Abstract

This study examines the influence of competence, work environment, and work facilities on the performance of ASN (Civil Servants) at the Lolayan Sub-District Office, Bolaang Mongondow Regency, North Sulawesi. ASN performance is a critical element in delivering effective public services at the sub-district level and requires support from competent human resources, a conducive work environment, and adequate facilities. This research employs a quantitative approach with an associative design. The study was conducted within a single sub-district office with a relatively small population of 34 ASN. Given this limited institutional scope, the findings are contextual in nature and cannot be generalized broadly to other organizations with different characteristics. A total of 33 respondents were selected using a saturated sampling technique. Data were collected through a Likert-scale questionnaire developed based on established indicators for each variable. Multiple linear regression analysis was performed using IBM SPSS version 26. The results show that competence and work environment have a positive and significant effect on ASN performance, whereas work facilities have a negative and non-significant effect (t = -0.887; p = 0.382). The negative coefficient reflects a statistical tendency within the regression model and does not indicate an actual negative relationship. Simultaneously, competence, work environment, and work facilities have a significant effect on ASN performance, with competence emerging as the most dominant factor (β = 0.609). These findings offer practical implications for strengthening ASN performance through competence development and a supportive work environment.

Abstract

This research aims to describe the synergy between stakeholders to accelerate the reduction of stunting rates in Surakarta. The background is that the target of zero stunting in Surakarta in 2022 has not been successful because stunting was still detected in Surakarta in February 2022. The Government has extended its zero stunting target to 2024. Of course, synergy is needed because the problem of stunting is not just a problem for one party. The type of research is descriptive qualitative. Researchers used Doctoroff's (1997) synergy theory, namely effective communication, fast feedback, trust, and creativity. Data sources were obtained from primary data in the form of interviews determined through purposive sampling and secondary data using documents, archives, news, and so on. Data collection uses interview and documentation techniques. Data validity using source triangulation Data analysis techniques use the theory of Miles, Huberman & Saldana (2014), including data condensation, data display, and conclusions drawing. The research results show that synergy between stakeholders is still not successful because all parameters have not been fulfilled properly. Miscommunication is still found between the Health Service, DP3AP2KB, and the society. Apart from that, communication between the Health Service and PT Solo Abadi Indonesia is still not effective. The feedback provided by the Health Service was also considered to be insufficiently fast. This shows a lack of trust from PT Solo Abadi Indonesia to the Health Service. On the creativity parameter, new innovation output was also not demonstrated by BAPPEDA, DP3AP2KB, and the Health Service.

Abstract

Innovation in the public sector is an important element in improving and enhancing higher quality public services. Public sector tends to have problems with things such as efficiency, effectivity, corruption, slow responds and many others. The DKI Jakarta Government has made innovations in the public sector, namely the JAKI application which integrates various public services and public information into one application. The problem found in the JAKI application is the low adoption of innovations or the use of JAKI application innovations by the community, coupled with a decrease in the number of users in 2023. This research used qualitative methods, data obtained by interview, observation and documentation. The purpose of this research is to identify which indicators of Rogers innovation attributes cause the low adoption rate of JAKI application. The results of this study indicate that JAKI innovation has fulfilled the innovation attributes of relative advantage, compatibility, and observability. In the complexity indicator, the JAKI application is still constrained by the application that still occurs errors. Furthermore, in terms of trialability indicator, many people do not know the JAKI application and have never used or tried the JAKI application. In addition, the JAKI application was launched without prior testing and lack of direct socialization. Therefore, it can be concluded that the adoption of JAKI application is lacking due to complexity and trialability indicator.

Abstract

Bagi pekerja di sektor publik faktor internal seperti motivasi juga menentukan keberhasilan dan menjadi langkah pertama yang menentukan kinerja optimal mereka dalam melaksanakan tugas pelayanan publik, termasuk para petugas pemasyarakatan sebagai aparatur negara penegak hukum yang bekerja di Lembaga Pemasyarakatan yang menjadi tanggung jawabnya. Motivasi tersebut dikenal sebagai motivasi pelayanan publik sebagai bentuk ekspresi dari motif, perilaku, dan nilai pro-sosial sebagai kecenderungan individu melakukan perilaku altruistik serta keinginan bekerja untuk melayani kepentingan publik. Motivasi pelayanan publik di kalangan petugas pemasyarakatan menjadi sesuatu yang menarik untuk di eksplorasi lebih mendalam karena kondisi dan lingkup tugasnya yang tidak biasa karena berurusan dengan para pelanggar hukum. Dengan menggunakan penelitian kualitatif secara analisis deskriptif, penelitian ini mencoba mengeksplorasi hal-hal apa saja yang menjadi motivasi pelayanan publik para petugas pemasyarakatan yang bekerja di Lembaga Pemasyarakatan X. Hasil penelitian menemukan bahwa ketertarikan terhadap organisasi dan lingkup profesi pekerjaan sebagai aparatur sipil negara, gaji atau kompensasi, rasa empati dalam pekerjaan, komitmen dan pengorbanan diri, dan harapan terhadap karir menjadi poin-poin penting yang membentuk motivasi pelayanan publik para petugas pemasyarakatan di lembaga pemasyarakatan X.

Abstract

The background of this study is the complex challenges of sustainable development in the era of globalization and digitalization, which require innovative solutions through cross-sectoral collaboration. The research problem centers on how the research ideas of Research Groups at FISIP Universitas Sebelas Maret contribute to transforming innovation and collaboration to strengthen policies and governance for sustainable development. This study aims to explore the transformation of innovation and collaboration in the context of sustainable development based on a thematic analysis of various research conducted by research groups in the Faculty of Socialand Political Sciences at Universitas Sebelas Maret. The main focus is to identify and analyze how technological innovation, community empowerment, and good governance contribute to development goals. Thematic analysis from Social and Political Research Groups was used, involving data collection through document analysis. The findings indicate that integrating digital technology, enhancing digital literacy, and adaptive governance are crucial for promoting inclusive and sustainable development. Additionally, collaboration among various stakeholders, both locally and internationally, has proven to be effective in addressing environmental and socialchallenges. Social and Political Research Groups have also highlighted the importance of cultural preservation in maintaining local identity and fostering community participation in development. Practical and strategic recommendations are provided for governments, educational institutions, and communities to implement effective innovation and collaboration to achieve development goals. The theoretical contribution of this research adds examples of research outcomes usingthematic analysis from collections of studies in specific academic fields.

Abstract

Digital transformation in public administration is often claimed to generate public value, yet its linking mechanisms remain contested. This study proposes the Public Value Mediation Model in Digital Service Transformation, positioning citizen satisfaction as a transmission mechanism between technological improvements and the formation of perceived public value, as a conceptual contribution to the adaptive governance paradigm, in which adaptivity indicators are operationalized through service responsiveness and flexibility. Departing from Moore's (1995) normative approach, this study operationalizes public value as citizens' subjective assessments of service quality. The study employs an explanatory quantitative design, using a survey of 220 digital service users in Malang City, selected to represent a mid-sized city with measurable digital divides, relevant for testing the limits of digital efficiency claims under uneven infrastructure conditions, with 27 five-point Likert items. The dependent variable is operationalized as a composite public value score. Analysis employs Ordinal Logistic Regression; mediation was tested using the Sobel test, chosen for its suitability with ordinal data, despite its sensitivity limitations compared to bootstrapping. Results show that accessibility (β=0.298, p<0.01) and response speed (β=0.314, p<0.001) significantly enhance satisfaction, which in turn strengthens public value (β=0.382, p<0.001), with 40% partial mediation (Nagelkerke R²=0.642). Critical finding: participation dimensions consistently scored lower than efficiency, indicating a significant efficiency–participation trade-off evidence that digitalization has yet to expand the democratic space of public services. Technological innovation does not automatically generate public value without meaningful citizen experience and attention to the digital divide.

Abstract

Flexible Working Space (FWS) is an alternative to new working patterns that began to be widely applied since the Covid 19 Pandemic. FWS is implemented by private agencies and the government, such as the Directorate General of Customs and Excise (DJBC) of the Ministry of Finance. Therefore, this study intends to explain how implementing Workplace Flexibility impacts the performance achievements of the Directorate General of Customs and Excise (DJBC). This research will juxtapose data from DGCE performance reports from 2018 to 2022. Interviews, literature studies, and other official documents support this research. The collected data were analyzed using a qualitative descriptive method. The result is that implementing flexible working space has led DJBC to achieve an Excellent Predicat of Organizational Performance Value. Either performance indicator with a significant role is the realization of state revenue in customs and excise. This is proven by realizing achievements that continue to increase yearly. Thus, it shows that organizational performance does not have a negative impact due to the implementation of Flexible Working Space at DJBC.

Abstract

The acceleration of globalization and modernization requires traditional villages to transform to face structural and ecological challenges. This study aims to analyze the impact of the implementation of village public service transformation policies on the achievement of Sustainable Development Goals (SDGs) in Banyumas Regency. Through a descriptive quantitative approach, primary data were collected from 76 respondents consisting of village officials and related stakeholders using a Likert-scale questionnaire. Data analysis was conducted using logistic regression techniques using the Python programming language. The results indicate that descriptively, the implementation of public service transformation is in the fairly good category, but hypothesis testing revealed no statistically significant effect on SDG achievement. This is evidenced by a p-value of 0.5478 (> 0.05) and a very low Pseudo R2 (McFadden) value of 0.0040. These findings indicate a "broken link" between administrative modernization and real welfare indicators. The main obstacles identified include discrepancies in human resource competencies, limited digital infrastructure, and institutional inertia. This study concludes that service transformation at the village level remains procedural and has not significantly driven sustainable development targets. Substantial capacity building and more inclusive public participation are needed for village autonomy to have a real impact on achieving the SDGs.
