Abstract

Based on Law Number 40 of 2009 concerning Youth, the youth category is 16 to 30 years old. In the 2021 BPS, the number of youths in South Sumatra reached 359,151. Youth development is carried out in order to improve the spirit of leadership, entrepreneurship, and youth pioneering so that, in the end, it can produce advanced youth, namely youth with character, capacity, and competitiveness (Heri, 2015). The purpose of this research is to explain the Implementation of the Inter-Country Youth Exchange Program at the South Sumatra Dispora related to HR Development as an effort to Build Youth Character in South Sumatra. The results showed that participants who received program benefits admitted that they did not receive optimal benefits. In addition, some parts of the activity did not run optimally because they were only virtual. The beneficiaries also stated that they could not accept the opportunity for internships. This is different from the beneficiaries of the program in the normal era. Another finding is that the PPAN program has not been optimally socialized in all districts and cities. A letter of notification regarding the PPAN program from the Ministry of Youth and Sports addressed to the Provincial Dispora, which was then forwarded to the district or city Dispora regarding the selection of the PPAN program, did not reach the sub district, village, or kelurahan. Because the district or city Dispora has not optimally escorted it to the sub-districts because there is no socialization budget yet.

Abstract

The involvement of women in several village development programs which is still very low when compared to the quantity of men's involvement in government and village development programs is the background of this research. The research was conducted in Pulau Semambu Village, Ogan Ilir. The formulation of the research problem is how the role of the PKK organization in village development is viewed from a structuring perspective. The purpose of this research is to see the role of the PKK organization in village development. The method used is Descriptive Qualitative with data analysis techniques with Miles and Huberman's interactive model and data validation with triangulation. The results showed that the role of the Pulau Semambu Village PKK organization had a positive impact on the development program, but not all of the main PKK programs had gone well. There are still obstacles in managing the PKK organization, especially human resources, infrastructure, and budget issues. The government needs to provide support to PKK managers at every level both materially and immaterially.

Abstract

The quality of public services is the most important thing to know whether they are successful in fulfilling services. The quality of service reflects the quality of the bureaucracy. The objectives of the study include identifying weaknesses or shortcomings of public service delivery and measuring the tendency of public satisfaction level with public services. Using a survey method with 100 respondents. The analysis technique uses a descriptive statistic. The results showed that there are 3 dimensions of service that need to be improved, including: (1) The dimension of fairness of costs / tariffs in services; (2) The dimension of conformity of service products between those listed in the service standard and the results provided and (3) Dimensions of quality of facilities and infrastructure.

Abstract

This research aims to analyze settlement patterns spread across several areas in Palembang City, especially in the city center which have been formed based on population composition in the upstream, transitional and downstream watersheds. The city of Palembang is in a lowland area, formed on a swamp with many tributaries from the main river that divides the city, namely the Musi River. The Musi River divides Palembang City into 2 regions, namely Upstream (Seberang Ulu) and Downstream (Seberang Ilir). The tributaries are divided geographically according to the area, there are 15 tributaries upstream and 9 tributaries downstream. Since the river was formed, the residents of this city have lived along the watershed by building residences both periodically and permanently. This longitudinal pattern downstream of the sub-watershed empties into the Musi River. Apart from the longitudinal pattern, a random/scattered pattern is also formed to fill empty land between settlements along the watershed. Another pattern that is further away from the watershed is a centralized pattern where the buildings are neatly and orderly designed. The composition of the population living in these settlement patterns is important to research because it is an indicator of sustainable development. The composition includes demographic characteristics, social status with stratification therein, economic stratification, population distribution both geographically and administratively and surviving culture. These five characteristics can determine the type of housing being built and describe the level of community welfare.

Abstract

Indonesia as a country with a population spread across various islands certainly has differences in each region or region. Prosperity that is built in every region or region in Indonesia can enable people to have a decent standard of living. Welfare and empowerment are interconnected in society. Community empowerment in villages also needs to be carried out continuously so that the local economy can compete in the current era of globalization. This is the basis for this research. The aim of this research is to determine the role of BUMDes in empowering the community of Kedungwonokerto Village, Prmain District, Sidoarjo Regency. The village government forming BUMDes is one step in reviving the local village economy. The role of BUMDes in community empowerment can be seen as the first step in helping to improve the local village economy. The village government together with BUMDes contribute by becoming a forum for existing and newly started business actors so that they can continue to grow and develop. This research uses qualitative research based on the results of observations, interviews and documentation. The results of this research are that BUMDes provides efforts to empower the community through training and outreach activities, creating a website to sell products online, establishing a special place for village communities to sell or culinary as well as bazaar activities aimed at introducing village community business products.

Abstract

In disclosing allegations of wrongdoings or corruption, an effective whistleblowing reporting and handling system is required as a form of implementing good corporate governance in public services carried out by the government. By conducting a study on the implementation of the complaint system and whistleblowing system at the Anti-Corruption & Civil Rights Commission of Korea (ACRC), this research aims to determine and analyze the implementation of the whistleblowing system and the factors that influence the effectiveness of complaint management. Through a systematic literature review using PRISMA 2020 and organizational capacity analysis by using Douglas Horton’s theory, it is concluded that a complaints system must be supported by policies and strategies from top management, human resources, technological infrastructure support, monitoring and evaluation processes, and networks as an effort to increase capacity in order to create a complaint handling system and effective policy. In addition, a policy of reward and protection for whistleblowers is needed which supported both internally and through collaboration with other agencies so that whistleblowers feel safe in reporting suspected wrongdoings.

Abstract

This study aims to examine the Complete Systematic Land Registration (CSLR) policy in Baubau City and its impact on sustainable development. This study used qualitative methods by using interviews, document analysis, and field observations to collect data. A sample of respondents consisting of government officials, community members, and community leaders was selected by purposive sampling. Based on the analysis conducted, this study concludes that the successful implementation of CSLR policies in Baubau City has significant implications for sustainable development, including inclusive economic growth, social stability, and increased community participation in the regional development process. Understanding the dynamics of this policy can assist the government and stakeholders in implementing appropriate measures to ensure its sustainable benefits to the people and environment in the city. This research makes a significant contribution to the field of public policy and sustainable development by increasing understanding of policy effectiveness approaches in the context of land registration policies at the local level. This research also provides insight into the factors that influence the successful implementation of CSLR policies. However, this study on CSLR policy and sustainable development in Baubau City has some limitations. The study focuses only on policy aspects without considering the perspectives of local communities, who have unique knowledge and experience and can provide valuable insights into policy implications. Therefore, future research needs to expand the scope of analysis to include policy results, implementation processes, and constraints faced by policy implementers and the public.

Abstract

 The purpose oh this study was to determine the quality of service for making birth certificates at the population and Civil Registry Office of Simalungun Regency as well as barriers to service quality in making birth certificates at the Population and Civil Registry Office of Simalungun Regency. The problems found are the level of public awareness is still low, the lack of socialization provided by the Office to the community, the distance from the sub-district location, and the network system is not good. The research method that the researcher uses is descriptive qualitative research method. Data were collected based on data collection techniques by conduting interviews, observations, documentation, and literature studies. The data analysis technique that the researcher uses is data collection, data reduction, data presentation, and drawing conclusions. The theory that researchers use is the theory of service quality according to Zeithaml, namely tangibles, reliability, responsiveness, assurance, empathy. The result showed that the quality of service at the Department of Population and Civil Registry of Simalungun Regency was quite good even if is notoptimal. This can be seen from the Tangible indicators that have been sufficiently proven with the availability of facilities such as computers and laptops. Responsiveness the given by employees to the community who do not understand the birth certificate requirements. Assurance provided employees are good seen from the timeliness and service according to the SOP and the Empathy that the Department has is very good and also high.

Abstract

This paper aims to find out the role of the BPD in the process of making village regulations and what factors hinder it. The problem is focused on the Village Consultative Body, which is one of the most important institutions in village administration, especially in making village regulations. In order to approach this problem, theoretical references are used from seeing and directly assessing conditions and situations in the field naturally and in accordance with what is happening in the food. The data wer e collected through village consultative bodies, village heads, village secretaries and other village officials, deputy chairmen of LKMD, youth organizations and the local community and were analyzed qualitatively. This study concludes that in the implementation of the BPD's role during the design process until the completion of village regulations, it can be seen from three indicators, namely the active role, participatory and passive roles have not been fully implemented and the results of village regulations that have been ratified have not fully fulfilled the expectations of the community. this is based on several factors that become obstacles, namely, communication between BPD management and members is not well established, special budgets during the perdes design process do not exist, and commitment within the BPD institution in carrying out duties is still lacking, the resources of members of the village consultative body are still lacking. low and for experience is still lacking.

Abstract

The advancement of digitalization has significantly influenced the behaviors and culture of rural communities. This research aims to provide an in-depth insight into the complexity of the impact of digital transformation on the behaviors and culture of rural communities while highlighting the importance of addressing these challenges wisely and proactively. The research methodology employed in this study is descriptive qualitative with a literature review approach. Through literature analysis, this study explores various impacts of digitalization transformation on rural communities in Indonesia, including access to new information, economic opportunities, changes in behaviour regarding information access, communication, education, agriculture, healthcare, and economic empowerment. Findings indicate that digitalization has opened access to information and new economic opportunities for rural communities, mainly through the widespread penetration of the Internet and the adoption of digital technologies. Furthermore, changes in the behavior of rural communities occur across various aspects of life, including communication, education, healthcare, and agriculture. Despite the benefits of digitalization, efforts must mitigate adverse impacts such as online fraud and the spread of false information. Therefore, inclusive, and sustainable strategies for digital village development and increasing digital literacy are crucial in maximizing the benefits of rural digitalization in the future.
