Abstract

ABSTRACT The Covid-19 pandemic has spread throughout the world, including Indonesia, due to the influence of globalization supported by advances in information and communication technology. The globalization of Covid-19 has had an impact on people's lives, the private business world, and government. The impact of the Covid-19 pandemic, especially for the Regional Government Bureaucracy, is the emergence of problems with weaknesses in the institutional aspects and behavior of the bureaucratic apparatus. However, there are also challenges and opportunities that can be utilized properly in policy making to overcome problems that arise after the pandemic. In this context, the handling of the pandemic can be handled properly if it is supported by good governance and digital bureaucracy. The institutional reform approach and the behavior of the local government bureaucracy will be good. The local government's institutional reform approach, both improvement of organizational forms and missions, regulations (policies), procedures, methods, and working mechanisms of public services will enable the local government bureaucracy to carry out its duties properly in overcoming the pandemic. Reforms through improving the behavior of the bureaucratic apparatus (ASN) both through education and training, remuneration policies, career development or others will make the local government bureaucracy able to carry out public services well after the Covid-19 pandemic. Abstract

Dua etnik besar sekaligus etnik yang dianggap asli sebagai penghuni daerah Kalimantan Barat dan sekitarnya juga sering terlibat dalam konflik sosial yang terjadi selama ini. Umumnya kedua suku ini berkonflik dengan etnik pendatang, dan sangat jarang sekali terjadi kedua etnik ini saling berkonflik. Meskipun sering terjadi pertikaian kecil antara orang dari kedua etnik ini, tapi umumnya akan dapat diredam dan tidak berlanjut pada konflik sosial berskala besar. Dengan teori Konflik (Emile Durkheim) dan Teori Struktural Fungsional (Karl Marx), serta menggunakan tipe penelitian deskriptif kualitatif, peneliti berhasil mendeskripsikan bagaimana hal ini bisa terjadi, dan bisa dijadikan contoh untuk suatu persaudaraan yang berbeda etnik namun dapat hidup rukun secara berdampingan. Hasil penelitian ini menunjukkan bahwa: Adanya harmonisasi hubungan antara etnik Dayak dan etnik Melayu yang terbina sejak lama yang tak lepas dari peran pemimpin ke dua etnik, Ke dua etnik ini juga terlibat aktif dalam penyelesaian setiap konflik yang terjadi dan Adanya upaya- upaya yang dilakukan oleh ke dua pemimpin etnik untuk menciptakan kehidupan yang damai dan harmonis di tanah Kalimantan Barat.

Abstract

Pemberdayaan merupakan langkah penting dalam peningkatan kesejahteraan masyarakat. Sejahtera berarti kecukupan secara lahir dan batin. Sejahtera secara lahir dapat diartikan bahwa seseorang berhak memperoleh kesempatan dan kemampuan untuk mendapatkan hak-hak dasar sebagai manusia, terpenuhinya kebutuhan pangan (makan), sandang (pakaian), papan (tempat tinggal), pendidikan, serta Kesehatan. Penelitian ini bertujuan untuk mengetahui bagaimana peran pemerintah desa dalam pemberdayaan masyarakat di Desa Purwasari Kecamatan Purwasari Kabupaten Purwasari. Dengan fokus penelitian menggunakan teori Pemberdayaan Masyarakat oleh Tim Delivery (Totok Mardikanto, 2013: 125- 127). Penelitian ini menggunakan metode pendekatan kualitatif yang bersifat deskriptif. Data dianalisis melalui teknik wawancara, dokumentasi dan observasi langsung ke lapangan. Hasil dari penelitian ini adalah peran masyarakat desa dalam pemberdayaan masyarakat yang ada di Desa Purwasari.

Abstract

Public skepticism of most of its leaders serves as a driving force behind research. This is because corruption is a serious offense. The executive and legislative branches are where corruption first starts to take place. According to Kartono, a leader who adopts the culture of siri na pacce in himself would develop into a leader who is brave and solid in guiding this research while employing theory (2008:32). This research methodology combines qualitative research with descriptive techniques to describe the condition of the study object based on fieldwork findings. Literature analysis, interviews, documentation, and the use of purposeful approaches in identifying the information are all used as data gathering strategies. According to the findings in the area of decision-making, the mayor makes reference to the laws that are in effect without departing from the culture of Siri. The Mayor declared April 1 to be a day of culture. In terms of motivation, the Makassar City Government employees appreciate one another thanks to the mayor. In order to establish the most impartial justice possible, the government interacts and communicates consciously in Makassar Bugis. The Mayor issued a PERWALI about allegations and unscrupulous conduct in the area of managing subordinates. The Mayor conducted a KASN Recommendation to reinstate previously transferred officials in the area of duty. The Mayor manages emotional control based on the purpose of public service, which is to humanize people

Abstract

As a manifestation of the implementation of regional autonomy, the duties and authorities to regulate and manage the government and interests of the local community are left to the local government itself. This task is carried out while still being guided by the legislation, namely Law No. 23 of 2014 concerning Regional Government. Decentralization aims to make local government more efficient and effective. The Regional Autonomy System signals that a government prioritizes regional independence to regulate its own government affairs. The implementation of autonomy, one of the goals of which is to accelerate the service process in the community. Fiscal decentralization in the context of autonomy has become the basis of regional sources of revenue. In this case, local governments are given the right to obtain financial resources in the form of certainty of the availability of funding from the government according to the government affairs submitted. The government is given the authority to collect and utilize local taxes and levies, the right to obtain proceeds from national resources located in the regions and other balances as well as to manage regional wealth and obtain sources of financing (Soleh and Heru, 2010). The purpose of this study is to formulate and analyze how much potential Motor Vehicle Tax is and the impact of the Tax on Local Revenue (PAD) and then formulate the right strategy in answering problems in an effort to increase the realization of motor vehicle tax John W. Creswell (2019: 288) stated that, "mixing and blending this data can be stated to provide a stronger understanding of the problem formulation than done one after the other".By paying attention to the principle of Dominant tutoring, in this study quantitative data is more dominant than qualitative data. Thus, this study uses a mixed approach or what is known as Mixed Method. The results of this study show that there are several strategic issues that are very influential in the process of implementing an increase in regional tax targets, namely improving the quality of human resources, improving facilities and infrastructure for managing Motor Vehicle Tax, and maximizing the potential of motor vehicles.

Abstract

Entikong merupakan Kecamatan perbatasan negara yang penting, karena wilayah perbatasan negara termasuk bagian manifestasi dari kedaulatan wilayah Indonesia. Keterbatasan penyelenggaran kelembagaan pemerintahan kecamatan di perbatasan negara memberikan dampak yang dapat menghambat pembangunan dan pengembangan wilayah perbatasan. Penelitian ini bertujuan untuk mengkaji penyelenggaraan kelembagaan pemerintahan kecamatan perbatasan di entikong, Kabupaten Sanggau. penelitian ini menggunakan metode deskriptif kualitatif yang melibatkan upaya-upaya penting dalam pengumpulan data, seperti mengajukan pertanyaan-pertanyaan dan prosedur-prosedur, guna mengumpulkan data yang spesifik mengenai pengembangan kelembagaan kecamatan di perbatasan negara. Hasil penelitian mengungkapkan bahwa penyelenggaraan kelembagaan kecamatan di Kawasan Perbatasan Entikong dalam penyelenggaraan pemerintahan menggambarkan adanya norma kerja, tugas, dan fungsi yang berbeda, sehingga membutuhkan struktur dan dukungan sumber daya yang berbeda melalui pengembangan kecamatan menjadi manager kota kecil. Tugas dan fungsi kementerian dan Lembaga pemerintahan kecamatan dipadaukan dalam struktur kelembagaan kecamatan sehingga dapat membangun dan memberdayakan pemerintah kecamatan dan masyarakat di perbatasan negara.

Abstract

To achieve the objectives of regional economic development, development policies based on regional characteristics (endogenous development) are needed by utilizing the potential of local resources. Identification of potential economic sectors is a must to optimize the process and success of the intended economic development. Economic inequality from a functionalist point of view is caused by elements of society that do not carry out their functions optimally. In addition, economic inequality is seen from a conflict perspective that inequality is not a social problem, this is because in society there are different interest groups and fight over existing resources. The solution that can be applied to this phenomenon is that the government can first encourage elements of society to improve their functions in society.

Abstract

Corporate social responsibility have a meaning socially companies have a responsibility to stakeholders and the community as a form of attention in improving the welfare and a positive impact for the environment. However, in its implementation, it still encounters several problems such as the community's not maximally utilizing social responsibility, the lack of maximum resources and transparency. social responsibility activities are not evenly distributed, the communication function of the CSR forum is not yet optimal and the funds collected in the CSR forum are not optimal to support regional development programs. This study attempts to analyze and describe corporate social responsibility in Badung district, the obstacles in the implementation of corporate social responsibility and to determine strategy in solve the problem. Method of the research uses a method of the qualitative descriptive study with inductive approach. The result showed the implementation of corporate social responsibility in Badung district based on Merilee S. Grindle just three indicators have been implemented well enough, namely type of benefit, recources committed, and institution and regime characteristic, while six indicators are not conducted properly. Contributing factors implementation of corporate social responsibility in Badung district the existence of Regional Regulations Regent Badung Number 6 Years 2013 about Corporate Social Responsibility, the positive impact that obtained in the implementation of social responsibility for local governments and companies to avoid from illegal charges and the community accepts with good social responsibility . As for factor inhibitors, is not optimal coordination between local governments and companies, policies that are not conducted by the company, and the community lack of socialization. A strategy that should be applied in the implementation of social responsibility namely regular monitoring the implementation of social responsibility, to evaluate every activity and to increase the community socialization. This research advice to improve the implementation of corporate social responsibility namely concerning the aspect of the implementation of that has not been implemented well,see factors barrier in the implementation corporate social responsibility and consistency the local government to run strategies to solve the problems the implementation of social responsibility . Abstract

There is often a difference between the two in terms of service quality, which is directly related to how well an organization serves its customers. Due to several deficiencies, the public services provided by the government in this case are not in accordance with the standards set. Service indicators are still more conceptual in nature, and their implementation is still far from expectations, such as Law 25 of 2009 concerning Public Services which has not been fully implemented. This study aims to describe and analyze the data collected in explaining the quality of service at the Bekasi City Kesbangpol Agency, so the researchers used a qualitative descriptive approach. Researchers collect data through interviews, observation and documentation. Primary and secondary data are used in this study. Informants for in-depth interviews with related organizations and people, including the Head of Domestic Politics of the Bekasi City Kesbangpol Agency, Head of Political Education and Democracy Enhancing Sub-Division of the Bekasi City Kesbangpol Agency, and the public who carry out services at the Bekasi City Kesbangpol Agency. Reducing data, presenting data, and verifying or drawing conclusions are all necessary steps in data analysis. The findings of the study show that the Bekasi City Kesbangpol Agency is not able to provide generally satisfactory services. As required by the principle of public service in Article 4 of Law no. 25 of 2009, the Bekasi City Kesbangpol Agency has not pursued indicators such as professionalism, openness, timeliness, provision of facilities and special treatment for vulnerable groups. Abstract

The problem of stunting in Indonesia has become a national concern. The target of stunting reduction in 2024 is 14%, while in 2022 the number still at 24%. Various efforts to tackle stunting have been carried out by the Indonesia Government both at the central and regional levels, but have not been able to significantly reduce stunting. This study aims to determine the dynamics of trends in the number of studies, trends in writing from scientific disciplines, co-occurrence of author keywords, stunting handling efforts, and publication trends by region with scopus as the database. Bibliometric analysis and content analysis are used as the method in disclosing the secrecy and tendency of scientific discourse with Vosviewer application to visualise the result. This study shows that there are 103 articles published in journals related to efforts to deal with stunting in Indonesia with the year of 2021 as the year with the most publication by 33 articles. In addition, the trend of writing from the dominant disciplines related to health (medicine and nursing) is 85 articles. The highest author keywords occurrence is "stunting”, while the popular keywords were Indonesia, children, malnutrition and sanitation. In addition, there are 12 categories of stunting handling related to specific and sensitive interventions, with the most being carried out in the Indonesian region in general with 33 articles and Java Island with 62 scientific articles.
