Abstract

Village Financial Management is a form of governance in the Village regarding the Revenue and Expenditure Budget in order to carry out development based on priority activities that have been determined in the Village Conference. Management of village funds by using management functions through the principles of good public service will be able to measure the development of villages in Segedong District starting from the calculation of the Fiscal Year from Transfers to Regions in 2019 to 2023. Therefore, this research aims to examine the use of Village Funds in the Sigedong District, Mempawah Regency, West Kalimantan Province from 2019-2023. The author uses a qualitative descriptive research method with an inductive approach because the researcher wants to get clear and know how the evaluation of Village Fund Utilization will start from 2019-2023. From the results of research on six villages in the Segedong sub-district area, it is known that the participatory development carried out by the village community in the Segedong sub-district has been running well and correctly resulting in development that is in accordance with the applicable mechanisms and regulations. The implementation of activities by the village government together with the community is carried out using Swakelola and has produced measurable and quality activities. The capacity of the apparatus is increasing by being given the opportunity to learn to increase government knowledge, skills and public service and knowledge of electronic communications technology. The results of the development can be used as a basis for submitting a Development Village Index to the government to make it an independent village in accordance with the targets of the Mempawah Regency.

Abstract

In 2024, the government has targeted that Indonesia will have 26 National Border Posts (PLBN). PLBN development is not only aimed at cross-border posts or offices, but will be built as a center for new regional economic growth. The presence of PLBN will improve the welfare of residents in border areas and increase the national security of the Indonesian nation. Through qualitative methods, researchers analyzed the conditions before the PLBN was built, the implementation of the PLBN area construction and the impact of the PLBN area development on national security policy. The research results show: Conditions of isolation and poverty before the PLBN Area were built, development of the PLBN area had been carried out on a large scale and there was a need for security policies in border areas so that the development of the PLBN Area was effective in increasing national security.

Abstract

The purpose of this study was to determine the effect of the Principles of Good Governance on the Quality of Public Services at the Tegalrejo Village Office. The method used in this research uses descriptive quantitative research with survey research methods. In this study, the population taken was the Tegalrejo Village community with a total population of 458. To determine the number of samples in this study using the Slovin formula with a sample size of 214 respondents. The results of the study showed a significant influence between the principles of good governance on the quality of public services at the Tegalrejo Village Office. This is obtained from the t-test where t_count = 23.838 is greater than t_ (table) = 1.971 and sig value. 0.000 and the coefficient of determination obtained a value of 0.728 or 72.8%, which means that the quality of public services in the Tegalrejo village office is influenced by the principles of good governance by 72.8%.

Abstract

Greenhouse gases, which consist of 55% carbon, have been reported as the most significant contributor to climate change. Greenhouse gases have encouraged various international efforts to reduce carbon levels worldwide. One is emphasizing climate change adaptation and mitigation programs in city development. Planning is an essential element for any urban development initiative. Planning requires making choices in pursuit of stated goals. Understanding urban planning related to climate change as a "wicked problem" is the basis for choosing an appropriate planning approach. Strategic spatial planning is widely practiced worldwide to develop a coordinated vision to guide urban areas' medium to long-term development. However, the literature needs a more comprehensive conceptualization of spatial strategic planning. City spatial strategic planning is primarily published in empirical studies, which generally focus on one case. This article, apart from providing a specific overview of how the strategic planning process is carried out in urban spatial planning related to climate change, also explains various reasons why strategic planning is an appropriate approach in urban planning related to climate change. Abstract

In the short term, disaster events have a significant impact on economic growth and can drastically change the economy. After the Lombok earthquake disaster in 2018, the economy of North Lombok Regency experienced a negative contraction of 7.01% and then was tested again with the Covid-19 pandemic at the end of 2019 so that it again experienced a negative contraction of 13.32% in 2020. An analysis is needed to obtain an overview of the transformation and performance of the post-disaster economic sector in order to accelerate efforts to rehabilitate the regional economy as before and even more exciting than before. From the overlay analysis of the Static and Dynamic Location Quotient values, it is obtained that 6 (six) types of business fields are categorized as leading, 5 (five) types of business fields are categorized as prospective, 2 (two) types of business fields are categorized as mainstay and 4 (four) types of business fields are categorized as lagging. Based on the value of the Shift-Share component, overall economic growth in North Lombok Regency is classified as progressive. The economy of NTB Province contributes positively to the economy of North Lombok Regency. However, most of the business fields experienced slower growth and were not competitive with the same business fields in the NTB Province economy.

Abstract

The efforts made by the Kutai Kartanegara Regency Government in managing regional taxes start from exploring tax potential, tax data collection and assessment, and billing, as well as other efforts in optimizing revenue from the Regional Tax sector such as the use of technology and information to support the acceleration and ease of implementing tax administration management as well as providing convenience in providing service accessibility to the community in the context of modernizing tax administration and realizing regional fiscal independence. Qualitative research conducted regarding the dynamic governance perspective in the implementation of online-based Regional Tax services proves that the application of culture and capability elements can be a supporting factor in the successful implementation of the Online Tax service program at the Regional Revenue Agency of Kutai Kartanegara Regency. Although the formation of an appropriate work culture requires a long time, there is a need to strengthen socialization which is an important part of optimizing the implementation of this program.

Abstract

Technological advances have brought about the development of digital transformation one of which is in the field of population administration, namely through the presence of DigitalPopulation Identity Cards (KTP). The East Oku Regency Population and Civil Registration Service has implemented digital-based Population Identity Cards (KTP) since 2023, but in implementation there are still several obstacles. Therefore, analysis is needed to assess the effectiveness of the implementation of the Digital Identity Card (KTP), as well as to analyze theprocesses and factors that influence the success of the effectiveness of the Digital Identity Card (KTP) program at the East Oku Regency Population and Civil Registration Service office. This research uses descriptive qualitative research methods, data collection techniques by means of observation, and literature study. The research results show that the implementation of population administration is quite effective in terms of the dimensions of usefulness, convenience and acceptance of information technology, although there are obstacles in terms ofdirect socialization because not all residents of East Oku Regency know about the implementation of digital KTP socialization. This especially applies to older people who do notunderstand technology so they have difficulty using IKD.

Abstract

The suboptimal use of information and technology systems for planning and monitoring, along with the lack of innovation and social empowerment programs by the Development Planning Agency at the Sub-National Level (Bappeda) of Central Lampung Regency, is indicated to potentially hinder the achievement of the Sustainable Development Goals (SDGs). This issue has drawn the author’s attention to propose ideas regarding the potential development of technology, innovation, and socio-economic empowerment to Bappeda of Central Lampung Regency. This study aims to explain the role of Bappeda in supporting sustainable development based on the potential, technology, innovation, and socio-economic empowerment of the community in Central Lampung Regency. By employing literature studies and descriptive analysis, document-based data relevant to the research focus were critically and thoroughly analyzed to obtain comprehensive answers to the research questions. The results indicate that Central Lampung Regency faces 15 strategic issues and six significant problems within Bappeda. The author suggests that the development of technology, innovation, and socio-economic empowerment can be achieved through collaborative efforts involving various stakeholders, ensuring that all processes are well-executed. It is hoped that the complexity of these problems can be addressed by maximizing the resources available in Central Lampung with support through several program initiatives aimed at achieving the sustainable development goals of Lampung Province by 2030.

Abstract

Child-Friendly City (KLA) is a strategic policy that aims to ensure the fulfillment of children’s rights through synergy between government, society, and the business world. This study aims to analyze the implementation of the KLA policy in Banda Aceh City with a focus on seven institutional indicators as stipulated in the Regulation of the Minister of State for Women’s Empowerment and Child Protection of the Republic of Indonesia Number 12 of 2011 concerning Indicators of Child-Friendly Districts/Cities. This study uses a qualitative method with data collection techniques in the form of interviews, observations, and documentation. Informants consist of government officials, community leaders, and representatives of relevant community institutions. The results of the study indicate that Banda Aceh has not fully achieved Child-Friendly City status. Several institutional indicators, such as special budget allocation and involvement of community institutions, have been implemented, but are not optimal. The Regional Action Plan for Child-Friendly City is not yet available, and involvement of the business world is still limited. At the village level, understanding of the KLA concept is still low, so that policy implementation is not evenly distributed. It is necessary to strengthen the synergy between the City Government and villages, special budget allocation, and involvement of the business world through the establishment of the Indonesian Child-Friendly Company Association (APSAI). With these steps, it is hoped that the implementation of KLA can be accelerated, so that the fulfillment of children's rights in Banda Aceh can be realized comprehensively.

Abstract

The health sector is an important pillar in a country's development. It has become an obligation for the government to provide quality health services that meet the needs of the community. To be able to design health services that suit the expectations and needs of the community, a responsive bureaucracy and community involvement are needed in every service process. The new public service paradigm is present as a relevant approach to realizing health services that are more community oriented. Therefore, this research aims to understand how the principle of Serve Citizens, Not Customers in the New Public Service is implemented in the context of health services and what obstacles are faced, specifically at Berkah Pandeglang Regional Public Hospital. This research uses a qualitative method where data collection is carried out through a literature study, observation, and interviews. The results of this research show that Berkah Pandeglang Regional Public Hospital has succeeded in implementing the principle of Serve Citizens, Not Customers from the New Public Service concept. Apart from that, good implementation has been seen in the aspects of fairness and personal attention. However, this research also identified that aspects of reliability and convenience still need to be optimized, and there are still several obstacles that must be faced to improve overall service quality.
