Abstract

Tourism is one of the sectors most affected by the COVID-19 pandemic. This pandemic has prompted governments worldwide to implement policies to limit community activities, both within and between countries. The tourism sector has been significantly affected, especially regarding income reduction, due to the cessation of supporting factors such as providing accommodation and food and beverages; retail and wholesale trade; car and motorcycle repairs; and transportation and warehousing. Before the emergence of the COVID-19 pandemic, the focus of 5-year tourism development in Indonesia was on strengthening priority tourism destinations and revitalizing Bali destinations. The COVID-19 pandemic that began in March 2020 has changed the 5-year tourism sector projection, followed by various policies to prevent the spread of this virus and focus on public health. This study aims to present a portrait of Indonesian tourism at the beginning of the COVID-19 pandemic and provide recommendations for recovering economic policy adaptations, both short-term and medium- and long-term. The method used is a literature review with a qualitative and descriptive approach to existing policies. The results of the analysis recommend that the assessment of tourism development planning be emphasized on general stimulus, stimulus for Small, micro, and Medium Enterprises (MSMEs), structuring accommodation packages, transportation and access, taxation stimulus, technical guidance, strengthening tourism diversification, and strengthening the supply and demand side of the tourism sector.

Abstract

The implementation of Covid-19 mitigation policies has hindered the effective functioning of public services. During the Covid-19 pandemic, domestic violence cases remained hidden due to victims' limited access to reporting channels, despite the government's efforts in establishing P2TP2A and SEJIWA psychological services. The persistently high incidence of domestic violence prompted Farazmand (2009) to advocate for increasing the state's administrative capacity to confront unforeseen challenges. This article examines Indonesia's approach to addressing domestic violence during the pandemic through Farazmand's Administrative Capacity Building recipe, utilizing a descriptive qualitative methodology with a literature study. The analysis reveals a pressing need for preventive services in Indonesia, such as social marketing and the implementation of artificial intelligence (AI) technology in creating applications that can proactively combat domestic violence, aligning with Farazmand's notion of "anticipatory" administrative capacity.

Abstract

This research delves comprehensively into the development prospects of Ibu Kota Nusantara (IKN) within the context of the visionary Green Forest City and the inclusive City for All concept. Employing qualitative research methods and a literature review approach, the study draws from a diverse array of scholarly sources, including academic journals, articles, news reports, and more. The findings underscore the imperative need for cross-sectoral synergy, involving government bodies, private enterprises, and civil society organizations, to realize the vision of inclusivity in IKN's development. The future trajectory of IKN necessitates the implementation of systemic mechanisms for achieving inclusive cities. These mechanisms include augmenting political participation among minority groups, ensuring universal access to egalitarian public services, extending legal protection and social services to all, including minority groups and individuals with disabilities, and establishing inclusive healthcare and educational facilities. Successful execution of these dimensions holds the potential to transform IKN into an inclusive city, offering a sense of safety and comfort for its entire population. In conclusion, this research underscores the significance of holistic collaboration and systemic approaches in building inclusive urban environments. It illuminates the path towards realizing the Green Forest City's vision and the City for All concept within the context of IKN, with implications extending to the broader realm of urban development.

Abstract

The Trusted Government Leadership Model: Public Policy Perspectives in Indonesia is the subject of this study's description and analysis. This paper is based on several ideas and earlier research findings that illustrate the dynamics and issues with government leadership specific to regional heads of state. A literature review, including a conceptual analysis of textbooks and earlier research findings pertinent to this study, is the methodology employed. The results demonstrated that competence, goodness, integrity, and policy are the four (four) factors that impact a trustworthy government leadership model. Government leaders must possess the following qualities: (1) competence, which includes knowledge, skills, personality, and managerial abilities; (2) kindness and compassion; (3) integrity, which includes ethics and adherence to the law; and (4) policy, which consists of ten main principles, including the following: (a) public interest; (b) planning; (c) qualified; (d) management; (e) morality; (f) integrated; (g) impact; (h) honour; (i) glorify; and (j) learning.

Abstract

The debate over governance studies in the 1980s and 1990s revolved around the dichotomy between governance studies as an autonomous scientific field and governance studies as a component of political or administrative study. During the present decade, the field of government has undergone significant axiological advancements. This article seeks to establish a theory in the field of governance studies that specifically examines one of the roles of government. It does so by presenting empirical evidence of non-litigation case resolution and highlighting the function of legal professionals at the village level. These professionals serve as the primary representatives of the government and directly interact with the community. The utilization of qualitative methodologies reveals that the resolution of non-litigation cases and the involvement of legal entities at the village level are primarily dependent on the interactions between village heads and informal institutions, such as religious leaders, traditional leaders, and community leaders. These interactions serve as the key components in resolving non-litigation disputes, thereby establishing a supplementary institution. Hence, there exists a conceptual correlation between informality and governance studies based on empirical evidence on the operation of informal arrangements and institutions. This essay aims to enhance the development of governance studies by acknowledging the prevalent issue of high informality in Indonesia. In order to establish a new theory in governance studies known as government informality, it is necessary to explore the relationship between governance studies and the concept of informality. Government informality refers to the collaboration between government regulatory responsibilities performed by government officials and informal institutions within society to address social issues.

Abstract

This scientific journal examines the impact of bureaucratic reform on governance in Indonesia from an academic literature perspective. Indonesia, as a country with high administrative complexity, has undergone significant changes in its government system since the era of reform in the late 1990s. Before the reform, issues of inefficiency, overlapping authorities, and slow bureaucracy were major concerns in the public sector. This study aims to analyze the concrete impact of bureaucratic reform efforts, identify changes in governance, and provide a comprehensive overview of these changes. The literature review method is used to absorb the development of concepts, theories, and empirical findings that already exist. This article also reviews the history of bureaucratic reform, key elements in the reform, its impact on efficiency, accountability, public service, and community participation, as well as the challenges and obstacles in its implementation.

Abstract

Community political participation is a very necessary involvement in the General Election process. Every Indonesian citizen who already has the right to vote is certainly required to participate in voicing his or her voice in the election. According to several studies, there is an influence of media exposure on the level of political participation. Therefore, this study aims to explore more deeply the influence of social media exposure on the online political participation of novice voters in Java ahead of the 2024 General Election. This research uses a quantitative descriptive method, with data collection techniques using questionnaires distributed through social media as primary data in the time span from November 27, 2023 to December 6, 2023. The population used is the community of novice voters on the island of Java with a sample taken as many as 395 people from the calculation of the convenience sampling technique. In analyzing this research data, simple linear regression analysis techniques were used. The results of this research show that there is an influence of exposure to social media on the online political participation of novice voters on the island of Java ahead of the 2024 elections.

Abstract

The research is aimed at identifying the current electoral fraud that, in this study, is believed to disrupt the stability of the most democratic states from 2019 to 2024. The research method used in this study is a systematic literature review based on the use of 269 scientific articles sourced from the Scopus database that have been organized and restricted according to the context of related topics. The article review process was carried out using the Vosviewer application. Of the 269 scientific articles on electoral fraud that have been processed, it was revealed that from 2019 to 2024, there has been a decline in the interest in research on electoral fraud, which can be proved by the number of articles that are less stable in the scopus database. The results of this research have contributed to the development of political science that specifically deals with various electoral fraud practices. The research has the limitation that the data analyzed only comes from the Scopus database, so the findings of this study cannot comprehensively describe electoral fraud studies around the world. Further research needs to be balanced with the use of scientific articles, which are not only sourced through the Scopus database but also from internationally renowned databases such as the Web of Science and Dimensions Scholars.

Abstract

The purpose of this study is to explain the discourse in online media related to the implementation of Sirekap in the 2024 elections. This research uses a qualitative method with a case study approach. The findings in this study explain that there are four crucial issues in the news in online media related to the problem of using Sirekap by the KPU in the 2024 elections, namely photo converstion errors of vote counting result documents, KPPS officers have difficulty accessing, application security and alleged election fraud. From the perspective of online media coverage, Tempo.co Kompas.com and Detiknews.com were found to be massively reporting on KPPS officers having difficulty accessing. Meanwhile, CNNIndonesia online media has two dominant issues in its news, namely the problem of KPSS having difficulty accessing the Sirekap application and alleged election fraud. Furthermore, conversations in online media are still very dominant in discussing election results in the context of the vote data entered in Sirekap and the performance of the KPU and KPPS. Then, the network of actors discussed in the online media is the KPU and Bawaslu as election organizers. Then, Anies Baswedan and the head of campaign team 01 as a candidate pair competing in the 2024 election. Furthermore, Ganjar Pranowo and Mahfud MD as candidate pair number 3 who also competed in the 2024 elections. Likewise, actors outside election participants, namely political observers, information technology experts and netizens.

Abstract

Politics as a vital role in policy formulation has an influence on waste management in Indonesia. Ethical and normative violations regarding waste imports often occur. This is because there are gaps in legislative products and positive law in the same field. As stated in Law no. 18 of 2008 concerning Waste Processing shows that the import of waste is an activity that is prohibited in any form. However, there was an overlap in regulations, namely in Minister of Trade Regulation No. 30 of 2021 which notes that it is permissible to import waste for industrial activities except for Toxic and Hazardous Materials (B3). This writing aims to analyze various overlapping realities and possibilities regarding the implementation of these regulations. The political interest perspective also shows the dynamics of its formulation. It turns out that politicians tend to have different standing positions even though they are still in the same commission group. It cannot be denied that there is differentiation of views which are then grouped into camps based on several possible influences, namely variations in the background of politicians and interest groups or political parties. Therefore, it is classified in this research that the group that supports waste imports is Go Economy, and vice versa, those who reject waste imports are classified as Go Green. The meaning of this term shows a contradiction in attitudes and implementation which has resulted in a polemic during waste import regulations in Indonesia.
