Abstract

Micro, Small, and Medium Enterprises (MSMEs) play a crucial role in the Indonesian economy, but still face various challenges in effective and efficient business management. One solution to improve the professionalism and productivity of MSMEs is to implement Standard Operating Procedures (SOPs). This community service aims to develop and implement SOPs at the UMKM Center Saung Ciburial, a business unit that plays a role in local economic empowerment. This activity is carried out with a participatory approach, which involves preliminary studies, focus group discussions (FGDs), SOP preparation training, intensive mentoring, and SOP implementation and monitoring. The results obtained show that the implementation of SOPs can improve operational efficiency, product consistency, and transparency in business management. With a clear and systematic SOP, Saung Ciburial MSME Center can operate more professionally and sustainably, so that it can compete in a wider market.

Abstract

Because it can harm the nation's values, the government views the distribution and usage of drugs as one of the major national issues. Drug offenders frequently receive punishments based on court rulings that fall short of providing a sense of justice and legal clarity. Articles 114, 112, and 127 of Law Number 35 of 2009 concerning Narcotics are among the provisions that are frequently utilized to trap offenders in drug-related crimes. As a result of the articles' multiple interpretations, drug dealers and other criminals will pretend to be victims of drug-related crimes. that this will affect the imposition of short sentences, leading to unfairness in the process of implementation. The data and facts gathered by examining court rulings pertaining to criminal penalties against drug offenders and connecting them to relevant laws and regulations constitute the normative legal nature of this research, which is a method that describes or explains a fact in a methodical manner. According to the study's findings, this appears to be far more challenging in the realm of drug law enforcement. It appears that our law enforcement is ingrained in prioritizing criminal consequences. On a local, national, and worldwide scale, extraordinary encouragement is required. Regarding the case under investigation, the judge of the Medan District Court found the defendant legally and convincingly guilty in accordance with Article 112 paragraph (1) of Law No. 35 of 2009 concerning Narcotics.

Abstract

Dental caries remains a prevalent public health issue, particularly in rural areas with limited access to dental care. This study aimed to assess the oral health status of residents in Randegansari Village through dental screening and DMF-T score analysis. A cross-sectional study was conducted on 15 participants aged 13–65 years. The results showed a high DMF-T score, with missing teeth contributing the most. The high prevalence of tooth loss and untreated caries indicated inadequate access to dental care and a lack of awareness regarding oral hygiene. The primary challenges identified were the absence of preventive measures and limited access to restorative treatment. To address this issue, educational programs on oral health, preventive interventions such as fluoride applications, and improved access to dental care are essential. The study concludes that increased community awareness and dental services are necessary to reduce caries prevalence and improve oral health in rural populations.

Abstract

The effectiveness of the budget implementation of a government agency is reflected in the absorption of the budget. This study examines the budget absorption indicators of the Ministry of Investment and Downstream Industry/BKPM for the year 2023 using the performance indicators for budget implementation derived from the PER-5 PB 2022 and 2024. With low absorption at the beginning of the year and a significant increase in the last quarter, the results of the analysis reveal anomalies in the absorption pattern, which suggest a slow pattern of backloading of expenditure. Internal management, budget reallocations that undermine the stability of planning and implementation, and policy and regulatory changes, such as mid-year budget changes, are the main sources of imbalance. The quality of budget implementation can be improved to promote efficiency, effectiveness, and optimization of the use of the budget following the principle of value for money in public finances. To overcome these problems, more realistic budget planning is needed, based on historical data and real needs. In addition, regular monitoring and evaluation mechanisms need to be reinforced to ensure consistency between budgetary targets and implementation in each quarter.

Abstract

The Rural and Urban Land and Building Tax (PBB-P2) is one of the main sources of Regional Original Revenue (PAD) in Bandung Regency. This study analyzes the effectiveness of PBB-P2 revenue and its contribution to PAD during the 2019-2023 period. The results of the analysis show that although the potential PBB-P2 revenue is high, the realization of revenue fluctuates, where in 2019-2021 the target was achieved, but decreased in 2022-2023. Factors such as taxpayer compliance, administrative systems, and local fiscal policies affect target achievement. The programs owned by the Bandung Regency Regional Revenue Agency have a positive impact on increasing taxpayer compliance, but are not optimal enough to increase revenue effectiveness. Overall, the contribution of PBB-P2 to PAD is still relatively low, ranging from 9%-11% annually. Therefore, a more comprehensive strategy is needed to optimize local tax revenue to increase its effectiveness and contribution to PAD.

Abstract

The main goal expected by the administrators of the Raharja Farmer Group is to achieve food security in Cibanteng Village. However, the skills related to organic vegetable cultivation and the availability of essential farming materials and tools such as seeds, organic fertilizer, pots, plastic containers, and others are still suboptimal. The community service method involved a series of discussions with representatives of the farmer group, including local residents, retired civil servants, and housewives. These discussions focused on the importance of organic vegetable cultivation techniques, the production of liquid organic fertilizer enriched with phytohormones, and the practical application of planting organic vegetables. Active participation from community members and intensive mentoring, both in person and via online platforms such as WhatsApp, significantly contributed to the success of the program. Residents successfully cultivated and harvested vegetables such as kangkung and pakcoy in their home gardens. This not only increased their organic vegetable consumption but also had a direct impact on reducing household expenses. The harvest enabled savings on vegetable purchases for up to one week and promoted household-level food independence. Evaluation results indicate that the program met the needs of the community partners and effectively reduced their reliance on local markets. Additionally, the use of shallot waste as liquid fertilizer improved soil fertility and ensured the quality of the organic crops. This success demonstrates the potential for long-term sustainability if managed properly through the institutional support of the farmer group.
