Abstract

In the wheel of government, one measure of the success of a government is how to utilize a budget that will have an impact on economic growth and public welfare. A low level of budget absorption will lead to budget inequality which leads to inefficiency in budget allocation. This study aims to explore the determinants of budget absorption which include budget planning, and budget implementation, and aims to assess the extent of the role of regulation in moderating the effect of budget planning and budget implementation on budget absorption. The research population is the West Java Regional Secretariat Law and Human Rights Bureau employees. The study used a quantitative descriptive method with hypothesis testing using SPSS software. The research findings prove that budget planning has a positive effect and budget implementation has a negative effect on budget absorption. The research implies the importance of knowing the aspects of budget absorption so that the budget provided can be absorbed optimally and effectively for the public interest.

Abstract

One notable societal challenge that urban and regional development has to deal with is poverty. In this paper, we focus on rural poverty by zooming in on Gowa Regency, Indonesia. We argue the importance of considering spatial aspect in analyzing poverty. By considering this aspect, it is expected that poverty reduction programs can be tailored to the specific needs of each location. As such, the purpose of this research is to better understand the spatial dimension of rural poverty in Gowa Regency by performing three spatial analyses. This was done at first by evaluating the characteristics of each region. The next step is identifying the distribution and spatial pattern of poverty to specifically map the pattern of poverty in rural areas of Gowa Regency. Next is identifying the diverse spatial factors that influence poverty in rural areas of Gowa Regency. The analyses were performed by using cluster analysis, Spatial Autocorrelation Analysis (Global Moran Index and Local Indicators of Spatial Autocorrelation), and Geographically Weighted Regression (GWR) accordingly. The results of the study show that rural areas in Gowa Regency can be divided into several typologies. Furthermore, there is an indication that the spatial distribution of rural poverty in Gowa Regency tends to cluster. Lastly, each significant variable has different effect on rural poverty in Gowa Regency. Therefore, this study provides refined insights into possible different poverty reduction interventions for each village.

Abstract

People can choose from various service items due to advances in information and technology. Internet services that have recently benefited the community, especially MSMEs, are financial technology (Fintech). Both the financial and economic sectors use this technology. Many fintech technologies help people in business and financial matters. Systems and services for fintech are becoming increasingly fast and simple. The purpose of researching this is to evaluate and understand the function of financial technology (Fintech) on the growth of Micro, Small and Medium Enterprises or MSMEs in the Subang area. Inevitably, capital, financing, and funding issues are significant problems in their business activities. Transactions with Fintech can greatly help BRI Link's MSMEs to grow their business and provide peace of mind against financial crises. The capital loan system through banks is rather tricky, especially for MSMEs that usually do not have complete financial reporting business processes. Therefore, it is interesting to see the role of the emergence of Fintech and its success for MSMEs. This research uses a descriptive qualitative approach. The results of this study indicate that MSMEs and the community can utilize Fintech because it is felt to have benefits to facilitate the operations of MSMEs, especially BRI LINK agents in Subang Regency. Fintech makes it easy for people to get online loan capital and for MSMEs to report their finances.
