Abstract

The Ombudsman Institution is an independent institution which functions to supervise the public service performance issues. The existence of this institution is considered important to increase the public service especially for the public service performance by the government or local government and its existence is guaranteed by law. Ombudsman in its progress reaches the provincial level and the Ombudsman Institution is gradually formed in regions, including in Yogyakarta Special Region. The institution’s primary function and role is doing public service supervision both by having public reports and having active role in doing special investigation. Among the supervision and secretarial and research and developmental administration tasks, socialization task is an important task in performing right awareness on public services.Associated with the mentioned factors, the researcher desires to investigate the Ombudsman Institution of Yogyakarta Special Region especially in the Ombudsman Institution of Yogyakarta Special Region performance in doing its primary duty and function, in the Ombudsman Institution of Yogyakarta Special Region performance optimization in the right awareness on public service and the factors influencing the Ombudsman Institution of Yogyakarta Special Region performance optimization itself.This research uses the qualitative research method. The data gathered including the primary and secondary data. The primary data covers interview and observation data, meanwhile secondary data covers literature data and documentation. The analysis unit of this research is the Ombudsman Institution of Yogyakarta Special Region with the interviewed research subjects such as the Head, Institution Representative, Socialization, Cooperation, and Networking Unit, and Socialization Executive Assistant.The finding of this research shows that the establishment of The Governor Regulation Number 69 Year 2014 about the Organization and Working Procedure of the Ombudsman Institution of Yogyakarta Special Region causes the incorporation of 2 institutions, The Regional Ombudsman Institution (LOD) and the Private Ombudsman Institution (LOS), to be a single institution called as the Ombudsman Institution of Yogyakarta Special Region and it was started in 2015. The Ombudsman Institution of Yogyakarta Special Region performance optimization has been seen in its achievements which are in accordance with the applicable regulations. The optimization of socialization task on public right awareness toward public service done by the Ombudsman Institution of Yogyakarta Special Region is considered good and optimum. It can be seen from the programs done in the socialization intensity, socialization quality, and socialization portion compared to other activities. The factors influencing the Ombudsman Institution of Yogyakarta Special Region performance in doing its duties covering the executive human resources factor, facilities and infrastructure and public participation.These research findings directly contribute toward the science development especially on the Ombudsman Institution of Yogyakarta Special Region performance optimization both from supervision task performance and the optimization of socialization task on public right awareness toward public service. Keywords: Ombudsman, Public Service, Performance, Socialization, Right Awareness.

Abstract

The government's current program tries to deal with the area's problems by offering housing areas with good sanitation (generally in the form of multi- storey houses). Law No. 1 of 2011 concerning Settlements Settlements are diseases that are not suitable for habitation, among others, because they are located on land that is not in accordance with the designation or spatial planning, high building density in a very limited area, social vulnerability and environmental diseases, so that the problem formulated in this article is (1). How to mitigate the growth of settlements in densely populated areas and (2). How the conditions of economic vitality and the status of land ownership and handling priorities affect an area to be implemented. From the deepening of the mitigation literature of Kumu settlement. Therefore, the Central Government has issued various programs and policies to conduct this research. One of the programs launched by the Central Government through the Ministry of Public Works and Public Housing is the "City Without Slums" Program or commonly abbreviated as the CWS Program. To conduct this research aims to use criteria. The determination of the area is carried out by considering various aspects or dimensions such as adjusting the location to the spatial plan, land status, location/position of the location, population density level, building density level, physical, social, economic and cultural conditions of the local community.Keywords: Mitigation, Slums, and Densely Populated Areas

Abstract

The aims of this research are (1) to find out the implementation of Babari culture in the people of Balohang village, Lede sub-district. (2) Knowing the values contained in the implementation of Babari culture in the Balohang village community, Lede sub-district. (3) Knowing the solution to the changes that occur in the practice of Babari culture in the people of Balohang Village, Lede District. The research method used is qualitative with a case study approach. The research subjects were village heads, community leaders, traditional leaders, and the community. Data collection techniques are observation, interviews, and documentation. Data analysis techniques are data reduction, data display, and drawing conclusions.Based on the results of the study that (1) the role of indigenous peoples in maintaining the local cultural values of Babari which has become a hereditary habit of the Balohang village community has been weakened, this can be proven in the activities of indigenous peoples that are not in accordance with the basic spirit of the Babari local culture itself. cultural influence of outsiders (immigrants). (2) the factors that influence changes in the local cultural values of Babari in the Balohang village community, namely the social relations of the people in Balohang Village who are very gracious in accepting every culture that enters from outside their social environment so that they quickly shift the local Babari culture of the indigenous people themselves. (3) Solutions to deal with changes in practice that occur in the Babari culture in Balohang Village by trying to re-socialize the Babari local culture to the younger generation so that the cultural heritage is preserved. Keywords: Babari Culture, Village Community

Abstract

Penelitian ini dilatarbelakangi oleh keingintahuan peneliti untuk melihat sejauhmana tingkat partisipasi politik masyarakat di Desa Soasio Kecamatan Galela dalam kegiatan pemilihan kepala daerah (Pilkada) Kabupaten Halmahera Utara. Adapun tujuan penelitian ini yaitu: (1) untuk mengetahui pemahaman masyarakat Desa Soasio Kecamatan Galela dalam pemilihan kepala daerah Kabupaten Halmahera Utara. (2) untuk mengetahui tingkat partisipasi politik masyarakat Desa Soasio Kecamatan Galela dalam pemilihan kepala daerah Kabupaten Halmahera Utara. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus. Teknik pengumpulan data yakni, observasi, wawancara, serta dokumentasi. Subjek penelitian yang diteliti yaitu tokoh adat, tokoh agama, tokoh pemuda, serta perwakilan pemerintah baik dari pemerintah desa maupun KPU. Adapun hasil penelitian ini dapat disimpulkan bahwa: (1) Pemahaman masyarakat terkait dengan Pilkada dikatakan sudah cukup baik. Hal tersebut terlihat dari pemahaman pemilih dalam memilih kepala daerah yang lebih melihat pada aspek visi, misi serta rekam jejak dari para calon kepala daerah, sebaliknya bukan atas dasar suka atau tidak suka kepada para calon tersebut; (2) Partisipasi politik masyarakat Desa Soasio Kecamatan Galela dalam pemilihan kepala daerah Kabupaten Halmahera Utara sudah cukup baik dengan melibatkan diri dalam Pilkada, seperti ikut dalam kegiatan kampanye dan memberikan hak suaranya pada saat pemilihan berlangsung dengan rasa aman dan tertib. Indikatornya terlihat dari tingkat partisipasi atau keikutsertaan masyarakat dalam pemilihan diatas 80%. Dari hak pilih sebanyak 1024 suara terdapat 841 suara yang menggunakan hak pilihnya atau sebesar 82,13%, sedangkan yang tidak menggunakan hak pilihnya (golput) sebanyak 183 suara.Kata Kunci : Partisipasi Politik, Masyarakat, Soasio, Pemilihan Kepala Daerah

Abstract

Legal politics is an intent statement of the state authorities regarding the law that will be applied in their territory. In terms of state administration in Indonesia, legal politics means a legal policy that will be implemented nationally covering the aspects needed in the lawmaking. It is undeniable that Indonesia, which is the largest Moslem population in the world, determines the direction of its political policies and is definitely influenced by the dynamics of the Islamic flow and views of its citizens. So it is common in Indonesia that the term of Islamic law politics appears. The Islamic legal politics can be described into two ways, firstly as a legal product initiated by fiqh mujtahids, and secondly as a policy born from political experts in realizing benefit in order to face the times. Although the Republic of Indonesia (RI) does not constitutionally declare itself as a religious state, the implementation of Islamic law will continue to be pursued and encouraged to create law enforcement and social order based on ethics and values of Islamic teachings.Keywords: Islamic legal politics, legal dynamics, Indonesia

Abstract

This study focuses on three main problems, namely (1) how the history of the "Sopik" ritual is carried out, (2) how the "Sopik" ritual is a customary law and (3) how the social values and cultural meanings are contained in the "Sopik" ritual. The research was conducted to reveal the history, social values, and cultural meanings contained in the “Sopik” ritual in Tahane, South Halmahera. The method used in this research is a qualitative method through two stages: (1) analyzing the results of interviews with informants from an emic and etic perspective and (2) interpreting the meaning and implications of the "Sopik" ritual.The results showed that (1) the ritual ceremony "Sopik" in the village of Tahane, Makean island is hereditary and is a manifestation of the interaction between Islamic culture and local culture. The traditional ritual ceremony of "Sopik" in Tahane village has long historical roots and is still preserved by the community. (2) the "Sopik" ritual was practiced in the beginning, there were disputes between the community members about village boundaries that could not be resolved. There have been many solutions taken by village leaders, but also no final decision has been reached. Traditional and religious leaders perform traditional oaths known as the "Sopik" ritual as a custom for resolving disputes between members of the community for generations, (3) the "Sopik" ritual has social values and cultural meanings, including: strengthening a consistent attitude towards mutual agreement, social glue, ethics and morals, customary law and deliberation and consensus.Keywords: Ritual, Sopik, law, Habit

Abstract

This research is motivated by the fading character values of students or learners which are found in almost all schools which causes the emergence of childish actions. This study aims to determine the efforts of teachers and parents in introducing and instilling character education values in students. This study also uses a qualitative descriptive research type, namely research related to the implementation of character education. Data collection techniques through observation, interviews and documentation. The results showed that the teacher's efforts were how to implement education in class XI students of SMK Negeri 6 Sula Islands. Efforts to implement character education are carried out through approaches with Civics teachers, students, and parents when they are in the school or family environment, namely always providing advice and guidance about character education values, such as religious values, honesty values, tolerance, values democracy, the value of discipline, and responsibility. What obstacles are encountered in implementing character education in class XI students of SMK Negeri 6 Sula Islands, namely the influence of external factors on the rate of technological development and out-of-school association by students who do not get attention from the family so that there are obstacles in coaching character. Keywords: Teachers, parents, character and moral development.

Abstract

Negara Indonesia saai ini sedang dihadapkan pada persoalan dekadensi moral dan karakter yang sangat serius, karena pengaruh globalisasi mengakibatkan generasi muda khususnya pada anak muda remaja saat ini terlihat lebih bangga terhadap budaya asing dari pada budaya kita sendiri. Budaya lokal kita memiliki peran yang sangat besar terhadap perkembangan karakter kaum remaja, di Indonesia, khususnya budaya lokal. Dalamperkembangannya budaya lokal, di SMA Negeri 7 Kabupaten Halmahera Selatan untuk menjaring budaya asing menajadi perhatian pemerintah daerah dan negara. Dengan demikian pemerintah pusat dan daerah harus bekerja keras untuk meningkatkan manajemen pendidikan karakter baik di pusat, provinsi, dan kabupaten/kota. Pendidikan karakter pada era globalisasi sangat berperan aktif untuk mengatasi krisis moral yang melanda Kabupaten Halmahera Selatan Provinsi Maluku Utara. Manajemen pendidikan karakter memiliki peran yang sangat penting seperti mencari solusi atau pemecahan masalah, membuat keputusan sesuai musyawarah mufakat, serta mampu meredam konflik yang sering terjadi baik di sekolah maupun di masyarakat. Budaya lokal masyarakat di Kabupaten Halmahera Selatan merupakan budaya dari leluhur nenek moyang masa lalu sehingga dijadikan pedoman hidup masyarakat Kabupaten Halmahera Selatan Provinsi Maluku Utara. Budaya leluhur yang dihormati masyarakat di Kabupaten Halmahera Selatan masih bersifat lokal, namun nilai yang terkandung di dalamnya amat universal.Kata Kunci : budaya lokal, manajemen, pendidikan karakter SMA.

Abstract

The research background analyzes the implementation of humanistic theory in forming the character of student responsibilities in schools. The implementation of learning activities certainly does not immediately start teaching and learning activities, but teachers and students must pay attention to class cleanliness so that students will get used to having a responsible attitude towards the environment and surroundings and after it initiates the learning process, the research objectives are (1). Knowing how to implement humanistic theory in shaping the character of the responsibilities of students at SMP Negeri 57 Halmahera Selatan, (2). Knowing what factors influence the implementation of humanistic theory in shaping the character of the responsibilities of students at SMP Negeri 57 Halmahera Selatan. Research method The research method used is descriptive qualitative research with the case study method, the location of this research was conducted at SMP Negeri 57 Halmahera Selatan .         Based on the research results it can be concluded that: (1). For teachers, the results of this study can be a basis for teachers in optimizing the implementation of humanistic theory in shaping the character of students' responsibilities at SMP Negeri 57 Halmahera Selatan. (2). For schools, it is hoped that they can evaluate the implementation of humanistic theory in shaping the character of the responsibilities of students at SMP Negeri 57 Halmahera Selatan, in teaching and learning activities so that they run optimally. (3). For future researchers, this research can be explored further and adapted to the context of the schools studied to develop the implementation of humanistic theory in shaping the character of students' responsibilities at SMP Negeri 57 Halmahera Selatan.

Abstract

This research discusses the Teacher Quality Development Program by the Regional Technical Implementation Unit (UPTD) of North Ternate City District Education 2022. The purpose of this study is to analyze the development of educational unit supervisors including professional development and career development. Professional development is directed at improving and developing professional abilities so that they can carry out supervisory functions, both academic supervision and managerial supervision. The method used in this study is a qualitative method that is descriptive of how the implementation of the teacher quality development program by the regional technical implementation unit (UPTD) of North Ternate City Education District 2022. The research site was carried out at the Regional Technical Implementation Unit (UPTD) of North Ternate City District Education 2022 from October to November 2022. Data collection techniques used observation, questionnaires, and documentation. The data analysis techniques include; data reduction, data presentation and conclusion. The results of this study found several things; (1). The supervisor of the education unit is appointed with the task of conducting guidance and supervision of education in the educational unit or school that is under his supervision. Supervision of educational units includes academic supervision and managerial supervision. (2). Academic supervision aims to assist or foster teachers in improving the quality of the learning process in order to obtain more optimal student learning outcomes. Meanwhile, managerial oversight aims to assist and foster school principals in their efforts to improve the quality of education through optimizing school performance. In carrying out their duties and responsibilities as supervisors of educational units/schools, basic skills are required as professional supervisors
