Abstract

The implementation of Sustainable Development Goals (SDGs)-based education in civics education at the secondary school level reveals a gap between policy and classroom practice, particularly regarding the contextual integration of sustainability values and the values of Pancasila. This study aims to analyze the implementation of SDG-based education in secondary schools in Bandar Lampung City and to develop an operational learning model. The approach used is qualitative with an exploratory case study design. Data were collected through interviews with the principal, teachers, and students at SMA IT Baitul Jannah, participatory observation, and document analysis, and were then analyzed using thematic analysis techniques. Research findings indicate that the integration of the SDGs into teaching remains implicit and has not yet been systematically incorporated into the curriculum or pedagogical strategies. Teachers have linked course content to social and environmental issues, but have not explicitly utilized the SDG framework. The internalization of Pancasila values has taken place, though it remains predominantly normative and has not yet been reflectively connected to global issues. Limited teacher understanding, a lack of training, suboptimal use of technology, and weak collaboration are the main obstacles. On the other hand, students have shown enthusiasm for project-based learning and real-world issues. This study resulted in the Civic-SDG Transformative Learning Model (CSTLM), which integrates an SDG-based curriculum, transformative pedagogy grounded in critical pedagogy and deep thinking skills, digital technology, and the values of Pancasila. This model is implemented through the stages of issue identification, SDG analysis, value reflection, action, and evaluation. These findings provide conceptual and practical contributions to the development of sustainability-based civic education in Indonesia.

Abstract

This article discusses the relationship between legal ethics and corruption in Indonesia’s public sector after the Reformasi era by using a normative-empirical approach and selected case studies. It explains the position of legal ethics in public governance, maps the transformation of corruption patterns after decentralization, and assesses the effectiveness of anti-corruption law enforcement through the e-KTP, BLBI, and Hambalang cases. The analysis shows that law enforcement has generated important achievements, particularly in exposing grand corruption, but its impact remains constrained by political intervention, uneven institutional capacity, weak asset recovery, and the fragile internalization of ethical standards within public institutions. The article argues that anti-corruption policy will be more effective when punitive mechanisms are integrated with ethical governance, bureaucratic reform, transparency systems, and public participation.

Abstract

This study examines issues of regional autonomy in natural resource management (NRM) within Indonesia from a constitutional law perspective. The primary problems stem from overlapping authorities between central and regional governments alongside regulatory disharmony that impedes sustainable development and equitable distribution of NRM benefits. This research aims to analyze the constitutional legal framework governing regional autonomy in NRM, map out regulatory inconsistencies, and propose legal solutions comprising a harmonization model based on constitutional interpretation and mechanisms for resolving authority disputes. The study employs a normative juridical method utilizing statutory and conceptual approaches. Key findings indicate a pressing need for regulatory alignment, strengthening of local institutional capacity, and effective dispute resolution mechanisms. The novelty of this research lies in offering a harmonization model grounded in the principle of authority proportionality and a comparative analysis with other developing countries (the Philippines and India) facing similar challenges. The results are expected to provide policy recommendations for lawmakers and the executive branch in achieving equitable and sustainable NRM through enhanced regional autonomy.

Abstract

This article examines how personal data protection should be integrated into restorative justice (RJ) mediation in digital fraud cases through a juridical and philosophical reading of John Rawls. The study uses a normative-empirical legal approach by reviewing criminal law regulations, the Personal Data Protection Law, and practical risks faced by victims during mediation. The analysis shows a regulatory gap: RJ rules still do not expressly regulate informed consent, technical data security, the right to erasure, and liability when data leaks occur in mediation. From Rawls's justice as fairness perspective, the current model also tends to sacrifice the equal liberty of victims and fails to protect the least advantaged party, namely victims with weak digital literacy and unequal bargaining positions. Based on these findings, the article proposes a reconstruction of digital-fraud mediation through a victim-centred data protection model consisting of explicit consent, limited data access, anonymized mediation, controlled documentation, and mandatory post-mediation data deletion.

Abstract

This study explores how digital psychological experiences influence the self-confidence of volunteers within the context of contemporary civic engagement. Employing a qualitative approach with an Interpretative Phenomenological Analysis (IPA) design, the research delves into the subjective experiences of three founders of an Indonesian volunteer-based Non-Governmental Organization (NGO). Data were collected through in-depth semi-structured interviews, supplemented by documentation analysis and non-participant observation. The findings reveal that volunteers' self-confidence is constructed through a dynamic and dialectical process shaped by their interactions in digital spaces. Social media platforms function as ambivalent psychological arenas, simultaneously providing validation and posing threats. In response, volunteers develop a form of dynamic self-confidence, anchored in two pillars: evidence-based efficacy (rooted in tangible impact) and value-based resilience (rooted in intrinsic motivation and preparedness). To sustain this confidence, they employ dual resilience strategies: collective emotion regulation within their team and personal digital literacy practices, such as selective detachment. The study concludes that sustaining civic engagement in the digital era requires not only instrumental skills but also the psychosocial capacity to navigate the complex psychological landscape of online spaces.

Abstract

The guidance for School Field Practice (PLP II) is still dominated by a focus on pedagogical technical aspects and has not yet optimally integrated character formation based on Pancasila values and local wisdom. This study aims to: (1) analyze the philosophical and theoretical foundations of the PLP II guidance model based on the philosophy of Hamemayu Hayuning Bawono; (2) describe the implementation of the model in the mentoring process of practice students; and (3) identify its impact on the formation of Pancasila value-based character. A qualitative approach with an intrinsic case study design was used. The research subjects consisted of supervising lecturers, mentor teachers, and PLP II practice students. Data were collected through in-depth interviews, participatory observation, and document analysis, and then analyzed using an interactive model (reduction, presentation, and conclusion drawing). The validity of the data was tested through triangulation and member checking. The results showed that the Hamemayu Hayuning Bawono-based mentoring model is implemented through five main stages, namely value orientation, practice contextualization, reflective supervision, social collaboration, and character evaluation. This model has been proven to be able to comprehensively shape students' character, covering religiosity, nationalism, integrity, mutual cooperation, responsibility, democracy, social justice, and critical reasoning. The research conclusion shows that the integration of local wisdom in PLP II mentoring is effective in strengthening the internalization of Pancasila values in a reflective, contextual, and sustainable manner. This model can be an innovative alternative in the development of teacher professional education that is oriented towards character formation based on culture.

Abstract

This study examines the constitutional framework of regional autonomy in sustainable water resource management, with the Citarum River as the case study. The research focuses on the distribution of authority among the central government, provincial government, and regency or municipal governments in controlling pollution, protecting river ecosystems, and coordinating water governance. This study uses a normative-empirical legal approach based on document analysis of constitutional norms, statutory regulations, policy documents, official reports, and relevant academic literature. The findings show that the Citarum River is governed through a strong constitutional mandate under Article 33 paragraph (3) of the 1945 Constitution, yet its implementation still faces overlapping authority, sectoral coordination gaps, uneven local capacity, and weak continuity of law enforcement. The study concludes that sustainable Citarum management requires clearer authority mapping, stronger provincial coordination, consistent enforcement, community participation, and policy harmonization between national strategic programs and regional autonomy.

Abstract

The family plays a fundamental role in shaping generations by cultivating and transmitting the values of Pancasila, which serves as the identity, ideology, and philosophical foundation of the Indonesian state. These values provide a framework for developing national awareness among younger generations. This study aims to examine the relationship between the family and Pancasila in fostering a distinguished generation with strong national insight toward the realization of Indonesia Emas. A distinguished generation is defined as one that possesses both intellectual competence and strong moral character, enabling it to contribute meaningfully to national development across various sectors. This research employs a descriptive qualitative method, utilizing a literature review and philosophical analysis. Family-related data are analyzed through the perspective of Pancasila values, particularly those that strengthen character formation and national awareness. The findings reveal that both the family and Pancasila hold a central role in developing a generation that is not only intellectually capable but also ethically grounded and nationally conscious. Such a generation functions as a driving force for progressive and contributive national development. Furthermore, Pancasila provides a core value system that supports the formation of national insight, guiding individuals toward becoming responsible and capable citizens. The study highlights the importance of reinforcing the role of the family as the primary environment for value internalization. It also underscores the need for stronger synergy between the family and the state to build a shared commitment toward achieving Indonesia Emas. This vision emphasizes not only progress but also the prioritization of humanistic values, beginning within the family sphere.

Abstract

The emergence of organic social movements in Indonesia during the digital age reflects a shift in patterns of political activism toward more decentralized and network-based forms. This study aims to analyze the characteristics of connective activism within organic social movements and its implications for models of digital citizenship. The research employs a qualitative approach using a case study design, involving the observation of social media activities and a review of literature related to digital social movements. Data analysis was conducted using a descriptive-qualitative approach with a thematic framework to identify patterns of citizen participation and mobilization. The findings reveal that connective activism in Indonesia exhibits organic characteristics rooted in collectivity, social solidarity, and moral emotions, and is supported by the interaction between digital networks and local social structures. The case study of the “Panggilan Darurat” movement demonstrates that social media expands citizen participation and creates alternative spaces for public policy criticism. These findings underscore the emergence of a more inclusive, flexible, and connectivity-based model of digital citizenship.
