article investigates the factors influencing young people's decisions to join military organizations in Indonesia, focusing on their motives, experiences, and the perceived Meaning of military service. To approach this problem, a theoretical reference is used to frame and explain the interplay of individual motives, lived experiences, and the perceived Meaning of military service in shaping enlistment decisions. The data is collected through structured surveys administered to young individuals who enlisted in military organizations during 2024 and analyzed quantitatively using Structural Equation Modeling (SEM) with second-order constructs to assess the relationships and hierarchies among the latent variables. This study concludes that motives, experiences, and perceived meaning significantly influence the decision-making process. Motive is the dominant factor, and ideals and economic dimensions best reflect the motive factor. This study provides valuable insights into the dynamics underlying military enlistment in Indonesia, offering implications for policy development, recruitment strategies, and understanding youth behavior in military contexts.

Abstract

This study aims to analyze Nasril Bahar as a political actor using his political strategy to maintain power in every legislative election as a House of Representatives of the Republic of Indonesia member for the North Sumatra III Dapil for 2004-2029. This study uses qualitative research methods through Political Actor Theory and Organizational Performance Theory, with data collection techniques through observation, interviews, and documentation. The result of the study is that Nasril Bahar, a member of the House of Representatives of the Republic of Indonesia for five terms, is known as a superior political actor with good communication skills, especially in synergizing to build his constituencies. He used the Muhammadiyah organization to get closer to the residents and their sympathizers through various agendas, such as recitation, haul, and tarjih studies. Nasril upholds the values of Muhammadiyah in its politics, making it a long-term strategy to gain empathy and public vote. This collaboration reflects his dedication to society and the application of religious values in building beneficial and sustainable political relationships.

Abstract

The Medan City KPU received a grant of Rp 69,349,289,475 from the Medan City Government to implement the 2020 Medan Mayor and Deputy Mayor Elections. The use of funds must be effective, efficient, economical, and accountable. However, the KPU faces several problems in budgeting, administration, and accountability of funds, such as regulatory changes, limited human resources, and delays in reports from the Ad Hoc Body. This study aims to analyze budget governance and grant accountability. The method used is qualitative descriptive, with data obtained through interviews, documentation studies, and content analysis. The study results show that the Medan City KPU has implemented the budget according to applicable regulations and is transparent in budget planning and procurement of goods and services. However, it is less transparent in providing financial information to the public. The Medan City KPU is also accountable, efficient, and effective in managing the Regional Election budget.

Abstract

This study explored the effectiveness of government policies and strategies in addressing climate change and hunger in Nigeria's Niger Delta region. The region, grappling with severe environmental degradation, rising temperatures, and widespread food insecurity, faces multifaceted challenges that demand targeted policy responses. The study highlights key efforts to tackle climate change, improve food production, and enhance community well-being by evaluating current government actions. The study reveals that although specific policies have made progress, such as increased funding for climate adaptation and promotion of sustainable farming, these efforts are hindered by challenges like poor implementation, inadequate infrastructure, and limited local involvement. The study emphasized the need for greater collaboration between government, local communities, and international partners to ensure the success of climate and food security initiatives. Recommendations include improving infrastructure, raising awareness and education on sustainable agricultural practices, and enhancing the capacity of local governments to carry out policies effectively. This study contributes to the existing literature by providing a thorough evaluation of Nigeria's climate change and hunger mitigation strategies in the Niger Delta, offering valuable insights to guide future policymaking and regional approaches. The findings underscore the necessity of addressing local needs and promoting community participation in creating sustainable solutions to climate change and food insecurity.

Abstract

The Russian-Ukrainian war has profoundly impacted international Trade, reshaping global economic dynamics. This study explores the political effects of the conflict, focusing on economic sanctions, trade realignments, and disrupted supply chains. As significant energy and essential commodities exporters, Russia and Ukraine's roles in global Trade have been pivotal. Hostilities have caused inflation, food insecurity, and a reevaluation of global economic dependencies. Anchored in the Geoeconomic Power Theory, the study uses historical and content analysis to examine documented data. Key findings reveal disruptions in supply chains, rising commodity prices, changes in trade relationships, and significant impacts on energy and agricultural markets. Sanctions have reconfigured trade partnerships, fostered covert economies, and influenced long-term trade policies, including shifts toward regionalization, economic blocs, and alternative financial systems. The study underscores the strategic use of economic tools in geopolitics and recommends real-time trade monitoring systems to track and respond to global trade fluctuations caused by the war, ensuring businesses adapt to emerging trends effectively.

Abstract

This study aims to analyze the framing patterns used by Arab media, namely Aljazeera.net and Alarabiya.net, in reporting the death of Hezbollah militia leader Ibrahim Muhammad Qubaisi due to Israeli airstrikes in Lebanon. Using a qualitative content analysis approach based on the framing theory of William A. Gamson, this study analyzes several news articles from both media that discuss the event and Hezbollah's response. The analysis results show that both media use framing devices such as metaphors, catchphrases, exemplars, depictions, visual images, and reasoning devices in the form of root causes, calls to principles, and consequences. Aljazeera.net frames Qubaisi as a martyr and symbol of resistance, while Alarabiya.net highlights his strategic role in Hezbollah's military system. This difference reflects the editorial orientation of each media and affects the construction of the public meaning of the Israel-Hezbollah conflict. This research enriches media framing studies in the Arab world and provides a reference for conflict discourse analysis in the Middle East region.

Abstract

Agrarian reform in Indonesia faces complex challenges in the implementation of land registration. This study analyzed 43 national scientific publications related to Complete Systematic Land Registration (PTSL) to understand the dynamics of land policy implementation. Using the literature study method with the theoretical approach of Van Meter and Van Horn, the study explores the factors that influence the success of land registration programs in Indonesia. The results show that PTSL has registered 118,047,564 land plots (93.69% of the national target), with significant achievements but facing challenges, including limited resources, geographical constraints, and variations in implementation between regions. Key success factors include inter-organizational communication, local government support, and community participation. The research recommends improved institutional coordination, resource capacity building, and more comprehensive socialization strategies. The study's findings provide a new conceptual framework for understanding land policy implementation in Indonesia and an empirical basis for developing more effective and equitable agrarian reform.

Abstract

Indonesia's vulnerability to natural disasters significantly challenges local government fiscal management and disaster preparedness. This study examines the relationship between budgetary dependence and disaster risk index on the allocation of contingency expenditures  (BTT) in local governments in Indonesia. This study analyzes how fiscal dependence and regional disaster risk index affect local government decisions in preparing resources to anticipate emergencies. This research is academically relevant because of the limited studies linking fiscal governance and disaster risk in developing countries, particularly Indonesia. The study uses a quantitative approach with correlation analysis of regency/city government budget data throughout Indonesia in 2023. The study's results show that the level of fiscal dependence or the disaster risk index does not entirely determine the allocation of BTT by local governments. Although there is a significant negative correlation between disaster risk scores and unexpected spending allocations, the relationship is weak. This indicates that other factors play a greater role in BTT budgeting decisions. In the context of policy, the results of the study recommend the development of regulations that encourage local governments to allocate unexpected spending budgets proportionally according to the level of risk faced, so that regional fiscal readiness in dealing with emergencies can be more optimal. Academically, this study enriches the literature on fiscal governance in developing countries by including disaster risk variables as an essential factor in regional budgeting.

Abstract

Political communication is a complex communication process in which the language and symbols used by leaders, the media, citizens, and groups of citizens influence individuals and society, as well as the public policies of the state, state, or community (Perloff, 2021). Along with the development of technology, political communication activities can currently be carried out through digital media, one of which is social media. An interpretive descriptive analysis with a content analysis method was used in the study to describe the data on digital campaign strategies carried out by political actors on social media during the general election year. The survey results show that political actors use social media as a place to share information, a means of interaction, and viral marketing.
