Abstract

Penelitian ini bertujuan untuk mengevaluasi kesesuaian profil sosio-demografi penghuni Rumah Susun Sewa Selagalas Kota Mataram (RSKM) dengan kriteria regulasi yang berlaku, serta untuk menilai tingkat kepuasan penghuni terhadap infrastruktur, pelayanan, dan pengelolaan di RSKM. Pendekatan penelitian dilakukan dengan mengumpulkan data primer dan sekunder. Data primer diperoleh melalui survei menggunakan kuesioner yang disebarkan kepada 72 responden yang representatif, dengan menerapkan desain survei cross-sectional. Pertanyaan survei meliputi aspek-aspek infrastruktur, fasilitas, dan utilitas umum (14 pertanyaan) serta manajemen di RSKM (9 pertanyaan). Analisis dilakukan dengan mengeksplorasi sembilan variabel sosio-demografi penghuni. Hasil penelitian menunjukkan bahwa beberapa aspek, seperti ketersediaan fasilitas bermain anak dan sarana olahraga, serta sosialisasi pencegahan dan keselamatan terhadap bencana, dinilai kurang memadai oleh penghuni RSKM. Selain itu, pemeliharaan gedung secara berkala juga dinilai kurang memuaskan. Implikasi temuan ini adalah pentingnya pengembangan kebijakan yang lebih efektif bagi pengelolaan Rumah Susun Sewa yang layak dan berkelanjutan, untuk memenuhi kebutuhan dan meningkatkan kepuasan penghuni.

Abstract

The use of blockchain technology to manage the allocation of Regional Revenue and Expenditure Budget (APBD) is a strategic step to increase transparency and accountability in the government sector. This technology offers a decentralized approach that allows permanent, transparent, and unchangeable transaction recording without consensus from all related parties. This study aimed to evaluate the impact of blockchain technology implementation on efficiency, accuracy, and public participation in regional financial supervision. The research methodology used in this study is a descriptive qualitative methodology with an approach based on case studies and literature reviews, to identify and analyze the use of blockchain technology in increasing transparency in regional revenue budget allocations. The results of this study show that blockchain can provide solutions to traditional problems in APBD management, such as data manipulation and budget misuse, by providing a digital recording system that can be audited in real time by the public. With the integration of smart contracts, budget allocation can be automated based on predetermined requirements, thereby increasing public trust in the financial management of regional governments.

Abstract

One of the government's strategies for overcoming poverty is to reduce the burden of public expenditure, which is realized in the form of social assistance. The government's social welfare policy in the form of social assistance is something that is truly phenomenal and is always eagerly awaited by the recipients. One of the effects is to provide a sense of security and feel like you are in a comfort zone, in other words, dependence on social assistance. But there are beneficiaries who are dissatisfied with their situation, they want positive changes and not to be recipients of social assistance forever. They made conscious changes by empowering their group of fellow recipients of the Family Hope Program's social assistance. This research is field research in the form of a case study located in Temanggung Regency with the research object being a Joint Business Group which carries out the establishment and initial capital independently, namely from the results of setting aside some of the social assistance money they receive. The research method used is a qualitative descriptive method, while data is obtained from observations, interviews and documentation studies from related sources. This article tries to review the theme with Anthony Giddens' structuration theory, which states that all social action requires agents and structures where agents and structures cannot be separated from each other because they are dual. This also happens to Joint Business Groups as agents and government policies as structures, both of which are interrelated and influence each other.

Abstract

There are 2.5 billion people in the world who lack access to proper sanitation, and the health impacts of Open Defecation (ODF), such as diarrhea, can cause death. In Bekasi City, only nine out of 56 sub-districts have an open defecation-free (ODF) status. The Local Government, through the Bekasi City Health Office, in collaboration with USAID IUWASH PLUS, formed the GeserSi Jahat program. Although studies on community sanitation programs are common, few have focused on governance innovations to improve community sanitation in urban areas. Through a case study, this study explores how Bekasi City's governance innovations improve sanitation quality. Data were collected by interviewing government actors, Non-Governmental Organizations (NGOs), and local communities; observing program implementation; andanalyzing policy documents, mass media articles, and archival records. The results showed that visionary leadership, trustworthiness, and stakeholder support influence proactive leadership. Civil society strongly influences bottom-up collective demands, represents common interests, and resolves conflicts by revitalizing sanitation forums. Technical management innovation occurs inplanning, implementation, and supervision. Spatial participation realizes coordinated communication, opens equal opportunities across genders, and utilizes the media. This study implies that improving community sanitation quality requires the involvement of stakeholders. Applying a constructivist paradigm it provides insights into how government programs are perceived and adapted at the community level, enriching public administration and governance studies with context-specific knowledge that emphasizes local cultural and social dynamics.

Abstract

Along with development of human resource management concept paradigm it has shifted previous perception that viewed humans only one of the factors organizational production. However, currently human aspect in organization is not limited to that, but humans are asset for organization which then develops concept of talent management. Talent management has been outlined in form regulations required all government agencies to implement, including agencies in the regions. Purpose of research is describe implementation talent management in Pontianak City Government. Qualitative descriptive is method used conducting research. Results of research found to support implementation talent management, Pontianak City Government developed an application, namely Sistem Informasi Manajemen Talenta Kota Pontianak (SIMANTAP) application. Implementation talent management in Pontianak City Government begins with analyzing talent needs to predict number of talents needed according to positions will be vacant. After analysis, identification is carried out, in this case talent mapping for categorization in talent manahement box consisting of nine categories or talent mapping carried out. Based on results assessment and then determined as a succession planning group. Talent development carried out in classical and non classical forms as well other forms development that cannot be separated from monitoring and evaluation of the Personnel Development Officier. Final stage placing talents as successors to positions that are empty or vacant.

Abstract

The agricultural sector is one of the most dominant sectors in Indonesia. The abundance of natural resources makes Indonesia an agrarian country. One of them is the Farmer Card Programme. This study aims to analyse the implementation and effectiveness of the Farmer Card Programme in Megaluh Subdistrict, Jombang Regency, using Edward III's policy implementation model, which focuses on the dimensions of communication, resources, bureaucratic structure, and disposition. This study uses a qualitative approach with an exploratory case study design. Data was obtained through in-depth interviews with 18 informants consisting of Agricultural Service Officials, Field Agricultural Extension Workers, Fertiliser Distributors, Kiosk Operators, Farmers' Groups, and Farmers. The results of the study show that the implementation of regulations is still not optimal. The communication dimension is still not optimal in terms of information delivery and socialisation. The resource dimension reveals technical and human resource limitations. The bureaucratic structure dimension shows that coordination between actors is not yet synergistic. The disposition dimension is relatively supportive, but not all actors are responsive to farmers' problems in the field. Empirically, the communication and resource dimensions remain the dominant constraints that cause the suboptimal implementation of the Farmer Card Programme. The academic contribution of this research lies in the integration of Edward III's model with outcome indicators for implementation in the context of the Farmer Card Programme at the sub-district level. The practical contribution lies in providing operational recommendations for strengthening the optimisation of subsidised fertiliser distribution management based on improving communication and resource capacity.

Abstract

Konsep pemerintahan wirausaha dalam konteks pemerintahan daerah sangat relevan untuk diadopsi dalam pola pikir para pejabat pemerintah. Undang-Undang Nomor 23 Tahun 2014 Tentang Pemerintahan Daerah memberikan ruang yang luas bagi penerapan pendekatan baru dalam pengelolaan pemerintahan secara efisien, efektif, responsif, dan transparan terhadap kebutuhan masyarakat. Hal serupa juga terjadi di Desa Cibiru Hilir di Kecamatan Cileunyi, Kabupaten Bandung yang merupakan salah satu pemerintah daerah. Penelitian ini bertujuan untuk mengetahui bagaimana konsep Entrepreneurial Government diterapkan dalam pemerintahan Desa Cibiru Hilir. Metode penelitian yang digunakan adalah penelitian kualitatif. Teknik pengumpulan data meliputi wawancara, observasi, dan dokumentasi. Informan yang ditentukan berjumlah tujuh orang dengan menggunakan teknik purposive sampling, sedangkan keabsahan data dipastikan melalui teknik analisis data. Temuan penelitian menunjukkan bahwa implementasi pemerintahan wirausaha dalam tata kelola Desa Cibiru Hilir belum dilaksanakan secara optimal ditinjau dari aspek berorientasi pelanggan, efisiensi pengelolaan anggaran, daya tanggap, daya saing, dan inovasi/kreativitas.

Abstract

This research aims to evaluate government policy in the form of Government Regulation Number 13 of 2020 concerning Appropriate Accommodation for Learners with Disabilities and the changes brought about by the policy. To support education for children with disabilities in getting an education by guaranteeing accommodation in disability limitations there are physical, intellectual, mental, and sensory. This consists of budget or funding assistance, facilities and infrastructure, educators and education personnel, and an education curriculum that supports the learning process of children with disabilities. This research method uses systemic literature review and meta-analysis in policy evaluation by determining strategies and criteria for systematic literature review searches. The results of the literature review are then analyzed using formal evaluation to produce reliable and valid information about policy outcomes that have been officially announced as policy program objectives. The results of this study show promising early results in inclusive education, where students with disabilities can participate in learning activities well. People with disabilities have an equally strong passion for learning independence and social equity for all. Coordination between institutions, stakeholders, and parties related to learners with disabilities needs to be formulated to support social engagement. The policy has an impact on Objective mapping, Value clarification and Critique, Cross-impact analysis, and Discounting.

Abstract

The research aims to determine the optimization of the implementation of an electronic-based government system (SPBE) in licensing overseas official travel for state civil servants in higher education. The research method used is descriptive qualitative. The normative legal approach is research that examines document studies using various secondary data. The research location is at one of the universities in the city of Solo. Data collection techniques are carried out using literature studies, observation, interviews, and documentation through field observations as research objects. Data analysis in this research uses qualitative analysis techniques. The research results show that optimizing the implementation of an electronic-based government system requires an appropriate policy framework, so that the SPBE vision can be achieved. SPBE is expected to be able to realize an integrated work process that is effective, efficient, and improves the quality of public services on overseas official trips at universities. The development of SPBE can increase ASN human resources in mastering information and communication technology both in quality and quantity so that overseas official travel services are optimal for state civil servants in higher education. The conclusion of this research is to maximize or minimize achieving a goal precisely, effectively, efficiently, and beneficially in implementing an Electronic-Based Government System (SPBE) during overseas official trips.

Abstract

Technology development impacts all aspects of people's lives. Increasingly complex needs cause the choice of digital technology. Advances in technology and information also contribute to the development of the digital economy including the development of digital payment systems using QRIS among business managers and the community. This study aims to determine the perception of BUMDes managers in using the Quick Response Indonesian Standard (QRIS). The results showed that BUMDes managers consider QRIS very useful for the transaction process. Judging from the perception of convenience and flexibility, they feel that using QRIS is easier, practical, and flexible. Although there are some barriers related to internet networks or quotas that result in less stability and lack of interest in using QRIS. The suggestion given is the need to increase the diffusion of innovation (socialization or counseling) about QRIS to increase awareness.
