Abstract

This study aims to analyze the performance of employees at Asam Kumbang Village in implementing the Non-Cash Food Assistance (BPNT) program based on five performance indicators proposed by Sedarmayanti (2017): work quality, punctuality, initiative, ability, and communication. The findings indicate that overall, the performance of civil servants in the village has been satisfactory. Employees can provide public services professionally, responsibly, and on time, although there are still technical obstacles such as delayed fund disbursement and incomplete beneficiary data updates. The employees demonstrate a high level of initiative in assisting unregistered residents eligible for aid, while their administrative and problem-solving abilities are considered adequate. Communication with the community is relatively effective, although improvement is needed in information dissemination. Supporting factors include leadership support, teamwork, and positive community response, while inhibiting factors include limited human resources, inaccurate data, and technical constraints in distribution. Overall, the performance of Asam Kumbang Village employees reflects good professionalism but still requires improvement in data accuracy and communication effectiveness.

Abstract

This study analyzes the digital transformation of marketplaces as a strategy to strengthen micro, small, and medium enterprises (MSMEs) in Bone Regency, South Sulawesi. The background of this study is based on the digital technology adoption gap between urban and rural areas, which impacts the competitiveness of MSMEs. This study employs a qualitative approach with a case study design, involving 15 informants comprising business operators, marketplace platform managers, MSME facilitators, and local government representatives. Data were collected through semi-structured interviews, observations, and document analysis, then analyzed using the Miles, Huberman, and Saldana model to identify key themes. The findings reveal five key themes: (1) the motivation to adopt marketplaces is driven by the need to expand market reach and adapt to changing consumer behavior; (2) key enablers include training and technical assistance, while barriers include low digital literacy, infrastructure limitations, and logistical challenges; (3) digitalization has a positive impact on sales growth and changes in consumer behavior, particularly among younger generations; (4) local-based mentoring strategies and entrepreneurial communities such as Tangan Di Atas (TDA) are effective in accelerating digital adaptation; and (5) government policies support training and business legality, but collaboration with local platforms is still limited. This study highlights the importance of multi-actor collaboration and contextualized policy interventions to build inclusive, resilient, and sustainable digital marketplace ecosystems in rural areas, providing actionable insights for regional governments and stakeholders in strengthening rural digital economies.

Abstract

The transformation of the labor landscape driven by automation and artificial intelligence (AI) demands new, relevant, and adaptive skills from the workforce. This study aims to identify contextual and inclusive reskilling and upskilling strategies in rural areas, focusing on Bone Regency, South Sulawesi. Using a qualitative case study approach with in-depth interviews involving training providers, participants, community leaders, and local government agencies, the study finds that strengthening basic digital literacy is a critical foundation for preparing communities to navigate technological transitions. Blended learning models, the use of locally relevant media, and the involvement of community mentors have proven effective in increasing participation and comprehension. However, challenges such as limited digital infrastructure, a shortage of qualified trainers, and low training literacy persist. Multi-stakeholder collaboration among vocational training institutions, village governments, and local businesses emerges as a key strategy to expand training reach and ensure program sustainability. Locally relevant training, such as digital marketing for SMEs and online modules aligned with the national Prakerja program, shows strong potential to create new employment opportunities and enhance community competitiveness. This study recommends strengthening training infrastructure, providing continuous mentoring, and designing community-based policies as essential strategies for successful workforce transformation in the digital era. The findings contribute to Indonesia’s national human resource development agenda by offering evidence-based insights on how localized, collaborative approaches can accelerate workforce adaptation to global technological disruption.

Abstract

The Economic Community of West African States (ECOWAS) is a regional organisation that has worked since its inception to maintain member states' unification and improved relationships with other regional and Western nations to ensure political and socio-economic development. Despite all efforts, ECOWAS faces numerous challenges, such as an undemocratic government, insecurity, a lack of member cooperation, and, most recently, the exit of its trio-member nations. The study explores the political and socio-economic consequences of ECOWAS member nations like Mali, Burkina Faso, and the Niger’s exit, and the effect on regional integration and cooperation. Rational Choice theory was adopted as a theoretical framework suitable for the underpinnings of this study. A qualitative research method, i.e., content analysis, was adopted to analyse the collated data. The study used secondary sources of data collection, e.g., textbooks, journals, conference proceedings, and internet sources, which were thematically discussed. The study finds that the trio-member nations that withdrew their membership are not parasitic and dependent on ECOWAS but have contributed to the continuous well-being of the organisation towards promoting and ensuring the regional integration, cooperation, growth, and development at large. The study concluded that the ECOWAS political and socio-economic system has been seriously affected, including the organisational image and recognition in Africa and globally. The study recommends that policymakers and international organisations such as ECOWAS, AU, EU, etc., should ensure inclusivity of all member nations, which would bring a sense of value and belonging that will keep them committed and loyal to their organizations, to avoid any member nation rising to disobey the principles of this organisation with the mindset of exit.

Abstract

The Industrial Revolution 4.0 and the development of information technology have reached the point where it is possible to create Artificial Intelligence (AI) that can replace most things humans can do. The government is affected by this change. Such rapid global developments demand improvements in the performance management of the State Civil Apparatus (ASN). ASN performance management is not only for assessing employee performance but also as a tool for improving employee performance. The shift in the perspective of ASN performance management is leading to a cascading approach, supporting agile work mechanisms in line with organizational needs and the implementation of continuous performance dialogues between leaders and employees. This research is qualitative and uses a descriptive method in trying to analyze the function of law in ASN performance management regulations since the enactment of Law No.5 of 2014 concerning the State Civil Apparatus until now. This study shows the importance of consistently and accountably implementing the principle of transparency as a general principle applicable in the management of civil servant performance in Indonesia.

Abstract

This article aims to analyze the effectiveness of the Quadruple Helix model in supporting the sustainability of the Free Nutritional Meal Program (MBG) in Makassar City. The problem focuses on the dynamics of collaboration between government, academics, business actors (SPPG and Partners), and community leaders/NGOs in program implementation. To approach this problem, the theoretical reference used is Carayannis and Campbell (2009) on the Quadruple Helix model as a framework for social innovation collaboration. Data were collected through in-depth interviews, observations, and document studies with eight key informants, then analyzed qualitatively using a case study approach. The results show that the city government plays a dominant role as a driver, SPPG and effective partners in the technical realm of food distribution, while academics and NGOs have not been optimally involved, resulting in weak contributions to policy evaluation, nutritional standards, and social support. Obstacles that emerged include limited inter-agency coordination, kitchen capacity, menu variety, and low transparency and community participation. This study concludes that the effectiveness of MBG is still partial, but opportunities for improvement are open through the establishment of a cross-actor coordination body, formal involvement of academics, and strengthening the participation of MSMEs and civil society to ensure the sustainability and quality of the program. This research contributes to enriching the discourse on Quadruple Helix-based social policy collaboration at the local level and provides practical effectiveness in empowering the governance of national nutrition programs based on multi-actor partnerships.

Abstract

This study examined the influence of elite manipulation of the levy system on stakeholders’ engagement in development initiatives in Nigeria’s Niger Delta. Several social research studies have basically addressed issues like oil theft, oil exploration, environmental challenges caused by oil spillage, ethnic conflict, and political neglect. This study differs in perspective as it undertakes an extensive review of the sociological aspects of the community levy system and stakeholder management, involvement, and roles in developmental concerns that affect the region. The objective was to determine how elite interference in the allocation and distribution of community levies affects trust and participation among key stakeholders, including local communities, oil firms, and government agencies. Based on the Elite Theory, which posits that power structures often manipulate resources for private gain, the study employed a quantitative research approach using a cross-sectional survey design. A total of 400 participants were purposively and randomly selected from the Niger Delta communities. Data were collected using a structured questionnaire designed to capture respondents’ perceptions of levy management, elite influence, and stakeholder engagement. Descriptive statistics and the Pearson Product-Moment Correlation were employed to analyze the data and identify relationships among the variables. The findings revealed a significant negative correlation between elite manipulation of community levies and stakeholders’ active participation in local development efforts. It was observed that elite control over levy disbursement erodes community trust and discourages collaborative engagement in development planning and implementation. The study recommended that the Nigerian government and international development partners strengthen accountability and transparency mechanisms in community levy management. Furthermore, it advocated for inclusive governance frameworks that empower local stakeholders, enhance participatory decision-making, and curtail elite dominance in the management of developmental resources. These measures would promote equitable resource utilization and foster sustainable development in the Niger Delta region.

Abstract

This study examines the complex intersection between transactional sex, digitalization, and institutional administration in selected tertiary institutions in Southwest Nigeria. While e-administration initiatives are increasingly adopted to enhance service delivery and academic transparency, unintended consequences have surfaced, notably the rise in transactional sexual relationships. These relationships, often involving the exchange of sex for material benefits or academic favors, are now frequently facilitated by digital platforms such as social media and mobile banking, complicating oversight and ethical governance in higher education. Grounded in Bronfenbrenner’s Bio-ecological Systems Theory and Technological Determinism Theory, the study provides a theoretical lens for understanding how multi-layered social environments and advancing digital technologies interact to shape student behaviors, power dynamics, and exploitative practices within educational settings. Using a qualitative research design, in-depth interviews were conducted with 30 students (25 female, 5 male) across five universities. Findings revealed six major themes: students’ perceptions of transactional sex, its root causes, associated health risks, proposed remedies, perceptions of digitalization, and its challenges. Transactional sex emerged as a survival strategy driven by poverty, peer influence, social norms, and digital anonymity. Reported implications included gender-based violence, unwanted pregnancies, sexually transmitted diseases (such as HIV/AIDS), and academic decline. At the same time, participants acknowledged digital learning’s flexibility and administrative efficiency but noted concerns regarding digital distractions, infrastructure deficits, and weakened interpersonal relationships. The study concludes that while digitalization promotes institutional efficiency, it also inadvertently fosters exploitative behaviors that threaten student welfare and institutional integrity. It recommends behavior change campaigns targeting students and parents, university-based health education programs, and poverty alleviation initiatives, such as scholarships, vocational training, and regulatory safeguards, to promote ethical conduct, protect vulnerable groups, and strengthen academic integrity.

Abstract

This study rigorously assesses the contribution of e-governance to sustainable educational development in Nigeria, addressing persistent gaps in access, efficiency, and equity. Utilizing a systematic literature review, this paper evaluates key e-governance initiatives (such as JAMB’s digital systems, WAEC’s e-testing, and platforms like uLesson) and assesses their alignment with the Sustainable Development Goals (SDGs), specifically SDG 4 (Quality Education) and SDG 16 (Strong Institutions). Findings confirm that while digital implementation generally enhances transparency, access, and administrative efficiency, its transformative impact is inconsistent due to prevailing systemic challenges, notably infrastructure deficits, disparities in digital literacy, and institutional corruption. The research demonstrates that these underlying issues impede the full realization of e-governance potential. The key contribution of this paper is highlighting the critical need for comprehensive policy reforms, targeted infrastructure investments, and leveraging public-private partnerships to bridge implementation gaps, offering actionable insights for policymakers in emerging economies seeking sustainable digital transformation in education.

Abstract

In the face of the ergonomics of the work environment, the state-of-the-art equipment and raw materials available, which make production possible, human resources are considered the most germane factor that enables production to happen. Employees are regarded as the lifeblood of any organization (for-profit and non-profit alike). However, despite its importance, some organizations still face various difficulties, particularly non-profit organizations, in realizing the advantages of managerial abilities, which include employee career development practices that offer both off-site and on-site opportunities for employees. This study, therefore, examined the effect of human resource development on employee performance in non-profit organizations, focusing on the International Secretariat and the Faith Bible Institute Complex of a selected faith-based organization. The purpose was to analyze how career development, on-site, and off-site training influence employee motivation and performance. A descriptive research design was adopted, and data were collected through structured questionnaires administered to 200 clergy members, both ministerial and non-ministerial. Out of 133 retrieved questionnaires, 108 were valid and analyzed using regression analysis with the Statistical Package for Social Sciences (SPSS). The findings revealed that career development (β = 32.2%), on-site training (β = 18.8%), and off-site training (β = 14.9%) significantly influenced employee motivation at a 0.05 significance level, indicating that these human resource development practices were well implemented, though capable of further improvement. The study implies that management should give due attention to employee welfare, opinions, and initiatives—particularly among lower-level staff—as continuous career development and training opportunities enhance emotional commitment, motivation, and performance, thereby strengthening employees’ affective attachment to the organization.
