Abstract

Efficiency in the process of applying for personal housing loans through the Indonesian Navy is a strategic step to improve member welfare. This study examines the implementation of automation of the loan application system and inclusive socialization as an effort to accelerate the administrative process, increase transparency, and expand access to information to all members, including those in remote areas. Automation allows for the digitization of document submission, data integration between departments, and automatic notifications that speed up the process and minimize uncertainty. Meanwhile, inclusive socialization through face-to-face training, online seminars, and internal media ensures members understand the procedures and benefits of the program. The results of the study show that the synergy between automation and socialization improves service efficiency, transparency, and member satisfaction with the loan program. This approach also builds trust and awareness that the program supports welfare without discrimination. With effective implementation, this strategy is expected to increase member motivation and loyalty to the institution, while strengthening the economic stability of their families.

Abstract

This study aims to analyse the personnel training and development programme at the Disminpersal Education and Training Institute (Lapetal) to improve the quality of recruitment of the Indonesian Navy (TNI AL). This research uses a qualitative approach with a descriptive analysis method to explore the challenges Lapetal is facing in achieving this goal. The analysis results show that Lapetal faces several significant challenges, mainly related to the educational level of personnel who have not met expectations and the gap between personnel competence and increasingly complex task demands. The less-than-optimal training and development programmes currently in place are contributing internal factors. To address these issues, this study recommends several strategies, including (1) the use of information technology to improve efficiency in the recruitment process and competency development, (2) increased cooperation with educational institutions to strengthen access to quality human resources, and (3) periodic evaluation of training programmes to ensure suitability and relevance to organisational needs. It is expected that with the implementation of these strategies, the quality of the Navy's recruitment can be improved, and the resulting personnel are better prepared to face the growing demands of the task.

The Indonesian National Armed Forces Supply Agency (Babek TNI) plays a strategic role in supporting TNI operations through centralized and integrated procurement of goods and services. In the digitalization era, Babek TNI faces various challenges in managing Human Resources (HR), including technology adaptation, information security, and personnel competency improvement. This study aims to analyze the role of risk management in addressing these challenges using a qualitative approach with a literature review method. Data were obtained from various academic sources, relevant policies, and reports on risk management implementation in the military sector. The analysis results indicate that effective risk management implementation can minimize the negative impacts of risks, improve operational efficiency, and ensure the readiness of Babek TNI’s HR in supporting its primary tasks. This study also finds that integrating digital technology with a risk management framework can strengthen the HR management process. These findings provide practical recommendations for Babek TNI to develop adaptive risk management strategies, including continuous training, technology risk monitoring, and data-driven policy reinforcement.
