Abstract

The high rate of child marriage in Wonosobo Regency indicates that the prevention policies established through Regent Regulation Number 34 of 2019 have not been fully effective. This study aims to analyze the implementation of these policies by the at the Office of Population Control, Family Planning, Women Empowerment, and Child Protection (DPPKBPPPA) of Wonosobo Regency through field studies and literature studies using the indicators of policy implementation success according to Riant Nugroho, namely the right policy, the right  implementation, the right target, the right environment, and the right process. The study uses a qualitative method with a descriptive approach. The results show that the policy implementation has been carried out but is not yet fully optimal. Based on the five-rights model, three aspects have been fulfilled, namely the right policy, the right target, and the right process. Meanwhile, the other two aspects, namely the right implementation and the right environment, are still not optimal because the reach of implementation is not yet widespread and the social environment conditions of the community still influence child marriage practices. The research concludes that the effectiveness of preventing child marriage requires strengthening the quality of implementation, expanding the reach of programs, and optimizing sustainable cross-sector collaboration.

Abstract

Waste management is one of the important issues in Indonesia, especially in rural areas because it is related to the quality of the environment, public health, and local economic sustainability. This study aims to explore a community-based waste management model in Baosan Lor Village by converting organic waste into environmentally friendly enzymes as an alternative to organic fertilizers and environmental cleaners. This study uses case studies and a qualitative descriptive approach. Data was gathered through field observations and in-depth interviews with representatives of the Karang Taruna youth organization and Gapoktan Wanita. Additionally, documentation of the procedures used to produce environmentally friendly enzymes was used. The study shows how the women's gapoktan contributes significantly to training on environmentally friendly enzyme manufacturing and garbage sorting activities, with active support from the Youth Organization and guidance from the Tourism and Agriculture Office. This concept has achieved two objectives: raising environmental consciousness and generating revenue through the sale of organic fertilizer. However, it faces problems such as limited resources and uneven community involvement. It is possible to develop this concept into an environment-based educational tour as it can offer a long-term solution to the problem of organic waste at the village level.

Abstract

Public service is one of the government's important functions in realizing good governance. One form of public service delivery in Indonesia is the Public Service Mall, which is expected to provide convenience, speed, reach, comfort, and security of service to the public. However, in Semarang Regency, the achievements of the Investment Coordinating Board (BKPM) and the Ombudsman have not been fully reflected in the quality of service perceived by the public. The Public Satisfaction Index for Licensing Services from 2021 to 2023 experienced instability, with a value of 93.73 in 2021 to 92.75 in 2022, and only increasing by 0.25 to 93 in 2023. Furthermore, investment growth also showed inconsistent fluctuations. This study aims to analyze the effectiveness of licensing services at the Semarang Regency Public Service Mall (MPP) using Richard M. Steers' (1985) effectiveness theory with three models: goal optimization, system perspective, and behavioral pressure. A qualitative approach within descriptive research was employed while utilizing both primary and secondary data sources. This study’s findings revealed that Semarang Regency MPP’s licensing services are not yet fully effective. Several barriers remain including, a lack of alignment between organizational goals and outcomes, poor inter-agency collaboration, limited HR capacity, weak digital technology utilization and innovation, and a lack of adaptive responsiveness to external demands. Therefore, this study recommends strategic steps to improve the effectiveness and quality of licensing services at the Semarang Regency Public Service Mall by strengthening human resource capacity, optimizing inter-agency coordination, maximizing digital system utilization, developing proactive service innovations that are user-oriented to realize professional, integrated, innovative, user-satisfaction-oriented public services, and supporting the creation of good governance and a conducive investment climate.

Abstract

The problem of drug abuse and illicit drug trafficking in Bandung City is a strategic issue that requires a collaborative response across sectors. This study aims to analyse the implementation of Collaborative Governance within the Hexa Helix Model in the execution of the National P4GN Programme by the Bandung City Narcotics Control Board (BNN). The approach used is qualitative interpretative, with data collection techniques including in-depth interviews, observations, and document reviews involving six key actors: government, academia, the private sector, civil society, media, and legal entities. Data analysis is based on the interactive model by Miles, Huberman, and Saldana. The results indicate that the five dimensions of Collaborative Governance according to Ansell and Gash starting condition, facilitative leadership, institutional design, collaborative process, and intermediate outcomes have been implemented in the collaboration between the BNN and the actors. The BNN acts as a facilitator in collaborative forums, agreement formulation, and the implementation of preventive programmes such as socialisation, training, mass urine testing, and the establishment of the Bersinar neighbourhood. Although this collaboration shows positive initial results, challenges still arise, such as limited resources, differences in interests, and the absence of mutually agreed evaluation indicators. This study concludes that the Hexa Helix Model is effective in strengthening synergy among stakeholders, but its sustainability requires strengthened commitment, institutional reforms, and the formulation of measurable and mutually agreed-upon performance indicators.

Abstract

Sustainable transport is one way to address the challenges associated with urbanization and support environmentally friendly, inclusive, and innovative city development. Trend analysis, evolution of themes and research opportunities in the field of public transport management with sustainable development perspective: A bibliometric study the research data was collected in the Scopus database by requesting publications using keywords, "transportation management," "sustainable development," "urban transportation," and "public transportation systems," which included 153 publications from 2000 to 2025 (as of May 24, 2025). Collaborations between countries, authors, and research clusters were visualized using VOSviewer software. Results indicate that publications on sustainable public transportation management are scarce, with a notable lack of international collaboration, and are mainly dominated by China, India, and Australia. Five major clusters were identified, namely sustainable development in conjunction with urban transport, traffic congestion and mode of transport, urban transport and public transit systems, urban planning and transportation plans, as well as sustainable transport utilizing renewable energy sources. Such a changing focus points to a growing body of work addressing the enabling of governance and policy arrangements of the clean energy transition. The complexity of management constructs remains entangled with the integration of energy policy and sustainability into transport management. While previous bibliometric studies primarily focused on the technical and service aspects of the literature, this study shifts the emphasis to the management and policy of clean energy. This emphasizes the need to streamline and integrate the low-carbon public transport systems. In this context, these findings provide a starting point for advocating collaborative studies across borders and the use of collaborative transport systems for evidence-based advocacy and policy development.

Abstract

This study analyzes the quality and competence of the State Civil Apparatus (ASN) that influence public services in the Banyumas Regency Education Office, because the Education Office is at the forefront of public services in the field of education. The core problem is that there is still a lack of quality and competence among ASN in managing technical and managerial skills, which causes ineffective services such as school management and aid distribution. Based on empirical data from the National Civil Service Agency (BKN, 2022), which shows that 35% of ASN in the region have a mismatch in competencies, the author raises this issue as a topic of discussion in this scientific article. The research method used a qualitative approach (processed using the Miles & Huberman (1994) technique) through interviews with informans, observation, and document analysis. The study found that the poor quality and competence of civil servants have a major impact on public service delivery. Therefore, the research suggests reforming the merit system, implementing solutions that align with leadership directions, and creating more opportunities for civil servants to enhance their skills through continuous training. These steps will help ensure that organizational goals are met effectively and that the quality of public services continues to improve.

Abstract

The presence of the Special Autonomy Law for the Province of Papua is a positive stimulant to bring about prosperity in the education sector. However, so far it has been found that the education sector is one of the sectors that has not run optimally. Special autonomy, which has not had a significant impact on the education sector, has created disparities in education between Papua Province and other regions in Indonesia. Based on this, this study seeks to examine the impact of the special autonomy policy on optimizing the education sector in Papua Province. This study uses a qualitative approach with a descriptive analysis model. The main data in this study comes from literature studies. The results of this study found that special autonomy has not had a significant impact on the people of Papua. This can be seen from the IPM of Papua Province which is at the bottom of the national standings. On the other side, the Papuan community's school enrollment rates and average length of schooling are still far below the national APS and RLS. This means that special autonomy has not been able to bring optimal impact on the education sector. There are several inhibiting factors, including the lack of political will from the Papua Provincial Government, the existence of corrupt practices, the lack of involvement of the Papuan People's Council in evaluating the allocation of autonomy funds in particular, including in evaluating the allocation of funds for the education sector and due to the contours of the area being quite large and difficult.

Abstract

This article explores the role of students as leaders in activities related to public interests and problems, especially issues of community empowerment in Indonesia. The community empowerment project is Zero Waste Village Project in Kediren, Lamongan, East Java. Based on qualitative methods and interview techniques and non-participatory observation of a group of students involved in community empowerment activities, we underline the role of students as leaders through the criteria of personality, ability, behavior, relationships, and process. The results of the research show that students' leadership attitudes are demonstrated in their personalities, which can be seen in their sociability and care to society as well as the challenges and opportunities that exist. Ability is seen in the application of project organizing skills as well as students' knowledge about waste problems. This knowledge can also be seen as the power that leaders use to make changes, as well as relating to the relationship between the leader and the people they lead. Behavior can be seen in increasing understanding and motivation, providing facilities for residents, activating existing resources in the village, as well as implementing cooperation and coordination. The transformational process can be seen in this series of activities, in which students, as initiators and implementers, have raised citizen awareness, shared knowledge, and carried out solution activities, as well as encouraged citizens to take part in projects actively.

Abstract

This study introduces a new policy development analysis framework for transforming village food barns to achieve sustainable food security. The dynamic governance, resulting from public trust and enhanced government capacity, serves as a new adaptive framework—referred to as the agility-genuine model—for addressing climate change and technological readiness. The study aims to formulate a policy scenario for village food barn transformation by adopting a social capital mutualism and governance approach to enhance sustainable food security. A qualitative approach with prospective analysis is employed to explore future scenarios based on several key factors. The study was conducted in Central Lampung Regency, specifically in Pujokerto Village and Rejo Basuki Village. The research successfully formulates a transparent and effective governance strategy model that serves as a foundation for building public trust, optimizing financial resources, ensuring technological readiness, and highlighting the importance of stakeholder collaboration as a crucial element of the sustainable food security system. The findings contribute to strengthening the role of the community and local farmers while also serving as the basis for formulating policy changes in village food barn transformation to achieve national and global food security by 2045.

Abstract

The purpose of this study is to evaluate how the Manado City Government supports Smart Mobility by managing and optimizing bus terminals. In contrast to the low use of public transportation, the prevalence of private vehicles, which reached 503,323 units in 2023, and the high levels of urban mobility serve as the driving forces behind this study. Using secondary data from Manado City Government policy documents, Transportation Agency reports, transportation statistics, scientific journals, and credible media outlets, a qualitative literature review was conducted. The Miles and Huberman interactive model was used to analyze the data through the stages of data reduction, presentation, and conclusion drawing. Source triangulation was used to validate the results. The results show that Manado City's bus terminal management remains traditional, with Terminal Paal 2's distribution restricted and supporting infrastructure insufficient. According to the Importance-Performance Analysis method, public transport user satisfaction has a negative gap value of -1.60, meaning that service quality is significantly below user expectations. Additionally, there is still little or no systemic integration of Smart Mobility indicators, such as public transportation, clean energy transportation, and real-time information access. To improve terminal efficiency as intelligent and sustainable urban mobility nodes, these findings highlight the need to reform urban transportation policies by integrating digital technologies and creating real-time information systems.
