Abstract

High urban vehicle growth rate results in high traffic jam rate and makes the portrait of urban transportation dull. It is a challenge and an opportunity all at once to provide smart mobility system. Smart mobility is a mobility system enabling the arrival at destination through less mobility, move freely, and less travel time. This study aims to find out the implementation strategy in bringing Smart Mobility into Reality. The strategies used were firstly, diversification strategy, the synchronization and cooperation with Central and Provincial governments. Secondly, it is aggressive strategy involving the strategy of applying E-Gov through IT Development, strategy of reinforcing the integration between Transportation modes and strategy of developing Office Strategy Plan referring to Master plan of Smart City. The method employed was qualitative one. Techniques of collecting data used were FGD and data documentation, while data analysis was carried out using A Procedure for Data Analysis. The result of research showed that there is a diversification strategy including providing smart public transportation (BST and feeder) and agglomeration transportation (TransJateng). Meanwhile, aggressive strategy includes 1) the strategy of intensifying the application of e-Gov through and developing IT of public transportation in “buy the service” scheme using TEMAN bus application, 2) strategy of reinforcing integration between Transportation modes in the form of improving accessibility of public transportation (BST) with feeder and agglomeration transportation (TransJateng), and 3) improving smart mobility by improving service quality and accessibility of public transportation.

Abstract

Fakultas Ilmu Sosial dan Politik Universitas Sebelas Maret memiliki 13 riset grup yang menggeluti isu-isu sosial humaniora, untuk menguatkan peran Tri Darma Perguruan Tinggi. Artikel ini disusun berdasarkan meta data topik-topik peneitian yang dilakukan oleh Riset Grup di FISIP kurun 2016-2020. Artikel ini bertujuan mempublikasikan daya tanggap riset grup Fisip pada kebutuhan lingkungan masyarakat dan memetakan respon dosen yang terwujud dalam topik penelitian dan pengabdian pada masyarakat. Publikasi ini disusun menggunakan metode Discourse Network Analysis. Kerangka analisis menggunakan konsep Sustainable Development Goals atau Tujuan Pembangunan Berkelanjutan. Hasil analisis akan divisualkan dalam dua bentuk. Pertama, peta isu, diolah dengan Nvivo, mendekripsikan kata kunci yang paling banyak disebut dalam topik penelitian Riset Grup. Kedua, peta kluster tematik (visualisasi jaringan), diolah dengan software dna.20-beta2.5, dan visone 2.18, untuk  mendeskripsikan interkoneksi isu, metode penelitian, aspek sustainable development goals yang didukung dan basis program studi Riset Grup.

Abstract

Digital technology and media exert a negative effect on the spread of information and news. Information is running heavily, fast and unavoidably, and even a flood of information occurs in virtual world. As a commodity, information can be sold, shared, duplicated, created, misunderstood, distorted and even taken by others. The phenomenon of cyber society is in the complex communication model structure. Basically, each people are forced to be aware or to have knowledge on technology and digital media (digital media literacy) based on communication and information technology as a requirement to become consumer, information distributor or even producer. To give the teens the good ethical and communication awareness in virtual world, data is needed on the level of understanding among students who use technology and digital media, called digital literacy. The data of teenager digital literacy at Kulonprogo district would be the primary data for this research. This research used a quantitative research method with descriptive format. Data of research was collected through surveying teenagers using online questionnaire. This research identified that the highest score of 80.87 was found in Cultural and Social Understanding dimension, while the lowest score of 68.68 was found in Creativity dimension. The results showed that the teenagers’ digital literacy in the Kulonprogo district was at the advance level with average value of 75.75.

Abstract

This study aimed to examine whether the rights of nursing mothers at work have been fulfilled from a public service perspective and how this will affect their job performance. Mother’s role determines the quality of the next generation that depends on the quality of education and health provided to her children from an early age. From a health aspect, a mother must provide adequate nutrition from an early age through breast milk.  Based on WHO recommendations, the Indonesian government recommends mothers to exclusively breastfeed for six months. From a legal aspect, the Indonesian government has provided protection rights for nursing mothers, as regulated in Law Number 13 of 2003 concerning Manpower. However, the phenomenon shows that more working mothers leave their children without breast milk and rely on their babies' nutrition from canned milk. This study uses a mixed methods. The population is female workers who have babies between 1 and 6 months age. Sample determined by a convenience method. Collecting data using questionnaires, interviews and secondary data. A total of 176 respondents have meet the criteria. In addition, we entered secondary data through digital document tracing. Data analysis was descriptive and triangulated with secondary data, then analyzed interactively to conclude. The results showed that the rights of mothers to breastfeed exclusively at work for 6 months have not been fulfilled properly. This finding supports the results of previous studies where adequate quality of care for nursing mothers will contribute to the performance of nursing mothers in the workplace.

Abstract

The aims of this research were to find out the governmentality carried out by the Surabaya city government in implementing Development Plan Deliberation electronic. This was based on the Surabaya city government implementing governmentality that caused people to become apathetic. The theory used is the governmentality technique which explains that governmentality is built on three bases, namely 1) Governmentalized localities, 2) regulatory communities, and 3) Subject formation. The method of research uses a descriptive qualitative approach. Data collection methods conducted through in-depth interviews, secondary data, and field observations. The results showed that the technique of governmentalized localities is carried out by means of a development paradigm that the community is the main actor of development so that the citizens association level e- Development Plan Deliberation can decide on development proposals. Regulatory communities techniques are formed through social interaction between community representatives and village head in discussing the priorities of development planning proposals. While the formation of subjects is carried out by the village head by giving knowledge proposals so that the proposals are in accordance with the city development roadmap. In conclusion, the governmentality carried out by the Surabaya city government has had a good and bad impact on development planning. The impact is good, the community becomes more aware of the proposed development planning in the city of Surabaya, while the adverse effects of the community are apathetic because they are disappointed with their proposals which are often not approved

Abstract

In the current era of globalization, it cannot be denied that the presence of technology is certainly very helpful for human work. In the level of government, technological developments have also been exploited by bringing up electronic government. In utilizing the development of existing technology, the Surakarta City Government through the Surakarta City Social Service is trying to make a new breakthrough by creating an Sistem Informasi Kesejahteraan Elektronik (E-SIK) which is expected to be used to overcome the problem of the data of poor families in the city of Surakarta, because there are findings stating that the data of poor families in the city of Surakarta that entered in the last two years turned out to be almost thirty percent of the indicators received or produced incomplete, so that the data could not be processed. It should be recalled, that one of the basics and prerequisites for implementation e-government is the Government Business Process Reengineering, but the Government Process Reengineering is not enough to fix functional and non-functional problems. the methodological procedures that will be used are forecasting, the forecasting approach extrapolation or ekstrapolative forecasting. It will begin by reviewing a series of data or previous research documents with similar research objects and research problems, namely regarding obstacles in the process of implementing e-government in various regions, then trying to project them with research that will be carried out to predict the possibility. obstacles that will arise during the process of implementing an Electronic Welfare Information System (E-SIK).

Abstract

At the end of 2019, the world was shocked by the emergence of a new virus, the Covid-19 virus. This virus was first discovered in Wuhan, China in December 2019. According to WHO, Covid-19 is an infectious disease caused by a newly discovered coronavirus. the number of confirmed cases in Indonesia is increasing every day, so in dealing with the Corona outbreak, the role of the government and society is very important to reduce the rate of spread. One sector that needs to be paid attention to by the government and the public in handling this outbreak is the phenomenon of hoax spreading that occurred in the community during this pandemic. Therefore, the government and society must take strategic steps to solve this problem, one of the steps that can be taken is by strengthening the concept of open government partnership that has been run by the Indonesian government since 2011. One of the roles the government can play is to strengthen field data so that the policies taken can be strategic. This can be done by using research related to hoaxes, but in fact there is still little research regarding hoaxes during the pandemic. This research will present the interaction pattern of the infodemic distribution on social media as a basis for government consideration in policy making by taking into account the principles of OGP.

Abstract

Per tanggal 20 Juni 2020, Indonesia menduduki peringkat ke-30 sebagai negara dengan jumlah positif COVID-19 terbesar yaitu sebanyak 43.803 orang. Dimana masyarakat saat ini agak terkendala dengan aktivitasnya. Akibat jarak fisik dan sosial, pada tanggal 11 Juni pemerintah pusat mulai melonggarkan kegiatan sosial dan ekonomi masyarakat. Diantaranya adalah sektor perdagangan dan transportasi. Sementara sektor lainnya masih menunggu dan berkembang. Melonggarnya kegiatan sosial dan ekonomi yang selanjutnya disebut era normal baru oleh pemerintah pusat membuat kabupaten dan kota mempersiapkan diri. Pemerintah daerah dituntut mampu berkreasi dan berinovasi di era baru perdagangan dan transportasi normal dengan tetap memperhatikan protokol kesehatan. Artikel ini bertujuan untuk mempresentasikan bagaimana peran Walikota Tegal yang dianggap mampu menekan resiko penyebaran pandemi COVID-19 di wilayah Kota Tegal. Penelitian ini dilakukan dengan menggunakan metode netnografi dimana sumber datanya diperoleh dengan metode tinjauan pustaka sistematis dengan menggunakan analisis isi. Hasil penelitian ini menunjukkan Pemerintah Kota Tegal yang selama ini dianggap terlalu terburu-buru oleh pemerintah pusat dalam hal lockdown atau yang belakangan disebut PSBB (Large Scale Social Restriction) membuktikan kebijakannya berhasil menekan jumlah penyebaran COVID-19 dengan kebijakan karantina wilayah yang diberlakukan mulai 30 Maret hingga 31 Juli 2020. Meski akhirnya PSBB berakhir pada 23 Mei 2020 dengan kenaikan 0 di Kota Tegal. Hal tersebut tidak terlepas dari keberhasilan Walikota Tegal dalam menekan pergerakan COVID-19.
