Abstract

The politicization of the bureaucracy is a polemic that has become a parasite in the administration of government which has not yet been completely resolved. This has a very bad impact on the integrity of ASN and the quality of public services provided to the community. The attitude of political officials who take advantage of bureaucrats for their personal and group interests greatly injures the professionalism of government administrators in the technical field. This problem arises because of the bias in the meaning of the provisions of Article 1 Paragraph (14) of Law Number 5 of 2015 concerning State Civil Apparatus that the Civil Service Supervisory Officer (PPK) is an official who has the authority to determine the appointment, transfer, and dismissal of ASN employees and development of ASN management in government agencies. For this reason, it is necessary to (1) identify the problems of politicization of the bureaucracy in determining the appointment, transfer, and dismissal of ASN employees by regional heads; and (2) Analysis of the best policy alternatives to overcome these problems. The author uses a qualitative descriptive method because it examines the pattern of the relationship between politics and bureaucracy with the theory of Interdependence between policy, politics and administration and the concept of the dichotomy of political officials and bureaucratic officials then analyzes the impact of ASN regulations through the Regulatory Impact Analysis (RIA) method.

Abstract

MDGs was implemented over the period 2000-2015 by the United Nations along with 189 members states to tackle several crucial issues, namely ‘extreme poverty and hunger, universal primary education, gender equality and woman empowerment, child mortality, maternal health, HIV/AIDS, malaria and other diseases, environmental sustainability and globally developmental partnership’ (United Nations 2014). After 2015, the MDGs which was adopted by 189 members states was evaluated by comparing between the MDGs’ targets and its results. By using archival research data, this paper argues that the MDGs have not really failed in fighting against global poverty, because the MDGs showed a global willingness to alleviate numbers of poverty and the MDGs have achieved prominent improvement.

Abstract

One form of local government public policy is the establishment of Regional Owned Enterprises policy. The purpose of this study was to evaluate the policy of the establishment of a Regional Owned Enterprise PT. Balairung Citrajaya Sumbar. The theory used is the policy evaluation of Althaus et al. with indicators: Input, Process, Output, and Outcome. The research approach used is descriptive qualitative with data collection, document review, interviews and observations. The results showed that the establishment policy of PT. Balairung Citrajaya Sumbar has not been effective and inefficient based on; (1) Inputs, the basic material of the policy is that there is no feasibility study, human resources are adequate, financial resources have not yet received all capital participation from districts/cities in accordance with the cooperation agreement. (2) The process, the implementation of the policy has reached the target, namely the formation and operation of PT. Balairung Citrajaya Sumbar. Policy implementers have carried out their respective roles according to their respective functions. However, it has not been effective in achieving policy objectives and is inefficient in managing resources into outputs, (3) Output, the policy results have been received in the form of dividends, but the ratio is still very small compared to inputs and has not been received continuously every year. (4) Outcome, the formal objective of the policy to increase development is still not significant because of the small contribution to PAD. Another positive impact is that socially, the Balairung Hotel has become an icon and meeting point for the people of West Sumatra in Jakarta. Meanwhile, the negative impacts include the image of the West Sumatra Provincial Government not being able to manage BUMD properly and the increase in the APBD burden for renting the West Sumatra Provincial Liaison Agency office in Jakarta, as well as the reduced function of the Balairung as a shelter for Minang people in Jakarta.

Abstract

This study aims to find out some dynamics and perspectives of the global political economy by using the literature review method. Economic nationalists place the state as the main actor. Meanwhile, economic liberals argue that the state should collaborate with other actors in the system. There are dynamics that shape the global political economy, which are international trade and transnational production. These two dynamics have implications for the global division of labor. International trade with the concept of 'comparative advantage' affects the specialization of the workforce. Meanwhile, transnational production with transnational corporations has implications for encouraging the division of labor around the world. However, there is skepticism about these dynamics. For example, they are believed to play a role in wage inequality, especially between a less skilled workforce and a more skilled workforce in the developing countries.

Abstract

This article aims to analyze Dilla Hikmah Sari's potential victory in the 2024 regional elections. The writing of this article uses a descriptive qualitative method with data collection techniques using library research, namely data collection techniques using various literatures such as books, magazines, journals, and previous research reports. The results showed that Dilla Hikmah Sari's modalities when viewed from social capital and political capital at least illustrate that there is little chance of winning the 2024 regional elections. dependence on the influence of his father who was a former regent for 2 terms. The only hope that Dilla Hikmah Sari has is the legitimacy that will later be given by Romi Haryanto as an incumbent in providing support to Dilla Hikmah Sari if we look at it from a "spoil system" perspective because it has helped win her in the 2020 simultaneous elections. Romi Haryanto has a network and so far his network loyalty has been quite tested as we saw in the last December 2020 regional election which won 76.8%. Therefore, Dilla Hikmah's lack of political modality at least makes Dilla consider it a political safari to political party elites in East Tanjung Jabung Regency, at least get a political vehicle to be able to advance in the 2024 simultaneous regional elections by considering the opportunities that exist..

Abstract

The Pahae Julu District's Education CSR initiative is a form of collaboration between stakeholders to overcome limited resources to improve education quality, which is still deemed low. This research aims to gain an overview of government collaboration in the education sector through the execution of CSR initiatives, implementation difficulties and efforts to overcome them in Pahae Julu District. This research used a quasi-qualitative research method. Interviews, observation, and documentation were data collection procedures that used data triangulation techniques. Data reduction, data presentation, and conclusion drafting were data analysis approaches. According to the findings of this research, the Government Collaboration on the Implementation of the Educational Corporate Social Responsibility (CSR) ran smoothly before 2020, but several programs were hampered and temporarily suspended due to the Covid-19 pandemic in 2020. However, the government, corporation, and community will continue to work together to maximize this collaboration for mutual prosperity, particularly in improving educational quality, strengthening commitment by creating program designs and efforts to mobilize common interests, developing a plan for setting standards (indicators of success) to facilitate evaluation, and anticipating inhibiting factors that become obstacles by increasing community participation. Abstract

The collapse of the new order became a reflection for political parties in strengthening and expanding their political power to appear on the surface as a democratic spirit that began to develop in Indonesia. This became an opportunity for the Partai Keadilan (PK) to compete by changing its name to the Partai Keadilan Sejahtera (PKS) and experiencing significant developments in the political scene in Indonesia. The developments experienced by PKS triggered conflict within the party itself. The factions that emerged in the PKS party created conflicts that made political parties lack electability and had an impact on vote acquisition during general elections. This research is a library research with a qualitative approach which finds that political conflict in PKS can occur due to three things, namely political conflict to occupy political positions, conflicts resulting from policies and conflicts of opinion on political institutions. Efforts to resolve conflicts in political parties are resolved by means of deliberation by the party consultative assembly, if this does not work, then it can then be processed through legal proceedings to the district court and cassation at the supreme court.

Abstract

Innovation has become an inevitable concept in today's development policy. However, innovation in development is an idea that is often used by political actors for their political agenda. By using qualitative methods, this research aims to find out how the political aspect in Nglanggeran Village, Gunungkidul Regency is framing this innovation. We found that the innovations that have been carried out by the village become a bargaining position for the village if there is an election for both village heads and regional heads. The majority of candidates will state their commitment to support the development of innovations carried out. Politicians do not promise to do innovation A or B but to support existing and future innovations.

Abstract

This study discusses the development of women's participation and justice in political rights in Indonesia and the Philippines. This issue is considered important to be discussed because it relates to gender equality which must be addressed immediately, because it involves human rights. In this study, the author uses a qualitative method, using library research data collection methods. namely by collecting data, documents, books, articles and scientific papers, which are in accordance with the object of research, which are then analyzed, reduced, and concluded. Abstract

The National Medium-Term Development Plan (RPJMN) has been critiqued for its continuity. Those critics became arguments on bringing back National Guidelines (GBHN) into Indonesian constitution. We analyze four RPJMN during the period 2005-2024 to observe its continuity. Analysis was made using the desk study method. By observing vision, mission, dan priority agendas of every RPJMN and also doing several case study, we found that it is true the there are discontinuity in RPJMN in particular, the ones made in respective to the governmental change from President Susilo Bambang Yudhoyono to President Joko Widodo. This discontinuity is indicated by the difference between priority agendas of the two RPJMNs in question. The result can be viewed as supporting pro GBHN arguments, but we think more representative thought process is needed for that matter.
