Abstract

In discussing the roots of this conflict, several theories will be put forward that will serve as a basis for discussing issues related to this research problem. The theories in question are Boundary Making Theory, Decentralization Theory, Power Theory, and Resistance Theory. Theory of Boundary Making is used as a basis for looking at historical aspects as a determining factor in the occurrence of regional border conflicts even though the tendency of the theory is more on state border conflicts. The theory of power is used in this study because the core problem in border conflicts is a product of regulation. The party that has competence in issuing regulations is the government as the ruler of the state. Meanwhile, resistance theory is used to analyze the phenomena of the resistance movement as a result of domination within a power structure including the state. In this context, these theories are very relevant if they become the basis or basis for analysis of the research problem as the focus of this research.

Abstract

The background of this research is that the employee transfer policy is very important for civil servants within the Ternate City Government. The policy aims to 31 realize that regional head policies in carrying out mutations are realized as something that is absolutely necessary and these policies must be able to increase employee work productivity. If mutations are not carried out to increase the work productivity of employees, then something is not good in managing the area. The problem in this research is how the transfer policy is and what obstacles are faced by civil servants at the Regional Secretariat of the Ternate City Government in the Transfer of Employees. The purpose of this study was to determine the transfer policy, as well as to find out the obstacles in the transfer of employees at the Regional Secretariat of the Ternate City Government. Data collection techniques used are questionnaires, interviews, and observation. While the types of data are primary data and secondary data. This study uses qualitative methods using descriptive analysis. This research was conducted at the Regional Secretariat of the Ternate City Government. This research concludes that; (1). The civil servant transfer policy within the Ternate City Government is something that is normative. In matters of transfers, the policy of regional heads in carrying out mutations is recognized as something that is absolutely necessary. (2). One of the efforts to implement the Head of Service's policy is that employees who have worked for a long time receive new challenges and new assignments, as has been determined according to their duties, and the transfer of civil servants must be able to increase work productivity regarding the transfer of civil servants. (3) Transfer policy as the addition of experts to units that need it so that civil servants (PNS) improve their work performance to produce good team work in units that need it.

Abstract

The settlements in the Tafure sub-district and the Tarau sub-district are residential areas that are right around Sultan Babullah Airport with a residential distance from the airport of only about 1 (one) meter, this makes the people living in these areas always exposed to noise. This study aims to determine the noise level of aircraft activities in residential areas of Tafure and Tarau sub-districts, and to determine the role of environmental factors in the distribution of noise. The method used is descriptive quantitative where the data obtained is analyzed to determine the equivalent value of noise using the Leq (Equivalent Continous Noise Level) formula to see a comparison of noise levels from aircraft flight activities and make a percentage diagram. The results showed that the noise level in the Tafure sub-district during landing was 63.7 dB-75.3 dB and during take-off was 62.7 dB-74.1 dB. Whereas in the kelurahan, the noise level when the plane is landing is 63.8 dB-72.9 dB and during take-off is 65.9 dB-71.1 dB. The noise level in the two kelurahans has exceeded the noise threshold value set by KMLH No.48 of 2002, namely 55 dB for residential and residential areas. Factors that affect the noise level in the Tafure and Tarau sub-districts are caused by very minimal vegetation because the residential areas are already very dense and the wind speed in the two kelurahans is 0.98-1.31 m/s and for a temperature level of 71 .6% where the wind speed has no effect on the noise level.

Abstract

The research background of the Center for Community Learning Activities in Ternate City, especially in Akehuda village, is very important in order to help and provide space widely and freely to be used by the community ranging from the educated to those who have never studied the world of education. The research objectives are (1) To determine the role of the center for community learning activities (PKBM) in fostering students who have dropped out of school. (2) To find out the factors that influence PKBM in fostering students who have dropped out of school. (3) To find out what efforts the government has made towards PKBM Mario Laha to foster students who have dropped out of school.The research method used is qualitative descriptive research with a case study method. The subjects of this study are the head of PKBM, lurah, community leaders, and students. Observation, interview, and documentation data collection techniques.  Based on the results of the study, it can be concluded that: (1) The role of the Mario Laha Community Learning Center (PKBM) is as a service provider in the form of package A, B and C programs. The presence of Mario Laha PKBM in Akehuda Village as an equality education institution makes students who drop out of school enthusiastic again to continue their education so that they get a diploma to continue their education to college or a career in the world of work. (2) ) Factors that can affect the Mario Laha Community Learning Activity Center (PKBM) include: 1) The number of out-of-school children in the Akehuda sub-district who work as motorcycle taxis. 2) The economic condition of Mario Laha PKBM students who are below the poverty line. 3) Negative opinions of peers and parents. 4) Online learning. (3) Efforts that have been made by the government towards Mario Laha PKBM to foster students who drop out of school are as follows.

Abstract

This research was conducted at the Jiko Malamo tourism site in the Takome sub-district. The objectives of this research include: (1) knowing the role of local culture in tourism development, and (2) describing the impact of local culture on tourism development. The research was conducted in a qualitative form with descriptive analysis. The results showed that the role of local culture in jiko malamo tourism can be seen from changes in several existing cultural elements, including the development of local community knowledge systems, emergence of new livelihoods, recognition of language diversity, technological advances, formation of social organizations, emergence of commercialization of hospitality, shifts solidarity values, as well as the emergence of horizontal conflicts between local communities. The tourism management strategy in Takome Village still leads to the type of cooperative solidarity, while the pattern of community relations is in accordance with the characteristics of the community which is marked by a strong culture of mutual cooperation, consensus in decision making, and life that still has a traditional rural nuance.

Abstract

This research was conducted to improve the learning outcomes of class X students of SMA Negeri 10 Ternate City. On the subject of Hydrosphere Dynamics through the application of the Example Non Example learning model by using worksheets (questionnaires) while the data analysis techniques used are Observation, and questionnaires. To improve student learning outcomes.The type of research used is descriptive qualitative research with reference to the Example Non Example learning model. To improve student learning outcomes. The place of research is SMA Negeri 10 Kota Ternate.The completeness of student learning outcomes as a whole can be seen in cycle I as many as 33 people who have not finished or as much as 8%. Those who have not achieved mastery learning or have not reached KKM. Whereas in cycle II there was an increase in student learning outcomes as many as 32 people who completed or as many as 89% of students achieved learning mastery, so it can be said that in cycle II students can be said to have succeeded or achieved KKM

Abstract

The background of this research is that the rampant conflicts that occur can cause changes in attitudes of tolerance in the life of a multiethnic society. The purpose of this study is (1) to describe the tolerance of multiethnic communities in Wayabula Kecematan Village, South West Morotai, (2) To find out the models of tolerance of multiethnic communities in Wayabula Kecematan  Village, South West Morotai, and (3) To find out the factors that support and hinder the tolerance of multiethnic communities in Wayabula Kecematan Morotai Selatan Barat Village.  The research method is a  type of case study research with a qualitative approach.   Observational  data collection techniques, interviews, and documentation.  Data analysis techniques are data  reduction, data presentation, and drawing conclusions.Based on the results of the study, it was concluded that (1) The tolerance of multiethnic communities in Wayabula village is carried out by forming mutual respect, mutual respect and not disturbing the differences shared by other individuals. In the sense that an attitude of tolerance can foster peace, prosperity in the life of a plural society, especially the people in Wayabula village who have plurality in a society that forms a multiethnic society. Wayabula Village is one of the villages in the South West Morotai district inhabited by multiethnic communities including Gorontalo, Galela, Javanese, Sanger, and Bugis. In the daily life of this multiethnic society leads a fairly safe, peaceful, peaceful life and there is never any conflict between ethnicities in people's lives, (2) Models of tolerance in a multiethnic society can start from a simple understanding that tolerating is the same as understanding and respecting the attitudes and behaviors of others. Understanding and respecting the behavior of others who have the same religious background as us is not easy, let alone applied to different people in everything. (3) In forming tolerance in multiethnic societies does not always work well, every process carried out sometimes has supporting factors and inhibiting factors in fostering community tolerance. The factor supporting the tolerance of multiethnic communities is an attitude of mutual acceptance, mutual respect, mutual respect, and mutual help to help the community. The inhibiting factor is the lack of awareness in people's lives in accepting differences and the lack of understanding of the importance of tolerance in society.

Abstract

The main problem in this thesis is the implementation of school principal management in an effort to improve the quality of Civics learning and the factors that become obstacles for school principals in efforts to improve the quality of Civics learning. The formulation of the problems in this panel were 1) how is the management of school principals in improving the quality of Civics learning, 2) what obstacles arise when carrying out principal management in improving the quality of Civics learning. The purpose of this research is to describe the principal's management and the principal's constraints in improving the quality of civics learning at SMA Negeri 5 Kota Ternate. The method used in this research is descriptive qualitative research using data collection instruments in the form of observation methods, interviews and documentation methods. The data sources in this study were school principals, vice principals, Civics teachers and students. Data analysis techniques used in this study are data reduction, data presentation 2 and conclusions. The research data show (1) principal management in improving the quality of Civics learning in schools namely (a) vision and mission-based management, (b) service-based management and (c) performance-based management. (2) The management constraints of school principals in improving the quality of Civics learning are (a) the teacher's lack of understanding in the use of teaching materials (b) the change of curriculum from K-13 to independent learning (c) the teacher's lack of skill in carrying out the learning process in class and (d) ) lack of interest in learning students in the classroom

Abstract

Ijtihad is an essential means in the renewal of Islamic law and has been the subject of intense debate. In the modern context, ijtihad is used to address the challenges and social changes in society. From the time of Prophet Adam to Prophet Muhammad (peace be upon him), Allah sent messengers to guide humanity towards the truth. When people encounter issues not explicitly addressed in the Quran and Sunnah, Allah grants the freedom to use reason (ijtihad) to solve those problems, provided that the principles of the Quran and Sunnah, as the primary sources of law, are followed. The need for ijtihad has continuously increased with the growing number of issues faced by Muslims after the death of the Prophet, especially as the Islamic territories expanded and issues became more complex. This paper will discuss the dynamics of ijtihad in the renewal of modern Islamic law and its challenges, using a juridical-historical approach. This research is a descriptive qualitative library research, utilizing various literary sources to analyze and explain the role of ijtihad in the renewal of modern Islamic law. The results of the study indicate that ijtihad plays a crucial role in the renewal of Islamic law, allowing it to remain relevant and responsive to the changing times, despite facing various challenges.

Abstract

The Bacan Sultanate was founded in 1322. Its first Sultan was Said Muhammad Bakir, or Said Husin, who ruled on Mount Makian with the title of Maharaja Who Reigns in the Kingdom of Moloku Astana Bacan, the Land of Komala Besi Lime Dolik. Like other sultanates in North Maluku, the Bacan sultanate, which grew and developed over a long period of time, had social stratification that was structured hierarchically. There are three social strata, of which there is only one main social stratum and the other two include the subjects of the sultanate.The culture of the Bacan Sultanate is full of religious activities, customs and art. One of the works or culture of the Bacan Sultanate that still exists today is babaturung skombor. Babaturung Skombor is a tradition of delivering and installing banners and curtains on the pulpit of the Sultan's mosque. This procession starts from the kedaton and then parades to the sultanate mosque on the 29th of Sha'ban and 28th of Ramadhan.This ritual has been carried out for generations in the Bacan sultanate. This procession starts from the palace of the Bacan Sultanate. In its implementation there are several stages. It starts with the assignment of traditional apparatus which is divided into two parts, namely World Bobato and Hereafter Bobato, each of which has a role in the procession
