Abstract

In the digital era, public discourse on government policies has shifted significantly to online platforms. This presents valuable opportunities for governments to assess real-time public sentiment. However, prior studies on sentiment analysis in public policy remain fragmented, often lacking methodological consistency and domain-wide synthesis. This study conducts a Systematic Literature Review (SLR) to consolidate insights on the techniques, datasets, and trends involved in sentiment analysis applied to government development policies. The review identifies SVM, BERT, and Naive Bayes as the most frequently used and effective methods, with SVM excelling in structured data and simpler tasks, and BERT demonstrating superior performance in handling nuanced textual data. Lexicon based tools such as VADER are also used for quick sentiment classification. Social media platforms, particularly Twitter, emerge as the dominant data sources due to their high volume and real-time nature, while evaluation metrics such as precision, recall, F1-score, and confusion matrix are commonly applied to assess model performance. The findings also reveal evolving research interests from early focus on health policies to recent interest in infrastructure, environmental, and technology-related policies. Public sentiment across these areas varies, with health and environmental policies often eliciting negative responses, while technology policies show more neutral to positive sentiment. By synthesizing methods, datasets, evaluation strategies, and policy domains, this review provides a structured foundation to future research and supports policymakers in designing strategies.

Abstract

Located on the northern coast of Java near Jakarta, Muara Gembong is confronted with significant environmental health threats due to land control issues, land conversion, and pollution from the Citarum River. These factors contribute to poor water quality in residential areas, making the water unsuitable for clean water use. The objective of this study is to investigate the vulnerability and factors influencing the health resilience of populations who rely on groundwater. The research utilizes qualitative and quantitative correlational methods, gathering data from 40 respondents in Pantai Mekar Village, Muara Gembong, West Java, through questionnaires. Three proposed hypotheses were processed using SPSS. The findings reveal that environmental health in Muara Gembong, particularly sanitation and clean water access, remains a significant problem, leading to increased vulnerability to infectious diseases. Key discoveries include a substantial relationship between knowledge of groundwater quality and community health resilience (0.000 < 0.05), a link between water sanitation attitude in coastal areas and health resilience (0.002 < 0.05), and a combined effect of groundwater quality knowledge and sanitation attitude on health resilience (0.001 < 0.05). Collectively, groundwater quality knowledge and sanitation behavior contribute 36.5% to the health resilience of coastal groundwater users.

Abstract

This research aims to develop a strategic plan for power infrastructure to support the expansion of production capacity at CVM CORP, with a particular focus on the Eastern Block. The implementation of Eco Mechanized Mining has encountered several key obstacles, including insufficient power supply capacity, high operational electricity costs, slow response to power outages, and significant delays in the development of a new Switching Station (SS), which has been under planning since 2018. Through Current Reality Tree (CRT) analysis, the main root cause was identified as the overreliance on SS TEU as the sole power source for the entire operational zone. To address these issues, the proposed strategy includes the development of a new Switching Station near the company’s PLTU (steam power plant), determination of the optimal site using the Analytic Hierarchy Process (AHP), project scheduling via the Critical Path Method (CPM), cost-efficiency evaluation using full costing and the Levelized Cost of Electricity (LCOE), and investment feasibility analysis utilizing IRR, NPV, and Payback Period metrics. Additionally, the load distribution between SS TEU and the proposed new SS has been redesigned to enhance power efficiency and lower electricity expenses. The results show that a hybrid electricity supply model (PLN–PLTU) substantially reduces electricity costs and helps achieve production targets. The investment also demonstrates strong financial viability, with an IRR of 1398%, a Net Present Value (NPV) exceeding IDR 4.47 trillion, and a payback period of just one year. Project implementation is targeted to start by July 19, 2025, and be completed before October 21, 2026, with continuous risk mitigation throughout the execution phase. This comprehensive strategy ensures greater reliability of the power system and strengthens long-term operational resilience for CVM CORP.

Abstract

The implementation of a respectful workplace policy plays a crucial role in fostering a safe, inclusive, comfortable, and productive work atmosphere—particularly in the mining industry, which is known for its dynamic and complex operational environment. This research aimed to explore and determine effective strategies for implementing such a policy, with the goal of nurturing a culture rooted in mutual respect and aligned with organizational values and strategic objectives. The study employed a modified Delphi method, conducted over several rounds, with participants representing various organizational levels. Programs that achieved at least 75% consensus in the final round were examined further to establish implementation priorities based on both their effectiveness, impact and operational relevance. Findings highlighted several critical factors affecting the successful implementation of respectful workplace practices, including organizational culture, leadership and management commitment, alignment with corporate strategy, company core values, as well as communication and human resources practices. Strategies linked to these key elements were carried out simultaneously, incorporating initiatives such as embedding a culture of respect, enhancing HR competencies, building supportive infrastructure, launching an independent whistleblower system, and rolling out a comprehensive campaign across all operational units. Leadership emerged as a vital driver, responsible for accelerating progress and reinforcing an inclusive work environment. The respectful workplace policy must be systematically integrated into the company’s broader culture and strategic framework to ensure its long-term success.

Abstract

Supply chain ambidexterity (SCX), A strategic approach to balance exploration and exploitation within supply chain operations, has emerged as a critical capability in dynamic and competitive business environments. This study presents a systematic literature review (SLR) to synthesize existing theoretical developments and empirical findings on ambidexterity approach in the field supply chain. Drawing from 202 peer-reviewed articles published between 2015 and 2025, this review identifies the key themes, theoritical progressions, key dimensions, and performance implications associated with SCX. The analysis reveals that SCX has evolved from a loosely defined concept to a structured multidimensional construct, commonly measured through capabilities, and strategic orientations. Empirical studies confirm a positive association between SCX and firm performance, particularly in terms of adaptation, innovation, and resilience. However, the review also uncovers trade-offs, such as resource constraints and structural misalignments, which challenge firms attempting to implement SCX effectively. Furthermore, the review reveals variation in how SCX is conceptualized through its key dimensions, and identifies a lack of longitudinal studies examining its development over time. By integrating theoretical and empirical perspectives, this study contributes a comprehensive understanding of SCX and proposes directions for future research, including cross-industry comparative analysis, dynamic capability integration, and context-sensitive SCX frameworks. The findings aim to support both scholars and practitioners in advancing the strategic deployment of SCX.

Abstract

Access to justice is a fundamental principle in a democratic legal system, reflecting the right of every individual to obtain equal legal protection regardless of social or economic background. In Malang Regency, the provision of legal aid for the poor and vulnerable groups is regulated by Malang Regent Regulation No. 31 of 2023, which aims to ensure that these rights are respected. However, challenges in implementation remain, including the absence of empirical evaluation regarding the program’s impact on local communities. This study adopts a qualitative approach with an interpretivist epistemological stance to evaluate the impact of the legal aid program in Malang Regency. Through in-depth interviews and contextual analysis, the research explores community experiences in accessing legal services and the socio-cultural challenges that influence them. Findings indicate that limited access to information, education, resources, and legal assistance hinders the empowerment of vulnerable groups in realizing their fundamental rights. The study emphasizes the importance of expanding the criteria for legal aid beneficiaries beyond economic factors to include other vulnerable groups, such as persons with disabilities, women and children survivors of violence, and street children. Using the theoretical frameworks of Public Policy Analysis and Program Evaluation, this study argues that effective legal aid provision requires not only procedural mechanisms but also community-based empowerment strategies and the integration of local cultural values. Policy recommendations include strengthening the institutional capacity of legal aid organizations, expanding public legal education, increasing budget allocations, and fostering collaboration between government agencies, community leaders, the private sector, and universities. This study contributes to public policy discourse by asserting the need for inclusive and socially just access to legal protection.
