Abstract

This study examines the implementation of consumer protection law within service businesses in Tomohon City, focusing on the extent to which business operators understand and apply Law No. 8 of 1999 concerning Consumer Protection. The main objectives of the study are to assess the level of legal awareness among service business operators, identify the forms of consumer protection provided, and analyze the barriers to effective implementation. The research also explores the mechanisms used by businesses to resolve consumer disputes and the occurrence of consumer rights violations. This study employs a descriptive quantitative approach with a survey methodology, using a structured questionnaire distributed to 30 service business operators in various sectors, including tourism, culinary, and domestic services. The findings reveal that the majority of respondents possess a moderate level of understanding of the consumer protection law, with a significant gap in the application of more comprehensive consumer protection measures such as service guarantees and compensation. Additionally, internal mediation is the most commonly used dispute resolution mechanism, while formal channels such as the Consumer Dispute Settlement Agency (BPSK) and legal intervention are underutilized. The study also highlights significant barriers to effective implementation, including limited supervision and a lack of legal awareness among business operators. The absence of formal consumer complaint channels in many businesses further exacerbates the situation, leading to an environment of limited accountability. The implications of this study emphasize the need for increased legal education and training for service business operators, particularly in the informal sector. Government and civil society organizations must collaborate to enhance legal literacy and facilitate better consumer protection practices. Future policy recommendations include simplifying legal procedures and strengthening consumer protection institutions to foster a more equitable and transparent service economy in Tomohon.

Abstract

This study aims to examine the implementation of agrarian law in Tomohon City, focusing on land status, challenges in enforcement, the impact on natural resource management, and the role of the community in these processes. The research used qualitative methods, including interviews, observations, and document analysis, to gather data on the current agrarian law implementation. The results indicate that while Tomohon has comprehensive regulations, such as Regional Regulation No. 12 of 2013 on Natural Resource Management, the actual implementation remains limited to specific areas. Coordination between relevant institutions, such as the Land Office, the Environment Agency, and the Public Works and Spatial Planning Agency, is weak, hindering effective land and resource management. Additionally, land use changes, particularly the conversion of agricultural land to residential and industrial areas, have led to agrarian conflicts. Another key challenge is the insufficient supervision of land use, allowing violations of agrarian law, such as unauthorized land utilization. Despite some positive impacts on maintaining agricultural land, land conversion has caused significant environmental damage. Moreover, the community’s understanding of agrarian law is still low, which limits their participation in land and resource management. Based on these findings, this study recommends enhancing supervision, improving coordination between government agencies, and increasing public awareness and participation in agrarian decision-making processes. These efforts are essential to improving agrarian law enforcement and ensuring sustainable land and resource management in Tomohon City. The findings contribute to the development of more effective agrarian policies in both urban and rural areas.

Abstract

This study aims to examine the implementation of legal consumer protection in electronic transactions within the local economic sector of Tomohon City. With the increasing use of digital platforms for commercial activities, it is essential to assess how existing regulations are understood and applied by both consumers and business actors in small urban areas. A mixed-methods approach was employed, combining quantitative data from a closed-ended questionnaire completed by 20 consumer respondents and qualitative data obtained through in-depth interviews with 10 MSME operators. The findings reveal a low level of consumer awareness regarding their rights under national laws such as Law No. 8 of 1999. Most consumers did not file formal complaints despite experiencing transactional issues, often due to lack of knowledge or perceived complexity of the process. On the business side, many MSMEs lacked understanding of their legal obligations and relied on platform-specific policies without verifying compliance with national regulations. Informal dispute resolution remained the preferred method among both parties. The study highlights a significant gap between regulatory frameworks and actual practices, emphasizing the need for targeted education and institutional support. To improve the digital transaction environment in Tomohon, local authorities should enhance consumer literacy and provide guidance for MSMEs on legal compliance. This research contributes to the understanding of digital consumer law implementation in non-metropolitan contexts and offers insights for policy development and capacity-building initiatives.

Abstract

The spread of Foot and Mouth Disease (FMD) in livestock throughout the former Semarang Residency area from 1981-1986 was a disease that played a role in the history of Indonesian livestock farming. The outbreak began in Blora and quickly spread to neighboring areas, including Grobogan, Semarang, and Salatiga, due to inadequate biosecurity and the influx of imported infected animals. This study aims to understand how FMD impacted local livestock production and how the government responded to contain the epidemic. Using historical methods involving heuristics, source criticism, interpretation, and historiography, this study draws on archival documents, official reports, newspapers, and oral histories from affected farmers. The study findings reveal that FMD caused major disruptions in meat and milk production, economic losses for farmers, and public panic. In response, the government implemented mass vaccination programs, quarantine zones, and movement restrictions. A key outcome of these efforts was Indonesia’s official declaration as a FMD-free country in 1986, which was later recognized by international organizations. The novelty of this study lies in its historical perspective on veterinary crisis management and the strategic role of livestock policies during national emergencies, which offers some novelties in the history of foot and mouth disease in Indonesia.

Abstract

This study explores how Javanese domestic workers interact with Chinese-Indonesian employers in Semarang after 1980, amid ongoing social tensions and ethnic differences in Indonesia. Using a qualitative approach and case study method, data were collected through interviews, observations, and document analysis from several Chinese-Indonesian households employing Javanese domestic workers. The findings reveal that, despite the presence of inequality in the employment relationship, daily interactions often reflect forms of social harmony. This harmony emerges through mutual understanding, cultural tolerance, and various negotiation strategies employed by both parties. Harmony, in this context, does not imply the absence of conflict but rather the ability to manage differences in order to maintain a stable working relationship. This research offers new insights into the intersection of ethnic and class relations in everyday life and contributes to a deeper understanding of interethnic relations and social dynamics in Indonesia.

Abstract

This article analyzes the shift from fishermen to industrial workers in the coastal region of Gresik between 1996 until 2000. Traditionally, Gresik’s coastal communities relied on fisheries due to the region’s significant maritime history. However, the industrial wave in the New Order era, marked by the establishment of large factories like PT Semen Gresik and PT Petrokimia, initiated an economic transformation. Based on interviews from local residents and using archival data, this study focused on the ecological, socioeconomic, and overexploitation factors leading to this shift using a historical framework. This study indicates the availability of industrial jobs led to a greater migratory pull due to increased social security and income stability. Such changes not only transformed the economic landscape of the region but also the social identity by undermining traditions and collectivist frameworks. The study broadens the scope of understanding how the convergence of local conditions and national economic policies brings about significant social change.

Abstract

This research explores the acquisition and strategic function of Soviet military equipment in the Indonesian Armed Forces (TNI) during the period 1960–1975. This study employs historical methods, including heuristics, source criticism interpretation, and historiography. The study draws upon primary sources such as official military documents, memoirs of key military figures, and archival reports, as well as relevant secondary literature. The findings reveal how Indonesia, in response to Cold War geopolitical dynamics and the deterioration of relations with the West, turned to the Soviet Union for large-scale military modernization. Soviet-supplied weaponry such as MiG fighter jets, Whiskey-class submarines, and SA-2 missiles significantly enhanced Indonesia’s military capacity, especially in the context of Operation Trikora and Operation Dwikora. However, the political shift post-1965 under the New Order regime led to severed ties with the Eastern Bloc, resulting in severe logistical setbacks and eventual decommissioning of Soviet weaponry. Despite this, Indonesia successfully adapted its defense strategy and conducted Operation Seroja in 1975 using restructured forces and new alliances. This study contributes to understanding the long-term impact of foreign military dependence and the evolution of Indonesia’s defense posture during a volatile geopolitical era.

Abstract

Urban villages are the term for housing or residences of lower-class people in the city. In the city, villages are closely associated with marginalization that grows and develops without normative standards. Villages that are mostly from lower-class communities are often victims of policies, isolated, and even complex about social problems such as slums and crimes committed. One of the villages with these social problems is the Kuningan village located in the city of Semarang. In general, the crimes committed in the Kuningan village form a negative image in the city, the crimes committed are a form of situational crime due to the pressure of fulfilling life's needs. In this study, the main focus is on efforts to eliminate the negative image of the Kuningan village in the city of Semarang in the period 1995-2017. Data collection was carried out by searching for document studies and literature studies. The results of this study provide information about the development of the community and the Kuningan village area of ​​Semarang in dealing with social problems in the period from 1995 to 2017 which has experienced fluctuations in environmental conditions due to both natural and human factors.

Abstract

This study aims to analyze the implementation of project based learning in the learning evaluation course for students of the History Education Study Program at Universitas PGRI Argopuro Jember. Focus of his research is on the form of implementation of project based learning in learning evaluation courses, the results of implementing project based learning and student learning activities, as well as student responses regarding project based learning. The approach used is qualitative with descriptive method and determining informants with purposive sampling technique. That is, the data obtained in this study is presented in the form of written words from the observed object and has been determined. Data collection techniques are in the form of observation sheets and interviews. the results of the research are as follows: a) the form of implementing project based learning for students in the form of observation, interview and documentation assignments in 12 school locations in Jember Regency; b) implementation results show data on 12 schools from various levels of education along with their curricula. Student learning activities have increased with the acquisition of new skills and experiences after the activity; c) Students learning activities also showed positive changes, with various new experiences and skills gained during the activity. This is reflected in the table of student learning activity evaluation results, with an average score of 29.3 per group and a percentage of 91.61%. the implementation of project based learning received a good response from students to be reapplied to other courses

Abstract

Memes, as part of the digital cultural landscape, have evolved into a widely used means of communication among Generation Z. More than just humorous content, memes often carry embedded messages involving social critique, cultural expressions, and political undertones. This study aims to examine the linguistic styles employed in Indonesian-language memes and how these styles illustrate aspects of pop culture within Generation Z. A descriptive qualitative approach was applied using stylistic and semiotic analysis. The data were drawn from popular memes circulating on social media platforms such as Instagram and Twitter. The findings indicate that the most common language styles used include irony, metaphor, hyperbole, and sarcasm, frequently accompanied by slang and code-mixing. These stylistic patterns reflect Generation Z‘s expressive, critical, and highly connected nature within global pop culture. Memes thus serve as tools for cultural articulation and social commentary among young Indonesians.
