Abstract

This study examines the alignment between planned research designs and final Scientific Paper (KTI) reports produced by participants of basic-level KTI training (N = 160 participants; 80 teams) during 2023–2024, and tests whether design elements and participants’ substantive understanding predict paper quality and presentation. We coded concordance between planned and implemented elements (problem formulation, data source, analysis method) and analyzed associations using Fisher’s exact tests, logistic regression for binary outcomes, and linear regression for presentation scores. Results show that 44.8% of teams produced KTIs fully concordant with their designs; 32.5% of teams moved from descriptive designs to include inferential analysis in final KTIs. Concordance of analysis method (design to implementation) was the only design element that significantly predicted substantive-quality scores (p = 0.029). Participants’ substantive-understanding scores predicted presentation quality (β = X, p = 0.013). We discuss implications for training curricula and recommend embedding method-focused mentoring and assessment checkpoints.

Abstract

The Basic Training (Latsar) for CPNS at BRIN aims to develop civil servants with integrity through the internalization of BerAKHLAK core values. A key challenge lies in ensuring participants understand and apply these values in their roles as researchers. This study examines the implementation of BerAKHLAK values in Agenda 2 and evaluates the influence of learning media and assignment types on value internalization. A quantitative approach was used with 21 participants. Data were obtained from pre- and post-tests, individual and group assignments, and facilitator assessment rubrics. Analyses included Mann Whitney, Kruskall Wallis, and factor analysis using SPSS 26. Results indicate a significant improvement in value comprehension after training. Learning media had a significant effect, with papers being the most effective. Group assignments were more effective than individual tasks as they fostered collaboration, adaptability, and harmony. Factor analysis revealed one main component, with harmonious values showing the strongest contribution. These findings highlight the importance of assignment design and innovative media. The implication is that BRIN should strengthen varied learning strategies to support character building in civil servants.

Abstract

Jakarta Kini (JAKI) is a digital service innovation initiated by the Provincial Government of Jakarta through the Jakarta Smart City program as an effort to apply information and communication technology in public administration. This study aims to analyze public perceptions of the effectiveness of JAKI in improving the quality and accessibility of public services in Jakarta. The research employs a descriptive qualitative approach with secondary document analysis derived from official reports, academic publications, and application performance data. JAKI is positioned as a regional model of smart governance that integrates multiple public services into a single digital platform. Unlike previous studies that mainly focused on technological aspects or user satisfaction, this study highlights the interconnection between government digital innovation and citizen participation within a data-driven public service ecosystem. The findings indicate that JAKI plays a substantial role in accelerating citizen reporting, expanding service accessibility, and strengthening participatory governance in digital administration. Early features such as JakLapor, JakRespons, JakPantau, and JakWarta serve as key foundations for two-way communication between the government and citizens. Meanwhile, new developments such as the Health Facility Queue Service, JKN Mobile Integration, Early Warning Notifications, and JakCare further enhance the platform’s role as an integrated digital service hub. Nevertheless, JAKI’s implementation remains suboptimal due to challenges related to uneven digital literacy, limited technological infrastructure, and data protection issues.

Abstract

The analytical method used is Principal Component Analysis Biplot (PCA Biplot), which enables the identification of relationships among indicators and Indonesia’s relative position compared to other countries which includes ten key indicators: ease of business entry, business location, utility services, labor overall, financial services, international trade, taxation, dispute resolution, market competition, and business insolvency. The analytical methods used is Principal Component Analysis Biplot (PCA Biplot) ,which enables the identifications of relationships among indicators and Indonesia’s relative position compared to other countries. The main recommendation of this study is to accelerate the digitalization of business licensing and investment services and to simplify administrative processes, while simultaneously improving legal certainty in order to create a more conducive, competitive, and sustainable business environment at the global level.

Abstract

This study aims to analyze the influence of intrinsic motivation on students’ digital readiness in the post-pandemic era using the framework of Self-Determination Theory (SDT). The research employed a quantitative approach with a descriptive-verificative survey method. The respondents consisted of 230 undergraduate students from various public and private universities in Indonesia who had participated in online and hybrid learning. Data were collected through an online questionnaire and analyzed using Partial Least Squares–Structural Equation Modeling (PLS-SEM) with SmartPLS 4.0 software.  The results indicate that intrinsic motivation has a significant effect on students’ digital readiness (R² = 0.62). All three SDT dimensions—competence, autonomy, and relatedness—positively influence digital readiness, with competence showing the strongest effect (β = 0.39), followed by autonomy (β = 0.27) and relatedness (β = 0.21). These findings emphasize that students’ digital readiness is shaped not only by technical skills but also by psychological factors related to intrinsic motivation.

Abstract

Dashboard Security Awareness (Sec-Aw) is an integrated digital platform innovation developed to enhance cybersecurity awareness among Civil Servants (ASN) in West Jakarta. The background of this research stems from the high incidence of cybersecurity attacks in Indonesia, reaching over 330 million incidents in 2024, with 60% attributed to human negligence factors. This study aims to develop an effective cybersecurity awareness platform featuring self-assessment based on the National Cyber and Crypto Agency (BSSN) framework, interactive educational media, basic security tools, and personalized recommendations. The methodology employs Research and Development (R&D) with a mixed-method approach, Fishbone analysis for root cause identification, USG (Urgency, Seriousness, Growth) analysis for problem prioritization, self-assessment instruments adapting the Knowledge-Skill-Practice (K-S-P) framework and Multiple Criteria Decision Analysis (MCDA) approach, along with phased implementation through preparation, development, implementation, and evaluation-dissemination stages. Measurements were conducted in two waves: the initial assessment in March 2025 involving 77 ICT administrators from West Jakarta Government Work Units yielded a score of 2.48 (Poor category), while the follow-up assessment in June 2025 involving 419 employees of the West Jakarta Municipal Government demonstrated improvement to 2.97 (Good category), reflecting a 19.8% increase. Nevertheless, two areas require particular attention: Technical Incident Reporting (1.93) and Social Law/Regulation aspects (1.38). The issuance of West Jakarta Mayor's Circular regarding SPBE Security Implementation establishes Dashboard Sec-Aw as an official instrument for capacity building and self-assessment, strengthening SPBE governance and expanding coverage from the mayor's office to all work units. This platform supports the strengthening of Indonesia’s digital resilience by enhancing cybersecurity literacy and culture among government officials.
