Abstract

Transparansi dan amanah menjadi aspek penting yang harus diwujudkan oleh BAZNAS dalam melaksanakan fungsi pengelolaan zakat. Tujuan artikel ini adalah untuk mengevaluasi website Badan Amil Zakat Nasional (BAZNAS) ditinjau dari perspektif transparansi dan amanah. Evaluasi dilakukan untuk menilai sejauhmana website BAZNAS sudah memenuhi indikator-indikator  penting dalam menyediakan informasi kepada Masyarakat. Analisis trasnparansi dilakukan dengan menganalisis ketersediaan informasi termasuk di dalamnya adalah laporan keuangan, program dan juga target penerima zakat. Analisis terhadap amanah dilakukan dengan melihat ketersediaan informasi yang membedakan penyaluran zakat dengan sumber dana lainnya. Hasil evaluasi zakat menunjukkan bahwa  aspek keterbukaan baik dalam informasi keuangan maupun penerima manfaat sudah disediakan, namun perlu untuk meningkatkan detail profil mustahik dan daerah penerima manfaat. Di sisi amanah meskipun sebagian besar website sudah memenuhi indikator amanah, namun perlu memberikan informasi terpisah terkait program yang berasal dari sumber dana zakat dan non zakat.

Abstract

This study examines the performance of village government officials in delivering public services in Jati Village, Tarogong Kidul District, using the Balanced Scorecard (BSC) framework, an approach that remains underutilized in village-level governance studies. The research addresses the gap in existing performance evaluations that tend to be administrative, fragmented, and output-oriented. Employing a qualitative descriptive method, data were collected through in-depth interviews with village officials and document analysis, and analyzed across four BSC perspectives: financial, customer, internal processes, and learning and growth. The findings indicate that the implementation of BSC provides a comprehensive assessment of village performance, reflected in improved budget transparency, enhanced service quality, increased community participation, and strengthened institutional capacity of village apparatus. The key contribution of this study lies in demonstrating how BSC can align public service performance with participatory and measurable sustainable development strategies at the village level. This study offers practical implications for strengthening human resources, advancing service digitalization, and replicating the BSC-based performance model in other villages with similar characteristics.

Abstract

The purpose of this study is to evaluate the performance of bureaucratic reform in making changes to the system of government administration in the aspects of institutional (organization), management (business process), and human resources of the apparatus. Various studies show that local government bureaucratic reform tends to be slow due to various obstacles experienced, one of which is in Tuban Regency. Bureaucratic reform in the Tuban Regency Government is implemented based on eight areas of change to improve the quality of public services. However, there are still many obstacles faced, including the quality of apparatus resources, low accountability, and inadequate electronic-based government capabilities. This research method uses a qualitative method with a document study approach and uses secondary data analysis techniques, namely researchers using materials sourced from books, agency reports, and the internet to obtain data from relevant sources. The results showed that the bureaucratic reform in Tuban district has carried out performance evaluations based on the assessment of each program's achievement. In the aspect of building a clean and accountable bureaucracy, the SAKIP index is still low and experiencing a decline and the Anti-Corruption Behavior Index is low and still below the national average. The aspect of bureaucratic capability is assessed based on the SPBE index which is only 50% running and the ASN professionalism index is still in the low classification. Third, the aspect of excellent service is seen from the low public service index, which shows that there is still a gap between service recipients and the reality of services provided to the community. There needs to be a holistic improvement in bureaucratic reform efforts to realize a world-class government that is clean and accountable, a capable bureaucracy, and a bureaucracy that can provide excellent service.

Abstract

Blue economy is a concept about economic activities in or through sea and fresh water. This includes all forms of marine tourism, coastal tourism and freshwater tourism activities, which significantly contribute to sustainable economic practices in the region. The qualitative method has a case study approach with Aceh Province as the research location. The research results show that the blue economy concept is one of the government's solutions to economic and environmental problems. In the process of implementing tourism policies that have a blue economy feel, the Aceh Provincial Government has great authority, which is contained in the Aceh Government's nine authorities, namely establishing a development master plan, coordinating tourism implementation, carrying out registration, recording and data collection on business registration, determining tourism destinations, facilitating promotion of tourism destinations and tourism products, maintaining assets, allocating budgets, forming unique teams to assist agencies. This study concludes that the tourism sector has made a significant contribution to the development of the blue economy concept, so the tourism sector must ensure that tourism-related activities are included in the planning and development of blue economy policies in the tourism sector in Aceh Province, such as minimizing waste, multiplier effect, social inclusion, and innovation and adaptive. This study suggests that the blue economy should be utilized as a conceptual resource so that academics and industry can better connect with the results of neighbouring blue sectors, understand and respond to transformations in blue spaces, and advocate for sustainable tourism in the aquatic world.

Abstract

This study examines the underlying causes of the high rates of child marriage in Lumajang Regency, East Java. This study applies Giddens’ structuration theory to explore the dynamic interplay between economic, sociocultural, and educational factors. Using a qualitative approach, the research identifies three key factors driving early marriage practices: economic instability in families, sociocultural norms that legitimize early marriage, and limited access to and understanding of education and reproductive health. Economic factors include families’ inability to meet their needs, leading parents to marry their children as a temporary solution. Sociocultural norms, which still regard early marriage as part of tradition, exacerbate this situation. Finally, limited education and understanding of reproductive health make children more vulnerable to early marriage. In response, the Lumajang Regency Government issued Regulation No. 23 in 2020 to address this issue. However, the effectiveness of this policy is limited. This study recommends strengthening reproductive health education programs in schools, empowering economically vulnerable families, and enhancing the role of community leaders in disseminating the negative effects of child marriage to reduce early marriage rates.

Abstract

This study analyzes how urban communities construct social reality regarding BPJS Health services through direct experiences in two different healthcare institutions, namely RSUD Mangusada and Mengwi I Clinic, Badung Regency. The research is grounded in the dynamics of urban society characterized by high mobility, social diversity, and strong expectations for public services that are fast, efficient, and humane. A qualitative approach with a comparative design was employed to explore the perceptions of patients, health workers, and institutional managers. Data were collected through in-depth interviews, participatory observations, and documentation. The findings reveal differences in social constructions between the two institutions. RSUD Mangusada is often perceived as slow, bureaucratic, and less communicative, particularly in relation to long queues, extended waiting times for medication, and complaint mechanisms that lack transparency. In contrast, Mengwi I Clinic is considered more efficient, friendly, and closer to the community, with orderly queues, open communication, and services that adapt to local needs. Factors such as staff attitudes, transparency of information, accessibility, and the alignment of facilities with patient expectations play a crucial role in shaping public perceptions. Balinese cultural values that emphasize politeness and harmony further strengthen the meaning of health services, making social interaction an essential element in building trust toward healthcare institutions. These findings affirm that perceptions of BPJS services are not merely the result of formal structures but are socially constructed through collective experiences and repeated interactions.

Abstract

Although Max Weber's three typologies of authority, namely traditional authority, charismatic authority, and rational-legal authority have been classified as a classical theory, they are still considered relevant and referred to by academics for various scientific purposes. Also in daily socio-political practices in Indonesian society today, the phenomenon of life can be found in three typologies of authority. Simultaneously, the three typologies of authority can be found at the community level, state level, and in the relationship between society and the state. However, in the current era of democratic governance, the use and acceptance of these three types of authority cannot be avoided from criticism and controversy, especially those related to charismatic authority. There is a tendency for the development –or redevelopment – of charismatic leadership to be felt in recent years. Many leaders and figures who feel that they are leaders deliberately equip themselves with a mythical aura, or mystical, in order to boost their personal charismatic authority, in order to legitimize their power and influence. By using literature research and content analysis, this paper tries to find answers on how to manage the tendency of charismatic leadership types to be in line with democratic governance values that are currently being developed. The results of the study show that there are two ways to synergize charismatic authority with demands for democratic governance. On the one hand, carry out the process of demystifying charisma, and on the other hand, continue to encourage the development of procedural and substantial democratic values.

Abstract

Employment policies play a crucial role in promoting economic growth and social stability in developing countries. With the global unemployment rate reaching 5.8% by 2022 (ILO, 2023) and the private sector contributing around 90% of the total employment in developing countries, an in-depth understanding of the relationship between employment policies and private sector needs is crucial. This narrative review analyzes the comprehensive literature from various sources to identify the key areas of policy reform. The results reveal several key challenges: regulatory burdens that limit formal business growth by 24% (Bruhn & McKenzie, 2014), significant skills gaps (Hanushek & Woessmann, 2008), limited access to finance (Beck & Demirguc-Kunt, 2006), and premature deindustrialization (Rodrik, 2016). The research findings suggest that the effectiveness of an employment policy depends on its ability to integrate the various dimensions of the challenge while considering the local context. This study emphasizes the importance of a holistic and adaptive policy approach and identifies the need for further studies on the impact of digitalization and informal sector dynamics in developing countries.

Abstract

The Pati Regency Public Service Mall (MPP) is an alternative solution for people who need public services in one place. One service that is widely used is the facilitation of prospective Indonesian Migrant Workers (CPMI) who will work abroad. With the presence of agencies related to the CPMI placement process such as BP2MI, the Manpower Office, the Population and Civil Registration Office, the Office of the Ministry of Religious Affairs and the Immigration Office, it is expected that CPMI will be facilitated in the process of preparing their administrative documents. The employees placed at MPP of Pati Regency are employees who have the capability and knowledge related to the main tasks and functions of each agency, and have interpersonal communication skills in order to provide a comprehensive explanation to CPMI regarding the requirements, stages and procedures for applying for administrative documents. Collaboration, coordination and synergy between agencies is one of the keys to improving the quality of services available at MPP of Pati regency for CPMI. Hopefully, the MPP of Pati regency can provide end-solution service products so that the general public can obtain services in one place.

Abstract

This study aims to analyze the implementation of organizational culture from a post-bureaucratic governance perspective at the Brebes Regency Regional Secretariat. This study was motivated by demands for bureaucratic reform that lead to more adaptive, collaborative, and results-oriented governance. The study employed a descriptive quantitative approach, involving 52 State Civil Apparatus (ASN) within the Regional Secretariat as respondents. Data collection was conducted through a structured questionnaire based on the main dimensions of post-bureaucratic culture: flexibility, collaboration, participation, and innovation orientation. The data obtained were then analyzed descriptively using SPSS to generate a mean value, standard deviation, and minimum and maximum scores. The analysis results showed a mean value of 78.25 with a standard deviation of 7.438 and a score range of 63 to 90. Based on the classification using the theoretical interval approach, employee perceptions of the implementation of post-bureaucratic culture tended to be positive. Most respondents demonstrated work behavior patterns aligned with post-bureaucratic principles, particularly in the aspects of collaboration and openness to innovation. In general, the organizational culture at the Brebes Regency Secretariat reflects the adoption of post-bureaucratic values. However, its implementation remains hybrid. On the one hand, the organization retains Weberian characteristics such as formal hierarchy and regulatory compliance. On the other hand, daily work practices are beginning to demonstrate increased collaboration, the use of digitalization, and a drive for innovation. Therefore, strengthening organizational culture through transformational leadership and systematic performance measurement are crucial steps to ensure that cultural transformation truly impacts the quality of public services.
